Intellectuals Highlight Publishing Industry in Qatar At ABIF 2023

Amman: A symposium on the publishing industry in the State of Qatar was held within the Qatar Cultural programme accompanying the Amman International Book Fair (AIBF) 2023.

Speakers in the Symposium were the Vice-President of the Arab Publishers Association Ibrahim Abdulrahim Al Sayed, General-Manager of Director-General of the Qatari Forum for Authors and CEO of Rosa Publishing House Dr. Aisha Jassim Al Kuwari, and President of the Union of Jordanian Publishers Jabr Muhammad Abu Fares.

Jordanian novelist Ahmed Tarawneh, who moderated the symposium, shed light on the overall Arab cultural scene and Qatar’s valuable contributions to its enrichment. He pointed to the interrelation between culture and economy explaining that the cultural industries, including publishing, are a key pillar to every country’s economy.

The international publishing market volume in 2022 was USD 138 billion, Tarawneh said pointing that the Arab countries’ share in that was only USD 5 billion; mostly limited to publishing university and school books, which indicates that the publishing industry in the Arab world is going through a dangerous stage. He stressed that Qatar is an integral part of the Arab cultural scene and the publishing sector, which requires studying the reality of publishing in Qatar and revealing its strengths and weaknesses.

Dr. Aisha Al Kuwari, pointed to the close connection between the publishing industry and the economy, where the publishing industry is considered a knowledge economy and faces great challenges, indicating that publishers shoulder their social responsibility in addition to the required investment ambition.

She added that the reality of the publishing sector in the State of Qatar is not very different from the Arab countries in terms of problems, challenges, and economic crises affecting the sector, such as the rise in paper prices, the decline in book purchase rates, and the spread of the culture of reading. The solution to these obstacles lies in the “difficult reconciliation” between the dilemmas of the publishing sector and its high costs with the weak ability to acquire books, which requires playing major roles on the part of the publisher, the reader, and society as a whole.

Dr. Aisha Al Kuwari stated that the number of publishing houses in the State of Qatar is very small when compared with the great vision and ambition of the state. The publishing sector in Qatar began recently in 2017 with private publishing houses, and before that date the publishing sector in the country was a governmental institutional sector such as distribution institutions and libraries, she added explaining that Rosa Publishing House was the first publisher in Qatar, followed by Dar Al Watad, then Dar Nabja. Afterwards many publishing houses, private or semi-governmental, such as Qatar University Press, Hamad Bin Khalifa University Press, and publishing houses affiliated with research and study centers were opened she said.

Dr. Aisha Al Kuwari explained that Qatar today is witnessing a diversity of publishing houses, which is a positive sign.

Wrapping up, she said that the AIBF 2023 provided the opportunity to showcase the publishing sector in the State of Qatar, and to build bridges of cooperation between authors and publishers from Qatar and Jordan.

For his part, Dr. Ibrahim Abdulrahim Al Sayyed spoke about the history and emergence of the publishing industry in the State of Qatar, indicating that Qatar is one of the first countries in the Arab world with the beginning of the era of the founder, Sheikh Jassim bin Mohammed Al Thani, to show interest in books, which were printed in the country and also purchased from India, Egypt and Baghdad. He also talked about the establishment of the Qatar Public Library in 1958 to be the first official library in the Gulf Cooperation Council countries.

Ibrahim Al Sayed elaborated on the history of the Qatari publishing industry, mentioning that Qatar was one of the first countries to join the International Standard Book Number (ISBN) in the early 1980s. He added that the process of publishing continued through government institutions, such as the former Ministries of Information and Culture, through the National Council for Culture and existing bodies, until 2017, which witnessed the beginning of private publishing.

He pointed to several projects that will contribute in the future to increasing the Qatari cultural and knowledge level, such as the “Qatar Reads” program, which is a cultural program that is concerned with reading, writing and publishing, in addition to the presence of the Qatar National Library, one of the most important public libraries in the Arab region. He also mentioned several awards related to cultural affairs, such as the Hamad Bin Khalifa Translation Award, one of the most important Arab awards in this field, in addition to the Novel Award, which stems from the Katara Novel Award.

