Minister of Education and Higher Education: Plans to Upgrade Student Support Mechanisms, Quality of School Life in New Academic Year

Doha: HE Minister of Education and Higher Education Buthaina bint Ali Al Jabr Al Nuaimi said Monday that new student support mechanisms would be introduced during the academic year 2023-2024 to further empower school principals in decision-making process and make schools better attractive environments for students and teachers.

Speaking at the inauguration of the annual educational forum, Her Excellency said the Ministry started intensive work to develop comprehensive policies related to the quality of student life including their physical and psychological safety, social participation, and empowering students with disabilities and providing further communication with parents to participate in their children’s learning.

Her Excellency hailed the forum that celebrates the new academic year as a step towards the State of Qatar’s aspirations to achieve successful educational system outputs.
Her Excellency added that the success of Qatar’s educational system is reflected in its excellent outputs – integrated and balanced personalities with good behavior, knowledge and skills that qualify students to be good citizens through adhering to values, preserving national identity, and participating in achieving sustainable development goals for their country and the world.

Her Excellency added that this educational meeting comes after the Ministry successfully accomplished many of its goals, highlighting this year’s goals amid the continuous evaluation of its strategy, and in response to the observations and suggestions of school principals, teachers and specialists.

The Ministry has committed itself to developing plans to transform the teaching profession into an attractive career path, Her Excellency said, highlighting that the most important improvements and plans are based on strengthening the teachers status, advancing the teaching profession, and developing a national framework for the teaching profession that includes professional standards and regulations of the teaching licenses. This can be achieved through quality training programs for public schools teachers and appropriate training opportunities for private school teachers, Her Excellency noted.

Her Excellency announced the launch of a training program to boost teachers’ experiences in line with Qatar National Vision 2030, which is based on investing in the human capital. The program offers Qatari public school teachers training in educationally advanced countries through classroom coexistence lessons in different learning environments with their peers in those countries, a move designed to enhance Qatari teachers’ professional growth and open up horizons for them to learn.

Her Excellency highlighted the Ministry’s strategic initiatives that go beyond the academic scope to further comprehensive education to contribute to the renaissance of generations, highlighting new specific programs to improve the level of services provided to kindergartens, expand nursery homes, and increase community awareness of the early education stage. She also highlighted projects that develop curricula to master foundational and future skills that keep pace with modern technology and digital education achievements.

Her Excellency extended thanks to all educational system employees for their sincere efforts in the last academic year and welcoming the newly joined administrative and academic cadres.

At the opening session of the annual educational meeting, Ibrahim Al Khulaifi, who is a Professor of Psychology from Kuwait, talked about professional relations in educational institutions and their role in improving educational outcomes.
In this context, he discussed efforts to control quality, national and international accreditation, the importance of consolidating national identity, and striving to adopt specific standards for that, including a code of honor in both the Arabic and English languages that includes ethical standards to be established in the educational community.

Al Khulaifi stressed the need to transform the school atmosphere into a vibrant corporate culture, pointing out many professional projects to improve learning outcomes and other effective professional behaviors, with the availability of joint activities between the elements of the school team and the importance of the ability of its members to have a fruitful dialogue.

He commended the ‘Rasekh’ initiative, which is one of Qatar Foundation’s initiatives, in partnership with the Ministry of Education and Higher Education (MOEHE), describing it as a rooting of values and a model for that we seek.

It is noteworthy that the objectives of this initiative are to provide a generation of students in all stages of basic education with the knowledge that enables them to be citizens rooted in their local roots, and connected globally at the same time, by providing high-quality education with a local vision.

In an interview with Qatar News Agency (QNA), Director of the Training and Development Center at the Ministry Iman Salman Al Mohannadi stressed the importance of the educational meeting held by the ministry for the second year in a row at the beginning of each new academic year, during which the ministry meets with school leaders, teachers, those responsible for the educational process, and students’ parents/guardians, to exchange ideas and opinions and inform them of the strategic directions of the ministry.

Al Mohannadi considered the meeting as one of the new initiatives of MOEHE, pointing out that the basis for it is dialogue and participation, and it includes virtual training workshops for teachers in all their specialties, and others related to special education and early education, in addition to two-day training workshops for administrators, and programs for government school leaders, academic representatives, administrative representatives, and kindergarten affairs representatives. All of these focus on institutional culture, work ethics and values, sustainable development in schools, vocational paths, career advancement and the preparation of school counsellors, she added.

