Minister of Interior Decision No. (17) of 2022 regarding entry features for hosting the FIFA World Cup Qatar 2022

After perusal of Law No. (21) of 2015 regulating the entry, exit, and residence of expatriates, and the laws amending it,

Law No. (10) of 2021 regarding the arrangements for hosting the FIFA World Cup Qatar 2022,

Amiri Resolution No. (29) of 1996 regarding Cabinet decisions that are submitted to the Amir for ratification and issuance, and the Council of Ministers’ adoption of this draft resolution at its 15th ordinary meeting for the year 2022 held on 04/13/2022,

decided the following.

Article (1)

In the application of the provisions of this resolution, the words and phrases contained therein shall have the same meanings set forth in the aforementioned Law No. (10) of 2021, unless the context requires another meaning.

According to Article (2) of the decision, “The Security Committee issues the entry visas for hosting the FIFA World Cup Qatar 2022, in accordance with the terms and conditions contained in this decision.”

Article (3): Entry visas are multi-trip and without fees, and are issued before the start of the championship period or during, as the case may be, and the visas are valid from the date of their issuance until the end of the championship period.

In cases of necessity, these visas may be extended for another period by virtue of a written request from FIFA, the company or the Supreme Committee, as the case may be, submitted within the ten days preceding the expiry of the entry visa.

Article (4)

Entry visas to FIFA and its affiliated organizations shall be issued within (24) twenty-four hours from the date of submitting the application, according to the following conditions:

1- Fill out the form prepared for this.

2- Submit a copy of the travel document valid for a period of no less than six months.

3- Submit a copy of an invitation letter issued by FIFA, the company or the Supreme Committee, as the case may be.

Article (5)

Entry visas are issued to FIFA contractors, FIFA business partners, suppliers of goods, works contractors, service providers, event broadcasters, confederations, national football associations, the company, and persons participating in the activities, within (48) forty-eight hours from the date of submission of the request, According to the following conditions:

1- Fill out the form prepared for this.

2- Submit a copy of the travel document, valid for a period of no less than six months.

Article (6)

Entry visas are issued to volunteers within (72) seventy-two hours from the date of submitting the application, according to the following conditions:

1- Fill out the form prepared for this.

2- Submit a copy of the travel document valid for a period of no less than six months.

3- Submit a copy of an invitation letter issued by FIFA, the company or the Supreme Committee, as the case may be.

4- Submit a copy of the volunteer agreement with FIFA, the company or the Supreme Committee, as the case may be.

Article (7)

Entry visas are issued to the public within (96) ninety-six hours from the date of submitting the application, according to the following conditions:

1- Fill out the form prepared for this.

2- Submit a copy of the travel document valid for a period of no less than six months.

Article (8)

The provisions of the aforementioned Law No. 21 of 2015 and its executive regulations shall apply, unless there is a special provision in this resolution.

Article (9)

All competent authorities, each within its jurisdiction, shall implement this decision. It shall come into force from the day following the date of its publication in the Official Gazette.

قرار وزير الداخلية رقم (17) لسنة 2022 بشأن سمات الدخول الخاصة باستضافة كأس العالم فيفا قطر 2022

بعد الاطلاع على القانون رقم ( 21) لسنة 2015 بتنظيم دخول وخروج الوافدين واقامتهم، والقوانين المعدلة له،

وعلى القانون رقم (10) لسنة 2021 بشأن تدابير استضافة كأس العالم فيفا قطر 2022،

وعلى القرار الأميري رقم (29) لسنة 1996 بشأن قرارات مجلس الوزراء التي ترفع للأمير للتصديق عليها وإصدارها،

وعلى اعتماد مجلس الوزراء لمشروع هذا القرار في اجتماعه العادي (15) لعام 2022 المنعقد بتاريخ 2022/04/13،

قرر ما يلي.

مادة (1)

في تطبيق أحكام هذا القرار، تكون للكلمات والعبارات الواردة فيه ذات المعاني الواردة في القانون رقم (10) لسنة 2021 المشار إليه، ما لم يقتض السياق معنى آخر.

وبحسب مادة (2) من القرار، “تصدر اللجنة الأمنية سمات الدخول الخاصة باستضافة كأس العالم فيفا قطر 2022، وفقاً للأحكام والشروط الواردة في هذا القرار”.

مادة (3): تكون سمات الدخول متعددة السفرات وبدون رسوم، وتصدر قبل بدء الفترة الزمنية للبطولة أو خلالها بحسب الأحوال، وتسري السمات من تاريخ صدورها وحتى نهاية الفترة الزمنية للبطولة.

ويجوز في حالات الضرورة تمديد هذه السمات لمدة أخرى بموجب طلب كتابي من الفيفا أو الشركة أو اللجنة العليا بحسب الأحوال، يقدم خلال العشرة أيام السابقة لانتهاء سمة الدخول.

مادة (4)

تصدر سمات الدخول للفيفا والمنظمات التابعة لها خلال (24) أربعة وعشرين ساعة من تاريخ تقديم الطلب، وفقاً للشروط التالية:

1- تعبئة النموذج المعد لذلك.

2- تقديم صورة من مستند السفر ساري المفعول لمدة لا تقل عن ستة أشهر.

3- تقديم نسخة من خطاب دعوة صادر عن الفيفا أو الشركة أو اللجنة العليا بحسب الأحوال.

مادة (5)

تصدر سمات الدخول للمتعاقدين مع الفيفا، وشركاء الفيفا التجاريين، وموردي السلع ومقاولي الأشغال ومقدمي الخدمات، وجهات البث الناقلة للفعاليات، والاتحادات القارية، والاتحادات الوطنية لكرة القدم، والشركة، والأشخاص المشاركين في الأنشطة، خلال (48) ثمانية وأربعين ساعة من تاريخ تقديم الطلب، وفقاً للشروط التالية:

1- تعبئة النموذج المعد لذلك.

2- تقديم صورة من مستند السفر، ساري المفعول لمدة لا تقل عن ستة أشهر.

3- تقديم نسخة من خطاب دعوة صادر عن الفيفا أو الشركة أو اللجنة العليا بحسب الأحوال.

مادة (6)

تصدر سمات الدخول للمتطوعين خلال (72) اثنين وسبعين ساعة من تاريخ تقديم الطلب، وفقاً للشروط التالية:

1- تعبئة النموذج المعد لذلك.

2- تقديم صورة من مستند السفر ساري المفعول لمدة لا تقل عن ستة أشهر.

3- تقديم نسخة من خطاب دعوة صادر عن الفيفا أو الشركة أو اللجنة العليا بحسب الأحوال.

4- تقديم نسخة من اتفاقية المتطوع مع الفيفا أو الشركة أو اللجنة العليا بحسب الأحوال.

مادة (7)

تصدر سمات الدخول للجمهور خلال (96) ستة وتسعين ساعة من تاريخ تقديم الطلب، وفقاً للشروط التالية:

1- تعبئة النموذج المعد لذلك.
