Doha: Investment Promotion Agency Qatar (Invest Qatar) confirmed that the recent launch of the Third National Development Strategy (NDS3) 2024-2030 provides amazing opportunities to redefine the economic landscape in the country, and places it in a position that qualifies it to face the challenges as well as the opportunities of the 21st century, especially in light of the economic transformations and the technological progress the world is witnessing.

This came in a publication by the agency on Tuesday on its website, in which Invest Qatar’s Strategy Manager Hamad Rashid Al Nuaimi highlighted the ambitious goals, spanning sustainable economic growth and environmental sustainability, underscoring the nation’s commitment to navigating a turbulent global landscape. He also emphasized the Foreign Direct Investment (FDI) target, the pivotal role of the Invest Qatar in shaping Qatar’s economic landscape, focusing on economic diversification, sustainability, and the path to a prosperous future.

Hamad Rashid Al Nuaimi said that amid global economic shifts and technological advancements, Qatar stands at a significant juncture, proactively expediting the transition towards a diversified and knowledge-based economy. This strategic shift is encapsulated in the NDS3 2024-2030, serving as a roadmap guiding the nation towards realizing Qatar National Vision 2030 (QNV 2030).

He pointed out that revolving around seven strategic national outcomes, ranging from sustainable economic growth to environmental sustainability, the NDS3 reflects Qatar’s commitment to navigating a turbulent global landscape. By prioritizing the diversification of key economic sectors and fostering a business-friendly environment, the country remains committed to attracting foreign investment and skilled talent, establishing itself as a global business hub.

He said that the NDS3 sets ambitious targets, seeking to accelerate economic growth to an average of 4 percent annually until 2030, fuelled by increased gas production and economic diversification. The strategy emphasizes innovation and research, targeting a Gross Expenditure on research and development (R&D) of 1.5 percent of GDP, with a significant contribution from the business sector.

Additionally, a key objective is to improve labour productivity with an average yearly target of 2 percent, aligning with the overarching vision of cultivating a knowledge-based economy and generating high-skilled employment opportunities.

He indicated that the ambitious Foreign Direct Investment (FDI) target of USD 100 billion, exemplifies Qatar’s strategic focus to diversify its economy, bolster its global economic presence, and foster sustainable growth. At the core of this strategy are ‘Growth Clusters’, situated within the framework of sustainable economic development, focusing on manufacturing, logistics, and tourism. These sectors are crucial in driving Qatar’s non-hydrocarbon economic development, each with a set of clearly defined goals.

The manufacturing cluster focuses on expanding chemicals and low-carbon metals, aligning with global sustainability trends, with the goal of ranking in the top 40 on the Competitive Industrial Performance (CIP) Index. The logistics cluster strengthens Qatars position as a global supply chain hub by expanding its air transport activities, optimizing its port operations through technological advancements and operational improvements, and capitalizing on its geographical and infrastructural advantages.

The objective is to achieve 6.6 percent GDP CAGR, 2.4 percent labour productivity CAGR, and reach QR 25 billion in re-exports.

The tourism cluster focuses on developing business tourism while also building on the countrys unique characteristics to become a tourism destination of choice for families. Qatar aims to attract 6 million visitors by 2030, increase total in-destination spending to QR 34 billion, and achieve 19 million room nights thereby transforming the country into a premier travel destination.

Invest Qatar’s Strategy Manager Hamad Rashid Al Nuaimi noted that these key sectors are supported by ‘Enabling Clusters’, including education and financial services, positioning Qatar as a center for academic excellence and innovation in financial technologies. These clusters are crucial for the development of a knowledge-based and technologically advanced economy. As the nation looks ahead, substantial growth potential is expected in emerging clusters, such as green technology and creative industries.

Regarding Invest Qatar’s role in supporting NDS3, he said that established in 2019, Invest Qatar’s mission is to strengthen Qatars position as an ideal investment destination, while facilitating investments that foster economic diversification and development. Invest Qatars strategic approach to NDS3 integrates a sector-specific focus with a commitment to holistic economic development. The plan creates an interlinked ecosystem, where various sectors mutually support and enhance one another, fostering a balanced, sustainable, and resilient economy.

Invest Qatar is also working to enhance the countrys business climate, streamlining investment processes, providing tailored investor services, and cultivating a business-friendly environment conducive to growth and innovation. These efforts play a pivotal role in achieving the goal of securing a top-10 ranking for the business environment and meeting FDI targets, facilitating the seamless integration of foreign investments into Qatar’s economic fabric.

Reflecting Qatar’s commitment to environmental sustainability and the goal to reduce greenhouse gas (GHG) emissions by 25 percent by 2030, Invest Qatar places a special emphasis on green and sustainable investments. وأشار إلى أن استراتيجية التنمية الوطنية الثالثة ترتكز على سبع نتائج وطنية استراتيجية، بدءا من النمو الاقتصادي المستدام، وصولا إلى الاستدامة البيئية، لتبرز التزام دولة قطر بمواصلة مسيرتها التنموية على الرغم من المشهد العالمي المضطرب، مبينا أنه من خلال إعطاء الأولوية لتنويع القطاعات الاقتصادية الرئيسية وتعزيز بيئة جاذبة للأعمال، تظل البلاد ملتزمة بجذب الاستثمار الأجنبي، ورعاية المواهب الماهرة، وترسيخ مكانتها كمركز عالمي للأعمال.