In regard to the center’s training programs and priorities, Al Mohannadi said that the focus this year will be on the basic programs through which the teachers become qualified to obtain a professional license, in addition to modern programs in accordance with global trends such as artificial intelligence (AI), future thinking skills, and other specialized programs according to the needs of the target groups.

On the first day of the educational meeting, the attendees watched a film about MOEHE’s achievements during the past academic year, and a speech delivered by Ambassador of QatarDebate Center Moza Al Hajri, during which she talked about her educational journey and the importance of embodying the values of perseverance and diligence to build the country. Al Hajri wished everyone a successful academic year towards a better future.

It is noteworthy that the organization of the educational meeting comes within the framework of the ministry’s continuous efforts, as it seeks to develop the leadership and specialized skills of all its employees, especially the academic and administrative cadres in schools, through training and professional development, which enables them to develop their performance and enhance their abilities to anticipate challenges and contribute effectively to achieving goals related to their profession duties.

الدوحة: أكدت سعادة السيدة بثينة بنت علي الجبر النعيمي وزير التربية والتعليم والتعليم العالي إن العام الأكاديمي الجديد 2023 / 2024، سيشهد تحسينا في سياسات وآليات الإشراف ودعم المدارس، التي ستضمن تمكينا أكبر لقادة المدارس في عمليات اتخاذ القرار، بهدف تحويل المدارس إلى منارات للعلم وبيئة جاذبة للطلبة والمعلمين.

ونوهت سعادتها لدى افتتاحها اليوم، الملتقى التربوي السنوي أن الوزارة بدأت العمل الحثيث لتطوير السياسات الشاملة المتعلقة بجودة حياة الطلبة، بما فيها أمن وسلامة الطلاب الجسدية والنفسية، ومشاركتهم الاجتماعية، وتمكين ذوي الإعاقة منهم من خلال برنامج استراتيجي مكثف، لتطوير السياسات والخدمات المقدمة لهم، ومد جسور التواصل مع أولياء الأمور للمشاركة في تعلم أبنائهم.

وبينت أن الاحتفاء بالعام الأكاديمي الجديد يأتي ممثلا في هذا اللقاء التربوي السنوي للاستعداد نحو مواصلة تحقيق تطلعات دولة قطر ونجاح المنظومة التعليمية وتميز مخرجاتها.

وأضافت قائلة في هذا السياق مخاطبة المشاركين والحضور “يأتي الاحتفاء ببداية العام الأكاديمي ممثلا في هذا اللقاء السنوي الذي نسعد فيه بالاجتماع معكم للاستعداد للعمل معا نحو مواصلة تحقيق تطلعات دولتنا الحبيبة قطر في مجال التعليم، ولا شيء يعكس نجاح هذه المنظومة كتميز مخرجاتها، ممثلا في بناء شخصيات متكاملة ومتزنة تتحلى بالسلوك الحسن، وتمتلك المعارف والمهارات التي تؤهل أبناءنا الطلبة، ليس لتحقيق النجاح الأكاديمي فحسب، بل ليكونوا مواطنين صالحين وفاعلين في مجتمعهم، متمسكين بالقيم، ومعتزين بالهوية الوطنية، ومشاركين في تحقيق أهداف التنمية المستدامة لوطنهم وللعالم من حولهم”.

وبينت سعادة وزير التربية والتعليم والتعليم العالي أن اللقاء التربوي هذا يجيء بعد أن أنجزت الوزارة العديد من أهدافها بنجاح، مشيرة إلى أن هناك أهدافا ستواصل العمل معهم على إنجازها هذا العام، في ضوء التقييم المستمر لاستراتيجيتها، واستجابة لملاحظات ومقترحات مديري المدارس والمعلمين والمختصين.

وشددت على أن الوزارة قد التزمت بوضع الخطط لتحويل مهنة التعليم إلى مسار وظيفي جاذب يختاره أصحاب المواهب، لإيمانها بأن المعلمين هم القلب النابض للتربية والتعليم، وبأن أهم التحسينات والخطط ترتكز على تعزيز مكانة المعلم والارتقاء بمهنة التعليم، وتطوير إطار وطني لمهنة التعليم يتضمن المعايير المهنية والضوابط والأسس الخاصة بالرخص المهنية للمعلم، مؤكدة أن ذلك سيتحقق من خلال تطوير منظومة الدعم واهتمام الوزارة بتقديم برامج تدريبية ذات جودة للمعلمين في المدارس الحكومية وضمان توفير فرص تدريبية مناسبة لمعلمي المدارس الخاصة.

