All you need to know about the plan of easing COVID-19 restrictions

The Peninsula Online – Doha:

The Assistant Foreign Minister and Spokesperson of the Supreme Committee for Crisis Management, H E Lolwah bint Rashid bin Mohammed Al Khater in a press conference today gave an update on the latest developments regarding Qatar’s efforts to prevent the spread of COVID-19.

The conference focused on gradually removing the restrictions imposed in Qatar as a result of the coronavirus. “Life activities cannot stop indefinitely, and time has come to start gradually and will be done in four phases,” she said, adding that gradual lifting of restrictions will be based on striking a balance between health risks and social and economic benefits. 

She stated that the first phase of easing restrictions will be from June 15 which will be followed by a second phase from July 1 and then the third phase will be in August followed by the fourth phase in September. 

The official added that in the event of non-compliance or one of the indicators is negative, it is possible to re-impose restrictions or delay the start of the next phases.

The first phase that begins on Monday, June 15, 2020 will allow: 
– Limited opening of mosques (Read: Limited opening of mosques from June 15 with special precautionary measures: Awqaf )
– 20% of employees start work at workplace with the implementation of all precautionary requirements
– Trips outside Qatar in cases of extreme necessity and everyone who returns to Doha will be subjected to hotel quarantine on their personal expense for full two weeks.
– Partial opening of some stores in shopping centers, provided that the area of the shop is not less than 300 square meters, and the capacity of the complex does not exceed 30 percent.
– 40% of the capacity in some private health facilities while continuing to provide emergency services
– Limited parks for exercise; children under 12 years will not be allowed to enter. 
– Sports training will be permitted in open spaces and large halls for the professional sportspersons for no more than 5 people.

Second phase (July 1):
– Opening of malls for limited hours
– Opening of markets and wholesale markets with limited capacity and specific hours
– Limited opening of restaurants with low capacity
– Museums and libraries with limited capacity and specific hours
– 50% of employees get back to their workplace with the implementation of all precautionary requirements

Third phase (August):
– Low risk inbound flights for priority passengers like returning residents.  
– The full opening of shopping centers
– Opening wholesale markets with limited capacity and specific hours
– Limited opening of restaurants with gradually increasing occupancy
– Reopening of driving schools will be allowed.
– Nurseries and creches can re-open; meanwhile all other educational institutions can resume operations in September. 
– 80% of employees get back to their workplace with the implementation of all precautionary requirements
– 50% of the capacity for the following activities:

  • Health clubs, fitness halls and swimming pools
  • Beauty salons and massage centers
  • Barber and hairdressers

Fourth phase (September):
– The full opening of shopping centers
– The full opening of markets and wholesale markets
– The completion of gradual opening of restaurants
– The total opening of museums and libraries.
– 100% of employees will start working from their workplace with proper health precautions

Private health clinics will be allowed to open 40% in the first phase, where in the second phase, it will become 60%, the third 80% and in fourth 100%, while continuing to provide emergency services.

Transportation:
First phase (June 15):
– Personal boats
– Trips outside Qatar in cases of extreme necessity and everyone who returns to Doha will be subjected to hotel quarantine on their personal expense for full two weeks.

Second phase  (July 1):
– Ships and yachts chartered by families only (less than 10 people)

Third phase  (August):
– Low risk inbound flights for priority passengers like returning residents, in addition to reopening of driving schools will be allowed.
– Driving schools

The fourth phase (September):
– Excursion boats
– Expanding the flights according to the Ministry of Health guidelines
– Limited public transport services, such as metro and buses

Outdoor spaces, professional sports, health and education:
First phase:
– Limited parks for exercise
– Outdoor training and large professional halls for professional sportsperson (less than 5 person)
– 40% of capacity in private healthcare facilities

Second phase
– All parks, beaches and corniche
– Less than 10 people for outdoor training, professional gyms and small groups
– 60% of the capacity in private healthcare facilities

Third phase:
– Play areas and ski areas
– Less than 40 people for team training, amateur sports and team competition without audience
– 80% of capacity in private healthcare facilities.
– Nurseries and childcare centers

Fourth phase:
– Camps, summer clubs and cultural activities
– Sports – matches with audience
– 100% opening of private healthcare facilities
– Start of the new academic year

Business and entertainment:
First phase (June 15)

وأضافت المسؤولة أنه في حالة عدم الامتثال أو أحد المؤشرات يكون سلبياً، فمن الممكن إعادة فرض القيود أو تأخير بدء المراحل المقبلة.

 

المرحلة الأولى التي تبدأ يوم الاثنين 15 يونيو 2020 سوف تسمح بما يلي:

– افتتاح محدود للمساجد (إقرأ: افتتاح محدود للمساجد ابتداء من 15 يونيو مع إجراءات وقائية خاصة)

– 20% من الموظفين سيعودون إلى العمل في مكان العمل مع تنفيذ جميع المتطلبات الاحترازية

– الرحلات خارج قطر في حالات الضرورة القصوى وكل من يعود إلى الدوحة سيخضع للحجر الصحي الفندقي على نفقته الشخصية لمدة أسبوعين كاملين.

– الافتتاح الجزئي لبعض المتاجر في مراكز التسوق، على ألا تقل مساحة المحل عن 300 متر مربع، وألا تتجاوز سعة المجمع 30 في المئة.

– 40% من الطاقة الاستيعابية في بعض المرافق الصحية الخاصة مع الاستمرار في تقديم خدمات الطوارئ

– افتتاح محدود للمطاعم مع زيادة الإشغال تدريجياً

– سيتم السماح بإعادة فتح مدارس القيادة.

– يمكن إعادة فتح دور الحضانة ورياض الأطفال؛ وفي الوقت نفسه يمكن لجميع المؤسسات التعليمية الأخرى استئناف عملياتها في سبتمبر.

– الرحلات خارج قطر في حالات الضرورة القصوى وكل من يعود إلى الدوحة سيخضع للحجر الصحي الفندقي على نفقته الشخصية لمدة أسبوعين كاملين.
