Doha: Several officials in Arab and international cultural organizations affirmed that the State of Qatar has succeeded in providing a fine example to follow in promoting cultural diversity, human coexistence, and civilized dialogue during the hosting of the FIFA World Cup Qatar 2022.
This came at the end of the work of the two-day “Organizations from Local to Global” forum, which was hosted by the Ministry of Culture as part of the Darb Al Saai activities to celebrate the Qatar National Day, which falls on December 18 of each year and held this year under the slogan “Our Unity is the Source of Our Strength”.
The participants in the forum affirmed the success of the State of Qatar in promoting dialogue and understanding and enriching cultural diversity, while proudly expressing its Gulf, Arab and Islamic culture and identity during its hosting of the FIFA World Cup Qatar 2022, which earned it the respect of the whole world.
In press statements following the conclusion of the forum, the Director of the Department of Culture and Arts at the Ministry of Culture Maryam Yassin Al Hammadi said that discussions reflected the unity of the approaches and strategies in force, particularly promoting identity and civilized communication, both at the level of interfaith dialogue or cultural dialogue through various initiatives.
She pointed to Qatar’s efforts to promote the most important commonalities, namely the Arabic language and the preservation of identity, the most important of which is the law to protect the Arabic language issued in 2019, in addition to Qatar’s interest in translation and promotion of international understanding such as the Sheikh Hamad Award for Translation and International Understanding, along with the role of specialized centers in the Ministry of Culture, which promote culture and support the Arabic language through its various activities and the efforts of various state institutions to support this language.
HE Chairman of the Board of Directors of the Doha International Center for Interfaith Dialogue (DICID) and Undersecretary of the Ministry of Education and Higher Education Dr. Ibrahim bin Saleh Al Nuaimi reviewed the mechanisms of cooperation and bridging between cultures to achieve understanding and dialogue and highlight the efforts made in the field of interfaith dialogue, referring to DICID’s efforts to enhance human communication and understanding between peoples, especially the experience of coexistence between citizens and residents of different nationalities until they become united, which strengthens the unity and strength of the state internally and externally.
Al Nuaimi emphasized DICID openness internationally as it helps those wishing to enhance such community cohesion and those who have challenges, as much as possible, through intellectual communication with religious leaders to build partnerships and relationships that in turn contribute to building communication networks to solve any problems or challenges that may arise. He highlighted DICID local and international efforts, conferences, publications, and various digital platforms, that communicate daily in various languages to clarify the importance of sport and its relationship to religions.
Secretary of the Executive Council and the General Conference and Acting Director of the Culture Department at the Arab League Educational, Cultural and Scientific Organization (ALECSO) Dr. Mourad Mahmoudi reviewed ALECSO’s mechanisms to bridge differences and turn them into areas of strength, indicating that it stems from three things, which are communication, acquaintance, and consensus.
Mahmoudi explained that ALECSO is communicating with organizations and institutions to build understanding and knowledge exchange, adding that ALECSO has also chosen a networking mechanism with community institutions so that it is not elitist, but for all members of society. He pointed out that communication achieves knowledge of the other, which leads to coexistence while preserving the cultural specificity of each country, which is what the State of Qatar succeeded in during the hosting of the FIFA World Cup Qatar 2022. He hailed Qatar’s success in achieving coexistence and the requirements of the World Summit held in Mexico recently, which are to live in peace while respecting cultural specificities, explaining that diversity means integrating with different colors, races, and languages. He stressed that the Qatari model is an Arab and international model in achieving coexistence and international understanding.
Director of the Department of Culture, Tourism, and Antiquities in the Secretariat General of Cooperation Council for the Arab States of the Gulf (GCC) Dr. Saad bin Mohamed Al Zughaibi said that the State of Qatar succeeded in bringing together international organizations in one forum, complementing its success in promoting cooperation and coexistence at the international level during hosting the FIFA World Cup Qatar 2022.
He added that the GCC cultural strategy has given great attention and unprecedented openness to the international community, by promoting joint representation in international cultural forums and events, building and activating strategic partnerships with countries, institutions, and international cultural organizations, and benefiting from their experiences in developing the cultural sector in the GCC countries, following the signing of many cultural memorandums of understanding with several brotherly and friendly countries and international organizations.
