Qatar Ambassador to UK: HH the Amir’s Visit Reflects Qatar-UK Solid Relations

London: HE Qatar’s Ambassador to the UK Fahd bin Mohammed Al Attiyah stressed that the invitation of HH the Amir Sheikh Tamim bin Hamad Al-Thani to attend the coronation ceremony of King Charles III, reflects the strength of relations between the State of Qatar and the United Kingdom, and also the strategic depth of bilateral relations, which include vital areas such as security, defense, energy security, conflict resolution efforts and international mediation.

His Excellency added, in remarks to QNA, that HH the Amir’s attendance of the coronation ceremony indicates Qatar’s keenness to further strengthen its outstanding relations with the United Kingdom, and the beginning of a new era for bilateral relations under the reign of King Charles III.

HE the Ambassador continued that HH the Amir’s presence at the inauguration ceremony, is also an occasion to develop relations between the two countries in various fields, and to discuss new areas of cooperation. The visit also is an opportunity to discuss the strategic relations between the two countries, he added, pointing out that His Highness discussed with HE UK Prime Minister Rishi Sunak, during this visit, the strategic relations between the two countries, and ways to develop them in various fields.

During the talks, a number of emerging regional and international issues were discussed. The two sides also discussed the friendship and cooperation relations between the two countries, and ways to enhance them, in addition to exchanging views on a number of issues of common concern.

HH the Amir affirmed the strong partnership between the two countries, expressing his thanks to the UK government for its great cooperation during Qatar’s hosting of the 2022 FIFA World Cup Qatar. HH the Amir also expressed his pride with the level of partnership between the two countries and bilateral relations, and the joint success at all levels. HH the Amir highlighted the strategic dialogue that will take place between the two countries this year, during which issues of security, energy and economic partnership will be discussed. His Highness pointed out that the trade exchange between the two countries last year amounted to about GBP 13.5 billion, which is witnessing a steady increase annually, in view of Qatar’s investments in the UK, where His Highness expressed his aspiration to continue working in this regard.

For his part, HE the UK Prime Minister expressed pride in the great partnership between the two countries in various fields, especially with regard to regional security and cooperation in the field of defense. The UK Prime Minister also affirmed that the talks with HH the Amir constituted a good opportunity to discuss the economic partnership between the two countries.

HE Ambassador Fahd bin Mohammad Al Attiyah indicated that in February 2023, the State of Qatar and the UK launched the strategic dialogue between them in the British capital, London, which witnessed the signing of a memorandum of understanding (MoU) for the Qatar-UK Strategic Dialogue, considering it as a remarkable development for the strong relations and multi-field partnership between the two countries.

His Excellency pointed out that the Qatar-UK Strategic Dialogue, has opened a new level for the course of bilateral relations, and would deepen continuous and steady cooperation in the fields of defense, security, energy, trade and investment, in addition to cooperation in the humanitarian and development issues, and in the science, innovation, education and health sectors, noting that the Dialogue sessions will be held annually to review the extent of progress in all areas.

The State of Qatar is the third largest Gulf economic and trade partner of the United Kingdom, as the volume of trade exchange between the two countries in 2022 amounted to approximately GBP 13.4 billion, an increase of 186.5 percent over 2021, His Excellency, said adding that the meetings of the third session of the Joint Committee for Economic and Trade Cooperation were held in London in August 2022 to take steps towards deepening trade and investment exchange between the two countries, as they witnessed the signing of several MoUs, aimed at facilitating British companies entry to the Qatari market in several areas, such as health care, life sciences and education; by providing information and guidance on strategic business opportunities, as well as exchanging expertise in the field of export financing and insurance products, and cooperating on projects involving British and Qatari goods and services.

His Excellency went on saying that Qatar’s bilateral relations with UK are growing and developing year after year, pointing that the State of Qatar has recently had fruitful cooperation with UK to present the best edition of the World Cup tournaments. This cooperation contributed to strengthening commercial, security, sports and international relations with the Kingdom, he added, referring to that since 2018, Qatar Football Association has been partnering with its English counterpart to develop football in Qatar, share resources and expertise, and expand sporting initiatives to peoples around the world.

On political, economic and humanitarian partnerships between Doha and London, His Excellency said that Qatari investments in UK are constantly growing, and HH the Amir’s recent visit to UK in May 2022 culminated in the signing of a new agreement to invest GBP 10 billion in vital sectors of the British economy, including: finance technologies, clean energy, life sciences, and cybersecurity. He pointed that investment partnerships between Qatar and UK stem from the common goals of the two countries on many issues, such as: the need to tackle climate change, the gradual shift towards clean energy, and the need for cooperation at the global level to support stability and economic recovery in the fields of energy security; education; sports; humanitarian programs; or the partnerships to support immunization programs in low-income countries, as evidenced by constructive bilateral partnerships over the past two years.

He noted that Qatar is a long-term partner of UK in the field of energy, and contributes to energy security and diversity in it, adding that bilateral partnerships with “Royal Dutch Shell” and “Rolls-Royce” announced last year will advance innovation in green technologies and accelerate energy growth.

