Katara Public Diplomacy Center Organizes Lecture on ‘Soft Power’

Doha: Katara Public Diplomacy Center organized a lecture entitled “Soft Power” at Hall 15 in the Cultural Village Foundation “Katara”. The lecture was delivered by Director of Policy Analysis at the Arab Centre for Research and Policy Studies, and Head of the Executive Program in Diplomatic Studies and International Cooperation in the Doha Institute for Graduate Studies (DI) Dr. Marwan Kabalan.
The lecture reviewed the term “soft power” as one of the modern terms in diplomacy which was used by the American researcher Joseph Nye in the 19th of the last century, in his book “Leap towards Leadership”.
The lecturer touched on dealt with the uses of the State’s soft power and its objectives, saying that soft power at the internal level can help the State to facilitate the flow of direct foreign investment to it, attract more tourists and businessmen, and upgrade the tourism and business sectors.
The lecture comes within the activities of the Katara Public Diplomacy Center during the month of January.
Dr. Marwan Kabalan affirmed that the State of Qatar, during the last few years, achieved a series of successes in the field of public diplomacy, most notably is that it impressively succeeded in organizing the FIFA World Cup, and it became a regional and international media, cultural and civilized center, as well as its success in mediation and settlement of international disputes, which contributed to the strengthening of international peace and security.

الدوحة: نظم مركز كتارا للدبلوماسية العامة محاضرة بعنوان /القوة الناعمة/، في القاعة 15 بالمؤسسة العامة للحي الثقافي /كتارا/، ألقاها الدكتور مروان قبلان مدير وحدة الدراسات السياسية في المركز العربي للأبحاث ودراسة السياسات، ورئيس برنامج الماجستير التنفيذي في الدراسات الدبلوماسية والتعاون الدولي في معهد الدوحة للدراسات العليا.
استعرضت المحاضرة مصطلح “القوّة الناعمة” كأحد المصطلحات الحديثة في الدبلوماسية، الذي استخدمه الباحث الأمريكي جوزف ناي في التسعينيات من القرن الماضي، في كتابه “وثبة نحو القيادة”.
وتناول المحاضر استخدامات القوة الناعمة للدولة وأهدافها، قائلا: إن القوة الناعمة على الصعيد الداخلي يمكن أن تساعد الدولة على تسهيل تدفق الاستثمارات الخارجية المباشرة إليها، وجذب المزيد من السياح ورجال الأعمال، والارتقاء بقطاعي السياحة والأعمال.
وتأتي المحاضرة ضمن أنشطة مركز كتارا للدبلوماسية العامة خلال شهر يناير الجاري.
وأكد الدكتور مروان قبلان أن دولة قطر تمكنت خلال السنوات القليلة الماضية من تحقيق سلسلة من النجاحات في مجال الدبلوماسية العامة؛ أبرزها على الإطلاق التنظيم الناجح والمبهر لبطولة كأس العالم لكرة القدم، وتحولها إلى مركز إعلامي وثقافي وحضاري، إقليمي ودولي، فضلا عن نجاحها في الوساطة وتسوية النزاعات الدولية ، بما ساهم في تعزيز الأمن والسلم الدوليين.