Al Zughaibi stressed the GCC’s interest in strengthening its cultural identity by supporting, protecting, and circulating the Arabic language as a language for communication and creativity, and encouraging the cultural product of the cultural identity of the GCC states, in addition to promoting scientific research to study and analyze the concept of cultural identity and its tangible and intangible elements and preserve cultural heritage and exchange experiences in this regard.
HE Director of the Center for Civilizational Dialogue at the Islamic World Educational, Scientific and Cultural Organization (ISESCO) Ambassador Khaled Fateh Al Rahman explained the role of centers specialized in civilizational dialogue in achieving bridges of understanding. He highlighted the importance of promoting the civilized role with its multiple axes that are consistent with the issue of peaceful coexistence between people, which makes it necessary for people to understand others and their culture, referring to the role of ISESCO’s Center for Civilizational Dialogue in this regard.
Jawda Mansour, from the UNESCO Office for the Gulf States and Yemen in Doha, also addressed the definition of the cultural strategy of the United Nations Educational, Scientific and Cultural Organization (UNESCO) in the GCC countries, explaining that the UNESCO Office for the Gulf States and Yemen has a local work program in consultation with member states. She added that UNESCO considers culture as one of the main drivers of development, underscoring that individuals and peoples have a fundamental right to participate in and enjoy it.
Mansour affirmed UNESCO’s commitment to assisting the Gulf states and Yemen in designing cultural policies, measures, and programs aimed at supporting the creativity, production, distribution, and dissemination of cultural goods and services and benefiting from cultural and creative industries, especially through the implementation of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation Concerning the Status of the Artist, referring to the many projects the organization is undertaking in Yemen.

الدوحة: أكد عدد من المسؤولين في المنظمات الثقافية العربية والدولية أن دولة قطر نجحت في تقديم نموذج راق يحتذى في تعزيز التنوع الثقافي والتعايش الإنساني والحوار الحضاري والذي تأكد خلال استضافة قطر لبطولة كأس العالم FIFA قطر 2022.
جاء ذلك في ختام أعمال ملتقى /المنظمات من المحلية إلى العالمية/ الذي استضافته وزارة الثقافة على مدى يومين ضمن فعاليات درب الساعي، المقامة في إطار الاحتفالات باليوم الوطني للدولة الذي يوافق الثامن عشر من ديسمبر من كل عام ويتخذ شعارا له هذا العام /وحدتنا مصدر قوتنا/.
وأكد المشاركون في الملتقى نجاح دولة قطر في تعزيز الحوار والتفاهم وإثراء التنوع الثقافي وفي ذات الوقت عبرت باعتزاز عن ثقافتها وهويتها الخليجية والعربية والإسلامية خلال استضافة بطولة كأس العالم FIFA قطر 2022 ما أكسبها احترام العالم أجمع.
وقالت السيدة مريم ياسين الحمادي مدير إدارة الثقافة والفنون بوزارة الثقافة في تصريحات صحفية عقب ختام الملتقى، عكست المناقشات وحدة التوجهات والاستراتيجيات المعمول بها، ما يعزز وجود أماكن تلاق عديدة، خاصة المناطق المشتركة، وفي مقدمتها تعزيز الهوية، والتواصل الحضاري، سواء على مستوى حوار الأديان، أو الحوار الثقافي من خلال مبادرات متنوعة، مشيرة إلى جهود قطر في تعزيز أهم المشتركات وهي اللغة العربية والحفاظ على الهوية، ومن أهمها قانون حماية اللغة العربية الصادر في عام 2019، والاهتمام بالترجمة وتعزيز التفاهم الدولي على غرار جائزة الشيخ حمد للترجمة والتفاهم الدولي، بجانب دور المراكز المتخصصة في وزارة الثقافة، والتي تعزز الثقافة وتدعم اللغة العربية من خلال أنشطتها المختلفة، بجانب جهود مختلف مؤسسات الدولة لدعم هذه اللغة.
