Qatar’s QIA to Invest Over $1 Billion in Startup Funds

Qatar’s sovereign wealth fund, the Qatar Investment Authority (QIA), plans to inject over $1 billion into both international and regional venture capital funds. This move is part of a strategic effort to foster the growth of the startup and venture capital sectors within Qatar and neighboring regions.
Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani unveiled the initiative, emphasizing that the fund will exclusively target venture capital funds, steering clear of private equity or debt investments. The objective of this “Fund of Funds” is to generate competitive market returns for the QIA while nurturing Qatar’s venture capital landscape.
The initiative also seeks to attract global venture capital firms and entrepreneurs to Qatar and the wider Gulf Arab states, thereby bolstering the startup ecosystem. QIA’s CEO, Mansoor Ebrahim Al-Mahmoud, highlighted the program’s aim to facilitate access to capital and support for innovative businesses, enabling their expansion not only within Qatar and the GCC but also onto the global stage.
This move aligns with QIA’s increased focus on technology investments, as underscored by Sheikh Mohammed during the inauguration of the Qatar Web Summit, marking the Middle East debut of one of the world’s leading tech conferences.

أعلن صندوق قطر للثروة السيادية يوم الاثنين أنه سيستثمر أكثر من مليار دولار في صناديق رأس المال الاستثماري الدولية والإقليمية كجزء من استراتيجية لتطوير قطاع رأس المال الاستثماري والشركات الناشئة في الدولة الغنية بالغاز والدول المجاورة.
أعلن رئيس الوزراء القطري الشيخ محمد بن عبد الرحمن آل ثاني عن إطلاق الصندوق، الذي قال صندوق قطر للثروة السيادية في بيان إنه سيستثمر فقط في صناديق رأس المال الاستثماري، دون الاستثمار في رأس المال الخاص أو الدين.
ويهدف الصندوق المسمى “صندوق الصناديق” إلى تحقيق عوائد تجارية على مستوى السوق لصندوق الثروة السيادية بالإضافة إلى تطوير قطاع رأس المال الاستثماري في قطر.
ويهدف أيضاً إلى جذب شركات رأس المال الاستثماري الدولية ورياد الأعمال إلى قطر ودول الخليج العربي الأخرى لتطوير قطاع الشركات الناشئة في قطر.
قال الرئيس التنفيذي لصندوق قطر للثروة السيادية منصور إبراهيم المحمود في البيان: “يطلق صندوق قطر للثروة السيادية هذا البرنامج لضمان أن الشركات الابتكارية يمكنها الوصول بسهولة إلى رأس المال والدعم من صناديق رأس المال الاستثماري، مما يمكنه من توسيع عملياتها وتوسيع وجودها في السوق في قطر وعبر مجلس التعاون الخليجي وفي النهاية على الساحة الدولية.”
وتتماشى هذه الخطوة مع زيادة تركيز جهاز قطر للاستثمار على الاستثمارات في مجال التكنولوجيا، كما أكد الشيخ محمد خلال افتتاح قمة قطر للويب، والتي تمثل أول ظهور لواحد من مؤتمرات التكنولوجيا الرائدة في العالم في الشرق الأوسط.
