NHRC Chairperson Commends Qatar’s Achievements in Women’s Rights Field

Doha: HE Chairperson of the National Human Rights Committee (NHRC) Maryam bint Abdullah Al Attiya affirmed that the annual celebration of International Women’s Day is an opportunity to assess the progress made in women’s enjoyment of their rights on the ground. It is also a very important occasion to highlight the most prominent achievements made by women at all levels, and in various fields of economic, political, social and administrative life.

Her Excellency added that the United Nations celebrations of International Women’s Day are under the theme DigitALL: Innovation and technology for gender equality, come within the framework of enhancing women’s participation in technology, finding more creative solutions and greater possibilities for innovations that meet women’s needs, promoting gender equality and empower them with jobs related to technical sciences, engineering and mathematics, leading to an increase in the percentage of womens employment in the fields of artificial intelligence.

She emphasized that this celebration expresses great appreciation for the support of women’s efforts to participate digitally in technology and innovation to achieve progress and sustainable development in their societies.

Al Attiya praised the efforts of the State of Qatar, saying that the State of Qatar has placed guaranteeing women’s rights at the forefront of its national strategy and Qatar National Vision 2030 by creating an effective legislative and institutional environment.

She also commended the many achievements made by the State of Qatar in the field of women’s rights at the level of enacting new legislation, amending existing ones, removing practical obstacles, and resolving many problems that prohibit, obstruct, or prevent women from enjoying their human rights as mothers, educators, and custodians of their children.

She pointed out that the educational system equalized between the two genders, and that it rose to the level of distinguished international educational systems as it provides citizens with what meets their needs and the needs of Qatari society, adding that the educational system includes educational curricula and training programs that respond to the current and future needs of the labor market. It also includes high-quality educational and training opportunities that are commensurate with the aspirations and capabilities of each individual, in addition to lifelong education programs available to all.

In the context of education, Al Attiya stressed that Qatari women have achieved success in the fields of science, engineering and technology. They also participate, along with men, in supporting the digital economy based on innovation and applications of artificial intelligence.

Al Attiya commended the progress made by the State of Qatar in increasing job opportunities for Qatari women and supporting them professionally in the framework of the increasing and diversified participation of Qataris in the labor force, affirming that the educational system has effectively reflected in increasing job opportunities.

Al Attiya appreciated that the state of Qatar assigned three ministerial portfolios to women, and considered it a positive step regarding the empowerment of Qatari women and their assumption of leadership positions in the Country, confirming the increase in the number of women participating in political and public life, and assuming public office.

Al Attiya noted the efforts of civil society organizations in the context of educating the importance of developing legislation regulating women’s rights, playing an influential role in this regard, and facilitating access to remedies and justice, in order to protect all women’s rights and imposing deterrent penalties on anyone who violates these rights.

Al Attiya called for strengthening the efforts made in the field of educating the Qatari society on women’s rights, as well as strengthening efforts to combat violence against women, and increasing women’s representation in the Shura Council and parliaments, noting the presence of women in the diplomatic corps, and their presence in many leadership, executive and administrative positions.

Al Attiya confirmed that the NHRC made a lot of efforts to promote women’s rights, indicating that the committee signed a memorandum of understanding with the Ministry of Social Development and the Family to develop and deepen mutual cooperation between them, and to take advantage of the common capabilities of the two parties, especially with regard to women and children’s affairs.

The MoU covers cooperation and exchange of experiences in the field of lessons learned, enriching awareness activities, and addressing international and local opinions on issues related to the social sector. It also includes the exchange of views and consultations related to the development of relevant legislation and regulations related to the specializations of the two parties.

الدوحة: أكدت سعادة السيدة مريم بنت عبد الله العطية رئيس اللجنة الوطنية لحقوق الإنسان أن الاحتفال السنوي باليوم العالمي للمرأة فرصة لتقييم التقدم المحرز في تمتع المرأة بحقوقها على أرض الواقع، كما أنه مناسبة غاية الأهمية لتسليط الضوء على أبرز الإنجازات التي حققتها المرأة على كافة المستويات، وفي شتى مجالات الحياة الاقتصادية والسياسية والاجتماعية والإدارية.

وأضافت سعادتها أن احتفالات الأمم المتحدة باليوم العالمي للمرأة تحت شعار “إشراك الجميع رقميا: الابتكار والتقنية لتحقيق المساواة بين الجنسين” تأتي في إطار تعزيز مشاركة المرأة في التكنولوجيا، وإيجاد حلول أكثر إبداعا وإمكانيات أكبر للابتكارات التي تلبي احتياجات المرأة، وتعزز المساواة بين الجنسين، وتمكينها من الوظائف ذات الصلة بالعلوم التقنية والهندسة والرياضيات، وصولا إلى زيادة نسبة توظيف النساء في مجالات الذكاء الاصطناعي.

