PSA: 666 Building Permits Issued in August

Doha: A total of 666 building permits had been issued during the month of August in various municipalities in the State of Qatar, a rise by 5% compared to 634 building permits in the previous month, according to data issued by the Planning and Statistics Authority (PSA) on Monday.

Comparing number of permits issued in August 2023 with those issued in the previous month, an increase was noted in most of the municipalities: Umm Slal (78%), Al Khor (17%), Doha (9%), Al Daayen (2%), On the other hand, there was a clear decrease in the municipality of: Al Shammal (36%), Al Wakrah (3%), Al Rayyan (1%), While Al Sheehaniya municipality remain the same number of issued permits.

According to the geographical distribution, Al Rayyan comes at the top of the municipalities where the number of building permits issued were 161 permits (24% of the total issued permits), while Doha came in second place with 152 permits (23%), followed by Al Wakrah with 134 permits (20%), then Al Daayen with 109 permits (16%).

The rest of the municipalities were as follows: Umm Slal with 48 permits (7%), Al Khor with 41 permits (6%), Al Sheehaniya with 14 permits (2%), and finally Al Shammal with 7 permits (1%).

In terms of type of permits issued, data indicates that the new building permits (residential and non-residential) constitutes 37% (249 permits) of the total building permits issued during the month of August 2023, while the percentage of additions permits constituted 58% (386 permits), and finally fencing permits with 5% (31 permits).

Villas top the list, accounting for 90% (190 permits) of all new residential buildings permits, followed by apartments buildings loans permits by 5% (10 permits), and dwellings of housing permits by 4% (9 permits).

On the other hand, commercial buildings were found to be in the forefront of non-residential buildings permits with 38% (15 permits), followed by industrial buildings such as workshops and factories with 33% (13 permits), then Mosques with 15% (6 permits).

Data of building completion certificates issued in August 2023 showed a general decrease of 3%. This decrease was clearly noted in the municipalities of: Al Khor (47%), Al Wakrah (24%), Al Daayen (21%), On the other hand, there was a clear increase in the municipality of: Al Sheehaniya (200%), Umm Slal (61%), Al Shammal (50%), Al Rayyan (7%), Al Doha (2%).

According to their geographical distribution, Al Rayyan come at the top of the municipalities where the number of building completion certificates issued were 115 certificates (30%) of the total issued certificates, while Al Wakrah came in second place with 73 certificates (19%), followed by Al Daayen with 71 certificates (18%), then Doha with 46 certificates (12%). The rest of the municipalities were as follows: Umm Slal 45 certificates (12%), Al Shammal and Al Sheehaniya 12 certificates each (3%), Al Khor 10 certificates (3%).

In terms of type of certificates issued, data indicates that the new building completion certificates (residential and non-residential) constitutes 84% (321 certificates) of the total building certificates issued during the month of August 2023, while the percentage of additions certificates constituted 16% (63 certificates).

By analyzing new residential buildings completion certificates data, villas top the list, accounting for 86% (227 certificates) of all new residential buildings completion certificates, followed by dwellings of housing loans by 7% (18 certificates), then apartments buildings certificates by 5% (13 certificates).

On the other hand, by industrial buildings like workshops and factories were found to be in the forefront of non-residential buildings completion certificates with 46% (26 certificates), followed by commercial buildings with 40% (23 certificates), then Mosques with 9% (5 certificates).

Building permits and building completion certificates data is of particular importance as it is considered an indicator for the performance of the construction sector which in turn occupies a significant position in the national economy.
The release of this monthly data comes under the joint cooperation between the Planning and Statistics Authority and the Ministry of Municipality to make use of the existing electronic link between the two sides.

الدوحة: أظهرت بيانات جهاز التخطيط والإحصاء، إصدار 666 رخصة بناء خلال شهر أغسطس الماضي بمختلف البلديات في الدولة بارتفاع نسبته 5 بالمائة مقارنة مع 634 رخصة بناء صادرة في شهر يوليو الذي سبقه.

وأفاد بيان للجهاز اليوم، بأنه عند مقارنة عدد الرخص الصادرة خلال أغسطس الماضي مع عدد الرخص الصادرة خلال يوليو السابق له، لوحظ هذا الارتفاع بوضوح في معظم البلديات: أم صلال (78 بالمائة)، الخور (17 بالمائة)، الدوحة (9 بالمائة)، الظعاين (2 بالمائة)، في المقابل كان هناك انخفاضا في بلديات: الشمال (36 بالمائة)، الوكرة (3 بالمائة)، الريان (1 بالمائة)، أما بلدية الشيحانية فلم تشهد أي تغير.