وفي شأن الأهداف ومجالات التركيز الاستراتيجي، قال إن استراتيجية التنمية الوطنية الثالثة وضعت أهدافا طموحة، تسعى من خلالها إلى تسريع وتيرة النمو الاقتصادي إلى معدل 4% سنويا حتى عام 2030، مدفوعا بالزيادة في إنتاج الغاز وجهود التنويع الاقتصادي. وتركز الاستراتيجية على الابتكار والبحث، مستهدفة حجم إنفاق على البحوث والتطوير بمعدل 1.5% من إجمالي الناتج المحلي، في ظل مساهمة كبيرة من قطاع الأعمال.

وبالإضافة إلى ذلك، يتمثل الهدف الرئيسي للاستراتيجية في تحسين إنتاجية العمل بمعدل سنوي منشود يبلغ 2%، بما يتماشى مع الرؤية الشاملة بشأن التحول إلى اقتصاد قائم على المعرفة، وتوفير فرص عمل لذوي المهارات العالية. وبين أن الأهداف الطموحة لجذب الاستثمار الأجنبي المباشر بقيمة 100 مليار دولار أمريكي تجسد تركيز الدولة الاستراتيجي على تنويع اقتصادها، وتعزيز حضورها الاقتصادي عالميا، وتحفيز النمو المستدام.

وتأتي “قطاعات النمو” في صدارة أولويات هذه الاستراتيجية في ضوء التنمية الاقتصادية المستدامة، مع التركيز على التصنيع والخدمات اللوجستية والسياحة، حيث تلعب هذه القطاعات دورا مهما في دفع عجلة التنمية الاقتصادية في القطاعات غير النفطية بالدولة، ولكل منها مجموعة من الأهداف المحددة بوضوح.

وأضاف أن قطاع التصنيع يركز على توسيع المواد الكيميائية والمعادن منخفضة الكربون، بما يتماشى مع توجهات الاستدامة العالمية، بهدف الوصول إلى تصنيف متميز ضمن أفضل 40 دولة على مؤشر الأداء الصناعي التنافسي. ويعمل قطاع الخدمات اللوجستية على تعزيز مكانة قطر كمركز عالمي لسلاسل التوريد من خلال توسيع أنشطة النقل الجوي، وتحسين العمليات بالموانئ، مستفيدا من التقدم التكنولوجي وتطوير العمليات، ومدعوما بموقع الدولة الجغرافي وبنيتها التحتية. وتستهدف هذه الجهود معدل نمو سنوي مركب في إجمالي الناتج المحلي بنسبة 6.6%، ومعدل نمو سنوي مركب في إنتاجية العمل يبلغ 2.4%، والوصول إلى حجم عمليات إعادة التصدير بما يعادل 25 مليار ريال.

وقال “أما قطاع السياحة فيركز على تطوير سياحة الأعمال، مع الاستفادة أيضا من الخصائص الفريدة للبلاد التي تمكنها من أن تصبح وجهة سياحية مفضلة للعائلات، حيث تستهدف قطر جذب 6 ملايين زائر بحلول عام 2030، وزيادة إجمالي الإنفاق داخل الدولة إلى 34 مليار ريال، والوصول إلى 19 مليون ليلة فندقية، وبالتالي تحويل البلاد إلى وجهة رائدة للسفر والزيارة”.

ونوه السيد حمد راشد النعيمي، مدير الإستراتيجية بوكالة ترويج الاستثمار في قطر، إلى أن هذه القطاعات الرئيسية تدعم “مجموعات التمكين” التي تشمل قطاعات التعليم والخدمات المالية، لتجعل دولة قطر مركزا للتميز الأكاديمي والابتكار في تكنولوجيا المال.

وتلعب هذه القطاعات دورا حاسما في تطوير اقتصاد قائم على المعرفة متقدم تكنولوجيا، متوقعا أن تشهد القطاعات الناشئة، مثل التكنولوجيا الخضراء والصناعات المبتكرة، إمكانات نمو هائلة.

ولفت إلى أن وكالة ترويج الاستثمار تركز بشكل خاص على الاستثمارات الخضراء والمستدامة، بما يعكس التزام دولة قطر نحو الاستدامة البيئية، وهدفها المتمثل في خفض انبعاثات الغازات الدفيئة بنسبة 25% بحلول عام 2030، حيث تمكنت دولة قطر من توفير بيئة جاذبة للاستثمارات الخضراء والزرقاء، وبرزت كنقطة اتصال للمشاريع المتوافقة مع الحوكمة البيئية والاجتماعية، وتعتزم الدولة طرح أكثر من 75 مليار دولار في شكل فرص للاستثمار المستدام بحلول عام 2030.
