Starting tomorrow؛ Cabinet requires everyone to wear masks in closed public places

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, HE Minister of State for Cabinet Affairs Mohammed bin Abdullah Al Sulaiti issued the following statement: At the beginning of the meeting, the Cabinet conveyed its highest congratulations and blessings to HH the Amir Sheikh Tamim bin Hamad Al-Thani on the occasion of the approaching Eid Al-Adha, wishing His Highness good health and happiness, for Qatar, its honorable people and those residing on its land further goodness, development and prosperity under the wise leadership of HH the Amir, and for Arab and Islamic nations security, peace and stability.

Then, the Cabinet reviewed a report of the Ministry of Public Health on the latest developments related to COVID-19 and decided to amend its decision issued at its meeting no. 19 of 2022 held on May 18, 2022, by obligating citizens, residents and visitors to wear masks in closed public places, provided that this decision will be implemented as of Thursday, July 7, 2022.

After that, the Cabinet considered the topics on the agenda as follows: First – Approval of the following two draft laws, and their referral to the Shura Council: A – A draft law regulating real estate registration.
B – A draft law regarding documentation.

Second – Approval in principle of the proposal of HE Chairman of Qatar Tourism to amend some provisions of each of the following: – Law No. 20 of 2018 regulating tourism.

– Law No. 21 of 2018 regulating business events.
– Amiri Decision No. 15 of 2021 regarding the establishment of Qatar Tourism.

Third – Approval of a draft decision of HE Minister of Commerce and Industry to amend some provisions of Resolution No. 161 of 2017 regarding the general and special requirements that must be met in similar commercial, industrial and public stores.

Fourth – Approval of a draft agreement on mutual exemption from entry visa requirements for holders of diplomatic, special, official and ordinary passports between the government of the State of Qatar and the government of Mongolia.

Fifth – Approval of the draft of the first executive program for the agreement on cooperation in the cultural field between the governments of the State of Qatar and the Republic of Peru for the years 2022, 2023, 2024.

Sixth – The Cabinet reviewed the following two issues and took the appropriate decision: 1- A memorandum by HE Minister of Municipality regarding the results of his visit to the United States of America in May 2022 to develop aspects of cooperation between the two countries.

2- A memorandum by HE Minister of Environment and Climate Change regarding the results of the 24th meeting of GCC ministers responsible for environmental affairs in April 2022, via videoconferencing.

Seventh – The Cabinet, through the presentation made by HE Minister of Education and Higher Education, reviewed a study on institutional evaluation of the education system. The study included the objectives of the institutional evaluation project for the education system, including dividing it into three stages: the diagnosis stage, the intervention design stage, and the integrated plan preparation stage and project completion. The study showed the results of the diagnosis stage and concluded with a set of solutions at the student, school and ministry levels, and the necessary steps for implementation.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس ظهر اليوم بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة السيد/ محمد بن عبدالله السليطي، وزير الدولة لشؤون مجلس الوزراء بما يلي: في بداية الاجتماع رفع مجلس الوزراء أسمى آيات التهاني والتبريكات إلى مقام حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” بمناسبة قرب حلول عيد الأضحى المبارك، سائلا الله العلي القدير أن يعيده على سموه بموفور الصحة والسعادة، وعلى بلادنا العزيزة وشعبها الكريم والمقيمين على أرضها بمزيد من الخير والرخاء والنماء في ظل قيادة سموه الحكيمة، وعلى الأمتين العربية والإسلامية بالأمن والسلام والاستقرار.

ثم اطلع مجلس الوزراء على تقرير وزارة الصحة العامة حول آخر المستجدات والتطورات المتعلقة بفيروس كورونا (كوفيد-19)، وقرر تعديل قراره الصادر في اجتماعه العادي (19) لعام 2022 المنعقد بتاريخ 18 / 5 / 2022، وذلك بإلزام المواطنين والمقيمين والزائرين بارتداء الكمامات في الأماكن العامة المغلقة، على أن يعمل بهذا القرار اعتباراً من يوم الخميس الموافق 7 / 7 / 2022.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي: أولاً- الموافقة على مشروعي القانونين التاليين، وعلى إحالتهما إلى مجلس الشورى: أ‌- مشروع قانون بشأن تنظيم التسجيل العقاري.

ب‌- مشروع قانون بشأن التوثيق.

ثانياً- الموافقة من حيث المبدأ على اقتراح سعادة رئيس قطر للسياحة بتعديل بعض أحكام كل من: – القانون رقم (20) لسنة 2018 بشأن تنظيم السياحة.

– القانون رقم (21) لسنة 2018 بشأن تنظيم فعاليات الأعمال.

– القرار الأميري رقم (15) لسنة 2021 بشأن إنشاء قطر للسياحة.

ثالثاً- الموافقة على مشروع قرار وزير التجارة والصناعة بتعديل بعض أحكام القرار رقم (161) لسنة 2017 بشأن الاشتراطات العامة والخاصة الواجب توافرها في المحال التجارية والصناعية والعامة المماثلة.

رابعاً- الموافقة على مشروع اتفاقية بشأن الإعفاء المتبادل من متطلبات تأشيرة الدخول لحاملي الجوازات الدبلوماسية والخاصة والرسمية والعادية بين حكومة دولة قطر وحكومة منغوليا.

خامساً- الموافقة على مشروع البرنامج التنفيذي الأول لاتفاقية التعاون في المجال الثقافي بين حكومة دولة قطر وحكومة جمهورية البيرو للأعوام (2022، 2023، 2024).

سادساً- استعرض مجلس الوزراء الموضوعين التاليين واتخذ بشأنهما القرار المناسب: 1- مذكرة سعادة وزير البلدية بشأن نتائج زيارته إلى الولايات المتحدة الأمريكية خلال شهر مايو 2022 لتطوير أوجه التعاون بين البلدين.

2- مذكرة سعادة وزير البيئة والتغير المناخي بشأن نتائج الاجتماع (24) للوزراء المسؤولين عن شؤون البيئة بدول مجلس التعاون لدول الخليج العربية (أبريل 2022 – عبر تقنية الاتصال المرئي).

سابعاً- اطلع مجلس الوزراء من خلال العرض الذي قدمته سعادة وزير التربية والتعليم والتعليم العالي على دراسة تناولت “التقييم المؤسسي لمنظومة التعليم”، وقد احتوت الدراسة على أهداف مشروع التقييم المؤسسي لمنظومة التعليم، متضمنة تقسيمها إلى ثلاث مراحل: مرحلة التشخيص، مرحلة تصميم التدخلات، ومرحلة إعداد الخطة المتكاملة وإنجاز المشروع، وبينت الدراسة نتائج مرحلة التشخيص وخلصت إلى مجموعة من الحلول على مستوى الطالب والمدرسة والوزارة والخطوات اللازمة للتنفيذ.
