MoCI Launches Service to Issue ‘Establishment Registrations’ via Single Window Platform
التجارة والصناعة تطلق خدمة إصدار قيد المنشأة عبر النافذة الواحدة

Doha: The Ministry of Commerce and Industry, in cooperation with the Ministry of Interior (MoI), has launched a new service to issue establishment registrations through the Single Window Platform.
When applying for a comprehensive incorporation service or for commercial license issuance, citizens and residents can now obtain their establishment registration through the General Directorate of Passports, the unified MoI centres, or the Single Window Platform website (www.sw.gov.qa).
The establishment registration is issued automatically along with a new commercial license for a fee of 200 QAR, which can be paid through the Single Window website.
Upon issuance, the registration will be available electronically through the Metrash2 application. Citizens and residents can also receive the registration by visiting the Single Window headquarters at the Ministry, the General Directorate of Passports, or at MoIs unified service centers.
Assistant Undersecretary for Commerce Affairs at the Ministry of Commerce and Industry, Saleh bin Majid Al Khulaifi, said in a statement to Qatar News Agency (QNA), that with the launch of the electronic establishment registration service, the Ministry has succeeded in integrating four services (reserve a trade name, issue a commercial registry, issue a commercial license, and issue facility registration) in one service and in a step that takes only minutes.
Al Khulaifi explained that the goal is to facilitate access to services, simplify and speed up procedures, and shorten investors’ time and effort. “The investor can now receive the service through a single electronic window without having to review the ministries and relevant authorities,” he said.
For his part, Director of the Single Window Department at the Ministry of Commerce and Industry, Mohammed Hamad Al Nuaimi said that citizens and residents can also receive the establishment registration by visiting the Ministry’s Single Window headquarters, or the General Directorate of Passports and the unified service centers of the Ministry of Interior.
Public Relations Officer at the Ministry of Interior Lt. Col. Tariq Al Aqidi said that offering the establishment registration service through the Single Window is an embodiment of cooperation between the two ministries with the aim of developing, enhancing and facilitating the services provided to citizens and residents.
Director of Employment Department at the Ministry of Labor Nasser Al Mannai said that linking the three ministries to facilitate services for investors will have an economic return. He called on all companies to take advantage of the electronic services of the Ministry of Labor in order to support business establishment and investment and encourage economic activities in the country.
The rollout comes as part of the Ministry of Commerce and Industrys efforts to continuously improve and develop its services, in an effort to upgrade and streamline the business service system in Qatar. The new service also aims to encourage the countrys investment and trade environment.
The Ministry had previously launched a package of 12 e-services, which have improved its dealing with the public.
These smart e-services cover the setup of: comprehensive establishment, comprehensive renewal, requesting a replacement for a lost commercial license, printing a commercial register extract, factory establishment, foreign companies branch management, comprehensive incorporation completion, factory establishment completion, branch addition, sub-license addition, and commercial license issuance and renewal.

الدوحة: أطلقت وزارة التجارة والصناعة، بالتعاون مع وزارة الداخلية، خدمة إصدار قيد المنشأة، عبر منصة خدمات النافذة الواحدة، وذلك في إطار جهود تحسين وتطوير الخدمات للارتقاء بمنظومة خدمات الأعمال، والإسهام في تيسير وسرعة إنجازها، مما يسهم في تشجيع مناخ الاستثمار والتجارة بالدولة.
وأوضح مسؤولون من وزاراتي التجارة والصناعة والداخلية، أنه يمكن للمواطنين والمقيمين الحصول على خدمة إصدار قيد المنشأة من خلال الإدارة العامة للجوازات ومراكز الخدمات الموحدة لوزارة الداخلية والموقع الإلكتروني للنافذة الواحدة www.sw.gov.qa، وذلك في حال التقديم لطلب خدمة التأسيس الشامل، أو خدمة إصدار الرخصة التجارية.
وأفادوا بأنه في حال تقديم الطلب سيتم إصدار قيد المنشأة تلقائياً برسوم تبلغ 200 ريال قطري، مع صدور الرخصة التجارية الجديدة، ويمكن سدادها عبر موقع النافذة الواحدة.
وقال السيد صالح بن ماجد الخليفي وكيل الوزارة المساعد لشؤون التجارة بوزارة التجارة والصناعة، في تصريح لوكالة الأنباء القطرية /قنا/، إنه “مع إطلاق خدمة قيد المنشأة إلكترونيا، تكون الوزارة قد نجحت في دمج أربع خدمات (حجز اسم تجاري، إصدار سجل تجاري، إصدار رخصة تجارية، إصدار قيد المنشأة) في خدمة واحدة وبخطوة تستغرق دقائق فقط”.
وأوضح الخليفي أن الهدف هو تسهيل الوصول إلى الخدمات وتبسيط الإجراءات وتسريعها، واختصار وقت وجهد المستثمرين.. وقال “يستطيع المستثمر الآن تلقي الخدمة عبر نافذة إلكترونية واحدة دون أن يضطر إلى مراجعة الوزارات والجهات ذات العلاقة”.
وأضاف أن قيد المنشأة اليوم أصبح متاحا على /مطراش2/، ولا يضطر المراجع إلى اصطحاب أي أوراق معه، فكل الوثائق متاحة لدى كل الجهات المعنية بفضل الربط الإلكتروني فيما بينها.
وبدوره بين السيد محمد حمد النعيمي، مدير إدارة النافذة الواحدة بوزارة التجارة والصناعة، أنه يمكن كذلك للمواطنين والمقيمين استلام قيد المنشأة من خلال مراجعة مقر النافذة الواحدة بالوزارة، أو الإدارة العامة للجوازات ومراكز الخدمات الموحدة لوزارة الداخلية.
ومن جانبه، أكد المقدم طارق العقيدي ضابط العلاقات العامة بوزارة الداخلية أن إتاحة /قيد المنشأة/ عبر النافذة الواحدة هو تجسيد للتعاون بين الوزارتين بهدف تطوير وتعزيز وتيسير الخدمات المقدمة للمواطنين والمقيمين.
ومن ناحيته، أكد السيد ناصر المناعي مدير إدارة الاستخدام بوزارة العمل، أن الربط بين الوزارات الثلاث لتسهيل الخدمات أمام المستثمرين، سيكون له مردوه الاقتصادي.. داعيا جميع الشركات إلى الاستفادة من الخدمات الإلكترونية لوزارة العمل بهدف دعم تأسيس الأعمال والاستثمار وتشجيع الأنشطة الاقتصادية بالدولة.
يذكر أن وزارة التجارة والصناعة كانت قد أطلقت حزمة من الخدمات الإلكترونية الذكية ضمن النافذة الواحدة والتي تعتبر نقلة نوعية في أسلوب تعامل الوزارة مع الجمهور، حيث تبلغ عدد الخدمات المتاحة نحو 12 خدمة نوعية.
وتشمل تلك الخدمات التأسيس الشامل، والتجديد الشامل، وطلب بدل فاقد لرخصة تجارية، وطباعة مستخرج سجل تجاري، وتأسيس مصنع، وإدارة فروع الشركات الأجنبية، واستكمال التأسيس الشامل، واستكمال تأسيس مصنع، وإضافة فرع، وإضافة رخصة فرعية، وإصدار وتجديد الرخصة التجارية.
