PSA: 655 Building Permits Issued in September 2023

Doha: A total of 655 building permits had been issued in September 2023 in various municipalities in the State of Qatar, a decline by 2% compared to 666 building permits issued in August 2023, according to data issued by the Planning and Statistics Authority (PSA) on Tuesday.

Comparing number of permits issued in September 2023 with those issued in the previous month, a decrease was noted in the municipalities of Al Khor (27%), Umm Slal (23%), Al Wakrah (16%), and Al Doha (9%), On the other hand, there was a clear increase in the municipalities of Al Shammal (43%), Al Sheehaniya (29%), Al Da’ayen (19%), Al Rayyan (12%).

According to their geographical distribution, Al Rayyan comes at the top of the municipalities where the number of building permits issued were 180 permits (27%) of the total issued permits, while Al Doha came in second place with 138 permits (21%), followed by Al Da’ayen with 130 permits (20%), then Al Wakrah with 112 permits (17%).

The rest of the municipalities were as follows: Umm Slal 37 permits (6%), Al Khor 30 permits (5%), Al Sheehaniya 18 permits (3%), and finally Al Shammal 10 permits (1%).

In terms of type of permits issued, data indicates that the new building permits (residential and non-residential) constitutes 35% (226 permits) of the total building permits issued during the month of September 2023, while the percentage of additions permits constituted 62% (407 permits), and finally fencing permits with 3% (22 permits).

By analyzing new residential buildings permits data, villas topped the list, accounting for 75% (134 permits) of all new residential buildings permits, followed by dwellings of housing loans permits by 13% (23 permits), and apartments buildings permits by 8% (14 permits).

On the other hand, commercial buildings were found to be in the forefront of non-residential buildings permits with 28% (13 permits), followed by other non-residential buildings with 25% (12 permits), then industrial buildings e.g., workshops/factories with 19% (9 permits).

Data on building completion certificates issued during September 2023 showed a general decrease of 10%. This decrease was clearly noted in the municipalities of Al Shammal (67%), Umm Slal (51%), Al Da’ayen (37%), Al Rayyan (34%), Al Sheehaniya (17%), On the other hand, there was a clear increase in the municipality of: Al Khor (60%), Al Wakrah (49%), Al Doha (39%).

According to their geographical distribution, Al Wakrah came at the top of the municipalities where the number of building completion certificates issued were 109 certificates (32%) of the total issued certificates, while Al Rayyan came in second place with 76 certificates (22%), followed by Al Doha with 64 certificates (18%), then Al Da’ayen with 45 certificates (13%).

The rest of the municipalities were as follows: Umm Slal 22 certificates 6%, Al Khor 16 certificates 5%, Al Sheehaniya 10 certificates 3%, AL Shammal 4 certificates 1%.

In terms of type of certificates issued, data indicates that the new building completion certificates (residential and non-residential) constitutes 81% (279 certificates) of the total building certificates issued during the month of September 2023, while the percentage of additions certificates constituted 19% (67 certificates).

By analyzing new residential buildings completion certificates data, villas topped the list, accounting for 76% (155 certificates) of all new residential buildings completion certificates, followed by dwellings of housing loans by 14% (28 certificates), then apartments buildings certificates by 8% (16 certificates).

On the other hand, commercial buildings were found to be in the forefront of non-residential buildings completion certificates with 49% (37 certificates), followed by industrial buildings e.g., workshops and factories with 35% (26 certificates), then governmental buildings with 9% (7 certificates).

Building permits and building completion certificates data is of particular importance as it is considered an indicator for the performance of the construction sector which in turn occupies a significant position in the national economy.
The release of this monthly data comes under the joint cooperation between the Planning and Statistics Authority and the Ministry of Municipality to make use of the existing electronic link between the two sides.

الدوحة: كشفت بيانات جهاز التخطيط والإحصاء، عن إصدار 655 رخصة بناء خلال شهر سبتمبر الماضي، بمختلف البلديات في الدولة بانخفاض نسبته 2 بالمئة مقارنة مع 666 رخصة بناء صادرة في شهر أغسطس الذي سبقه.

وأفاد بيان للجهاز اليوم، بأنه عند مقارنة عدد الرخص الصادرة خلال سبتمبر الماضي مع عدد الرخص الصادرة خلال شهر أغسطس الذي سبقه، لوحظ هذا الانخفاض بوضوح في معظم البلديات، الخور (27 بالمئة)، أم صلال (23 بالمئة)، الوكرة (16 بالمئة)، الدوحة (9 بالمئة)، في المقابل كان هناك ارتفاع ملحوظ في بلديات الشمال (43 بالمئة)، الشيحانية (29 بالمئة)، الظعاين (19 بالمئة)، والريان (12 بالمئة).

