Ehteraz app doesn’t violate user privacy: MoPH

The recently launched Ehteraz app seeks to protect the community from coronavirus (COVID-19) infections and strengthen preventive measures to limit the spread of the virus in Qatar, a top Ministry of Public Health (MoPH) official has said.

Ehteraz app does not violate the privacy of individuals, he added.

“We confirm that all user data on Ehteraz app is completely confidential and is only accessible to relevant, specialised teams when necessary,” Director of the Public Health Department at the MoPH Sheikh Dr Mohammed bin Hamad al Thani said.

He said the app seeks to protect society from COVID-19 infections by alerting people who have come in contact with a person who has been infected.

“When someone is diagnosed with COVID-19, every person with the Ehteraz app that they have recently been in contact with receive an alert to go to the health center to be checked,” he said.

The app also provides the latest, official updates and statistics issued by the Ministry of Public Health around COVID-19 in a simple, concise way. It also has a feature to notify users of the latest awareness and precautionary instructions issued by the official authorities in the country, he pointed out.

The official said the app installation steps are easy as Ehteraz is available for smartphones and can be downloaded from the Apple Store and Google Play.

Once installed, he said, there are several steps that have to be completed to activate the app. These include reading and agreeing to the terms and conditions of the app and providing the required information (mobile number, ID number, ID expiry date). Then, a text message is sent to the user’s mobile number which includes a verification PIN that has to be entered in the dedicated field on the app, with which the final phase of user registration on Ehteraz is completed.

After the app has been fully installed, a page containing the current health code of the user appears, through which they can know their health status through different colours, he said.

The green colour means that the user does not have COVID-19. The grey colour means that the user has either come in contact with a person who has the virus or has been tested and is awaiting test results.

The yellow colour is for individuals currently under quarantine, and the red colour means that the user has COVID-19.

The app also has a page that contains the latest statistics from the Ministry of Public Health around COVID-19 in Qatar. It also has another page containing contact numbers in case of any health or technical inquiries.

Regarding how the app can help to trace those isolating at home or under quarantine, he said when individuals under quarantine, be it at home, a hotel, or in quarantine facilities, leave the quarantine without the knowledge of relevant authorities, the user receives an alert through the app and is contacted by the Ministry of Public Health to inquire about reasons of leaving quarantine and then the necessary steps are taken.

On the confidentiality of the data in the app, he said all user data on Ehteraz app is completely confidential.

“Permission to access photos and files may appear automatically on some Android phones. It’s a common permission on Android phones for an app that needs access to certain phone files,” he said.

He pointed out that Ehteraz needs this access to ensure the user’s data remains completely confidential and not tampered with or otherwise compromised.

This data also provides an important, temporary, redundancy in the event of connectivity interruption by providing location data gathered during the interruption to ensure users are provided with the correct status and information, he said.

Regarding the Bluetooth feature, he said through location services, it is possible to determine the location of the user when contacting an infected person, and to know whether this location is a public place such as food stores or any other public location to limit the spread of the virus.

Also, the Bluetooth feature allows the app to accurately determine the distance between users’ phones and identify whether the contact has been within the safe, two-metre distance or more.

Through turning on these two features, relevant authorities have access to the needed, accurate information to trace transmission in a better way.

The official said the data provided to the app is only used by relevant authorities for medical and health reasons and is not captured or used for any other purposes.

The app, he said, operates under the strictest privacy and data retention policies, to ensure that any data shared is correctly used. The use is governed by the highest international standards and Qatar’s privacy and health laws. Specific details are mentioned in the terms and conditions and the privacy policy of the app.

On why the app requires multiple permissions, and why it is always running – even when users aren’t using their phone, he clarified that Ehteraz app requires permissions in order to access parts of your phone that enable it to run in the background, even when the app is not in use.

It is important that the app is always running in order to accurately record interactions with other users and correctly alert you if you have come in contact with an infected person. It can urge you to maintain social distancing and can provide vital information that will let you know when you should get tested or enter quarantine, he pointed out.

