QP Issues Invitation to Tender Package to Ship Owners

Doha: Qatar Petroleum issued an Invitation to Tender (ITT) for the chartering of LNG carriers for its future LNG shipping requirements, including its ongoing expansion projects in the North Field, which will raise Qatars LNG production capacity from 77 million tons per annum today to 126 million tons per annum by 2027.

The ITT package, which was issued to a large group of LNG ship owners, aims at selecting world-class ship owners for the long-term time charter of LNG carriers to satisfy the future requirements of Qatar Petroleum and its subsidiaries.

In addition to the North Field Expansion Project, the ITT package also covers the requirements for the LNG volumes that will be produced from the Golden Pass LNG export project in the United States. Furthermore,

the ITT includes options to replace time charters for a number of Qatar LNG carriers that will expire in the next few years.

Commenting on this occasion, His Excellency Mr. Saad Sherida Al Kaabi, the Minister of State for Energy Affairs, the President and CEO of Qatar Petroleum, said, “The release of this ITT package reflects the steadfast progress Qatar Petroleum is making on the expansion of our LNG production capacity both in Qatar and abroad. “

Upon receiving the responses to the ITT, Qatar Petroleum will review bidders technical and commercial capabilities with the objective of assigning selected ship owners to the shipyards construction slots, which were previously reserved at a number of Chinese and Korean shipyards.

H.E. Minister Al-Kaabi concluded his remarks by saying, “As we have previously announced, Qatar Petroleum entered into agreements with major Korean and Chinese shipyards to reserve LNG ship construction capacity for building as many as 100 new LNG carriers to cater for the needs of North Field Expansion Project as well as for Qatar Petroleums future LNG carrier fleet requirements, in what will be the largest LNG shipbuilding program in history. The release of this ITT package is a major milestone in our efforts towards securing the most qualified ship owners and operators for our future LNG carrier fleet.”

Qatar Petroleum has entrusted Qatargas with the management of this important ship-owner selection program on its behalf. الدوحة: أصدرت قطر للبترول “دعوة لتقديم عطاءات” لاستئجار ناقلات الغاز الطبيعي المسال بهدف تلبية متطلباتها المستقبلية لشحن الغاز الطبيعي المسال من مشاريع التوسعة الجارية لزيادة الإنتاج من حقل الشمال، والتي سترفع طاقة دولة قطر الإنتاجية من الغاز الطبيعي المسال من 77 مليون طن سنويا في الوقت الحاضر إلى 126 مليون طن سنويا بحلول عام 2027.

وتهدف الدعوة، والتي تم إصدارها لمجموعة كبيرة من الشركات المالكة لسفن الغاز الطبيعي المسال، إلى اختيار مالكي سفن من الطراز العالمي للتأجير طويل الأجل لناقلات الغاز الطبيعي المسال لتلبية الاحتياجات المستقبلية لقطر للبترول وشركاتها.

وبالإضافة إلى تلبية متطلبات الشحن لمشروع توسعة وزيادة الإنتاج من حقل الشمال، تشمل حزمة العطاء كذلك تغطية متطلبات شحن كميات الغاز الطبيعي المسال التي سيتم إنتاجها وتصديرها من مشروع جولدن باس للغاز الطبيعي المسال في الولايات المتحدة الأمريكية.

علاوة على ذلك، يتضمن العطاء خيارات لاستبدال عقود التأجير طويل الأجل لعدد من ناقلات الغاز الطبيعي المسال في قطر، والتي ستنتهي صلاحيتها خلال السنوات القليلة القادمة.

وفي تعليق له بهذه المناسبة، صرح سعادة المهندس سعد بن شريده الكعبي وزير الدولة لشؤون الطاقة، العضو المنتدب والرئيس التنفيذي لقطر للبترول، قائلا “يعكس إصدار حزمة العطاء هذه التقدم المستمر الذي تحرزه قطر للبترول في مجال توسعة طاقتنا الإنتاجية من الغاز الطبيعي المسال في دولة قطر وخارجها”.

وستقوم قطر للبترول عقب استلام العروض بدراسة القدرات الفنية والتجارية لمقدمي العطاءات بهدف تحويل السعات التي تم حجزها في عدد من أحواض بناء السفن الصينية والكورية لصالح مالكي السفن الذين سيتم اختيارهم.

وأضاف سعادة الوزير “كما أعلنا سابقا، فقد أبرمت قطر للبترول اتفاقيات مع عدد من أهم أحواض بناء السفن الكورية والصينية الرئيسية لحجز سعة لبناء سفن الغاز الطبيعي المسال لتصنيع ما يصل إلى مائة ناقلة غاز طبيعي مسال جديدة لتلبية احتياجات مشروع توسعة حقل الشمال وكذلك احتياجات قطر للبترول المستقبلية من ناقلات الغاز الطبيعي المسال، في ما سيكون أكبر برنامج لبناء سفن الغاز الطبيعي المسال في التاريخ. ويعد إصدار حزمة العطاء هذه علامة فارقة في جهودنا لتأمين أفضل مالكي ومشغلي السفن تأهيلا لأسطولنا المستقبلي من ناقلات الغاز الطبيعي المسال”.

وكانت قطر للبترول قد كلفت شركة قطرغاز بإدارة عملية اختيار مالكي السفن بالنيابة عنها. وبصفتها الشركة الرائدة في صناعة الغاز الطبيعي المسال في العالم، تتمتع قطرغاز بتاريخ حافل في إقامة شراكات طويلة الأجل نجحت في تشغيل آمن لأسطول مكون من 45 ناقلة من طرازي كيو-فليكس وكيو-ماكس للغاز الطبيعي المسال، وهي أكبر ناقلات للغاز الطبيعي المسال في العالم، وتشكل اليوم العمود الفقري لأسطول ناقلات الغاز الطبيعي المسال لدولة قطر.