وحسب توزيعها الجغرافي جاءت بلدية الريان في مقدمة البلديات من حيث عدد رخص البناء الصادرة إذ أصدرت 161 رخصة أي ما نسبته 24 بالمائة من إجمالي الرخص الصادرة، في حين جاءت بلدية الدوحة في المرتبة الثانية بعدد 152 رخصة أي 23 بالمائة، تليها بلدية الوكرة بعدد 134 رخصة أي 20 بالمائة، ومن ثم بلدية الظعاين بعدد 109 رخص أي 16 بالمائة، فيما توزعت بقية الرخص على أم صلال 48 رخصة بنسبة 7 بالمائة، الخور 41 رخصة بنسبة 6 بالمائة، الشيحانية 14 رخصه أي 2 بالمائة، وأخيرا الشمال 7 رخص ما يعادل 1 بالمائة.

وأوضحت البيانات أن عدد تراخيص المباني الجديدة (سكنية وغير سكنية) شكلت 37 بالمائة (249 رخصة) من إجمالي رخص البناء الصادرة خلال شهر أغسطس 2023، في حين شكلت تراخيص بناء الإضافات 58 بالمائة (386 رخصة)، وأخيرا تراخيص التحويط بنسبة 5 بالمائة (31 رخصة).

أما رخص الفلل تصدرت قائمة المباني السكنية الجديدة حيث شكلت 90 بالمائة (190 رخصة) من إجمالي رخص المباني السكنية الجديدة، تليها العمارات ذات الشقق السكنية بنسبة 5 بالمائة (10 رخص)، ثم فئة مساكن قروض الإسكان بنسبة 4 بالمائة (9 رخص).

ومن ناحية أخرى، حلت المباني التجارية في مقدمة تراخيص المباني غير السكنية الجديدة بنسبة 38 بالمائة (15 رخصة)، تليها المباني الصناعية كالورش والمصانع بنسبة 33 بالمائة (13 رخصة)، ثم المساجد بنسبة 15 بالمائة (6 رخص).

وفيما يتعلق بشهادات إتمام البناء الصادرة خلال شهر أغسطس الماضي، فقد بلغ عددها 384 شهادة بانخفاض 3 بالمئة مقارنة مع شهر يوليو الذي سبقه، وقد لوحظ هذا الانخفاض في معظم البلديات: الخور (47 بالمائة)، الوكرة (24 بالمائة)، الظعاين (21 بالمائة)، في المقابل كان هناك ارتفاع واضح في الشيحانية (200 بالمائة )، أم صلال (61 بالمائة )، الشمال(50 بالمائة)، الريان (7 بالمائة)، الدوحة (2 بالمائة).

وحسب توزيعها الجغرافي فقد تصدرت بلدية الريان مقدمة البلديات من حيث عدد شهادات إتمام البناء الصادرة إذ قامت بإصدار 115 شهادة أي ما نسبته 30 بالمائة من إجمالي شهادات إتمام البناء الصادرة، في حين جاءت بلدية الوكرة في المرتبة الثانية بعدد 73 شهادة أي 19 بالمائة، تليها بلدية الظعاين حيث أصدرت 71 شهادة أي 18 بالمائة، ومن ثم بلدية الدوحة بعدد 46 شهادة أي 12 بالمائة، بينما توزعت بقية الشهادات على أم صلال 45 شهادة 12 بالمائة، الشمال والشيحانية 12 شهادة 3 بالمائة لكل بلدية، الخور 10 شهادات 3 بالمائة.

أما من حيث نوع الشهادات الصادرة فإن البيانات تشير إلى أن عدد شهادات إتمام المباني الجديدة (سكنية وغير سكنية) شكلت 84 بالمائة (321 شهادة) من إجمالي شهادات إتمام البناء الصادرة خلال شهر أغسطس 2023، في حين شكلت شهادات إتمام بناء الإضافات 16 بالمائة (63 شهادة).

وتصدرت الفلل قائمة شهادات إتمام المباني السكنية الجديدة حيث شكلت 86 بالمائة (227 شهادة) من إجمالي شهادات إتمام المباني السكنية الجديدة، تليها فئة مساكن قروض الإسكان بنسبة 7 بالمائة (18 شهادة)، ثم العمارات ذات الشقق السكنية بنسبة 5 بالمائة (13 شهادة).

ومن ناحية أخرى تأتي المباني الصناعية كالورش والمصانع في مقدمة إتمام المباني غير السكنية الجديدة بنسبة 46 بالمائة (26 شهادة)، تليها المباني التجارية بنسبة 40 بالمائة (23 شهادة)، ثم المساجد بنسبة 9 بالمائة (5 شهادات).

وتكتسب بيانات تراخيص البناء وشهادات إتمام المباني أهمية خاصة، باعتبارها مؤشرا تقريبيا لأداء قطاع البناء والتشييد، الذي يحتل بدوره مكانة مهمة في الاقتصاد الوطني.

ويأتي إصدار هذه البيانات الشهرية في إطار التنسيق بين جهاز التخطيط والإحصاء ووزارة البلدية، للاستفادة من مواقع الربط الإلكتروني القائم بين الجهتين.