أكد الشيخ محمد بن حمد آل ثاني مدير إدارة الصحة العامة بوزارة الصحة العامة أن تطبيق احتراز الذي تم اطلاقه مؤخرا يعمل على تحقيق عدة أهداف تتعلق بوقاية المجتمع من الإصابة بفيروس كورونا (كوفيد-19) وتعزيز الإجراءات الوقائية للحد من انتشار الفيروس في دولة قطر.

وقال مدير إدارة الصحة العامة ، في تصريح لوكالة الأنباء القطرية /قنا/ ، إن التطبيق يسعى إلى تحقيق تلك الأهداف من خلال تتبع السلاسل الانتقالية لفيروس (كوفيد-19) عبر متابعة المخالطين لشخص تم الكشف عن إصابته بالفيروس مؤخرا (من خلال المعايير التي تم وضعها من قبل المختصين في وزارة الصحة العامة)، وتنبيه مستخدم التطبيق في حال وجوده بالقرب من شخص مصاب، وأنه عند تشخيص أحد الأشخاص بالإصابة بالفيروس، فإن جميع من خالطهم مؤخرا ممن قاموا بتحميل وتثبيت تطبيق احتراز يتلقون تنبيها بمراجعة المركز الصحي للفحص.

وأشار إلى أن تطبيق احتراز يتضمن أيضا عرض آخر المستجدات والاحصائيات الرسمية الصادرة عن وزارة الصحة العامة والمتعلقة بفيروس كورونا وتقديم كل البيانات بأسلوب بسيط ومختصر.

كما يشتمل التطبيق على خاصية إشعار المستخدمين بآخر الإرشادات التوعوية والاحترازية الصادرة عن الجهات الرسمية بالدولة.

ولفت مدير إدارة الصحة العامة إلى أن خطوات تثبيت التطبيق بسيطة حيث يتوفر تطبيق احتراز على الهواتف الذكية ويمكن تحميله من خلال متجر التطبيقات الخاص بنظامي (اندرويد أو الأيفون IOS) .

وأضاف أنه بعد تثبيت التطبيق على هاتف المستخدم هناك خطوات يجب اتباعها لاستكمال عملية تفعيل تطبيق احتراز وتتضمن قراءة وقبول الشروط والأحكام الخاصة بالتطبيق، ثم إدخال البيانات المطلوبة وتشمل ( رقم الجوال، الرقم الشخصي، تاريخ انتهاء البطاقة الشخصية)، وبعدها تصل رسالة نصية على هاتف المستخدم تحتوي على رمز التفعيل الذي يجب إدخاله في الخانة المخصصة الظاهرة على واجهة التطبيق، لتتم بعدها المرحلة الأخيرة من تسجيل المستخدم في تطبيق احتراز.

وأوضح أنه بعد تثيبت التطبيق بشكل نهائي، تظهر صفحة تحتوي على الرمز الصحي للمستخدم، والذي يمكّنه من معرفة حالته الصحية المتعلقة بفيروس كورونا عبر ألوان متعددة، إذ يشير كل لون إلى الحالة الصحية للمستخدم.

ويشير اللون الأخضر إلى أن المستخدم غير مصاب بفيروس كورونا، بينما يرمز اللون الرمادي إلى الشخص المخالط لمصاب بفيروس أو لمن خضع للفحص عن الفيروس وهو في انتظار ظهور النتيجة، أما اللون الأصفر فيشير للأفراد المتواجدين حالياً في الحجر الصحي، بينما يظهر اللون الأحمر عندما يكون الشخص من المصابين بفيروس كورونا.

ويحتوي التطبيق أيضاً على صفحة لعرض الإحصائيات الصادرة عن وزارة الصحة العامة حول كل ما يتعلق بفيروس (كوفيد-19) في دولة قطر.

كما يضم تطبيق احتراز صفحة أخرى تحتوي على أرقام التواصل في حال وجود أي استفسارات صحية أو تقنية.

وعن الكيفية التي يساهم فيها التطبيق في متابعة من هم في الحجر الصحي أو العزل الصحي، قال الشيخ محمد بن حمد آل ثاني أنه في حال مغادرة أي من الأفراد المتواجدين في الحجر الصحي لنطاق الحجر، سواء كان حجرا منزليا أو في أحد الفنادق المخصصة أو في المستشفى، دون علم الجهات المختصة، ستصله رسالة تنبيهية من خلال التطبيق، وسيتم التواصل معه من قبل وزارة الصحة العامة للاستفسار منه عن سبب الخروج واتخاذ الإجراءات اللازمة في هذا الشأن.

