Building Permits Jump 37 Percent in Qatar’s Municipalities During Last January

Doha: Planning and Statistics Authority published the ninety-seven issue of the monthly Statistics of Building Permits and Building Completion certificates issued by all municipalities of the State.

Building permits and building completion certificates data is of particular importance as it is considered an indicator for the performance of the construction sector which in turn occupies a significant position in the national economy.

In a quick review of the data on building permits issued during the month of January 2023, according to their geographical distribution, municipality of Al Rayyan comes at the top of the municipalities where the number of building permits issued were 179 permits, i.e. 25% of the total issued permits, while municipality of Al Wakrah came in second place with 160 permits, i.e. 22%, followed by Al Doha municipality with 141 permits, i.e.20%, then municipality of Al Da’ayen with 111 permits, i.e.15%.

The rest of the municipalities were as follows: Al Khor 44 permits (6%), Um Slal 38 permits (5%), Al Sheehaniya 31 permits (4%), and finally Al Shammal 17 permits (2%). In terms of type of permits issued, data indicates that the new building permits (residential and non-residential) constitutes 38% (275 permits) of the total building permits issued during the month of January 2023, while the percentage of additions permits constituted 59% (423 permits), and finally fencing permits with 3% (23 permits).

By analyzing new residential buildings permits data, villas top the list, accounting for 86% (166 permits) of all new residential buildings permits, followed by apartments buildings permits by 7% (14 permits) and dwellings of housing loans permits by 5% (9 permits).

On the other hand, commercial buildings were found to be in the forefront of non-residential buildings permits with 58% (48 permits), followed by industrial buildings e.g., workshops/factories with 22% (18 permits), then governmental buildings with 10% (8 permits).

Comparing number of permits issued in January 2023 with those issued in the previous month we noted a general increase of 37%. The increase was noted in most of the municipalities: Al Khor (132%), Al Sheehaniya (72%), Al Rayyan (64%), Al Da’ayen (46%), Al shammal (42%), Al Wakrah (23%), Al doha (13%), while Um Slal Municipality remain the same number of issued permits.

In a quick review of the data on building completion certificates issued during the month of January 2023, according to their geographical distribution, Al Rayyan municipality come at the top of the municipalities where the number of building completion certificates issued were 103 certificates, i.e. (27%) of the total issued certificates, while municipality of Al Doha and Al Da’ayen came in second place with 81 certificates each municipality, i.e. (21%) each municipality, followed by municipality of Al Wakrah with 79 certificates (20%).

The rest of the municipalities were as follows: Umm Slal 24 certificates 6%, Al Khor and Al Sheehaniya 7 certificates (2%) each, Al Shammal 5 certificates (1%).

In terms of type of certificates issued, data indicates that the new building completion certificates (residential and non-residential) constitutes 69% (266 certificates) of the total building certificates issued during the month of January 2023, while the percentage of additions certificates constituted 31% (121 certificates).

By analyzing new residential buildings completion certificates data, villas top the list, accounting for 81% (162 certificates) of all new residential buildings completion certificates, followed by dwellings of housing loans and apartments buildings certificates by 8% (16 certificates) each, then other residential buildings by 3% (6 certificates).

On the other hand, commercial buildings were found to be in the forefront of non-residential buildings completion certificates with 64% (42 certificates), followed by industrial buildings e.g., workshops and factories with 17% (11 certificates), then mosques with 9% (6 certificates).

Comparing number of certificates issued in January 2023 with those issued in the previous month we noted a general increase of 15%. This increase was clearly noted in most of the municipalities: Al Doha (69%), Umm Slal (26%), Al Rayyan (14%), Al Wakrah (7%), Al Da’ayen (4%), On the other hand, there was a clear decrease in the municipality of Al Shammal (50%), Al khor and Al Sheehanyia (22%) each.

الدوحة: قفز عدد رخص البناء الصادرة عن مختلف البلديات في الدولة خلال يناير الماضي، بنسبة 37 بالمئة إلى 721 رخصة، قياسا بـ 527 رخصة في ديسمبر السابق له.

وأظهرت بيانات جهاز التخطيط والإحصاء أن معظم البلديات في الدولة سجلت ارتفاعا في عدد رخص البناء خلال يناير الماضي، مقارنة مع ديسمبر 2022، أبرزها الخور (132 بالمئة)، الشيحانية (72 بالمئة)، الريان (64 بالمئة )، الظعاين (46 بالمئة )، الشمال (42 بالمئة )، الوكرة (23 بالمئة )، الدوحة (13 بالمئة ), أما بلدية أم صلال فلم تشهد أي تغير.

