Qatar, UN to intensify work on establishing UNOCT office in Doha

QNA – Doha:

Speaker of the Shura Council H E Ahmed bin Abdullah bin Zaid Al Mahmoud and UnderSecretary-General of the United Nations Office of CounterTerrorism (UNOCT) H E Vladimir Voronkov agreed to intensify efforts to establish the program office on parliamentary engagement on preventing and countering terrorism and violent extremism.

This is in implementation of the Memorandum of Understanding (MoU) that they signed at the UN Headquarters in New York on February 17 and stipulated that the Shura Council and the UN should enter into direct arrangements to establish the program office on parliamentary engagement on preventing and countering terrorism and violent extremism in the State of Qatar, and its activities shall cover the parliaments of the world.

This came during the virtual meeting yesterday between H E Ahmed bin Abdullah bin Zaid Al Mahmoud and H E Vladimir Voronkov, during which they discussed the completion of the procedures for establishing this office as soon as possible, and providing the requirements for it to play its desired role in empowering parliamentarians from all countries of the world, raising their capabilities, providing them with a full experience to confront the terrorism scourge in all its forms, protecting humanity from its evils, undertaking joint initiatives to enhance the effective commitment of parliamentarians, and facilitating a balanced and integrated implementation of the UN Global Counter-Terrorism Strategy and relevant Security Council resolutions.

During the meeting, HE Speaker of the Shura Council underlined that the State of Qatar’s efforts to combat terrorism comes within the framework of the wise and rational policy of H H the Amir Sheikh Tamim bin Hamad AlThani and his continuous support to the UN in general.

At the conclusion of the meeting, a statement was issued from the UN Headquarters in New York, in which H E Ahmed bin Abdullah bin Zaid Al Mahmoud and H E Vladimir Voronkov expressed solidarity with all the parliaments and nations who are collectively confronting the challenges posed the COVID-19 pandemic. Speaker of the Shura Council expressed appreciation to Vladimir Voronkov for his strong commitment to countering terrorism and for strengthening the UN efforts in this field.

The UN Under-SecretaryGeneral expressed appreciation to Speaker of the Shura Council for his support to UNOCT, stressing that parliamentarians, as community leaders, policymakers, and legislators, can significantly contribute to achieving a safer world without terrorism, hate speech and violent extremism.

اتفق سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس مجلس الشورى، وسعادة السيد فلاديمير فورونكوف وكيل الأمين العام للأمم المتحدة ورئيس مكتب الأمم المتحدة لمكافحة الإرهاب، على تكثيف الجهود لإنشاء مكتب الأمم المتحدة المعني بالمشاركة البرلمانية في منع الإرهاب ومكافحته، وذلك تنفيذا لمذكرة التفاهم التي وقعاها في مقر الأمم المتحدة بنيويورك في السابع عشر من شهر فبراير الماضي ، ونصت على دخول مجلس الشورى والأمم المتحدة في ترتيبات مباشرة لإنشاء مكتب برنامج الأمم المتحدة لمكافحة الإرهاب المعني بالمشاركة البرلمانية في منع ومكافحة الإرهاب، يكون مقره في دولة قطر وتغطي أنشطته برلمانات دول العالم.

جاء ذلك خلال الاجتماع الثنائي الذي عقد اليوم بتقنية الاتصال المرئي بين سعادة السيد أحمد بن عبدالله بن زيد آل محمود، والسيد فلاديمير فورونكوف، وتم خلاله بحث استكمال الإجراءات الخاصة بإنشاء هذا المكتب في أقرب وقت ممكن ، وتوفير المستلزمات المطلوبة له ليقوم بدوره المأمول في تمكين البرلمانيين من كافة دول العالم ورفع قدراتهم وتوفير التجربة الكاملة لهم لمواجهة ظاهرة الإرهاب بكافة صوره وأشكاله ، وحماية البشرية من شروره، والقيام بمبادرات مشتركة لتعزيز الالتزام الفعّال للبرلمانيين وتسهيل التنفيذ المتوازن والمدمج للاستراتيجية العالمية للأمم المتحدة لمكافحة الإرهاب وقرارات مجلس الأمن الدولي ذات الصلة.

وأكد سعادة رئيس مجلس الشورى خلال الاجتماع أن جهود دولة قطر في مكافحة الإرهاب تأتي في إطار السياسة الحكيمة والرشيدة لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى (حفظه الله) ودعمه المتواصل لمنظمة الأمم المتحدة بصفة عامة.

وصدر في ختام الاجتماع بيان من مقر الأمم المتحدة في نيويورك، عبّـر خلاله كل من سعادة السيد أحمد بن عبدالله بن زيد آل محمود والسيد فورونكوف عن التضامن مع البرلمانات والأمم التي تواجه بشكل جماعي التحديات التي خلفتها جائحة فيروس كورونا (كوفيد-19) وقاما بتهنئة جميع البرلمانيين بمناسبة اليوم العالمي للنظام البرلماني مؤكدين أهمية الدبلوماسية البرلمانية والدور الحيوي الذي يقوم به البرلمانيون في مكافحة الارهاب على المستويات الوطنية والاقليمية والعالمية.

وأعرب سعادة رئيس مجلس الشورى عن تقديره للسيد فلاديمير فورونكوف لالتزامه القوي بمكافحة الإرهاب وتعزيز جهود الأمم المتحدة في هذا المجال.

ومن جانبه أعرب سعادة السيد فلاديمير فورنكوف عن تقديره لسعادة رئيس مجلس الشورى، لدعمه الكامل لإنشاء مكتب الأمم المتحدة لمكافحة الارهاب، وشدد على أنه يمكن للبرلمانيين، باعتبارهم قادة للمجتمعات وصانعي السياسات ومشرعين، أن يساهموا بشكل ملحوظ في إقامة عالم أكثر أمناً، خال من الارهاب وخطاب الكراهية والتطرف العنيف.