He stated that the Doha International Book Fair which was incepted in 1972 is one of the leading Arab book fairs as it ranks fourth in the Arab world, after the Beirut, Cairo and Baghdad book fairs.
Amman International Book Fair 2023 was opened on Sep. 21 with the participation of 400 local, Arab and international publishing houses from 22 countries. It is held under the slogan “Jerusalem is the capital of Palestine”, given what Jerusalem represents in the conscience of the Arab nation.

عمان: أقيمت ندوة حول /صناعة النشر في قطر/ وذلك ضمن البرنامج الثقافي لدولة قطر /ضيف شرف/ معرض عمان الدولي للكتاب 2023 في دورته الـ/22/، المقام حاليا بالعاصمة الأردنية /عمان/ ويستمر حتى 30 سبتمبر الجاري.

وشارك في الندوة الدكتور إبراهيم عبد الرحيم السيد نائب رئيس اتحاد الناشرين العرب ومدير دار الوتد للنشر، والدكتورة عائشة الكواري المدير العام للملتقى القطري للمؤلفين والرئيس التنفيذي لدار روزا للنشر، وجبر أبو فارس رئيس اتحاد الناشرين الأردنيين.

وسلط الروائي الأردني أحمد الطراونة الذي أدار الندوة، الضوء على المشهد الثقافي العربي والمساهمات الفاعلة لدولة قطر في إثرائه، موضحا أن الصناعات الثقافية في العالم العربي اليوم تعتبر إحدى أهم الركائز الرئيسية في أي اقتصاد وطني، ومن هذه الصناعات صناعة النشر، في إشارة للطراونة لمدى التشابكية بين الثقافة والاقتصاد.

وأضاف أن حجم سوق النشر العالمي في عام 2022 بلغ 138 مليار دولار في حين بلغت حصة الدول العربية منه 5 مليار دولار فقط تنحصر معظمها في إصدارات الكتب الجامعية والمدرسية، الأمر الذي يؤشر إلى أن صناعة النشر في الوطن العربي تمر بمرحلة خطيرة، مؤكدا أن قطر جزء أصيل من المشهد الثقافي العربي وقطاع النشر، الأمر الذي يحتاج إلى دراسة واقع النشر في قطر والكشف عن نقاط القوة والضعف فيه.

أما الدكتورة عائشة الكواري، فقد بدأت حديثها بالندوة قائلة إن هناك ارتباطا وثيقا بين صناعة النشر والاقتصاد، حيث تعتبر صناعة النشر اقتصادا معرفيا وتواجه تحديات كبيرة، مبينة أن أصحاب دور النشر والمطابع عند دخولهم هذا القطاع يدخلون من هاجس يتمثل في المسؤولية الاجتماعية لديهم إلى جانب الطموح الاستثماري المطلوب.

وأردفت أن واقع قطاع النشر في دولة قطر لا يختلف كثيرا عن الدول العربية من حيث المشاكل والتحديات والأزمات اقتصادية التي تخص القطاع كارتفاع أسعار الورق وانخفاض في معدلات اقتناء الكتب، ونشر ثقافة القراءة، وترى أن حل هذه العقبات يكمن بـ”الموائمة الصعبة” على حد قولها بين معضلات قطاع النشر وارتفاع تكاليفه مع ضعف القدرة على اقتناء الكتاب، الأمر الذي يتطلب الدور الكبير من قبل الناشر والقارئ والمجتمع ككل.

ونوهت الدكتورة عائشة الكواري المدير العام للملتقى القطري للمؤلفين والرئيس التنفيذي لدار روزا للنشر، بأن عدد دور النشر في دولة قطر نسبتها بسيطة جدا إذا ما قورنت مع الرؤية والطموح العظيم للدولة، وأن قطاع النشر في قطر بدأ حديثا منذ عام 2017 كدور نشر خاصة، وما قبل ذلك التاريخ كان قطاع النشر في الدولة قطاعا مؤسسيا حكوميا كمؤسسات التوزيع والمكتبات، وكانت دار روزا للنشر أولى دور النشر في قطر تلتها دار الوتد، تلتها دار نبجة، ومن ثم العديد من دور النشر سواء كانت خاصة أو كانت شبه حكومية، كدار نشر جامعة قطر ، ودار نشر جامعة حمد بن خليفة، ودور النشر التابعة لمراكز البحوث والدراسات.