وحسب توزيعها الجغرافي جاءت بلدية الريان في مقدمة البلديات من حيث عدد رخص البناء الصادرة إذ أصدرت 179 رخصة أي ما نسبته 25 بالمئة من إجمالي الرخص الصادرة، في حين جاءت بلدية الوكرة في المرتبة الثانية بعدد 160 رخصة أي 22 بالمئة ، تليها بلدية الدوحة حيث أصدرت 141 رخصة أي 20 بالمئة، ومن ثم بلدية الظعاين بعدد 111 رخصة أي 15 بالمئة، بينما توزعت بقية الرخص على الخور 44 رخصة(6 بالمئة)، أم صلال 38 رخصة (5 بالمئة)، الشيحانية 31 رخصة (4 بالمئة)، والشمال 17 رخصة (2 بالمئة).

وتشير البيانات إلى أن عدد تراخيص المباني الجديدة (سكنية وغير سكنية) شكلت 38 بالمئة (275 رخصة) من إجمالي رخص البناء الصادرة خلال شهر يناير 2023، في حين شكلت تراخيص بناء الإضافات 59 بالمئة (423 رخصة)، وأخيرا تراخيص التحويط بنسبة 3 بالمئة (23 رخصة).

وحلت رخص الفلل في صدارة المباني السكنية الجديدة حيث شكلت 86 بالمئة (166 رخصة) من إجمالي رخص المباني السكنية الجديدة، تليها العمارات ذات الشقق السكنية بنسبة 7 بالمئة (14 رخصة)، ثم فئة مساكن قروض الاسكان بنسبة 5 بالمئة (9 رخص).

فيما أتت المباني التجارية في مقدمة تراخيص المباني غير السكنية الجديدة بنسبة 58 بالمئة (48 رخصة)، تليها المباني الصناعية كالورش والمصانع بنسبة 22 بالمئة (18 رخصة)، ثم المباني الحكومية بنسبة 10 بالمئة (8 رخص).

وفيما يتعلق بشهادات إتمام البناء الصادرة خلال شهر يناير 2023 تفيد البيانات بزيادة شهرية تقدر بنسبة 15 بالمئة لتصل إلى 387 شهادة، مقارنة مع 337 شهادة في ديسمبر 2022، وقد لوحظ هذا الارتفاع في غالبية البلديات أبرزها الدوحة (69 بالمئة)، أم صلال (26 بالمئة )، الريان (14 بالمئة )، الوكرة (7 بالمئة )، الظعاين (4 بالمئة )، في المقابل كان هناك انخفاض واضح في بلدية الشمال (50 بالمئة )، الخور و الشيحانية (22 بالمئة ) لكل منهما.

وحسب توزيعها الجغرافي تصدرت بلدية الريان مقدمة البلديات من حيث عدد شهادات إتمام البناء الصادرة إذ قامت بإصدار 103 شهادات أي ما نسبته 27 بالمئة من إجمالي شهادات إتمام البناء الصادرة، في حين جاءت بلدية الدوحة و بلدية الظعاين في المرتبة الثانية بعدد 81 شهادة لكل بلدية أي 21 بالمئة لكل منهما، تليها بلدية الوكرة حيث أصدرت 79 شهادة أي 20 بالمئة ، بينما توزعت بقية الشهادات على أم صلال 24 شهادة 6 بالمئة، الخور و الشيحانية 7 شهادات 2 بالمئة لكل منهما، الشمال 5 شهادات 1 بالمئة.

أما من حيث نوع الشهادات الصادرة ، تشير البيانات الى أن عدد شهادات اتمام المباني الجديدة (سكنية وغير سكنية) شكلت 69 بالمئة (266 شهادة) من إجمالي شهادات اتمام البناء الصادرة خلال شهر يناير 2023، في حين شكلت شهادات إتمام بناء الإضافات 31 بالمئة (121 شهادة).

وجاءت شهادات الفلل في قائمة إتمام المباني السكنية الجديدة حيث شكلت 81 بالمئة (162 شهادة) من إجمالي شهادات اتمام المباني السكنية الجديدة، تليها فئة مساكن قروض الاسكان والعمارات ذات الشقق السكنية بنسبة 8 بالمئة (16 شهادة) لكل منهما، ثم المباني السكنية الأخرى بنسبة 3 بالمئة (6 شهادات).

ومن ناحية أخرى، تأتي المباني التجارية في مقدمة شهادات اتمام المباني غير السكنية الجديدة بنسبة 64 بالمئة (42 شهادة)، تليها المباني الصناعية كالورش والمصانع بنسبة 17 بالمئة (11 شهادة)، ثم المساجد بنسبة 9 بالمئة (6 شهادات).

وتكتسب بيانات تراخيص البناء وشهادات إتمام المباني أهمية خاصة، باعتبارها مؤشرا تقريبيا لأداء قطاع البناء والتشييد، الذي يحتل بدوره مكانة مهمة في الاقتصاد الوطني.

ويأتي إصدار هذه البيانات الشهرية في إطار التنسيق بين جهاز التخطيط والإحصاء ووزارة البلدية، للاستفادة من واقع الربط الإلكتروني القائم بين الجهتين.
