This service allows companies to submit a request to obtain a license to operate advertising and public relations activity, via the E-Services portal of the Ministry of Culture (MOC). This is with the aim of designing advertisements and promoting the marketing of specific goods or services, conducting advertising campaigns, and managing public relations activity.

Click on “Publications and Artistic Works Services” under E-Services portal available on MOC website.
Click on “License Request to Operate Advertising and Public Relations Activity” from the list of services.
Login by using your personal account on the National Authentication System (NAS, Tawtheeq).
Attach the following documents:
- A QID copy of license owner and partners
- A QID copy of responsible manager
- A certificate of trade name preservation (in case of new request)
- A study of business that a company will do, signed by the owner of company or a person authorized to sign with the company’s seal (In case of new or re-issue request)
- A certificate of proof of authorization to sign, in case of entering as a delegate or authorized to sign (Optional)
- A copy of the commercial registration (in case of renew or re-issue request)
- A Copy of the municipality’s license (in case of renew or re-issue request)
- A copy of the establishment card (in case of renew or re-issue request)
- A copy of the lease contract (in case of renew or re-issue request)
- The decision to establish the company (in case a facility is a government entity or a public utility company)
Submit the application.

License Renewal: QR10,000
Re-issue Request: QR25.000

License Transfer Ownership: No Fees needed

تُتيحُ هذه الخدمةُ للشركات إمكانيةَ تقديم طلب للحصول على ترخيص لممارسة أنشطة الدعاية والإعلان والعلاقات العامة، عبر بوّابة الخدمات الإلكترونية لوزارة الثقافة، بهدف تصميم الإعلانات والترويج لتسويق سلع أو خدمات معيَّنة وإجراء حملات إعلانية وإدارة أنشطة العلاقات العامة.

الضغط على “خدمات المطبوعات والمصنفات الفنية” تحت بوّابة “الخدمات الإلكترونية” المُتاحةُ على الموقع الإلكتروني لوزارة الثقافة.
اختيار “طلب ترخيص نشاط دعاية وإعلان وعلاقات عامة” من قائمة الخدمات.
تسجيل الدخول باستخدام حسابك الشخصي في نظام التوثيق الوطني (توثيق).
إرفاق الوثائق التالية:
- صورة من البطاقة الشخصية لصاحب الترخيص وشركاؤه
- صورة من البطاقة الشخصية للمدير المسؤول
- شهادة حفظ اسم تجارى (في حالة طلب جديد)
- دراسة عن الأعمال التي ستقوم بها الشركة موقَّعه من صاحب الشركة أو المخوَّل بالتوقيع مع ختم الشركة (في حالة طلب جديد او إعادة إصدار)
- شهادة إثبات التفويض بالتوقيع في حالة الدخول كمندوب أو مخوَّل بالتوقيع (اختياري)
- صورة السجل التجاري (في حالة طلب تجديد أو إعادة إصدار)
- صورة رخصة البلدية (في حالة طلب تجديد أو إعادة إصدار)
- صورة بطاقة المنشأة (في حالة طلب تجديد أو إعادة إصدار)
- صورة عقد الإيجار (في حالة طلب تجديد أو إعادة إصدار)
- قرار إنشاء الشركة (في حالة شركات ذات النفع العام)
- كشف برؤساء مجلس الادارة (في حالة شركات ذات النفع العام)
