Qatar attends Gulf Committee for Tobacco Control meeting

The State of Qatar represented by the Ministry of Public Health participated in the Gulf Committee for Tobacco Control meeting, which concluded yesterday in Oman.

The delegation included Advisor to Minister of Public Health, Head of the HMC Tobacco Control Center Ahmad Al Mulla and Qatar representative in the committee, Head of Non-Communicable Diseases at the ministry Dr Kholood Al Mutawa.

Al Mulla said meeting at this time contributes to the consolidation of efforts, exchange of experiences and cooperation between the GCC countries to combat the tobacco epidemic.

He said the meeting discussed the preliminary report on the economics of tobacco in the GCC countries. The meeting also discussed intensifying health awareness to control tobacco at the GCC level. The meeting also revised the proposals for updating the Gulf strategic plan for tobacco control.

Dr Kholood Al Mutawa said the State of Qatar and the GCC continue to work to reach their objectives of stopping the use of tobacco which negatively affects all countries. The committee’s meeting came after the State took positive steps by imposing the selective tax on tobacco and its derivatives which was implemented starting January 1, 2019. She said the efforts are continuous to amend the standards by stopping the adding of flavors in tobacco and intensifying health awareness by raising community awareness about the dangers of tobacco to the individual, family and society.

During the meeting Dr Kholood gave a detailed presentation on Protocol to Eliminate Illicit Trade in Tobacco Products, signed by Qatar in June 2013. As Qatar is the 18th country in the list of country to sign the protocol, which was adopted in November 2012 in the South Korean capital Seoul by the member states of the World Health Organization. The protocol aims to eliminate all forms of illegal trade in tobacco products and raise the financial revenues to be used in health education.

She said that during the meeting they discussed establishing a unified goal for all the GCC countries and work on the issuance of a unified Gulf declaration to reduce tobacco consumption.

شاركت قطر ممثلة في وزارة الصحة العامة، في اجتماع اللجنة الخليجية لمكافحة التبغ، والذي عُقد في سلطنة عُمان في 13 و14 فبراير الحالي، بوفد ضمّ الدكتور أحمد الملا مستشار وزيرة الصحة العامة، ومدير مركز مكافحة التدخين بمؤسسة حمد الطبية، والدكتورة خلود عتيق المطاوعة عضو اللجنة الخليجية لمكافحة التبغ عن قطر، ورئيس قسم الأمراض غير الانتقالية بوزارة الصحة العامة.

وقال الدكتور أحمد الملا: إن انعقاد الاجتماع في هذا التوقيت يساهم في توحيد الجهود وتبادل الخبرات والتعاون المشترك بين دول مجلس التعاون الخليجي، من أجل مكافحة وباء التبغ من خلال مناقشة التجارب السابقة، والتي أثبتت نجاحها، مشيراً إلى أنه تم خلال الاجتماع مناقشة التقرير المبدئي حول دراسة اقتصاديات التبغ في دول مجلس التعاون الخليجي، كما ناقش الاجتماع تكثيف التوعية الصحية لمكافحة التبغ على مستوى دول المجلس.

وأضاف أنه تم كذلك خلال الاجتماع مناقشة عدد من القرارات المهمة، ومنها قرارات مؤتمر الأطراف الثامن، والذي عُقد في مدينة جنيف السويسرية خلال شهر أكتوبر 2018، لاستخلاص أهم البنود القابلة للتطبيق في دول مجلس التعاون الخليجي، كما تمت مراجعة مقترحات تحديث الخطة الخليجية الاستراتيجية لمكافحة التبغ.

وقالت الدكتورة خلود عتيق المطاوعة: إن جهود دولة قطر ودول مجلس التعاون مستمرة للوصول إلى الهدف المنشود المتمثل في التخلص من استهلاك التبغ، والذى يؤثر سلباً على جميع الدول، حيث يأتي اجتماع اللجنة بعد أن اتخذت دولة قطر خطوات إيجابية من خلال فرض الضريبة الانتقائية على منتجات التبغ ومشتقاته، وبدء تنفيذها اعتباراً من أول يناير 2019، كما تستمر الجهود بتعديل المواصفات القياسية، بإلغاء مواصفة إضافة المنكهات في التبغ، وتكثيف التوعية الصحية عن طريق زيادة الوعي المجتمعي عن خطورة التبغ على الفرد والأسرة والمجتمع.

وقدّمت الدكتورة خلود المطاوعة خلال الاجتماع، عرضاً توضيحياً عن بروتوكول القضاء على الاتجار غير المشروع بمنتجات التبغ، والذي وقّعت عليه دولة قطر في يونيو 2013، حيث تُعتبر قطر الدولة الثامنة عشرة في ترتيب الدول الموقعة على البروتوكول، الذي تم اعتماده في نوفمبر 2012 في العاصمة الكورية الجنوبية سول، من قبل الدول الأعضاء في منظمة الصحة العالمية.

ويهدف البرتوكول إلى القضاء على جميع أشكال الاتجار غير المشروع بمنتجات التبغ، ورفع الإيرادات المالية التي يجب استخدامها في التوعية الصحية، وأشارت إلى أنه تم خلال اجتماع اللجنة الخليجية مناقشة وضع هدف موحد لجميع دول مجلس التعاون الخليجي، والعمل على إصدار إعلان خليجي موحد للحد من استهلاك التبغ.;