وحسب توزيعها الجغرافي جاءت بلدية الريان في مقدمة البلديات من حيث عدد رخص البناء الصادرة إذ أصدرت 180 رخصة أي ما نسبته 27 بالمئة من إجمالي الرخص الصادرة، في حين جاءت بلدية الدوحة في المرتبة الثانية بـ138 رخصة أي 21 بالمئة، تليها بلدية الظعاين بـ130 رخصة أي 20 بالمئة، ثم بلدية الوكرة بـ112 رخصة أي 17 بالمئة، بينما توزعت بقية الرخص على أم صلال 37 رخصة 6 بالمئة، والخور 30 رخصة 5 بالمئة، والشيحانية 18 رخصة 3 بالمئة، وأخيرا بلدية الشمال 10 رخص 1 بالمئة.

وأشارت البيانات إلى أن عدد تراخيص المباني الجديدة (سكنية وغير سكنية) شكلت 35 بالمئة (226 رخصة) من إجمالي رخص البناء الصادرة خلال شهر سبتمبر 2023، في حين شكلت تراخيص بناء الإضافات 62 بالمئة (407 رخص)، وأخيرا تراخيص التحويط بنسبة 3 بالمئة (22 رخصة).

وتصدرت رخص الفلل قائمة المباني السكنية الجديدة حيث شكلت 75 بالمئة (134 رخصة) من إجمالي رخص هذه المباني، تليها فئة مساكن قروض الإسكان بنسبة 13 بالمئة (23 رخصة)، ثم العمارات ذات الشقق السكنية بنسبة 8 بالمئة (14 رخصة).

ومن ناحية أخرى نلاحظ أن المباني التجارية تأتي في مقدمة تراخيص المباني غير السكنية الجديدة بنسبة 28 بالمئة (13 رخصة)، تليها المباني غير السكنية الأخرى بنسبة 25 بالمئة (12 رخصة)، ثم المباني الصناعية كالورش والمصانع بنسبة 19 بالمئة (9 رخص).

وفيما يتعلق بشهادات إتمام البناء الصادرة خلال شهر سبتمبر الماضي، فقد بلغ عددها 346 شهادة بانخفاض 10 بالمئة مقارنة مع شهر أغسطس الذي سبقه، وقد لوحظ هذا الانخفاض في معظم البلديات: الشمال (67 بالمئة)، أم صلال (51 بالمئة)، الظعاين (37 بالمئة)، الريان (34 بالمئة)، والشيحانية (75 بالمئة)، في المقابل كان هناك ارتفاع واضح في: الخور (60 بالمئة)، الوكرة (49 بالمئة)، والدوحة (39 بالمئة).

وحسب توزيعها الجغرافي حلت بلدية الوكرة في مقدمة البلديات من حيث عدد شهادات إتمام البناء الصادرة إذ قامت بإصدار 109 شهادات أي ما نسبته 32 بالمئة من إجمالي شهادات إتمام البناء الصادرة، في حين جاءت بلدية الريان في المرتبة الثانية بـ 76 شهادة أي 22 بالمئة، تليها بلدية الدوحة بـ64 شهادة أي 18 بالمئة، ثم بلدية الظعاين حيث أصدرت 45 شهادة أي 13 بالمئة، بينما توزعت بقية الشهادات على أم صلال 22 شهادة 6 بالمئة، الخور 16 شهادة 5 بالمئة، الشيحانية 10 شهادات 1 بالمئة، والشمال 4 شهادات 1 بالمئة.

أما من حيث نوع الشهادات الصادرة فإن البيانات أوضحت أن عدد شهادات إتمام المباني الجديدة (سكنية وغير سكنية) شكلت 81 بالمئة (279 شهادة) من إجمالي شهادات إتمام البناء الصادرة خلال شهر سبتمبر 2023، في حين شكلت شهادات إتمام بناء الإضافات 19 بالمئة (67 شهادة).

وتصدرت الفلل قائمة شهادات إتمام المباني السكنية الجديدة حيث شكلت 76 بالمئة (155 شهادة) من إجمالي شهادات إتمام المباني السكنية الجديدة، تليها مساكن قروض الإسكان بنسبة 14 بالمئة (28 شهادة)، ثم العمارات ذات الشقق السكنية بنسبة 8 بالمئة (16 شهادة).

ومن جهة أخرى نلاحظ أن المباني التجارية تأتي في مقدمة شهادات إتمام المباني غير السكنية الجديدة بنسبة 49 بالمئة (37 شهادة)، تليها المباني الصناعية كالورش والمصانع بنسبة 35 بالمئة (26 شهادة)، ثم المباني الحكومية بنسبة 9 بالمئة (7 شهادات).

وتكتسب بيانات تراخيص البناء وشهادات إتمام المباني أهمية خاصة، باعتبارها مؤشرا تقريبيا لأداء قطاع البناء والتشييد، الذي يحتل بدوره مكانة مهمة في الاقتصاد الوطني.

ويأتي إصدار هذه البيانات الشهرية في إطار التنسيق بين جهاز التخطيط والإحصاء ووزارة البلدية، للاستفادة من واقع الربط الإلكتروني القائم بين الجهتين.