وبينت أن قطر اليوم تشهد تنوعا في دور النشر الأمر الذي ينصب في صالح القارئ والمجتمع، مشيرة إلى أن الواقع أقل من الطموح وما زلنا في الخطوة الأولى وهناك أجندة من الأهداف المرجو تحقيقها والتي تتطلب التشاركية ما بين المؤلفين والناشرين والمجتمع.

واختتمت الكواري حديثها بأن معرض عمان الدولي للكتاب بدورته الحالية أتاح الفرصة لاطلاع القارئ الأردني والعربي على واقع قطاع النشر في دولة قطر، ومد جسور التعاون بين المؤلفين والناشرين من البلدين.

من جانبه، تحدث الدكتور إبراهيم عبد الرحيم السيد أثناء مداخلته بالندوة عن تاريخ ونشأة صناعة النشر في دولة قطر، مبينا أن قطر من الدول السباقة عربيا مع بداية عهد المؤسس الشيخ جاسم بن محمد آل ثاني بالاهتمام بالكتاب،حيث كانت تتم طباعة الكتب في البلاد وشراؤها أيضا من الهند ومن مصر وبغداد وتوزيعها على القرى والمهتمين بالقراءة، ثم تلا ذلك عهد الشيخ علي بن عبدالله آل ثاني، حيث بدأ الاهتمام بالكتاب بكل أشكاله، بدءا من طباعة الكتب وتوزيعها ونشر أمهات الكتب سواء كانت في التاريخ أو الأدب أو الكتب الإسلامية أو الشعر العربي، وجمع مخطوطات كبيرة تعتبر من أنفس المخطوطات العربية، بالإضافة إلى تأسيس دار الكتب القطرية كمكتبة عامة في الدولة والتي كانت أول مكتبة رسمية في دول مجلس التعاون الخليجي في عام 1958.

وأسهب إبراهيم السيد في حديثه عن تاريخ صناعة النشر القطرية، بذكره أن قطر من أوائل الدول التي انضمت لرقم الإيداع الدولي في بداية الثمانينات وكانت مهتمة بالنشر بوضع رقم للكتاب سواء كان رقم دار الكتب القطرية أو برقم الإيداع القطري، مضيفا أن عملية النشر بالشكل الحكومي استمرت من خلال مؤسسات حكومية كوزارتي الاعلام والثقافة سابقا مرورا بالمجلس الوطني للثقافة والهيئات الموجودة، حتى عام 2017 والذي شهد بداية النشر الخاص.

وأشار إلى أن هناك عدة مشاريع للاهتمام بالكتاب في قطر، سيكون لها مستقبل جيد في زيادة المستوى الثقافي والمعرفي القطري، موضحا أن برنامج /قطر تقرأ/ من البرامج الثقافية التي تهتم بالقراءة والكتاب ونشره، بالإضافة إلى وجود مكتبة قطر الوطنية التي تعتبر من أهم المكتبات العامة الموجودة في المنطقة العربية بالإضافة إلى وجود عدة جوائز تختص بالشأن الثقافي كجائزة حمد بن خليفة للترجمة وهذه من أهم الجوائز العربية في هذا المجال بالإضافة إلى جائزة الرواية التي تنطلق من جائزة كتارا للرواية.

وأضاف نائب رئيس اتحاد الناشرين العرب ومدير دار الوتد للنشر أنه منذ بزوغ فجر دور النشر الخاصة القطرية في عام 2017، ارتفع رقم الإيداع القطري والذي كان متواضعا آنذاك بواقع 400 إلى 1200 كتاب نشر في قطر لعام 2022، موضحا أن كتب الأطفال كذلك انتشرت في دولة قطر .

وبين أن معرض الدوحة الدولي للكتاب من أوائل المعارض العربية للكتاب ويحل في المرتبة الرابعة عربيا والذي بدأ في عام 1972 بعد كل من معرض بيروت والقاهرة وبغداد.

يشار إلى أن معرض عمان الدولي للكتاب بدورته الـ22 انطلقت فعالياته في 21 سبتمبر الجاري بمشاركة 400 دار نشر محلية وعربية ودولية سواء بشكل مباشر أو من خلال التوكيل من 22 دولة، ويقام تحت شعار /القدس عاصمة فلسطين/، لما تمثله القدس في وجدان الأمة العربية.
