EAA Launches Project to Reach All Out of School Children in The Gambia

Doha: The global education foundation, Education Above All (EAA) and its partner UNICEF, with support from Qatar Fund For Development (QFFD), and in collaboration with the Government of The Gambia, launched a groundbreaking project to ensure that every child under the age of 18 that has missed out on a primary education is enrolled in school and receiving a quality education.

EAA’s Educate A Child program partnered with UNICEF in The Gambia to enroll and retain 66,765 out of school children and adolescents into quality primary education and the Ministry of Basic and Secondary Education will implement the three-year project across the country. The goal of this project is to ensure that all the remaining OOSC in the country are enrolled in quality primary education, thus helping the country achieve Zero Out of School Children.

The project will employ several innovative strategic interventions including, community engagement to drive demand for education services, cash transfer programs both as an incentive and to ease financial burdens, and the provision of bicycles to students who have to travel long distances to school, to encourage attendance. Furthermore, there will be collaboration across different ministries to identify, enroll and monitor the country’s hardest-to-reach OOSC. Quality improvement will be supported through increased teacher recruitment, targeted teacher training and the provision of learning materials. To further encourage access, new disability-friendly classrooms and gender-sensitive toilets will be constructed.

The Zero Out of School Children in The Gambia project, the latest to join EAA’s Zero OOSC: Educate Every Child initiative, will also ensure that adolescents who missed primary school have another opportunity to return to school through non-formal alternative learning pathways that lead to certification and transition to upper primary school.

“Children everywhere, irrespective of their gender, socio-economic standing, physical and mental abilities and other factors, have the same fundamental right to quality education,” said UNICEF The Gambia Representative Gordon Jonathan Lewis, “This initiative is an important step toward fulfilling our duty to ensure every child is in school and learning at the right level. Children have dreams to pursue and their futures to build, and quality education is a springboard to success.” Executive Director of EAA’s Educate A Child program Dr. Mary Joy Pigozzi, said: ” Reaching Zero out of school children is essential because we have promised education for all for more than a decade and have not been able to deliver it at scale. If successful, this project will demonstrate that it is possible to find every child and make universal education a reality.

After achieving its goal of educating 10 million out of school children, EAA’s Educate A Child programme continues its commitment to OOSC by adding another strategy to find creative ways that enable every child to realize their right to quality primary education. Zero OOSC is working with the governments and other partners in countries with small numbers of remaining OOSC to ensure that no child is left behind when it comes to education.

الدوحة: أطلقت مؤسسة التعليم فوق الجميع، إحدى أكبر المؤسسات العالمية في مجال التنمية والتعليم، مشروعا لضمان وصول جميع الأطفال دون سن 18 عاما، ممن فاتهم التعليم الابتدائي، إلى المدرسة في جمهورية غامبيا، وذلك بالشراكة مع منظمة /اليونيسف/، وبدعم من صندوق قطر للتنمية، وبالتعاون مع حكومة جمهورية غامبيا.

وقد بدأ برنامج /علم طفلا/ بالتعاون مع منظمة /اليونيسف/ في غامبيا العمل على تعليم 66 ألفا و765 من الأطفال غير الملتحقين بالمدارس في التعليم الابتدائي الجيد، حيث ستقوم /اليونيسف/ مع وزارة التعليم الأساسي والثانوي بتنفيذ المشروع الذي يمتد لثلاث سنوات في جميع أنحاء البلاد، بهدف ضمان تسجيل جميع الأطفال غير الملتحقين بالمدارس في تعليم ابتدائي جيد، وبالتالي مساعدة البلاد لجعل نسبة الأطفال غير الملتحقين بالمدارس صفرا.

ويستخدم المشروع العديد من الإستراتيجيات المبتكرة بما في ذلك إشراك المجتمع لزيادة الطلب على خدمات التعليم، وبرامج التحويلات النقدية كحافز، وتخفيف الأعباء المالية، وتوفير الدراجات للطلاب الذين يتعين عليهم السير لمسافات طويلة من وإلى المدرسة، علاوة على ذلك، سيكون هناك تعاون عبر الوزارات المختلفة لتحديد وتسجيل ومراقبة الأطفال غير الملتحقين بالمدارس في المناطق النائية والصعبة، وسيتم دعم تحسين جودة التعليم من خلال زيادة توظيف المعلمين وتدريبهم وتوفير المواد التعليمية المناسبة، كما سيتم بناء فصول دراسية جديدة ملائمة لذوي الإعاقة ومراحيض تراعي الفوارق بين الجنسين.

ويضمن مشروع مؤسسة التعليم فوق الجميع /جعل نسبة الأطفال غير الملتحقين بالمدارس صفرا في غامبيا/، حصول المراهقين الذين فاتتهم المدرسة الابتدائية على فرصة أخرى للعودة إلى المدرسة من خلال برنامج التعلم البديل غير الرسمي الذي يؤدي إلى الحصول على الشهادات والانتقال إلى المدرسة العليا.

وأكد السيد جوردون لويس، ممثل /اليونيسف/ في غامبيا، ضرورة تمتع الأطفال في كل مكان بالحق في الحصول على تعليم جيد، بغض النظر عن جنسهم ووضعهم الاجتماعي والاقتصادي وقدراتهم البدنية والعقلية، مشيرا إلى أن هذا المشروع يعد خطوة مهمة نحو ضمان إلحاق جميع الأطفال بالمدرسة، والتعلم على المستوى المناسب، فالأطفال لديهم أحلام يسعون إلى تحقيقها ومستقبل يبنونه، والتعليم الجيد هو نقطة انطلاق للنجاح.

من جانبها، قالت الدكتورة ماري جوي بيغوزي المديرة التنفيذية لبرنامج /علم طفلا/ التابع لمؤسسة التعليم فوق الجميع، “إن الهدف لجعل نسبة الأطفال غير الملتحقين بالمدارس صفرا أمر ضروري، إننا وعدنا بتوفير التعليم للجميع لأكثر من عقد من الزمان”، لافتة إلى أن المشروع سيضمن دعم الطلاب للتغلب على العوائق التي تحول دون الحصول على تعليم ابتدائي جيد، كما سيثبت أيضا أن دولا مثل غامبيا يمكنها الوفاء بوعدها بتوفير التعليم للجميع.

وبعد تحقيق هدفه المتمثل في تعليم 10 ملايين طفل غير ملتحقين بالمدارس، يواصل برنامج /علم طفلا/ التابع لمؤسسة التعليم فوق الجميع التزامه تجاه تعليم الأطفال غير الملتحقين بالمدارس عن طريق إضافة استراتيجية أخرى لإيجاد طرق مبتكرة لتمكين كل طفل من حقه في التعليم الابتدائي الجيد، حيث يعمل مشروع /جعل نسبة الأطفال غير الملتحقين بالمدارس صفرا/ مع الحكومات والشركاء الآخرين على ضمان عدم ترك أي طفل خلف الركب عندما يتعلق الأمر بالتعليم.
