MOI Announces Procedures, Controls for Entry, Exit to and from Qatar During FIFA World Cup Qatar 2022

Doha: The Ministry of Interior (MOI) announced the procedures and controls for entry and exit to and from the State of Qatar through the country’s air, land and marine borders, during the FIFA World Cup Qatar 2022.
The announcement came during a press conference organized by the ministry on Wednesday, in which the Director of Public Relations at MOI and Head of the Media Unit at the FIFA World Cup Qatar 2022 Security and Safety Operations Committee Brigadier Abdullah Khalifa Al Muftah, and Executive Director at the Office of the Commander of the Tournament Security Operations Lt. Col. Jassem Al Sayed spoke to the press.
Brigadier Al Muftah said that it was decided to suspend the entry of visitors to the country effective from Nov. 1, 2022. However, visitor entry will resume starting from Dec. 23, 2022.
Exempted from this decision: Qatari citizens, residents and GCC citizens holding a Qatari ID card. Also exempted from this decision are holders of personal recruitment visas, and work entry permits.
Additionally, the exemption includes humanitarian cases through the airport, based on approval from the official application platform.
This decision is part of the Qatari competent authorities’ efforts to ensure easy and secure entry and exit to and from the country’s entry ports during the FIFA World Cup Qatar 2022.
Brigadier Al Muftah also indicated that holders of Hayya Cards will be allowed entry to the State of Qatar starting from Nov. 1, 2022, until Dec. 23, 2022. However, they are allowed to stay in the country until Jan. 23, 2023. He further pointed out that the Ministry of Interior calls on all individuals to abide by the laws and regulations issued in this regard, and not to violate them for the success of the State of Qatar’s organization and hosting of this upcoming football event.
During the Q&A session, it was emphasized that services pertaining to citizens and residents will not be affected by these procedures: as holders of personal recruitment visas such as (domestic workers and drivers) as well as holders of work, entry permits were excluded from these procedures, therefore, enabling them to enter the country and complete their procedures.
As for what is meant by humanitarian cases excluded from the entry and exit procedures during the tournament, it was clarified that an electronic platform will be launched in this regard, including controls and specific humanitarian cases, such as; death, sickness and other humanitarian cases.
On the other hand, when it comes to Hayya Card holders’ procedures, cases of overstay beyond the Jan. 23, 2023, limit, will be subject to legal procedures specified by the law, and applied in cases of violation.
Moreover, concerning whether or not Hayya Cards allow for multiple entries and exist to and from the country, it was confirmed that Hayya Card allows multiple entries to the State of Qatar, as well as provides its holder with a number of advantages that were previously announced.

جاء ذلك خلال مؤتمر صحفي نظمته الوزارة يوم أمس، تحدث فيه العميد عبدالله خليفة المفتاح مدير إدارة العلاقات العامة بوزارة الداخلية ورئيس وحدة الإعلام بلجنة عمليات أمن وسلامة بطولة كأس العالم FIFA قطر 2022، والعقيد جاسم السيد المدير التنفيذي لمكتب قائد عمليات أمن البطولة.
وقال العميد المفتاح إنه تقرر تعليق دخول جميع الزوار إلى منافذ الدولة اعتبارا من تاريخ 1 / 11 / 2022 على أن يتم استئناف تأشيرات الزيارة مجددا اعتبارا من تاريخ 23 / 12 / 2022، فيما يستثنى من هذه الإجراءات، “المواطنون القطريون والمقيمون والخليجيون حاملو البطاقة الشخصية القطرية، وحاملو تأشيرات الاستقدام الشخصي وسمات العمل، والحالات الإنسانية عن طريق المطار بناء على الموافقات الصادرة من المنصة الرسمية للتقديم”، وذلك انطلاقا من مساعي الجهات المختصة في الدولة لضمان سهولة وتأمين حركة الدخول والخروج من وإلى منافذ الدولة خلال بطولة كأس العالم FIFA قطر 2022.
وبين أن الدخول لحاملي بطاقة /هيا/ إلى دولة قطر سيكون خلال الفترة من 1 / 11 / 2022 وحتى 23 / 12 / 2022، ويسمح لهم البقاء في الدولة حتى 23 / 1 / 2023، لافتا إلى أن وزارة الداخلية تدعو جميع الأفراد إلى الالتزام بالقوانين والقرارات الصادرة في هذا الخصوص وعدم مخالفتها ضمانا لإنجاح جهود الدولة في تنظيم هذا الحدث الكروي المرتقب.
وخلال الرد على أسئلة الصحفيين، تم التأكيد على عدم تأثر الخدمات المقدمة للمواطنين والمقيمين بتلك الإجراءات، حيث تم استثناء حاملي تأشيرات الاستقدام الشخصي مثل (عاملات المنزل والسائقين) وحاملي سمات العمل، إذ يستطيعون دخول البلاد واستكمال إجراءاتهم المتبعة.
وحول المقصود بالحالات الإنسانية المستثناة من إجراءات الدخول والخروج خلال البطولة، تم التوضيح أنه سيتم تدشين منصة إلكترونية بهذا الشأن، تتضمن الضوابط والحالات الإنسانية المحددة مثل؛ حالات الوفاة والمرضى وغيرها من الحالات الإنسانية.
وبشأن الإجراءات المترتبة على حامل بطاقة /هيا/ إذا لم يغادر البلاد بعد تاريخ 23 / 1 / 2023، تم التأكيد أن هناك إجراءات قانونية حددها القانون سيتم تطبيقها في حالة المخالفة.
وحول مدى إمكانية الدخول والخروج من وإلى الدولة بصورة متعددة لحاملي بطاقة /هيا/ ، تم التأكيد على أن هذه البطاقة متعددة الدخول إلى دولة قطر، وتقدم لحاملها جملة من المزايا والتي سبق الإعلان عنها في وقت سابق.
