PSA: 627 Building Permits Issued in December

Doha: According to the Planning and Statistics Authority (PSA) figures, December saw 627 building permits issued in various municipalities, a 16 percent decrease compared to November, where 748 building permits were issued.

A statement by the authority stated today that when comparing the number of licenses issued during December 2023 with the number of licenses issued in the previous month, this decrease was observed in most municipalities: Al Wakrah (25 percent), Al Da’ayen (23 percent), Al Sheehaniya (22 percent), and Al Rayyan (25 percent). 19 percent), Umm Slal (14 percent), Doha (13 percent). In a quick review of the data on building permits issued during the month of December 2023, according to their geographical distribution, municipality of Al Rayyan comes at the top of the municipalities where the number of building permits issued were 194 permits, i.e. 31 percent of the total issued permits, while municipality of Al Doha came in second place with 125 permits, i.e. 20 percent, followed by municipality of Al Da’ayen with 100 permits, i.e.16 percent, then Al Wakrah municipality with 94 permits, i.e.15 percent.

The rest of the municipalities were as follows: Umm Slal 44 permits (7 percent), Al Khor 41 permits (7 percent), Al Shammal 15 permits (2 percent), and finally Al Sheehaniya 14 permits (2 percent).
In terms of type of permits issued, data indicates that the new building permits (residential and non-residential) constitutes 39 percent (245 permits) of the total building permits issued during the month of December 2023, while the percentage of additions permits constituted 59 percent (368 permits), and finally fencing permits with 2 percent (14 permits).

By analyzing new residential buildings permits data, we find that villas top the list, accounting for 79 percent (172 permits) of all new residential buildings permits, followed by dwellings of housing loans permits by 14 percent (31 permits), and apartments buildings permits by 7 percent (16 permits).

On the other hand, industrial buildings e.g., workshops/factories were found to be in the forefront of non-residential buildings permits with 42 percent (11 permits), followed by commercial buildings with 38 percent (10 permits), then others non-residential buildings with 12 percent (3 permits).

In December, 288 building completion certificates were issued, a 20 percent decrease compared to November. This decrease was clearly observed in most municipalities: Al Sheehaniya (36 percent), Al Rayyan (28 percent), and Al Da’ayen (24 percent). ), Al Wakrah (23 percent), Al Khor (19 percent), and Umm Slal (5 percent). On the other hand, there was a clear increase in: Doha (6 percent), while Al Shammal did not witness any change.

In a quick review of the data on building completion certificates issued during the month of December 2023, according to their geographical distribution, we find that municipality of Al Rayyan come at the top of the municipalities where the number of building completion certificates issued were 69 certificates, i.e. (24 percent) of the total issued certificates, while Al Wakrah municipality came in second place with 67 certificates, i.e. (23 percent), followed by municipality of Al Da’ayen with 57 certificates (20 percent), then municipality of Al Doha with 52 certificates, i.e. (18 percent).

The rest of the municipalities were as follows: Umm Slal 21 certificates 7 percent, Al Khor 13 certificates 5 percent, Al Sheehaniya 7 certificates 2 percent, Al Shammal 2 certificates 1 percent.

In terms of type of certificates issued, data indicates that the new building completion certificates (residential and non-residential) constitutes 82 percent (235 certificates) of the total building certificates issued during the month of December 2023, while the percentage of additions certificates constituted 18 percent (53 certificates).

By analyzing new residential buildings completion certificates data, we find that villas top the list, accounting for 76 percent (136 certificates) of all new residential buildings completion certificates, followed by dwellings of housing loans by 14 percent (26 certificates), then apartments buildings certificates by 7 percent (13 certificates).

On the other hand, commercial buildings were found to be in the forefront of non-residential buildings completion certificates with 58 percent (32 certificates), followed by governmental buildings and industrial buildings e.g., workshops and factories with 16 percent (9 certificates) each, then mosques with 7 percent (4 certificates).

Building permits and building completion certificates data is of particular importance as it is considered an indicator for the performance of the construction sector which in turn occupies a significant position in the national economy.

الدوحة: كشفت بيانات جهاز التخطيط والإحصاء، عن إصدار 627 رخصة بناء خلال ديسمبر الماضي، بمختلف البلديات في الدولة بانخفاض نسبته 16 بالمئة مقارنة مع نوفمبر الماضي، الذي شهد إصدار 748 رخصة بناء.

وأفاد بيان للجهاز اليوم، بأنه عند مقارنة عدد الرخص الصادرة خلال ديسمبر 2023 مع عدد الرخص الصادرة في الشهر السابق له، لوحظ هذا الانخفاض في معظم البلديات: الوكرة (25 بالمئة)، الظعاين (23 بالمئة)، الشيحانية (22 بالمئة)، الريان (19 بالمئة)، أم صلال (14 بالمئة)، الدوحة (13 بالمئة)، في المقابل كان هناك ارتفاع واضح في: الخور (52 بالمئة)، الشمال (15 بالمئة).