وأكدت أن هذا الاحتفال يعبر عن التقدير الكبير لدعم جهود مشاركة المرأة رقميا في التقنية والابتكار لتحقيق التقدم والتنمية المستدامة في مجتمعاتهن.

ونوهت العطية بجهود دولة قطر، قائلة: إن دولة قطر وضعت ضمان حقوق المرأة في مقدمة استراتيجيتها الوطنية ورؤية قطر الوطنية 2030، وذلك من خلال تهيئة البيئة التشريعية والمؤسسية الفاعلة.

كما نوهت بما حققته دولة قطر في العديد من الإنجازات في مجال حقوق المرأة على مستوى سن تشريعات جديدة وتعديل التشريعات القائمة، وإزالة العوائق العملية، وحسم العديد من الإشكاليات التي تحظر أو تعرقل أو تحول بين المرأة وبين التمتع بحقوقها الإنسانية كأم ومربية وحاضنة لأطفالها.

ولفت إلى أن النظام التعليمي ساوى بين الجنسين، كما أنه يرقى إلى مستوى الأنظمة التعليمية العالمية المتميزة، ويزود المواطنين بما يفي بحاجاتهم وحاجات المجتمع القطري، مضيفة أن النظام التعليمي يتضمن مناهج تعليم وبرامج تدريب تستجيب لحاجات سوق العمل الحالية والمستقبلية، كما يتضمن فرصا تعليمية وتدريبية عالية الجودة، تتناسب مع طموحات وقدرات كل فرد، بالإضافة إلى برامج تعليم مستمر مدى الحياة متاحة للجميع.

وفي سياق التعليم، أكدت العطية أن المرأة القطرية حققت نجاحات في ميادين العلوم والهندسة والتكنولوجيا، كما تشارك جنبا إلى جنب مع الرجال في دعم الاقتصاد الرقمي القائم على الابتكار وتطبيقات الذكاء الاصطناعي.

ونوهت العطية بالتقدم الذي حققته دولة قطر في زيادة فرص العمل أمام المرأة القطرية ودعمها مهنيا، وذلك في إطار مشاركة متزايدة ومتنوعة للقطريين في قوة العمل، مؤكدة أن النظام التعليمي انعكس بشكل فعال على زيادة فرص العمل.

وثمنت العطية إسناد دولة قطر ثلاثة حقائب وزارية للمرأة، واعتبرتها خطوة إيجابية بشأن تمكين المرأة القطرية وتوليها مناصب قيادية في الدولة، مؤكدة زيادة أعداد النساء المشاركات في الحياة السياسية والعامة، وتولي المناصب العامة.

ونوهت العطية بجهود مؤسسات المجتمع المدني في إطار التثقيف بأهمية تطوير التشريعات التي تنظم حقوق المرأة، والقيام بدور مؤثر في هذا الشأن، وتيسير الوصول إلى سبل الانتصاف والعدالة، وذلك لحماية كافة حقوق المرأة وإنزال العقوبات الرادعة لكل من ينتهك هذه الحقوق.

ودعت العطية إلى تعزيز الجهود المبذولة في مجال توعية المجتمع القطري بحقوق المرأة، وكذلك تعزيز الجهود المبذولة لمناهضة العنف ضد المرأة، وزيادة تمثيل المرأة في مجلس الشورى والمجالس النيابية، منوهة بحضور المرأة في السلك الدبلوماسي، وحضورها في العديد من المناصب القيادية والتنفيذية والإدارية.

وأكدت العطية أن اللجنة الوطنية بذلت الكثير من الجهود لتعزيز حقوق المرأة، موضحة أن اللجنة وقعت مذكرة تفاهم مع وزارة التنمية الاجتماعية والأسرة؛ وذلك لتطوير وتعميق التعاون المشترك بينهما، والاستفادة من الإمكانيات المشتركة للطرفين، لا سيما فيما يتعلق بشؤون المرأة والطفل.

وتغطي مذكرة التفاهم التعاون وتبادل الخبرات في مجال الدروس المستخلصة، وإثراء الأنشطة التوعوية، ومخاطبة الرأيين الدولي والمحلي في المسائل ذات الصلة بالقطاع الاجتماعي، كما تتضمن تبادل الآراء والمشاورات المتعلقة بتطوير التشريعات ذات الصلة والأنظمة المتصلة بتخصصات الطرفين.
