Part-time working hours in government agencies: conditions and salary calculation for “Reducing working hours”

Doha: The part-time job application service has started today in a Mawared system, in accordance with Cabinet Resolution No. 13 of 2021 regarding the conditions and controls of the part-time system in government agencies, which aims to maintain a strong, stable, supported family, and to improve job efficiency.

The part-time system is a working system in which the number of working hours per week is reduced to half and no less than half of the number of hours scheduled for one day.

The Part-time work schedule shall also be upon employees’ request, and with the approval of the government entity, in accordance with the provisions of this decision.

According to the law, the Civil Service and Governmental Development Bureau determine the jobs that are allowed to follow this working schedule.

Article (5) also stipulates that the number of part-time employees should not exceed (15%) of the total number of employees in the government agency, and it is permissible with the approval of the Council of Ministers based on the proposal of the government agency to increase the percentage referred to.

According to Article 10 of the decision, the employee who works according to the part-time system is entitled to half of the net salary, and half of the allowances and bonuses scheduled for the full-time employee, while keeping total transportation and housing allowance.

A part-time employee is required to:

1- Be a Qatari employee subject to the provisions of the Civil Human Resources Law.

2- The employee should not occupy one of the general group of leadership positions.

3- The employee must have successfully passed the probationary period

4- The employee must not work for more than one government agency.

الدوحة: بدأ اليوم تفعيل خدمة طلب العمل بنظام الدوام الجزئي في نظام موارد، وفقا لقرار مجلس الوزراء رقم 13 لسنة 2021 الخاص بشروط وضوابط نظام الدوام الجزئي بالجهات الحكومية، والذي يهدف للمحافظة على أسرة قوية مستقرة تحظى بالدعم والرعاية، والنهوض بالكفاءة الوظيفية.

ونظام الدوام الجزئي نظام عمل يخفض بمقتضاه عدد ساعات الدوام أسبوعياً إلى النصف، وبما لا يقل عن نصف عدد ساعات العمل المقررة لليوم الواحد.

كما يكون العمل بنظام الدوام الجزئي بناءً على طلب من الموظف، وبموافقة الجهة الحكومية وفقاً لأحكام هذا القرار.

ووفقا للقانون يحدد ديوان الخدمة المدنية والتطوير الحكومي الوظائف المسموح بها في هذا الدوام.

كما تنص المادة (5 ) منه على أنه يجب ألا يزيد عدد الموظفين بنظام الدوام الجزئي على نسبة (15%) من إجمالي عدد الموظفين بالجهة الحكومية ، ويجوز بموافقة مجلس الوزراء بناء على اقتراح الجهة الحكومية زيادة النسبة المشار إليها.

ووفقا للمادة 10 من القرار يستحق الموظف الذي يعمل وفقا لنظام الدوام الجزئي نصف الراتب الأساسي ، ونصف البدلات والعلاوات المقررة للموظف بالدوام الكامل ، مع احتفاظه ببدل التنقل وبدل السكن كاملا .

يشترط في الموظف الذي يعمل بنظام الدوام الجزئي ما يلي:

١ – أن يكون من الموظفين القطريين الخاضعين لأحكام قانون الموارد البشرية المدنية.

٢ – ألا يكون من شاغلي المجموعة العامة للوظائف القيادية.

٣ – أن يكون قد اجتاز فترة الاختبار بنجاح

4- ألا يعمل لدى أكثر من جهة حكومية في الدولة.
