Qatar contributes $20m for humanitarian program to help African countries

Doha: Qatar announced its contribution of $20m in support of a humanitarian program “Grain from Ukraine” which aimed at helping African countries to get Ukrainian grain exports.

This came in a speech delivered via video conference by the Deputy Prime Minister and Minister of Foreign Affairs H E Sheikh Mohammed bin Abdulrahman Al-Thani before a ceremony to launch the program in Ukrainian capital city of Kiev.

At the beginning of the speech, His Excellency conveyed the greetings of HH the Amir Sheikh Tamim bin Hamad Al-Thani, coupled with his best wishes that the ceremony and the program would be a success. His Excellency expressed his sincere thanks and appreciation to President of Ukraine Volodymyr Zelensky for the kind invitation.

HE the Deputy Prime Minister and Minister of Foreign Affairs said Qatar welcomed programs and projects that will enhance and improve food security and develop sustainable solutions to enhance countries’ resilience, and welcomed in this regard Ukraine’s initiative to launch the humanitarian program “Grain from Ukraine” as an initiative to help African countries obtain Ukrainian grain exports.

HE Sheikh Mohammed bin Abdulrahman Al-Thani affirmed Qatar’s commitment as a reliable international partner to support collective initiatives and multilateral international action, in order to ensure an effective Qatari contribution alongside international partners in addressing challenges that do not threaten one particular society but represent a collective threat to humanity, and represent a test for all in achieving the aspirations of the peoples.

His Excellency noted that the current challenges in the world underscore the urgent need to enhance interdependence and integration between countries, pointing out that those who are marginalized and the most vulnerable groups in various societies bear the most severe consequences of these challenges.

He added that the mounting challenges facing global food security and the stability of energy supplies to millions of people around the world as a result of the ongoing war in Ukraine, and the risks related to malnutrition and famine due to the disruption of production and supply chains, require unprecedented international attention, continuous cooperation and a clear order of priorities, foremost of which is the humanitarian aspect.

His Excellency said that Qatar has called since the beginning of the war in Ukraine for a speedy peaceful solution, noting that it welcomed the Black Sea initiative to transport grain, out of the State of Qatar’s consistent policy of cooperation and partnership with the international community, and within the framework of its continuous efforts to promote international peace and security.

He said that Qatar has always been one of the first countries to respond to global crises, including the food security crisis, as it was keen to redouble its efforts to respond to this crisis within a coordination framework and in cooperation with partners in the international community. His Excellency pointed out in this context that it launched an initiative to establish the Global Dryland Alliance, which aims to achieve food security in countries suffering from drought, and Qatar Fund for Development (QFFD) responded to emergency humanitarian needs in the Horn of Africa by pledging $12m to help rural communities achieve food security and build resilience, and the Fund made a total financial contribution of $90m to the World Food Program to meet the critical food security needs in Yemen. Moreover, Qatar contributed $5m to the Ukrainian Ministry of Health to provide ambulances and other medical equipment.

He stressed that what the world is facing today confirms the urgent need for continued support for food-insecure people, who depend mainly on grains for their food basket, especially in Africa and Asia.

الدوحة: أعلنت دولة قطر عن مساهمتها بمبلغ 20 مليون دولار دعماً للبرنامج الإنساني “Grain from Ukraine” ، الذي يهدف لمساعدة البلدان الإفريقية في الحصول على صادرات المواد الغذائية الأوكرانية.

جاء ذلك في كلمة ألقاها سعادة الشيخ محمد بن عبد الرحمن آل ثاني، نائب رئيس مجلس الوزراء وزير الخارجية، اليوم، عبر تقنية الاتصال المرئي، أمام حفل إطلاق البرنامج الذي أقيم في العاصمة الأوكرانية كييف.

وفي بداية الكلمة نقل سعادته تحيات حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، مقرونةً بأطيب التمنيات بأن تتكلَّل أعمال الحفل والبرنامج بالنجاح، كما َتقدَّم سعادته بخالص الشكر والتقدير لفخامة الرئيس فولوديمير زيلينسكي رئيس أوكرانيا على الدعوة الكريمة.