وأعلنت سعادة السيدة بثينة بنت علي الجبر النعيمي في كلمتها انطلاقا من رؤية قطر الوطنية 2030 التي ترتكز على الاستثمار في المورد البشري، عن إطلاق برنامج تدريبي نوعي تحت مسمى (خبرات)، وقالت إنه برنامج يستهدف المعلمين القطريين في المدارس الحكومية، ويستجيب لاحتياجاتهم التدريبية خلال ابتعاثهم للتدريب في دول تمتاز بأنظمة تعليمية وتدريبية متقدمة، حيث سيتمكن المعلمون المبتعثون في هذا البرنامج من خوض تجربة استثنائية عبر المشاركة في دروس معايشة صفية في بيئات تعلم مختلفة مع أقرانهم من المعلمين في تلك الدول، ما سيعزز النمو المهني للمعلمين القطريين، ويفتح لهم آفاقا أخرى للتعلم قائمة على مشاركة الخبرات المهنية مع زملاء المهنة في أقطار مختلفة في العالم.

وتابعت “إننا في وزارة التربية والتعليم والتعليم العالي ندرك جيدا مسؤوليتنا ودورنا في الارتقاء بكل ما من شأنه المساهمة في نهضة أجيالنا، ولذلك حرصنا على توسيع نطاق مبادراتنا الاستراتيجية لتتجاوز النطاق الأكاديمي إلى التعلم بمفهومه الشامل”.

وذكرت في هذا الخصوص أن العام الأكاديمي الجديد سيشهد تدشين برامج نوعية للارتقاء بمستوى الخدمات المقدمة لرياض الأطفال والتوسع بدور الحضانة وزيادة الوعي المجتمعي بمرحلة التعليم المبكر، فضلا عن تطلع الوزارة لإطلاق عدة مشاريع تستهدف الأبناء الطلبة وتطوير المناهج الدراسية لإتقان المهارات التأسيسية والمستقبلية التي تواكب المستجدات وتطور التكنولوجيا، استكمالا لما تم إنجازه من تميز في جعل التعليم الرقمي وسيلة وأسلوب تعلم لجميع المراحل، مع الحرص على غرس وتعزيز القيم والهوية الوطنية في برامج التربية.

وأشارت إلى أهمية دور الشركاء، حيث تؤمن الوزارة إيمانا راسخا بأن التربية والتعليم مسؤولية مشتركة، تساهم فيها الأسرة والمجتمع بكافة مؤسساته وأفراده من أجل الارتقاء بجودة التعليم وتحسين مخرجاته، لافتة إلى أن بداية كل عام أكاديمي هي محطة “ننطلق منها بكل عزم وهمة لمواصلة رحلة بناء أجيال نعول عليهم في تحقيق التنمية المستدامة لدولة قطر”.

وتقدمت سعادة وزير التربية والتعليم والتعليم العالي في كلمتها بالشكر والامتنان لكافة منتسبي المنظومة التعليمية على الجهود المخلصة التي بذلت في العام الأكاديمي الماضي، وتوجت بتحقيق إنجازات تليق بعطائهم، ورحبت بكافة المنضمين حديثا لكوادر الوزارة الإدارية والأكاديمية في هذا العام، متمنية للجميع التوفيق والسداد.

وتحدث في الجلسة الافتتاحية للقاء التربوي السنوي إبراهيم الخليفي دكتور علم النفس التربوي من دولة الكويت عن العلاقات المهنية في المؤسسات التربوية ودورها في تحسين المخرجات التعليمية، متناولا في هذا الإطار جهود ضبط الجودة والاعتماد الوطني والعالمي وأهمية ترسيخ الهوية الوطنية والسعي لاعتماد معايير محددة لذلك، بما في ذلك ميثاق الشرف باللغتين العربية والإنجليزية يتضمن المعايير الأخلاقية المراد تكريسها في الوسط التربوي.

