Sustainable Development Report 2023 Kicks off in QU

Doha: The Social and Economic Survey Research Institute (SESRI) of Qatar University (QU) hosted a two-day “Regional Conference for the Arab Region and West Asia – Global Sustainable Development Report 2023” in collaboration with the United Nations Office for Sustainable Development and the GIZ, Germany.

This conference aims to inform the UN Global Sustainable Development Report GSDR 2023 due for publication in September 2023. The conference as part of assessment of perspective of Independent Group of Scientists (IGS) from different regions of the world, seeks valuable perspectives, context specific priorities, challenges, and opportunities as well as scalable, practical tools to accelerate progress in sustainable development goals.

In his speech on the occasion, QU President Dr. Hassan Al Derham said, “Today more than ever, we need peace with ourselves and our environment to build global sustainable development. Also, we urge greater cooperation and transparency on sustainable development issues. Qatar University is proud to host this conference, which contributes to the Global Sustainable Development Report 2023, which is due to be published September 2023.” Al Derham stressed that sustainability is a key research priority for Qatar University’s strategy (2021-2025) and key policy strategies at the national level -in particular- the Qatar National Vision 2030. Furthermore, he noted the need to remember the unique sustainability measures that were taken during the FIFA World Cup 2022, held in Qatar. The sustainability standards set during this World Cup were a benchmark that will change the direction of major sporting events globally in the future.

He adds, “Today and tomorrow, we will hear from a variety of field experts, government officials, academics as well as private sectors. We believe that we will have a clear view of the current situation and progress on the SDGs and the challenges that hinder their progress. Therefore, I would like to ask all of you to share your experiences and opinions, use this gathering as a platform to expand your professional network, and make suggestions on future cooperation opportunities. Finally, I would like to thank all the sponsors, facilitators, and participants and look forward to active discussions.” HE President of Planning and Statistics Authority Dr. Saleh bin Mohammad Al Nabit noted that the State of Qatar is interested in achieving the sustainable development goals to enhance quality of life, and sustainable development issues are a priority for the Planning and Statistics Authority, which has been translated into specific initiatives in the fields of health, education, environment and social affairs. He also said that the conference is an important occasion to exchange views between a distinguished group of experts on development issues and support solutions for sustainable development.

His Excellency referred to the efforts being made, in cooperation with all governmental and non-governmental institutions, to prepare the third national development strategy for the State of Qatar, stressing the keenness to strengthen the interdependence between national development priorities on the one hand, and the priorities of the international sustainable development goals 2030 on the other hand.

Al Nabit stressed the importance of research and studies to monitor the reality of national development and trends in the development of its indicators, as well as its role in drawing up national strategies and rational development policies based on evidence. He pointed out that the agency issues periodic reports on international sustainable development goals, especially those related to the State of Qatar in particular.

He announced that the agency succeeded, in cooperation with other ministries and state agencies, in issuing about 84 percent of the national indicators related to the sustainable development goals, which contributes to a better assessment of the progress made in implementing those ambitious goals and related evidence.

Professor of Sociology at QU Kaltham Al Ghanim, said, “For West Asia, all six starting points, identified in the 2019 World Sustainable Development Report, are critical to achieving the SDGs in the Arab region, in particular the following three: Strengthening human wellbeing and capabilities, achieving energy decarbonization with universal access to energy and securing the global environmental commons.” She adds, “The agenda of this conference, over the next two days, will include consultations to determine innovative ways to make the five pillars (governance, economy & finance, individual & collective action, science & technology, and capabilities) work together in the context of the six starting points, in order to create the conditions needed to accelerate progress.

This is in addition to promising and specific tools to accelerate transformations in the context of starting points, such as policies, initiatives, technology, partnerships and others; as well as ways to create conditions conducive to the transition from emerging to accelerating to stabilizing (including in different contexts) in order to achieve the SDGs.” “The aim of this conference is to create a multidisciplinary network of knowledge, focusing on the increasing role of the private sector in achieving the SDGs.

The Global Sustainable Development Report 2023 will highlight successful examples of sustainable economic development initiatives led by the private sector in the Arab region, and make suggestions for adopting best practices, which have been achieved in other parts of the world.” “In line with the United Nations proposals to promote adoption at the individual and national levels, the conference will also contribute towards enhancing knowledge about the SDGs between the public and the decision-makers. We invite academics, experts and stakeholders from the private sector locally, regionally and internationally to share their knowledge, ideas, experiences and expectations on creating more sustainable societies.” There are many challenges facing the sustainable development and capacity of the region that require a systematic approach, international cooperation, in general, and regional cooperation in particular, and fair economic concepts.