وأعرب سعادة نائب رئيس مجلس الوزراء وزير الخارجية، عن ترحيب دولة قطر بالبرامج والمشاريع الهادِفة التي من شأنها تعزيز وتحسين الأمن الغذائي وتطوير الحلول المستدامة لتعزيز قدرة البلدان على الصمود، كما رحب في هذا الصدد بمبادرة أوكرانيا لإطلاق البرنامج الإنساني “Grain from Ukraine” كمبادرة لمساعدة البلدان الأفريقية في الحصول على الصادرات الغذائية الأوكرانية.

وأكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني، “التزام دولة قطر كشريك دولي موثوق بدعم المبادرات الجماعية والعمل الدولي متعدد الأطراف، بما يضمن مساهمة قطرية فاعلة إلى جوار الشركاء الدوليين في مواجهة التحديات التي لا تهدد مجتمعاً واحداً بعينه بل تمثل تهديداً جماعياً للإنسانية، واختباراً لنا في تحقيق طموحات شعوبنا”. ونوه سعادته إلى أن التحديات الراهنة التي يشهدها العالم تؤكد الحاجة الماسة إلى تعزيز الترابط والتكامل بين الدول، لافتاً إلى أن هذه التحديات يتحمل أكثر تبعاتها قسوة أولئك المهمشون والفئات الأضعف والأكثر عرضة للخطر في مختلف المجتمعات.

وتابع أن تصاعد التحديات التي تواجه الأمن الغذائي العالمي واستقرار إمدادات الطاقة لملايين الأشخاص حول العالم جرَّاء الحرب الدائرة في أوكرانيا، وما يتصل بذلك من مخاطر متعلقة بسوء التغذية والمجاعة بسبب تعطُّل سلاسل الإنتاج والتوريد، يستدعي اهتماماً دولياً غير مسبوق وتعاوناً مستمراً وترتيباً واضحاً للأولويات يكون على رأسه الجانب الإنساني.

وأوضح سعادته أن دولة قطر دعت منذ بداية الحرب في أوكرانيا إلى حل سلمي سريع، منوهاً إلى ترحيبها بمبادرة البحر الأسود لنقل الحبوب وذلك انطلاقاً من سياسة دولة قطر الثابتة بالتعاون والشراكة مع المجتمع الدولي، وفي إطار جهودها المتواصلة لتعزيز السِلم والأمن الدوليين.

وقال إن دولة قطر لطالما كانت من الدول السبّاقة في الاستجابة للأزمات العالمية، ومن بينها أزمة الأمن الغذائي، حيث حَرصَت على مضاعفة جهودها للاستجابة لهذه الأزمة في إطار تنسيقي وبالتعاون مع الشركاء في المجموعة الدولية، مشيراً في هذا السياق إلى إطلاقها مبادرة لإنشاء التحالف العالمي للأراضي الجافة الذي يهدف لتحقيق الأمن الغذائي في الدول التي تعاني من الجفاف، واستجابة صندوق قطر للتنمية للاحتياجات الإنسانية الطارئة في منطقة القرن الإفريقي عن طريق تعهده بمبلغ وقدره 12 مليون دولار أمريكي وذلك لمساعدة المجتمعات الريفية لتحقيق الأمن الغذائي وبناء المرونة، وتقديم الصندوق مساهمة مالية بإجمالي 90 مليون دولار أمريكي لبرنامج الأغذية العالمي، لتلبية احتياجات الأمن الغذائي الحرجة في اليمن، فضلاً عن مساهمة دولة قطر بمبلغ 5 ملايين دولار أمريكي لصالح وزارة الصحة الأوكرانية لتوفير سيارات إسعاف وغيرها من الآلات الطبية.

وشدد على أن ما يواجهه العالم اليوم يؤكد الحاجة الماسة للدعم المستمر للأشخاص الذين يعانون من انعدام الأمن الغذائي، ويعتمدون في سلتهم الغذائية أساساً على الحبوب وخاصة في قارتي أفريقيا وآسيا.