وأكد أن رأس مال التعليم المدرسي هو الإنسان، وأن أخطر موارد النظام التعليمي الراقي هو جودة التفاعل بين مكوناته التي هي الإنسان، لافتا إلى ضرورة تحويل الجو المدرسي إلى ثقافة مؤسسية نابضة بالحياة، وهو ما يسمى بروح المدرسة، مستعرضا العديد من المشاريع المهنية لتحسين مخرجات التعلم وغيرها من السلوكيات المهنية الفعالة، مع إتاحة الأنشطة المشتركة بين عناصر الفريق المدرسي وأهمية قدرة أعضائه على الحوار المثمر، مضيفا القول: “ما يشغلنا اليوم هو كيفية تأسيس جيل يحسن الاختيار مما يعرض من أفكار”.

كما ثمن مبادرة /راسخ/، إحدى مبادرات مؤسسة قطر للتربية والعلوم وتنمية المجتمع بالشراكة مع وزارة التربية والتعليم والتعليم العالي، واصفا إياها بأنها “تأصيل للقيم ونموذج لما ننشده”.

يذكر أن من أهداف هذه المبادرة تزويد جيل من الطلاب في كافة مراحل التعليم الأساسي بالمعرفة التي تمكنهم من أن يكونوا مواطنين راسخين في جذورهم المحلية، ومرتبطين عالميا في آن واحد، عبر تقديم تعليم عالي الجودة برؤية محلية.

من جانبها أكدت السيدة إيمان سلمان المهندي مدير مركز التدريب والتطوير بوزارة التربية والتعليم والتعليم العالي في تصريح لوكالة الأنباء القطرية /قنا/ أهمية اللقاء التربوي الذي تعقده الوزارة للسنة الثانية على التوالي في بداية كل عام أكاديمي جديد، ويتم خلاله اللقاء مع القيادات المدرسية والمعلمين والمسؤولين عن العملية التعليمية والطلاب المشمولين وأولياء الأمور لتبادل الأفكار والآراء وإطلاعهم على التوجهات الاستراتيجية للوزارة.

واعتبرت اللقاء واحدا من مبادرات وزارة التربية والتعليم والتعليم العالي الجديدة والأساس فيه هو الحوار والمشاركة، وتتخلله ورش تدريبية افتراضية للمعلمين بكافة تخصصاتهم، وأخرى تتعلق بالتربية الخاصة والتعليم المبكر، بالإضافة لورش تدريبية أيضا على مدار يومين للإداريين ، وبرامج لقادة المدارس الحكومية والنواب الأكاديميين والنواب الإداريين ونواب شؤون رياض الأطفال، وتركز جميعها على الثقافة المؤسسية وأخلاقيات وقيم العمل والتنمية المستدامة في المدارس والمسارات المهنية والترقي الوظيفي وتهيئة المرشدين في المدارس.

وحول برامج وأولويات التدريب بالمركز قالت السيدة المهندي إن التركيز سينصب هذا العام على البرامج الأساسية التي يصبح من خلالها المعلم مؤهلا للحصول على الرخصة المهنية، بالإضافة إلى البرامج الحديثة وفق التوجهات العالمية مثل الذكاء الاصطناعي ومهارات التفكير المستقبلي وبرامج تخصصية أخرى وفق احتياجات الفئات المستهدفة.

وقالت إن الفئة الأولى المعنية بالتدريب كأولوية هي المعلمون الجدد، المستقطبون منهم أو من داخل قطر، ثم تأتي الفئات الأخرى حسب الحاجة.

وشهد الحضور في اليوم الأول للمنتدى فيلما عن إنجازات وزارة التربية والتعليم والتعليم العالي خلال العام الأكاديمي الماضي وكلمة للسيدة لموزة الهاجري سفير مركز مناظرات قطر، تحدثت فيها عن رحلتها التعليمية وأهمية تجسيد قيم المثابرة والاجتهاد لبناء الوطن، متمنية للجميع عاما دراسيا موفقا نحو مستقبل أفضل.

يذكر أن تنظيم اللقاء التربوي يأتي في إطار الجهود المتواصلة لوزارة التربية والتعليم والتعليم العالي، والتي تسعى إلى تطوير المهارات القيادية والتخصصية لكافة موظفيها، وخاصة الكوادر الأكاديمية والإدارية في المدارس، من خلال التدريب والتطوير المهني، ما يمكنهم من تطوير أدائهم ويعزز قدراتهم لاستشراف التحديات والمساهمة الفاعلة في تحقيق الأهداف ذات الصلة بمهامهم الوظيفية.