HE the Ambassador said that in addition to the gas production, the Qatar National Vision 2030 includes the long-term and sustainable development of renewable energy, which needs investment in research and development, and that is why Qatar announced in November a partnership with the Rolls-Royce Group to invest billions in green engineering projects to finance entrepreneurs, hoping to find new ways to help the transition to net zero carbon emissions, and looking forward to more similar partnerships, which would help achieve Qatar National Vision 2030.

His Excellency said that the State of Qatar has a proven track record in supporting humanitarian and development projects in the region in cooperation with the UK, pointing out that since 2016, Qatar has been conducting programs to support education in refugee camps in Syria through the Education Above All Foundation and has cooperated with UK to support treatment of vision problems for more than 6 million children in India and Bangladesh between 2016 and 2020 and recently in Ethiopia as part of the “Qatar Creates Vision” project.

Concluding his Statement to QNA, HE Fahd bin Mohammad Al Attiyah congratulated HM King Charles III, the UK government and the friendly British people on this great festive and historical event in the United Kingdom, wishing the relations between the two countries further development and growth.

وتابع سعادة السفير أن حضور حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى مراسم تنصيب الملك تشارلز الثالث يشكل مناسبة أيضا لتطوير العلاقات بين البلدين في مختلف المجالات، إلى جانب مناقشة وبحث مجالات جديدة للتعاون، كما تمثل الزيارة فرصة لبحث العلاقات الاستراتيجية بين البلدين، حيث بحث سموه، مع دولة السيد ريشي سوناك، رئيس الوزراء بالمملكة المتحدة الصديقة، خلال هذه الزيارة، العلاقات الاستراتيجية بين البلدين، وسبل تطويرها في مختلف المجالات.

وقد جرى، خلال المباحثات، بحث عدد من القضايا المستجدة على الساحتين الإقليمية والدولية، كما تناول الجانبان علاقات الصداقة والتعاون بين البلدين، وسبل تعزيزها، بالإضافة إلى تبادل وجهات النظر حول عدد من الموضوعات ذات الاهتمام المشترك.

وقد أكد سمو الأمير على الشراكة القوية التي تجمع البلدين، معربا عن شكره للحكومة البريطانية على ما بذلته من تعاون كبير خلال استضافة قطر بطولة كأس العالم FIFA قطر 2022، كما عبر سمو الأمير عن اعتزازه بمستوى الشراكة بين البلدين والعلاقات الثنائية، والنجاح المشترك على كافة المستويات، ولفت سمو الأمير المفدى إلى الحوار الاستراتيجي الذي سيجرى بين البلدين هذا العام، والذي سيتم خلاله مناقشة قضايا الأمن والطاقة والشراكة الاقتصادية، مشيرا سموه إلى أن التبادل التجاري بين البلدين بلغ العام الماضي نحو 13.5 مليار جنيه إسترليني، وهو يشهد سنويا ارتفاعا مطردا، بالنظر إلى استثمارات دولة قطر في المملكة المتحدة، حيث أعرب سموه عن تطلعه لمواصلة العمل في هذا الصدد.

ومن جانبه، أعرب دولة رئيس الوزراء البريطاني عن اعتزازه بما يجمع البلدين من شراكة كبيرة في مختلف المجالات، لا سيما ما يتعلق بالأمن الإقليمي والتعاون في مجال الدفاع، كما أكد على أن المباحثات مع سمو الأمير المفدى شكلت فرصة طيبة لمناقشة الشراكة الاقتصادية بين البلدين.

وأشار سعادة السيد فهد بن محمد العطية إلى أنه في فبراير 2023، أطلقت دولة قطر والمملكة المتحدة الحوار الاستراتيجي بينهما بالعاصمة البريطانية لندن، والذي شهد التوقيع على مذكرة تفاهم خاصة بالحوار الاستراتيجي، معتبرا ذلك تطورا ملحوظا للعلاقات القوية والشراكة المتعددة المجالات بين البلدين.

ولفت سعادته إلى أن الحوار الاستراتيجي القطري – البريطاني دشن مستوى جديدا لمسار العلاقات الثنائية، ومن شأنه تعميق التعاون المستمر والمضطرد معها في مجالات الدفاع والأمن والطاقة والتجارة والاستثمار، وكذلك التعاون في الملف الإنساني والتنموي، وفي قطاعات العلوم والابتكار والتعليم والصحة، خاصة أن جلساته ستعقد سنويا لمراجعة مدى التقدم في الملفات كافة.