الدوحة: بدأت البارحة، بجامعة قطر أعمال “المؤتمر الإقليمي لتقرير التنمية المستدامة العالمي للمنطقة العربية وغربي آسيا 2023” الذي ينظمه معهد البحوث الاجتماعية والاقتصادية المسحية بالجامعة بالتعاون مع مكتب الأمم المتحدة للتنمية المستدامة والوكالة الألمانية للتعاون الدولي ويستمر يومين.

ويهدف المؤتمر الذي يجمع نخبة من العلماء والباحثين والمهتمين وصناع القرار من قطر وخارجها، إلى إثراء تقرير الأمم المتحدة العالمي للتنمية المستدامة 2023 والمقرر نشره في سبتمبر 2023، حيث يعد هذا الحدث جزءا من تقييم منظور مجموعة العلماء المستقلة (IGS) من مناطق مختلفة من العالم، بغية الوقوف على وجهات النظر ومعرفة الأولويات والتحديات والفرص ذات الصلة بتحقيق أهداف التنمية المستدامة.

ولدى افتتاحه أعمال المؤتمر، شدد سعادة الدكتور حسن راشد الدرهم رئيس الجامعة على أهمية التعاون العالمي لبناء التنمية المستدامة وتحقيق الأهداف والتطلعات ذات الصلة.. مشيرا إلى الدور البارز لجامعة قطر على هذا الصعيد، ومعبرا فخرها باستضافة المؤتمر بالتعاون مع مكتب الأمم المتحدة للتنمية المستدامة والوكالة الألمانية للتعاون الدولي.

ولفت إلى أن قضايا الاستدامة تعد ضمن أولوية بحثية أساسية في استراتيجية جامعة قطر (2021 – 2025) وفي استراتيجيات السياسات الرئيسية على المستوى الوطني، وعلى وجه الخصوص، رؤية دولة قطر الوطنية 2030.

وأضاف “نحن بحاجة إلى تذكر تدابير الاستدامة الفريدة التي تم اتخاذها خلال كأس العالم FIFA قطر 2022”.. مؤكدا أن تلك التدابير ستمثل معيارا يغير اتجاه الأحداث الرياضية الكبرى على مستوى العالم في المستقبل.

ونوه بأن المؤتمر يجمع نخبة من الخبراء الميدانيين والمسؤولين الحكوميين والأكاديميين وكذلك القطاعات الخاصة.. مضيفا “بفضل هذه النخبة نعتقد أننا سنحصل على رؤية واضحة للوضع الحالي والتقدم المحرز في أهداف التنمية المستدامة والتحديات التي تعيق تقدمها”.

وبدوره، قال سعادة الدكتور صالح بن محمد النابت رئيس جهاز التخطيط والإحصاء إن المؤتمر يمثل فرصة سانحة لالتقاء العلماء والأكاديميين والباحثين وأصحاب المصلحة من القطاعين الحكومي والخاص والمجتمع المدني لتبادل الخبرات حول قضايا التنمية ودعم الحلول والممارسات المستدامة لمواجهة التحديات العالمية وتحقيق المزيد من الصمود والتكيف والابتكار.

وقال إن دولة قطر أدركت منذ زمن أهمية تحقيق أهداف التنمية المستدامة من أجل تعزيز جودة الحياة وفقا لنهج تنموي مستدام.. مؤكدا أنه تم دمج هذه الأهداف في استراتيجيات التنمية الوطنية المتعاقبة والتي ترجمت تلك الأهداف إلى مبادرات وطنية محددة تستهدف إحداث تحول نوعي في النظم الصحية والتعليمية والبيئية والاقتصادية والاجتماعية.

وأشار إلى الجهود التي تبذل حاليا بالتعاون بين كافة المؤسسات الحكومية وغير الحكومية لإعداد استراتيجية التنمية الوطنية الثالثة لدولة قطر.. وقال “نحرص على تقوية الترابط بين أولويات التنمية الوطنية من ناحية وأولويات أهداف التنمية المستدامة الدولية 2030 من ناحية أخرى”.

وأكد على أهمية البحوث والدراسات لرصد واقع التنمية الوطنية واتجاهات تطور مؤشراتها، فضلا عن دورها في رسم الاستراتيجيات الوطنية والسياسات التنموية الرشيدة القائمة على الأدلة.. مشيرا إلى أن الجهاز يقوم بإصدار تقارير دورية عن أهداف التنمية المستدامة الدولية ولاسيما تلك المتعلقة بدولة قطر على وجه الخصوص.

وأعلن أن الجهاز نجح وبالتعاون مع الوزارات وأجهزة الدولة الأخرى في إصدار نحو 84 في المئة من المؤشرات الوطنية الخاصة بأهداف التنمية المستدامة “مما يسهم في تقييم أفضل للتقدم المحرز في تنفيذ تلك الأهداف والأدلة الطموحة ذات الصلة”.

