MOEHE Announces Updated Government Scholarship Plan for Academic Year 2024/2025

Doha: The Ministry of Education and Higher Education (MOEHE) announced the updated government scholarship program, its general guidelines, and most important features, for the academic year 2024/2025, in partnership with the Civil Service and Government Development Bureau and the Ministry of Labor.

In a press conference on Tuesday, Acting Assistant Undersecretary for Higher Education Affairs at the MOEHE Dr. Harib Mohammed Al Jabri reviewed the general objectives of the updated government scholarship plan, including economic growth in terms of investment in human capital and the quality of educational outcomes, noting the role of the private sector in this context.

He noted that one of the goals of the new government scholarship plan, for which registration will be open from June 15 until Aug. 15, is to ensure equal opportunities, diversity, inclusion, and talent development, stressing that the government scholarship is an opportunity for all Qatari students to obtain a government scholarship provided that the necessary and required conditions are met.

In a related context, Al Jabri discussed the three main scholarship programs, which are the internal scholarship program for 5 universities inside Qatar within Education City universities, and the external scholarship program for the best 300 universities according to the classification of tracks and specializations, which allows the students to choose the university that suits them according to the specialization they desire, in addition to the Amiri Scholarship Program allocated to the best 24 universities according to the general classification in the world for foreign scholarships, with the conditions required for each of them. He indicated that government scholarships were previously limited to outstanding students, while now they also include talented people in specializations such as sports, art, and innovation, for example.

Within the context of his presentation, Dr. Harib discussed the various internal and external scholarship tracks, including 8 tracks, as well as their specializations, regulations, privileges, facilitation of procedures, and financial allocations granted to scholarship students, while ensuring that they are distributed in the scholarship countries in a controlled manner, which also gives them other additional cultures, as well as replacement plans and nationalization in the government sector through the Civil Service and Government Development Bureau and the Ministry of Labor, and the percentages required in some internal government scholarship programs, including the “Tomouh” program by 70 percent, the bachelor’s study program by 80 percent, and the Academic Bridge Program and the success rate for joining it is 70 percent, indicating the desired increase in the number of scholarship students according to the 2024 budget.

The Acting Assistant Undersecretary for Higher Education Affairs at the MOEHE noted that those who were unable to register for a scholarship during the aforementioned period will have the opportunity to register and enroll for two other periods from Oct. 15 to Nov. 15, 2024, to enroll in the spring semester, and from March 15 to April 15, 2025, for summer semester admission.

He said that the government scholarship plan inside and outside Qatar previously included 700 male and female students, but now includes 1,500 male and female students annually.

The Civil Service and Governmental Development Bureau’s (CSGDB) Civil Service Affairs Director Saif Ali Al Kaabi considered the scholarship plan one of the main pillars for achieving the Qatar National Vision 2030, promoting human development, and contributing to preparing an efficient workforce capable of advancing the countrys development wheel.

He stressed that the government scholarship plan for 2024 and the specializations it includes in various academic degrees are a reflection of the needs of the various sectors in the country, pointing out that this plan seeks to participate in increasing the productivity of the workforce to enhance economic growth, and to create jobs that require highly experienced skills in accordance with the third national development strategy for Qatar State 2023/2024.

In this context, Head of the Skills Development Qualification Department at the Ministry of Labour Abdul Rahman Mohammed Talfat stressed that the private sector is an essential partner in economic and social development in the State of Qatar, indicating that the Ministry is keen to contribute to providing scholarship opportunities for Qatari students of both sexes, in a way that qualifies them for leadership and assume responsibility in the private sector.

He explained that the Ministry of Labor is confident that the new government scholarship plan is aimed at qualifying and developing the skills of the national workforce by providing various scholarship opportunities that meet the needs of the private sector, indicating that there is continuous communication between the Ministry of Labor and educational institutions to reduce the gap between educational outcomes and the labor market.

Director of Public Relations and Communication Department of the Ministry of Education and Higher Education, Maryam Abdullah Al Mohannadi, spoke at the beginning of the press conference about the importance of government scholarships and its role in investing in national human capabilities, stressing the importance of this developed and updated plan with all its details for government scholarship students.

Qatar has launched a government outreach program for students wishing to study for pre-university (diploma), university, and postgraduate studies at the expense of the state, in order to provide an educational climate that responds to its aspirations and its evolving policies in the higher education sector, and to connect graduates with the needs of the labor market to ensure effective contribution to the construction of the homeland and its promotion to the global ranks at all levels and sectors.