ونبه سعادة السيد فهد بن محمد العطية إلى أن دولة قطر تعد ثالث أكبر شريك اقتصادي وتجاري خليجي للمملكة المتحدة، حيث بلغ حجم التبادل التجاري بين البلدين في 2022 ما يقرب من 13.4 مليار جنيه إسترليني، بزيادة معدلها 186.5 بالمئة عن عام 2021، وقد عقدت اجتماعات الدورة الثالثة للجنة المشتركة للتعاون الاقتصادي والتجاري في لندن في أغسطس 2022؛ لاتخاذ خطوات نحو تعميق التبادل التجاري والاستثماري بين البلدين، حيث شهدت التوقيع على عدة مذكرات تفاهم، تهدف لتسهيل دخول الشركات البريطانية إلى السوق القطري في عدة مجالات، مثل: الرعاية، الصحية وعلوم الحياة، والتعليم، وغيرها، من خلال توفير المعلومات والتوجيهات حول الفرص التجارية الاستراتيجية، وكذلك لتبادل الخبرة في مجال تمويل الصادرات ومنتجات التأمين، والتعاون حول مشاريع تتضمن سلعا وخدمات بريطانية وقطرية.

وتابع سعادته بالقول: “لا شك أن علاقاتنا الثنائية مع المملكة المتحدة آخذة في النمو والتطور عاما بعد عام، ومؤخرا تعاونت دولة قطر بشكل مثمر مع المملكة المتحدة لتقدم النسخة الأفضل من بين بطولات كأس العالم، حيث أسهم هذا التعاون في تعزيز العلاقات التجارية والأمنية والرياضية والدولية مع المملكة، حيث يقيم الاتحاد القطري لكرة القدم، منذ 2018، شراكة مع نظيره الإنجليزي لتطوير كرة القدم في الدولة، ومشاركة الموارد والخبرات، وتوسيع المبادرات الرياضية للشعوب حول العالم.

وعن الشراكات السياسية والاقتصادية والإنسانية بين الدوحة ولندن، أكد سعادة سفير دولة قطر لدى المملكة المتحدة أن الاستثمارات القطرية في بريطانيا تنمو باستمرار، وقد تكللت زيارة سمو الأمير الأخيرة لبريطانيا في مايو 2022 بالتوقيع على اتفاقية جديدة لاستثمار 10 مليارات في قطاعات حيوية من الاقتصاد البريطاني، منها: تقنيات التمويل، والطاقة النظيفة، وعلوم الحياة، والأمن السيبراني، مشيرا إلى أن الشراكات الاستثمارية بين قطر وبريطانيا نابعة من الأهداف المشتركة لدى البلدين في قضايا عديدة، مثل: الحاجة إلى مواجهة التغير المناخي، والتحول التدريجي نحو الطاقة النظيفة، والحاجة إلى التعاون على المستوى الدولي لدعم الاستقرار والانتعاش الاقتصادي، سواء في مجال أمن الطاقة، أو في مجال التعليم أو الرياضة أو البرامج الإنسانية أو الشراكة لدعم برامج التطعيم في الدول ذات الدخل المنخفض، حيث شهدت على ذلك الشراكات الثنائية البناءة خلال العامين الماضيين.

ونوه سعادته إلى أن دولة قطر شريك طويل الأمد للمملكة المتحدة في مجال الطاقة، وتساهم في أمن الطاقة وتنوعها فيها، وستعمل الشراكات الثنائية مع “رويال داتش شل” و”رولز رويس” التي أعلن عنها العام الماضي على دفع عجلة الابتكار في التقنيات الخضراء، وتسريع نمو الطاقة النظيفة، وخلق فرص عمل ومنافع مشتركة بين البلدين.

وقال سعادته: “إلى جانب إنتاجنا للغاز، تتضمن رؤيتنا الوطنية 2030 التطوير طويل الأمد والمستدام للطاقة المتجددة، ندرك أن هذا بحاجة إلى الاستثمار في مجال البحث والتطوير، ولهذا أعلنا في نوفمبر عن إقامة شراكة مع مجموعة رولز-رويس لاستثمار المليارات في مشاريع الهندسة الخضراء لتمويل رواد الأعمال، آملين منهم الاستمرار بإيجاد طرق جديدة للمساعدة في الانتقال إلى صافي صفر من الانبعاثات الكربونية، ونتطلع للمزيد من هذه الشراكات في المستقبل، والتي من شأنها أن تحقق رؤية قطر الوطنية 2030”.

وأشار سعادته إلى أن دولة قطر لها سجل حافل في دعم المشاريع الإنسانية والتنموية في المنطقة بالتعاون مع المملكة المتحدة، حيث تقيم برامج لدعم التعليم في مخيمات اللجوء في سوريا منذ 2016، عن طريق مؤسسة “التعليم فوق الجميع”، وتعاونت مع المملكة المتحدة لدعم علاج مشاكل النظر لأكثر من 6 ملايين طفل في الهند وبنغلادش بين 2016 و2020، ومؤخرا في إثيوبيا، ضمن مشروع “قطر تصنع الرؤية”.

وفي ختام تصريحاته لـ /قنا/، هنأ سعادة السيد فهد بن محمد العطية صاحب الجلالة الملك تشارلز الثالث وحكومته والشعب البريطاني الصديق بهذا الحدث الاحتفالي والتاريخي الكبير في المملكة المتحدة، متمنيا للعلاقات بين البلدين المزيد من التطور والنماء.
