Hassan Al Thawadi, the Secretary-General of The Supreme Committee for Delivery & Legacy, reveals secrets: Accused of bribery, investigations cleared the Qatari bid.
Doha: In a recent interview, His Excellency Hassan Al Thawadi, the Secretary-General of The Supreme Committee for Delivery & Legacy, provided insights into Qatar’s hosting of the 2022 World Cup.
Al Thawadi revealed that following Qatar’s successful bid to host the World Cup, there were smear campaigns and doubts surrounding the decision. While these accusations were not directly targeted at Qatar, the country relied on ambassadors like Frank De Boer, coach Bora, and Zinedine Zidane during the bidding process. Each ambassador had a specific role in implementing the vision. Regarding the voting for Qatar’s bid, Al Thawadi stated, “Qatar anticipated disapproval if it won the hosting rights. We prepared a comprehensive bid, and after winning, competitors and the media expressed significant discontent. They were unconvinced that Qatar’s bid was the best, leading to the launch of malicious campaigns against Qatar, despite their lack of knowledge or prior visits to the country.”
Al Thawadi further explained, “Critics targeted us, the Arabs, and the Gulf region with the slogan ‘You have empty minds and full pockets.’ They believed our success was solely due to money rather than intelligence.” He emphasized that all accusations against Qatar were baseless, and no evidence supported their suspicions about the Qatari bid. He clarified, “The accusations against certain individuals in FIFA and their subsequent imprisonment were not related to Qatar winning the World Cup bid. Instead, they were linked to corruption cases involving broadcasting and advertising rights.”
Regarding the investigation into Qatar’s bid, Al Thawadi noted, “The investigation, led by Michael Garcia, took place in 2018 and 2022. We engaged the services of an American law firm and ensured transparency and professionalism throughout the process. Some shortcomings were identified in the files, particularly because a former employee who had left our organization manipulated some emails to cast doubt on our bid regarding bribery issues. However, Garcia confirmed that the bid was clean, dismissing all rumors and commending the Qatari bid and the significant cooperation during the investigations.” As for the cost of the World Cup, Al Thawadi mentioned, “The budget allocated for sports facilities, including stadiums and training grounds, amounted to approximately $6.7 billion. Additionally, around $4-5 billion was allocated for the operational plan.”

وقال الذوادي بعد نجاح قطر في الفوز بحق استضافة البطولة، بدأت حملات التشويه والتشكيك، ولو أنه لم يتم توجيه الاتهامات مباشرة لقطر. وأكد أنهم اعتمدوا على سفراء للملف مثل فرانك ديبور، والمدرب بورا، وزين الدين زيدان، وكل سفير كان لديه هدف معين لتنفيذ الرؤية. وفيما يتعلق بالتصويت لملف قطر، قال إنهم كانوا يعلمون أنه سيكون هناك استنكار في حال فوزهم بالتنظيم. وقدموا ملفاً شاملاً، وبعد الفوز، حدث استياء كبير من قبل المنافسين ووسائل الإعلام. ولم يكن المنافسون مقتنعين بأن ملف قطر هو الأفضل، وهو ما جعلهم يشنون حملات مسعورة ضد قطر، في حين أنهم لم يكونوا يعرفون قطر أصلاً ولم يزروها من قبل.
وأضاف الذوادي قائلاً: “سياسة النقد التي تم توجيهها لنا وللعرب والمنطقة الخليجية، بصفة خاصة في نظر هؤلاء المنتقدين، كانت بشعار ‘أنتم عقول فارغة وجيوب مليانة’. كانوا ينظرون إلينا أن سبب النجاح هو المال وليس العقل”. وأكد أن جميع الاتهامات كانت باطلة، ولم يجدوا أي دليل على الملف القطري يدعم هذه الشبهات. وأشار إلى أن الاتهامات التي وجهت لبعض الأشخاص في الفيفا وسجنهم، لم تكن بسبب فوز قطر بحق استضافة كأس العالم، بل كانت تتعلق بقضايا فساد تتعلق بحقوق البث والإشهار.
وواصل حديثه قائلاً: “التحقيق في ملف قطر حدث مرة واحدة مع مايكل غارسيا، في ملفي 2018 و 2022. واستعنا بشركة محاماة أمريكية وتعاملنا بوضوح واحترافية كبيرة. ووجدنا بعض السلبيات في جميع الملفات، خاصة وأن هناك موظفة كانت تعمل معنا وبعدها غادرت، واستخدمت لتحويل بعض الرسائل الإلكترونية للشك في ملفنا بشأن قضايا الرشوة. ولكن الملف كان نظيفًا، وأكد ذلك غارسيا، ونفى جميع الشائعات وأشاد بالملف القطري والتعاون الكبير خلال التحقيقات”. وبالنسبة لتكلفة كأس العالم، قال: “الميزانية التي تم تخصيصها للمنشآت الرياضية، بما في ذلك الملاعب وملاعب التدريب، بلغت حوالي 6.7 مليار دولار، بالإضافة إلى أربعة إلى خمسة مليارات دولار للخطة التشغيلية”.