الدوحة: أعلنت وزارة التربية والتعليم والتعليم العالي عن خطة الابتعاث الحكومي المحدثة، وموجهاتها العامة وأهم ملامحها، للعام الأكاديمي 2024 – 2025، وذلك بالشراكة مع ديوان الخدمة المدنية والتطوير الحكومي ووزارة العمل.

واستعرض الدكتور حارب محمد الجابري القائم بمهام وكيل الوزارة المساعد لشؤون التعليم العالي بوزارة التربية والتعليم والتعليم العالي، في مؤتمر صحفي، الأهداف العامة لخطة الابتعاث الحكومي المحدثة، ومنها النمو الاقتصادي من حيث الاستثمار في رأس المال البشري وجودة مخرجات التعليم، مشيرا لدور القطاع الخاص في هذا السياق.

ونوه بأن من أهداف خطة الابتعاث الحكومي الجديدة أيضا، التي سيفتح باب التسجيل فيها في 15 يونيو وحتى 15 أغسطس المقبلين، ضمان تكافؤ الفرص والتنوع والشمول وتنمية المواهب، مؤكدا أن الابتعاث الحكومي يعد فرصة لجميع الطلاب القطريين للحصول على بعثة حكومية شريطة استيفاء شروطه اللازمة والمطلوبة.

وتناول الجابري، في سياق ذي صلة، برامج الابتعاث الثلاثة الرئيسية، وهي برنامج الابتعاث الداخلي لـ5 جامعات داخل قطر ضمن جامعات المدينة التعليمية، والخارجي لأفضل 300 جامعة حسب التصنيف الخاص بالمسارات والتخصصات، ما يتيح للطالب اختيار الجامعة التي تناسبه وفقا للتخصص الذي يرغب فيه، بالإضافة لبرنامج الابتعاث الأميري المخصص لأفضل 24 جامعة حسب التصنيف العام على مستوى العالم للابتعاث الخارجي، مع الشروط المطلوبة لكل منها، مشيرا إلى أن الابتعاث الحكومي كان في السابق يقتصر على الطلبة المتفوقين، في حين يشمل الآن الموهوبين أيضا في تخصصات مثل الرياضة والفن والابتكار مثلا.

وتناول الدكتور حارب، في سياق عرضه، مسارات الابتعاث المختلفة الداخلية والخارجية وعددها 8 مسارات، وكذا تخصصاته واللوائح والامتيازات وتسهيل الإجراءات، والمخصصات المالية الممنوحة للطلبة المبتعثين، مع الحرص على توزيعهم في دول الابتعاث بطريقة محكمة، ما يكسبهم أيضا ثقافات إضافية أخرى، وكذا خطط الإحلال والتوطين بالقطاع الحكومي عن طريق ديوان الخدمة المدنية والتطوير الحكومي ووزارة العمل، والنسب المطلوبة في بعض برامج الابتعاث الحكومي الداخلي ومنها برنامج “طموح” بنسبة 70 بالمئة، وبرنامج دراسة البكالوريوس بنسبة 80 بالمئة، وبرنامج الجسر الأكاديمي ونسبة النجاح للالتحاق به 70 بالمئة، مبينا الزيادة المنشودة في عدد المبتعثين وفقا لموازنة 2024.

ونبه القائم بمهام وكيل الوزارة المساعد لشؤون التعليم العالي بوزارة التربية والتعليم والتعليم العالي إلى أن من لم يتمكن من التسجيل للحصول على بعثة خلال الفترة المذكورة ستتاح له الفرصة للتقييد والتسجيل لفترتين أخريين من 15 أكتوبر إلى 15 نوفمبر 2024 للالتحاق بفصل الربيع، ومن 15 مارس إلى 15 أبريل 2025 للالتحاق بفصل الصيف.

وذكر أن خطة الابتعاث الحكومي لداخل قطر وخارجها كانت تتضمن في السابق 700 طالب وطالبة، إلا أنها تشمل الآن 1500 طالب وطالبة سنويا.

واعتبر السيد سيف علي الكعبي مدير إدارة شؤون الخدمة المدنية بديوان الخدمة المدنية والتطوير الحكومي، خطة الابتعاث إحدى الأذرع الرئيسية لتحقيق رؤية قطر الوطنية 2030، وتعزيز التنمية البشرية، والمساهمة في إعداد قوة عمل كفؤة قادرة على دفع عجلة التنمية بالدولة.

