NHRC Chairperson: More Than 400,000 Workers Changed Their Employers Since Abolition of Sponsorship System

London: HE Chairperson of the National Human Rights Committee (NHRC) Maryam bint Abdullah Al Attiyah confirmed that more than 400,000 workers changed their employers since the abolition of the sponsorship system in the State of Qatar.

During a meeting with HE Secretary-General of Amnesty International Agnes Callamard in London, Her Excellency underlined that the NHRC’s reports and its monitoring of the conditions of workers’ rights in Qatar and the follow-up of statistics showed the extent of development in the protection of workers’ rights in Qatar, noting that the right to change employers has become a reality for hundreds of thousands of migrant workers.

NHRC Chairperson added that despite this development, from the committee’s point of view and through the petitions it received and the monitored statistics, there are some challenges to solve during the coming period.

Her Excellency expressed the committee’s praise for the efforts of the Ministry of Labor to protect wages and the efforts of the labor dispute settlement committees, as well as the issuance of Law No. 18 of 2018 to establish a fund to support workers, and the significant and important role played by the fund in paying arrears of wages, and providing humanitarian, social, health and food support to vulnerable workers in certain circumstances.

HE Al Attiyah indicated that one of the recent procedural developments was the Ministry of Labor’s launch of the “one platform for complaints and communications” available to all workers electronically, pointing out that workers can resort to the Labor Department to settle disputes, and the Department refers disputes to dispute settlement committees if they are unable to resolve them amicably.
During her meeting with the Secretary-General of Amnesty International, NHRC Chairperson expressed the committee’s desire and aspiration for greater cooperation in cases and the exchange of information, including the exchange of reports and comments on them.

لندن: أكدت سعادة السيدة مريم بنت عبدالله العطية، رئيس اللجنة الوطنية لحقوق الإنسان، أن أكثر من أربعمائة ألف عامل استطاعوا تغيير جهات عملهم منذ إلغاء نظام الكفالة في دولة قطر.

وأكدت سعادتها، خلال اجتماع مع سعادة السيدة أنياس كالامار، الأمين العام لمنظمة العفو الدولية /أمنستي/، في العاصمة البريطانية لندن، أن تقارير اللجنة ورصدها لأوضاع حقوق العمال في قطر ومتابعة الإحصاءات، أظهرت مدى التطور في حماية حقوق العمال في قطر، مشيرة إلى أن الحق في تغيير جهة العمل أصبح واقعا معاشا لمئات الآلاف من العمال الوافدين.

وأضافت رئيس اللجنة الوطنية لحقوق الإنسان أنه على الرغم من هذا التطور، فمن وجهة نظر اللجنة، ومن خلال الالتماسات التي وردت إليها والإحصائيات المرصودة، هنالك بعض التحديات التي يمكن تذليلها خلال الفترة القريبة المقبلة.

وعبرت سعادتها عن إشادة اللجنة بجهود وزارة العمل لحماية الأجور، وجهود لجان تسوية النزاعات العمالية، وكذلك إصدار قانون رقم 18 لعام 2018 بإنشاء صندوق لدعم العمال وتأمينهم، والدور الكبير والمهم الذي يقوم به الصندوق في تسديد الأجور المتأخرة، وتقديم الدعم الإنساني والاجتماعي والصحي والغذائي للعمال المستضعفين في ظروف معينة.

وأشارت العطية إلى أنه من التطورات الإجرائية الحديثة إطلاق وزارة العمل “المنصة الواحدة للشكاوى والبلاغات” المتاحة لجميع العمال إلكترونيا، لافتة إلى أن العمال يمكنهم اللجوء لإدارة العمل لتسوية النزاعات، وتحيل الإدارة النزاعات إلى لجان فض النزاعات حال عدم تمكنها من حلها وديا.

وأبدت رئيس اللجنة الوطنية لحقوق الإنسان، خلال اجتماعها مع الأمين العام لمنظمة العفو الدولية، رغبة اللجنة وتطلعها لتعاون أكبر في مجال “الحالات”، وتبادل المعلومات، بما في ذلك تبادل التقارير والتعليق عليها.