وأضافت الحمادي أنه تم الاتفاق خلال الملتقى على بعض المحاور التي سيتم التعامل معها بشكل مشترك من خلال المنظمات المشاركة، ما يعكس توحيد الجهود والمواقف المشتركة، وفي مقدمتها البدء في مشروع مشترك للغة العربية، لما تمثله من اهتمام كبير على المستوى المحلي، وكذلك على المستوى العربي، خاصة وأن جامعة الدول العربية سبق وأن أطلقت يوما للغة العربية، إلى جانب اليوم العالمي الذي يوافق الثامن عشر من ديسمبر كل عام.
ومن جهته، تناول سعادة الدكتور إبراهيم بن صالح النعيمي رئيس مجلس إدارة مركز الدوحة الدولي لحوار الأديان ووكيل وزارة التربية والتعليم والتعليم العالي، في مداخلته في الملتقى آليات التعاون والتجسير بين الثقافات لتحقيق التفاهم والحوار وإبراز الجهود المبذولة في مجال حوار الأديان، مشيرا إلى الجهود التي بذلها المركز في تعزيز التواصل الإنساني، والتفاهم بين الشعوب وخاصة تجربة التعايش بين المواطنين والمقيمين من مختلف الجنسيات حتى أصبحوا في لحمة واحدة وهو ما عزز من وحدة وقوة الدولة داخليا وخارجياً.
وأكد النعيمي على انفتاح مركز الدوحة الدولي لحوار الأديان دوليا وأنه يساعد الراغبين في تعزيز مثل هذا التماسك المجتمعي، ممن لديهم تحديات، وذلك بقدر الاستطاعة، عن طريق الفكر والتواصل مع القيادات الدينية لبناء شراكات وعلاقات تسهم بدورها في بناء شبكات تواصل لحل أي مشاكل أو تحديات يمكن أن تواجههم، منوها بجهود المركز محليا ودوليا وأهم المؤتمرات التي نظمها وكذلك إصداراته، فضلاً عن تواجده عبر المنصات الرقمية المختلفة، حيث ساهم بتغريدات يومية بمختلف اللغات لتوضيح أهمية الرياضة وعلاقتها بالأديان.
كما تحدث الدكتور مراد محمودي أمين المجلس التنفيذي والمؤتمر العام القائم بأعمال مدير إدارة الثقافة في المنظمة العربية للتربية والثقافة والعلوم /ألكسو/ عن آليات المنظمة لتجسير الاختلافات وتحويلها إلى مناطق قوة، مبينا أنها تنطلق من ثلاثة أمور تبدأ بحرف التاء التواصل ثم التعارف لنصل إلى التوافق.
وأوضح محمودي أن المنظمة تعمل على التواصل مع المنظمات والمؤسسات ويكون ذلك من خلال الحوار والتفاهم وتبادل المعارف لأن التلاقي والتواصل يجعلنا نتعرف على القواسم المشتركة، كما اختارت / ألكسو/ آلية التشبيك مع مؤسسات المجتمع حتى لا تكون نخبوية، بل تكون لجميع أفراد المجتمع، مشيرا إلى أن التواصل يحقق المعرفة للآخر وهو ما يؤدي إلى التعايش ولكن مع المحافظة على الخصوصية الثقافية لكل بلد، وهو ما نجحت فيه دولة قطر وتوجت فيه خلال استضافة كأس العالم FIFA قطر 2022، حيث استطاعت ترجمة الأهداف الحقيقية للتعايش وحققت متطلبات القمة العالمية التي عقدت في المكسيك مؤخرا وهي العيش بسلام مع احترام الخصوصيات الثقافية وبالتالي فإن التنوع يعني أننا نتكامل على اختلاف ألواننا وأجناسنا وألسنتنا، مؤكدا أن النموذج القطري نموذج يحتذى عربيا وعالميا في تحقيق التعايش والتفاهم الدولي.
ومن ناحيته، قال الدكتور سعد محمد الزغيبي مدير إدارة الثقافة والسياحة والآثار في الأمانة العامة لمجلس التعاون لدول الخليج العربية في الملتقى إن دولة قطر نجحت في جمع المنظمات الدولية في ملتقى واحد استكمالا لنجاحها في تعزيز التعاون والتعايش على المستوى الدولي خلال استضافة بطولة كأس العالم FIFA قطر 2022.