وفيما يتعلق بسرية البيانات ، شدد الشيخ محمد بن حمد آل ثاني مدير إدارة الصحة العامة بوزارة الصحة على أن جميع بيانات مستخدمي تطبيق احتراز تخضع للسرية التامة ولا يتم الاطلاع عليها إلا من طرف فريق العمل المختص عند الضرورة.

وقال ” قد يظهر تنبيه لطلب الوصول إلى الصور والملفات بصورة تلقائية على بعض الهواتف التي تعمل بنظام أندرويد حيث يعتبر ذلك تنبيها شائعا على الهواتف التي تشغل نظام أندرويد في حال طلب أي تطبيق الوصول إلى ملفات معينة على الهاتف.

وأكد أن تطبيق احتراز يطلب هذا الإذن لضمان الحفاظ على سرية المعلومات وعدم اختراقها أو المساس بها.

وأضاف أن هذه البيانات توفر أيضا مرجعا احتياطيا هاما ومؤقتا في حال انقطاع الاتصال عن الهاتف، من خلال توفير بيانات حول الموقع الذي تم جمع البيانات فيه خلال فترة الانقطاع، لضمان تزويد المستخدمين بالحالة والمعلومات الصحيحة.

كما تحدث مدير إدارة الصحة العامة عن التشغيل الدائم لخاصية البلوتوث في التطبيق، حيث أفاد بأنه من خلال تشغيل خاصية تحديد المواقع، يتم التعرف على موقع الشخص أثناء مخالطته الشخص المصاب، والتأكد ما إذا كان الموقع ضمن الأماكن العامة مثل منافذ بيع المواد الغذائية وغيرها، وذلك كله من أجل الحد من انتشار الفيروس.

وأوضح أنه من خلال تشغيل خاصية البلوتوث يمكن للتطبيق تحديد المسافة بين هواتف مستخدمي التطبيق بدقة، إذ يتم التعرف على ما إذا كانت المخالطة ضمن المسافة الآمنة وهي ( 2 متر) أو أكثر، وأنه بتشغيل هاتين الخاصيتين (تحديد المواقع والبلوتوث) تحصل الجهات المختصة على المعلومات اللازمة والدقيقة لتتبع السلاسل الانتقالية بصورة أفضل.

ولفت الشيخ محمد بن حمد آل ثاني إلى أن البيانات التي يتم الحصول عليها من التطبيق تستخدم من قبل الجهات المختصة بشكل حصري لأغراض طبية وصحية فقط، ولا يتم استخدامها في أي غايات أو أغراض أخرى.

وقال إن تطبيق احتراز يعمل وفقا لسياسات خصوصية ومعايير احتفاظ بالبيانات تتسم بالصرامة، وذلك لضمان استخدام أي بيانات مشتركة على نحو سليم، كما يخضع استخدام التطبيق لأعلى المعايير الدولية والقوانين المتعلقة بالخصوصية والصحة في دولة قطر، وتحتوي الشروط والأحكام وسياسة الخصوصية في التطبيق على تفاصيل محددة حول ذلك.

وفيما يتعلق بطلب التطبيق أذونات مختلفة وبقائه على وضع التشغيل بصفة مستمرة حتى في حال عدم استخدام الهاتف، أوضح أن تطبيق احتراز يطلب أذونات عدة للوصول إلى خصائص في الهاتف تمكنه من العمل في الخلفية حتى في حال عدم استخدام التطبيق.

وأضاف الشيخ محمد بن حمد آل ثاني أنه من الضروري أن يبقى التطبيق مستمرا في العمل كي يتمكن من تتبع الحالات المخالطة بدقة وتنبيه المستخدم في حال مخالطته لشخص مصاب، كما يعمل التطبيق دائما على تذكير المستخدم باتباع الإجراءات الاحترازية والوقائية التي تحمي من الإصابة بفيروس كورونا (كوفيد-19)، وتوفير معلومات هامة جدا تمكّن المستخدم من معرفة في حال توجب عليه أن يخضع للفحص أو للعزل.
