Licensing “electric scooters” .. Will it protect the rights of their owners and others in case of accidents?

Doha: The use of electric scooters have recently spread rapidly on public streets, and the number of their users has increased as a mean of transportation and entertainment, without any protection for the rights of their owners or motorists in case of accidents.
Al-Raya met with a number of citizens and experts to discuss the most prominent solutions to provide rights to both parties in the event of traffic accidents by regulating the appropriate age for its use, roads, speed limits, and penalties necessary to reduce violations.
They stressed the importance of adding the status of the electric scooter in the articles of the Qatari Traffic Law through:
– Issuing ownership forms for these scooters with the owner’s name and all data installed.
– Children under 12 years old are not allowed to use electric scooters.
– Baning electric scooters on roads with a speed limit of more than 50 km/h.
– Adoption and application of speed limits for electric scooters.
They pointed out the importance of allocating a part of the street for the passage of electric scooters so that it is far from drivers, by obligating the far right, and introducing this through an awareness campaign.
They also noted the importance of obligating the owners of electric scooters to have an insurance policy, so that the owner of the scooter can be held accountable if he is the cause of the accident.

الدوحة: انتشرَ السكوتر الكهربائي في الشوارع العامة مؤخرًا، وزاد عدد مستخدميه للتنقل والترفيه دون وجود ما يحمي حقوق مالك السكوتر الكهربائي أو سائقي السيارات في حالة الحوادث. الراية التقت عددًا من المواطنين والخبراء لبحث أبرز الحلول لتوفير الحقوق للطرفين في حالة الحوادث المرورية من خلال تنظيم السن المناسبة لاستخدامه والطرق وحدود السرعة والعقوبات اللازمة للحد من المخالفات.
وأكدَ هؤلاء أهمية إضافة وضع السكوتر الكهربائى في مواد قانون المرور القطري عبر:
- إصدار استمارات ملكية لتلك السكوترات مثبت بها اسم مالكها وكافة بياناته
- عدم السماح للأطفال دون عمر 12 عامًا باستخدام السكوتر الكهربائي
- حظر سير السكوتر الكهربائي في الطرق التي يزيد حد السرعة المسموح فيها على 50 كم/ ساعة
- إقرار وتطبيق حدود للسرعة المسموح بها للسكوتر الكهربائي
وأشاروا إلى أهمية تخصيص جزء من الشارع لمرور السكوتر الكهربائي حتى يكون بعيدًا عن السائقين، بأن يلزم أقصى اليمين، والتعريف بذلك عبر الحملات الدعائية.
ولفتوا إلى أهمية إلزام أصحاب السكوتر الكهربائي ببوليصة تأمين، بحيث يمكن محاسبة صاحب السكوتر إذا كان هو المتسبب في الحادث بما يشمل تصليح السكوتر في حالة تضرره أو تصليح المركبات على حد سواء.
