QNL Hosts 29th Conference of Directors of National Libraries in Asia and Oceania (CDNLAO)

Doha: Qatar National Library (QNL) hosted the 29th Conference of Directors of National Libraries in Asia and Oceania (CDNLAO) from 1 to 2 November 2023, welcoming representatives from 26 countries, including Palestine and Australia, who joined online. The conference, held for the first time in the region, assembled under the theme “Collect and Engage: National Libraries and Their Collections” and saw high-level participation from Arab states.

“Hosting this annual assembly for the first time is a significant milestone for us,” said Qatar National Library Executive Director Tan Huism during the opening remarks. “It highlights Qatar National Librarys commitment to strengthening the collective efforts of libraries, promoting the exchange of information, and fostering cooperation for the development of libraries across Asia and Oceania. Libraries stand as vanguards of culture and knowledge, and in this digital era, our mandate extends beyond guardianship. We are pivotal in amplifying access to the nations documentary heritage across multiple platforms.” Director of Strategic Planning & Projects at QNL Hind Al Khulaifi said, “We at the Library have embraced a mission to make our heritage collections more readily available and engaging to the public than ever before. Our initiatives are not limited to preservation but extend to revitalization and relevance. In parallel with our efforts to make past heritage accessible, we are deeply invested in contemporary collecting. Capturing the present, be it through current publications, digital media, or various forms of artistic expression, is crucial for future generations.” During a video call to the conference president of the International Federation of Library Associations and Institutions (IFLA) Vicki McDonald highlighted the importance of the organizations regional offices, and emphasized their role in supporting library associations within their respective regions. This support includes disseminating information and facilitating the exchange of knowledge and experience. IFLA regional offices also serve as liaisons for IFLA headquarters, coordinating strategic, outreach, advocacy, and professional activities. Notably, Qatar National Library was designated as the Middle East and North Africa Regional Office in August 2023.

The Library also outlined its role as the IFLA Preservation and Conservation Centre for Arab Countries, which includes producing and publishing materials related to preservation and conservation, assisting Arab libraries on conservation matters, guiding the development of disaster plans, and organizing courses, workshops, and meetings for the other institutions. In addition, the Library highlighted some of its new projects and initiatives and focused on a collaborative project with the Qatar Environment and Energy Institute to study ink and verdigris deterioration.

Over the course of the two-day conference, library directors participated in multiple sessions exploring various strategic themes. These themes included collection practices to better represent communities, improving access to heritage collections, and methods to engage communities with their nation’s collection. The conference also served as a platform for libraries to showcase their achievements, programs, and services, and provided an opportunity to discuss challenges faced by several states in the region.

الدوحة: نظمت مكتبة قطر الوطنية، النسخة التاسعة والعشرين من مؤتمر مديري المكتبات الوطنية في آسيا وأوقيانوسيا بمشاركة 26 دولة بالإضافة إلى مشاركة المكتبات الوطنية من دولتي فلسطين وأستراليا عبر الإنترنت، تحت شعار /جمع الإنتاج المعرفي وإشراك المجتمع: المكتبات الوطنية ومجموعاتها/.

وزخر المؤتمر الذي يقام لأول مرة في المنطقة باللقاءات المثمرة والنقاشات رفيعة المستوى، وسط مشاركة واسعة من الدول العربية.

وقالت السيدة هوسم تان، المدير التنفيذي لمكتبة قطر الوطنية، إن استضافة هذا التجمع السنوي لأول مرة في دولة قطر، يعد إنجازا مهما، حيث يؤكد التزام مكتبة قطر الوطنية بتضافر الجهود الجماعية للمكتبات، وتعزيز تبادل المعلومات، وتوسيع نطاق التعاون لتطوير المكتبات في جميع أنحاء آسيا وأوقيانوسيا.

وأوضحت أن المكتبات تقوم بدور بارز في صون الثقافة والمعرفة، حيث يتسع نطاق هذا الدور في هذا العصر الرقمي ليشمل توسيع نطاق الوصول إلى التراث الوثائقي للأمة عبر مختلف المنصات والتقنيات.

ومن جانبها قالت هند الخليفي، مدير شؤون التخطيط الإستراتيجي والمشاريع في مكتبة قطر الوطنية: “إننا في المكتبة نحمل على عاتقنا رسالة تهدف إلى تيسير إتاحة مجموعاتنا التراثية للجمهور بوسائل جذابة وتفاعلية وسهلة الاستخدام، وصارت هذه الرسالة مسؤولية أكثر إلحاحًا من أي وقت مضى”، مؤكدة أن هذه المبادرات لا تقتصر على المحافظة على هذا التراث، بل تمتد إلى نشره وإبراز صلته بواقعنا وأهميته لدولة قطر.

وتابعت: “بالتوازي مع جهودنا لجعل تراث الماضي في متناول الجميع، نستثمر كثيرًا في توثيق الذاكرة المعاصرة. فرصد الأحداث الراهنة أمر بالغ الأهمية للأجيال القادمة، سواءً كان ذلك عبر المواد المطبوعة أو الوسائط الرقمية أو الأشكال المختلفة للتعبير الفني”.

من جانبها، ألقت السيدة فيكي ماكدونالد، رئيسة الاتحاد الدولي لجمعيات ومؤسسات المكتبات /الإفلا/، في كلمتها بالمؤتمر عبر تقنية الفيديو، الضوء على أهمية المكاتب الإقليمية للاتحاد في دعم جمعيات المكتبات داخل مناطق اختصاصها، سواء بنشر المعلومات أو تسهيل تبادل المعرفة والخبرات.

وتقوم المكاتب الإقليمية لاتحاد الإفلا بدور محوري في التواصل والتنسيق مع المقر الرئيسي للإفلا، وتنسيق الأنشطة الإستراتيجية والمهنية والحشد والدعم والتوعية.

جدير بالذكر أن مكتبة قطر الوطنية قد اختيرت مكتبًا إقليميًا لاتحاد الإفلا في منطقة الشرق الأوسط وشمال إفريقيا في أغسطس الماضي.

وعرضت مكتبة قطر الوطنية خلال المؤتمر دورها بصفتها مركز الإفلا الإقليمي لصيانة مواد المكتبات والمحافظة عليها في المنطقة العربية والشرق الأوسط. ويتضمن هذا الدور إنتاج ونشر المواد المتعلقة بصون المواد التراثية والمحافظة عليها، ومساعدة المكتبات العربية في مسائل حفظ التراث وصونه، ودعمها في صياغة خطط مواجهة الكوارث، وتنظيم الندوات والدورات والورش التدريبية والاجتماعات مع المؤسسات الأخرى. وبالإضافة إلى ذلك، ألقت المكتبة الضوء على بعض مشاريعها ومبادراتها الجديدة، لا سيما المشروع البحثي الذي تنفذه بالتعاون مع معهد قطر للبيئة والطاقة لدراسة تدهور الأحبار والورق في المخطوطات بسبب عامل الزمن.

وطوال يومي المؤتمر، شارك مديرو المكتبات الوطنية في العديد من الجلسات التي تناولت العديد من القضايا والموضوعات الإستراتيجية المختلفة، منها جمع الإنتاج المعرفي والفكري للدول بما يضمن أفضل تمثيل لمختلف الفئات في المجتمع، وتيسير الوصول إلى المقتنيات التراثية، ووسائل إشراك مختلف فئات المجتمع في بناء المجموعات الوطنية، كما وفر المؤتمر منبرًا للمكتبات المشاركة لعرض إنجازاتها وبرامجها وخدماتها، وأتاح المجال لمناقشة التحديات التي تواجهها المكتبات في العديد من دول المنطقة.
