Quality, patient safety top priority: Health Minister

DOHA: Minister of Public Health H E Dr Hanan Mohamed Al Kuwari yesterday said that the Ministry of Public Health (MOPH) pays great attention on patient safety in line with the Qatar National Vision 2030 and the National Health Strategy (NHS) 2018-2022, which calls for embracing a patient safety culture that puts quality and patient safety at the forefront.

In a statement issued following the opening session of 4th Qatar Patient Safety Week (QPSW), she said the event is one of the important initiatives that contribute to improving patient safety at healthcare facilities. It also encourages communication, awareness and education among leaders, healthcare providers and patients.

Activities of QPSW are evolving year after year, the Minister said, praising active participation of both public and private sector a safe healthcare system.

Huda Amer Al Katheeri, Director of the Healthcare Quality & Patient Safety Department at the MOPH, said that patient safety is a top priority for the Ministry, especially since WHO has declared that patient safety is a global public health problem. She highlighted 3-4 percent of hospital deaths around the world can be avoided, while calling for the best efforts to reduce the risk of damage and medical errors and maximise the ability to detect them when they occur.

Al Katheeri highlighted the quality improvement of patients services and healthcare available in Qatar. “The increased focus on safety of patients and their involvement along with families in improving the quality of care as well as in projects and programmes to improve drug safety, reduce health-related infections, prevent falls and clinical ulcers and improve reporting of actual and imminent accidents and others, which have made the healthcare system in Qatar safer for patients and employees,” she said.

QPSW coincides with the World Patient Safety Day announced by the World Ministerial Summit on Patient Safety in 2017. The QPSW has achieved great success at the previous occasions.

In the opening session, Director of the Institute of Global Health Innovation at Imperial College London, Professor Lord Ara Darzi, spoke about ‘Innovations in Patient Safety’ saying, patient safety has developed and become a cornerstone in the healthcare quality around the world. He added that currently the world is at a more exciting turn where it is possible not only learn from mistakes but also excel and innovate in the field.

He said with achieving leadership in new technologies, building new equipment and designing new environments, it reduces the chances of damage in the first place and faces the existing challenges and those emerging in patient safety. He added that the main dialogue in this field will cover the main equipment required to benefit from innovation and building a safer healthcare system for the future.

Around 1,000 participants take part in the QPSW activities held under the theme ‘Patient Safety from Book to Bedside.’ Activities include sessions and workshops on comprehensive health coverage, patient safety, Qatar’s experience with comprehensive health coverage, leadership and fair accountability, participation in health care decision-making and pharmaceutical safety through continuous care, as well as exchange of learning between various fields.

The programme also includes a poster competition for local entities related to quality improvement and patient safety. Awards for the top five posters will be presented during the closing ceremony of the event. An exhibition for the health sector in Qatar as well as a session on theoretical and practical patient safety is also being held. MoPH’s HealthCare Quality and Patient Safety Department (HQPS) conducted QPSW thrice in 2014, 2015 and 2017.

أكدت سعادة الدكتورة حنان محمد الكواري وزيرة الصحة العامة أن الوزارة تولي موضوع سلامة المرضى اهتماماً كبيراً، لضمان تقديم أفضل رعاية صحية آمنة وفعالة، انطلاقاً من رؤية قطر الوطنية 2030، والاستراتيجية الوطنية للصحة 2018-2022، التي تؤكد «تبني ثقافة سلامة المريض، وأن تكون الجودة وسلامة المرضى على رأس الأولويات». وقالت سعادة الوزيرة -في تصريح صحافي عقب حضورها الجلسة الافتتاحية للأسبوع القطري الرابع لسلامة المرضى، أمس- إن هذا الحدث يعد من المبادرات المهمة التي تساهم في تحسين ثقافة سلامة المرضى في مرافق الرعاية الصحية، وتشجيع التواصل والتوعية والتثقيف بهذا الخصوص بين القيادات ومقدمي الرعاية الصحية والمرضى.