وأضاف أن الاستراتيجية الثقافية لدول مجلس التعاون أولت اهتماما بالغا وانفتاحا غير مسبوق على المجتمع الدولي، بتعزيز التمثيل المشترك في المحافل والفعاليات الثقافية الدولية وبناء وتفعيل الشراكات الاستراتيجية مع الدول والمؤسسات والمنظمات الثقافية الدولية والاستفادة من تجاربها في تطوير القطاع الثقافي بدول مجلس التعاون، حيث تم توقيع العديد من مذكرات التفاهم الثقافية مع العديد من الدول الشقيقة والصديقة، وكذلك المنظمات الدولية.
وأكد الزغيبي اهتمام مجلس التعاون الخليجي بتعزيز هويته الثقافية من خلال دعم اللغة العربية وحمايتها وتداولها كلغة للتواصل والإبداع، وتشجيع المنتج الثقافي المرتبط بالهوية الثقافية لدول مجلس التعاون، إلى جانب تعزيز البحث العلمي والتأليف لدراسة وتحليل مفهوم الهوية الثقافية وعناصرها المادية وغير المادية، وصون التراث الثقافي وتبادل التجارب في هذا الشأن.
أما سعادة السفير خالد فتح الرحمن مدير مركز الحوار الحضاري في منظمة العالم الإسلامي للتربية والعلوم والثقافة /الإيسيسكو/ فقد تحدث عن دور المراكز المتخصصة في الحوار الحضاري في تحقيق جسور التفاهم، قائلا “تنهض مراكز الحوار الحضاري في العالم كله من خلال مهمة واحدة وهي تعزيز منطوق الحضارة من فحوى الحوار”، منوها بوجود أدوات حوارية للعمل على تعزيز الحوار نفسه وآلياته وأدواته، بالإضافة إلى تعزيز الدور الحضاري بمحاوره المتعددة التي تتسق مع قضية التعايش بين البشر تعايشا سلميا، وهو ما يجعل من الضروري أن يتفاهم الناس مع الآخرين ومع ثقافتهم، وأن يؤدوا دورا مشتركا في هذا الفهم، مشيرا إلى دور مركز الحوار الحضاري التابع للإسيسكو في هذا الشأن.
كما تناولت السيدة جاودة منصور من مكتب اليونسكو لدول الخليج واليمن بالدوحة التعريف بالاستراتيجية الثقافية لمنظمة الأمم المتحدة للتربية والعلم والثقافة /اليونسكو/ في دول مجلس التعاون الخليجي، موضحة أن مكتب اليونسكو لدول الخليج واليمن لديه برنامج عمل محلي بالتشاور مع الدول الأعضاء، وأن المنظمة تعتبر أن الثقافة أحد المحركات الرئيسية للتنمية، وأن للأفراد والشعوب حقا أساسيا في المشاركة فيها والتمتع بها.
وتابعت أن مكتب اليونسكو في الدوحة يساعد دول الخليج واليمن في تعزيز وتنفيذ اتفاقيات اليونسكو الثقافية والتوصيات من خلال دعم السياسات ذات الصلة وبناء القدرات والتعاون والتواصل وتطوير الشراكات، كما يعمل على زيادة دعم تطوير قدرات كافة المعنيين من أجل جرد التراث الثقافي غير المادي وحمايته وصونه بشكل عملي وفعال في بلدان المنطقة المساهمة في نقل التراث الحي إلى جيل الشباب.
وأكدت منصور في ختام مداخلتها في الملتقى التزام /اليونسكو/ بمساعدة دول الخليج واليمن في تصميم السياسات والتدابير والبرامج الثقافية الرامية إلى دعم إبداع السلع والخدمات الثقافية، وإنتاجها، وتوزيعها ونشرها، والانتفاع بالصناعات الثقافية والإبداعية، لا سيما من خلال تنفيذ اتفاقية 2005 بشأن حماية وتعزيز تنوع أشكال التعبير الثقافي وتوصية 1980 بشأن وضع الفنان، مشيرة إلى العديد من المشاريع التي تقوم بها المنظمة في اليمن.
