Ministry issues new legislation to protect workers from heat stress

The Ministry of Labor issued the new legislation related to heat stress in Qatar, which is directed to employers and includes a number of innovative measures. The new legislation obligates the employer to protect the health of workers and provide healthy and safe workplaces.
In addition to identifying hazards and taking the necessary measures to address problems before they cause accidents or ailments, employers should include all preventive measures in the risk assessment process.
The new legislation requires employers to prepare a risk assessment in order to mitigate the risk of heat stress, in addition, to assigning the main contractor the responsibility of coordinating measures to minimize the effects of heat stress in the event of multiple employers doing business at one site at the same time while obligating them to coordinate and cooperate together in this regard.
besides extending prohibited working hours in open workplaces where workers are exposed to weather conditions such as sunlight, humidity, and heat from the first day of June to September 15, between 10:00 a.m. and 3:30 p.m., the ministry is adopting a temperature index to assess and monitor the level of heat stress at work. All work must be stopped if the temperature exceeds 32.1°C on this scale throughout the year.
Conditions are also set for the briefing and training of workers and staff responsible for safety and health, providing drinking water, shaded rest areas, and appropriate personal protection equipment.

أصدرت وزارة العمل التشريع الجديد المتعلق بالإجهاد الحراري في قطر، والموجه لأصحاب العمل ويضم عددا من الإجراءات المبتكرة.. ويلزم التشريع الجديد صاحب العمل بحماية صحة العمال وتوفيـر أماكـن عمل صحية وآمنة. إلى جانب تحديد الأخطار واتّخاذ التدابير اللازمة لمعالجة المشاكل قبل أن تتسبب بحادث أو مرض، وينبغي علـى أصحاب العمل إدراج كافة الإجراءات الوقائية ضمن عملية تقييم المخاطر.
ويلزم التشريع الجديد أصحاب العمل بإعداد تقييم للمخاطر من أجل التخفيف من خطر الإجهاد الحراري، إلى جانب تكليف المقاول الرئيسي بمسؤولية تنسيق التدابير المفروضة للتخفيف من آثار الإجهاد الحراري في حال صودِف وجود عدة أصحاب عمل يضطلعون بالأعمال في موقع واحد في الوقــت نفســه، وإلزامهــم بالتنســيق والتعــاون معــا بهــذا الصــدد.
الى جانب تمديد سـاعات العمـل المحظـورة فـي أماكـن العمـل المكشـوفة حيـث يتعـرض العمـال للظـروف الجويـة كأشـعة الشـمس والرطوبـة والحـرارة مـن اليـوم الأول مـن شـهر يونيـو ولغاية 15 سـبتمبر، بيـن العاشـرة صباحـا والثالثـة والنصـف مـن بعـد الظهـر، واعتمــاد مؤشــر درجة الحرارة لتقييم ورصد مستوى الإجهاد الحراري في العمل، بحيث يجب إيقاف جميع الأعمال إذا تجـاوزت الحـرارة 32.1 درجـة مئويـة على هـذا المقياس وذلك على مدار السنة.
ويتم تحديد شـروط متعلّقة بإحاطة وتدريب العمال والموظّفين المسؤولين عـن السـلامة والصحـة، وتوفيـر ميـاه الشـرب وأماكن الاستراحة المظلَّلة ومعدات الحماية الشـخصية المناسـبة.