أشارت سعادة الوزيرة إلى أن فعاليات الأسبوع تتطور عاماً بعد عام، مشيدة بالمشاركة الفاعلة من القطاع الصحي بالدولة، بشقيه العام والخاص، ما يساهم في تعزيز العمل المشترك، لتصبح الرعاية في جميع نقاط ومستويات النظام الصحي، آمنة وعالية الجودة، وهو ما تؤكد عليه الاستراتيجية الوطنية للصحة.

من ناحيتها، قالت السيدة هدى عامر الكثيري -مديرة إدارة جودة الرعاية الصحية وسلامة المرضى بوزارة الصحة العامة، في كلمتها بالجلسة الافتتاحية- إن موضوع سلامة المرضى أولوية قصوى للوزارة، لا سيما وأن منظمة الصحة العالمية أعلنت أن سلامة المرضى مشكلة صحية عامة عالمية، مشيرة في سياق متصل إلى أن 3-4 % من الوفيات في المستشفيات حول العالم يمكن تجنبها، داعية إلى بذل قصارى الجهد لتقليل مخاطر الضرر والأخطاء الطبية، وتعظيم القدرة على اكتشافها عند حدوثها، والتأكد من تعلم الدروس واستخدامها لتحسين الجودة.

ونوهت الكثيري بجودة وتحسين الخدمات والرعاية الصحية المتوفرة للمرضى بدولة قطر، وبالتركيز المتزايد على سلامتهم وإشراكهم وعائلاتهم في تحسين جودة الرعاية، وفي المشاريع والبرامج المخصصة لتحسين السلامة الدوائية، والحد من العدوى المرتبطة بالرعاية الصحية، ومنع السقوط والتقرحات السريرية، وتحسين الإبلاغ عن الحوادث الفعلية ووشيكة الحدوث وغيرها، ما ساهم في جعل نظام الرعاية الصحية في قطر أكثر أماناً للمرضى والموظفين.

وأكدت على أن سلامة المرضى، ستظل بنداً دائماً في جدول أعمال الاستراتيجية الوطنية للصحة 2018-2022 لأجل صحة أفضل لسكان قطر، وتلبية احتياجات الأجيال الحالية والمستقبلية، من خلال تحقيق نموذج رعاية آمن ومتكامل وعالي الجودة.

وأشارت الكثيري إلى أن انطلاق فعاليات هذا الأسبوع تتزامن مع اليوم العالمي لسلامة المرضى، الذي أعلنته القمة الوزارية العالمية حول سلامة المرضى في عام 2017، وقالت إن الأسبوع القطري لسلامة المرضى بمثابة «دعوة للعمل»، وقد حقق في الأعوام: 2014 و2015 و2017 نجاحات كبيرة في نقل رسائل السلامة على المستوى الوطني والإقليمي والدولي بوضوح، لإظهار مدى التفاني في قطر، لضمان السلامة على جميع المستويات، من خلال مقدمي الرعاية الصحية والعاملين، والخدمات التي يقدمونها، والسكان الذين يتلقون هذه الرعاية.

تتضمن فعاليات الأسبوع -التي تقام تحت شعار: «سلامة المرضى من النظرية إلى التطبيق»، ويحضرها نحو ألف مشارك- جلسات وورش عمل حول التغطية الصحية الشاملة وسلامة المرضى، وتجربة دولة قطر فيما يعنى بتحقيق التغطية الصحية الشاملة، فضلاً عن محاور ومواضيع أخرى تتعلق بالقيادة والمساءلة العادلة، والمشاركة في صناعة القرار في الرعاية الصحية، والسلامة الدوائية عبر الرعاية المتواصلة، وتبادل التعلم بين مختلف المجالات، مثل الصحة والطيران والنفط والغاز، واستعراض موضوعات تتعلق بالوقاية من العدوى ومكافحتها.;