وفي كلمتها بالمناسبة قالت الدكتورة كلثم الغانم مدير معهد البحوث الاجتماعية والاقتصادية المسحية بجامعة قطر إن هذا المؤتمر يهدف إلى إثراء تقرير التنمية المستدامة العالمي للأمم المتحدة 2023 المقرر نشره في سبتمبر 2023، ويعد جزءا من تقييم منظور المجموعة المستقلة للعلماء من مختلف أنحاء العالم.

وأكدت أهمية المؤتمر لإتاحته الفرصة أمام الباحثين المختصين في مجالات التنمية المختلفة للتعاون وتبادل الخبرات والاستشارات للوصول إلى حلول ناجعة للمشكلات البيئية والاجتماعية والاقتصادية التي تشكل أهمية على الصعيد العالمي ليتم تقديم التقرير خلال الربع الأخير من هذا العام 2023.

وأضافت أن المعنيين بالتنمية المستدامة في المنطقة العربية يسعون للحصول على وجهات نظر الباحثين القيمة، ومعرفة الأولويات المتعلقة بسياقات محددة، والتحديات والفرص، بالإضافة إلى الأدوات العملية القابلة للتطوير لتسريع التقدم في أهداف التنمية المستدامة.

وفيما يتعلق بمنطقة غرب آسيا، أوضحت أن جميع نقاط الانطلاق الست المحددة في تقرير التنمية المستدامة العالمي لعام 2019 لها أهمية قصوى لتحقيق أهداف التنمية المستدامة في المنطقة العربية، وبالأخص تعزيز رفاه الإنسان والقدرات البشرية، وتحقيق إزالة الكربون من مصادر الطاقة مع السعي لوصول الجميع إلى الطاقة، وتأمين المشاعات (الموارد المشتركة) البيئية العالمية.

وأوضحت أن هذا المؤتمر الذي تحتضنه جامعة قطر سيعمل على تحديد طرق مبتكرة لجعل المحاور الخمسة (الحوكمة، والاقتصاد والمالية، والعمل الفردي والجماعي، والعلوم والتكنولوجيا، والقدرات) تعمل معا في سياق نقاط الانطلاق الست لتهيئة الظروف المواتية لتسريع التقدم.

كما سيعمل المؤتمر، وفقا للدكتورة الغانم، على تحديد أدوات واعدة ومحددة لتسريع التحول في سياق نقاط الانطلاق من سياسات، ومبادرات، وتكنولوجيا، وشراكات وغيرها، إلى جانب تحديد طرق لخلق ظروف مواتية للتحول من النشوء إلى التسارع والاستقرار لتحقيق أهداف التنمية المستدامة.

وأشارت إلى أن خطة الأمم المتحدة للتنمية المستدامة لعام 2030 تضع سبعة عشر هدفاً لتوجيه تقدم البلدان نحو مجتمعات أكثر ازدهاراً وعدلاً ومراعاةً للبيئة.. مؤكدة أهمية ودور القطاع الخاص في تحقيق هذه الأهداف التنموية.

وأضافت “نسعى في هذا المؤتمر إلى إنشاء شبكة معرفية متعددة التخصصات حول الدور المتزايد للقطاع الخاص لتحقيق أهداف التنمية المستدامة”.

وأفادت في سياق متصل، بأن تقرير التنمية المستدامة العالمي 2023 سيسلط الضوء على النماذج الناجحة لمبادرات التنمية الاقتصادية المستدامة التي يقودها القطاع الخاص في المنطقة العربية، وسيضع اقتراحات لتبني أفضل الممارسات المعتمدة في أجزاء أخرى من العالم.

كما أشارت إلى أن المؤتمر سيساهم في تعزيز المعرفة حول أهداف التنمية المستدامة بين الجمهور وصناع القرار.. داعية الأكاديميين والخبراء وأصحاب المصلحة من القطاع الخاص محلياً وإقليمياً ودولياً لتبادل معارفهم وأفكارهم وخبراتهم وتوقعاتهم حول إنشاء مجتمعات أكثر استدامة.

ونبهت الدكتورة كلثم الغانم إلى التحديات العديدة التي تواجه التنمية المستدامة وقدرة المنطقة التي تتطلب نهجاً منظماً وتعاونا دوليا بشكل عام وإقليمي بشكل خاص، ومفاهيم اقتصادية عادلة.

ومن المقرر أن يتبادل المشاركون خلال يومي المؤتمر الرؤى والأفكار والتجارب بشأن سبل تحقيق أهداف التنمية المستدامة لاسيما على صعيد البيئة والطاقة والأمن الغذائي وغيرها من مجالات التنمية المستدامة التي تحقق رفاهية الإنسان وتقدمه.