وجاءت بلدية الريان في مقدمة البلديات من حيث عدد رخص البناء الصادرة إذ أصدرت 194 رخصة أي ما نسبته ( 31 بالمئة) من إجمالي الرخص، تلتها بلدية الدوحة بـ 125 رخصة (20 بالمئة)، ثم بلدية الظعاين بـ 100 رخصة ( 16 بالمئة)، وبلدية الوكرة بـ 94 رخصة (15 بالمئة)، بينما توزعت بقية الرخص على أم صلال، 44 رخصة ( 7 بالمئة)، والخور 41 رخصة (7 بالمئة)، والشمال 15 رخصة ( 2 بالمئة)، وأخيرا الشيحانية 14 رخصة ( 2 بالمئة) .

وأشارت البيانات إلى أن تراخيص المباني الجديدة (سكنية وغير سكنية) شكلت 39 بالمئة (245 رخصة) من إجمالي رخص البناء الصادرة الشهر الماضي، في حين شكلت تراخيص بناء الإضافات 59 بالمئة (368 رخصة)، وتراخيص التحويط 2 بالمئة (14 رخصة).

وتصدرت رخص الفلل قائمة المباني السكنية الجديدة حيث شكلت 79 بالمئة (172 رخصة) من إجمالي رخص المباني السكنية الجديدة، تلتها فئة مساكن قروض الإسكان بنسبة 14 بالمئة (31 رخصة)، ثم العمارات ذات الشقق السكنية بنسبة 7 بالمئة (16 رخصة).

وجاءت المباني الصناعية كالورش والمصانع في مقدمة تراخيص المباني غير السكنية الجديدة بنسبة 42 بالمئة (11 رخصة)، تلتها المباني التجارية بنسبة 38 بالمئة (10 رخص)، ثم المباني غير السكنية الأخرى بنسبة 12 بالمئة (3 رخص).

وفيما يتعلق بشهادات إتمام البناء الصادرة خلال ديسمبر الماضي، فقد بلغ عددها 288 شهادة بانخفاض 20 بالمئة مقارنة مع شهر نوفمبر الذي قبله، وقد لوحظ هذا الانخفاض بوضوح في معظم البلديات، الشيحانية (36 بالمئة)، الريان (28 بالمئة)، الظعاين (24 بالمئة)، الوكرة (23 بالمئة )، الخور (19 بالمئة )، أم صلال (5 بالمئة )، في المقابل كان هناك ارتفاع واضح في: الدوحة (6 بالمئة )، أما بلدية الشمال فلم تشهد أي تغير.

وحلت بلدية الريان في مقدمة البلديات من حيث عدد شهادات إتمام البناء الصادرة، حيث أصدرت 69 شهادة، أي ما نسبته 24 بالمئة من إجمالي شهادات إتمام البناء الصادرة، في حين جاءت بلدية الوكرة في المرتبة الثانية بـ67 شهادة أي 23 بالمئة، تلتها بلدية الظعاين التي أصدرت 57 شهادة أي 20 بالمئة، ثم بلدية الدوحة بـ52 شهادة أي 18 بالمئة، فيما توزعت بقية الشهادات على أم صلال 21 شهادة ( 7 بالمئة)، الخور 13 شهادة (5 بالمئة)، الشيحانية 7 شهادة ( 2 بالمئة)، الشمال شهادتان (1 بالمئة).

أما من حيث نوع الشهادات الصادرة، فقد أظهرت البيانات أن شهادات إتمام المباني الجديدة (سكنية وغير سكنية) شكلت 82 بالمئة (235 شهادة) من إجمالي شهادات إتمام البناء الصادرة خلال شهر ديسمبر 2023، في حين شكلت شهادات إتمام بناء الإضافات 18 بالمئة (53 شهادة).

وتصدرت الفلل قائمة شهادات إتمام المباني السكنية الجديدة بنسبة 76 بالمئة (136 شهادة) من إجمالي شهادات إتمام المباني السكنية الجديدة، تلتها فئة مساكن قروض الإسكان بنسبة 14 بالمئة (26 شهادة)، ثم العمارات ذات الشقق السكنية بنسبة 7 بالمئة (13 شهادة).

وجاءت المباني التجارية في مقدمة شهادات إتمام المباني غير السكنية الجديدة بنسبة 58 بالمئة (32 شهادة)، تلتها المباني الحكومية والمباني الصناعية كالورش والمصانع بنسبة 16 بالمئة (9 شهادات) لكل منها، ثم المساجد بنسبة 7 بالمئة (4 شهادات).

وتكتسب بيانات تراخيص البناء وشهادات إتمام المباني أهمية خاصة، باعتبارها مؤشرا تقريبيا لأداء قطاع البناء والتشييد، الذي يحتل بدوره مكانة مهمة في الاقتصاد الوطني.