ونوه الكعبي، خلال المؤتمر الصحفي، بأن برنامج الابتعاث الحكومي يعد إحدى الأدوات الرئيسية لتنفيذ خطط الإحلال والتوطين، وهي أحد عناصر خطة القوى العاملة الوطنية، قائلا “من هذا المنطلق عملنا في ديوان الخدمة المدنية والتطوير الحكومي على إعداد الخطة السنوية للابتعاث الحكومي بالتنسيق مع وزارة التربية والتعليم والتعليم العالي والجهات المعنية في الدولة، وفي الوقت ذاته نسقنا مع مؤسسات التعليم العالي في قطر لضمان توفيرها التخصصات العلمية والبرامج الأكاديمية المطلوبة في سوق العمل القطري، وذلك بهدف التوفيق بين احتياجات الجهات الحكومية من الوظائف وبين مخرجات التعليم”.

وأكد أن خطة الابتعاث الحكومي لعام 2024 وما تتضمنه من تخصصات بمختلف الدرجات العلمية هي انعكاس لاحتياجات مختلف القطاعات بالدولة، لافتا إلى أن هذه الخطة تسعى إلى المشاركة في زيادة إنتاجية القوى العاملة لتعزيز النمو الاقتصادي، وإيجاد وظائف تتطلب مهارات عالية الخبرة وفق استراتيجية التنمية الوطنية الثالثة لدولة قطر 2024 – 2023 .

كما بين ارتكاز الخطة على المساهمة في الارتقاء بمستوى القوى العاملة، وتعزيز الكفاءة لدى موظفي القطاع الحكومي عن طريق ابتعاث أصحاب المهارات والكفاءات، وكذلك المساهمة في تطوير وتحسين مزايا التعليم العالي وجاذبيته للقطريين، مؤكدا إيمانه العميق بقدرات القوى العاملة الوطنية من طلبة وموظفين للنهوض بالقطاع الحكومي في قطر، وبأن خطة الابتعاث الحكومي ستحقق ذلك في المستقبل القريب.

وفي هذا السياق، أكد السيد عبدالرحمن محمد تلفت مدير ادارة التأهيل وتنمية المهارات بوزارة العمل، أن القطاع الخاص يعد شريكا أساسيا في التنمية الاقتصادية والاجتماعية في دولة قطر، مشيرا إلى أن الوزارة تحرص على الإسهام في توفير فرص الابتعاث للطلاب القطريين من الجنسين، بما يؤهلهم للريادة وتولي المسؤولية في القطاع الخاص.

وأوضح أن وزارة العمل على ثقة بأن خطة الابتعاث الحكومي الجديدة تصب في تأهيل وتنمية مهارات القوى العاملة الوطنية عبر توفير فرص الابتعاث المتنوعة التي تلبي احتياجات القطاع الخاص، مبينا أن هناك تواصلا مستمرا ما بين وزارة العمل والمؤسسات التعليمية لتقليل الفجوة ما بين مخرجات التعليم وسوق العمل.

وكانت السيدة مريم عبدالله المهندي مدير إدارة العلاقات العامة والاتصال بوزارة التربية والتعليم والتعليم العالي، قد تحدثت في مستهل المؤتمر الصحفي، عن أهمية الابتعاث الحكومي، ودوره في استثمار القدرات البشرية الوطنية، مشددة على أهمية هذه الخطة المطورة والمحدثة بكافة تفاصيلها بالنسبة لطلاب الابتعاث الحكومي.

كما تطرقت للشراكة بين وزارة التربية والتعليم والتعليم العالي وديوان الخدمة المدنية والتطوير الحكومي ووزارة العمل في تنفيذ الخطة ونشر محتواها وتفعيلها وتحقيق أهدافها، مبينة أنها ليست مجرد خطة محدثة، بل هي خطة استراتيجية مدروسة وواعدة أيضا تستحق تسليط الضوء عليها لدورها في تحقيق رؤية قطر الوطنية 2030، ومسيرة التنمية الشاملة في البلاد.

يذكر أن قطر أطلقت برنامج الابتعاث الحكومي للطلاب الراغبين في الدراسة لمرحلة ما قبل الجامعة (الدبلوم) وللمرحلة الجامعية وللدراسات العليا على نفقة الدولة، حرصا منها على توفير مناخ تعليمي يتجاوب مع تطلعاتها وسياساتها المتطورة في قطاع التعليم العالي، وربط المتخرجين باحتياجات سوق العمل لضمان المساهمة الفعالة في بناء الوطن والارتقاء به إلى صفوف العالمية على جميع المستويات والقطاعات.
