Qatar secures top ranks in GEMS Maturity Index 2021

Qatar has secured many ranks on the Government Electronic and Mobile Services (GEMS) Maturity Index 2021, issued by the United Nations Economic and Social Commission for Western Asia (ESCWA). 

According to the index, Qatar led the overall ranking with 82.58%, ahead of Saudi Arabia, which ranked 81.97%, and the United Arab Emirates, which ranked 74%.  The increase in the GEMS 2021 Maturity Index values, about 25% for most participating Arab countries, was remarkable in this year’s report, indicating increased interest in digital transformation in the Arab world.

GEMS Maturity index is based on three main pillars or core dimensions in the classification and evaluation process. The first pillar measures service availability and sophistication, the second pillar measures service use and user satisfaction, and the third pillar measures the government’s efforts to public outreach. 

Through these pillars, the index measures the maturity of government services provided through portals and mobile applications in the Arab region, based on the measurement of 84 government services deemed necessary for individuals and companies. These services are selected according to the life cycle principle for individuals and businesses. Meaning, services individuals need at different stages of their lives, and services companies need to establish, manage, and close their operations.

Qatar topped the overall ranking of the participating Arab region in two pillars: service use and user satisfaction, which is the second pillar of the GEMS 2021 Maturity Index, with a value of 72%, and the government’s efforts to public outreach, which is the third pillar of the index, with a value of 93%, while service availability and sophistication, which is the first pillar of the index, Qatar ranked second with a score of 88%, after Saudi Arabia, which scored 92%.

الدوحة: حصلت قطر على العديد من المراتب في مؤشر نضوج الخدمات الحكومية الإلكترونية والمتنقلة لعام 2021، الصادر عن لجنة الأمم المتحدة الاقتصادية والاجتماعية لغرب آسيا (الإسكوا).

وبحسب المؤشر، تصدرت قطر الترتيب العام بنسبة 82.58٪، متقدمة على السعودية التي احتلت المرتبة 81.97٪، والإمارات التي احتلت المرتبة 74٪. وكانت الزيادة ملحوظة في قيم مؤشر النضوج 2021، لحوالي 25٪ لمعظم الدول العربية المشاركة في تقرير هذا العام، مما يشير إلى زيادة الاهتمام بالتحول الرقمي في العالم العربي.

يعتمد مؤشر نضوج الخدمات الحكومية الإلكترونية والمتنقلة على ثلاث ركائز رئيسية أو أبعاد أساسية في عملية التصنيف والتقييم. حيث تقيس الركيزة الأولى مدى توفر الخدمة وتطورها، بينما تقيس الركيزة الثانية استخدام الخدمة ورضا المستخدمين، بينما تقيس الركيزة الثالثة جهود الحكومة في توعية الجمهور.

ومن خلال هذه الركائز، يقيس المؤشر مدى نضج الخدمات الحكومية المقدمة من خلال البوابات وتطبيقات الهاتف المحمول في المنطقة العربية، بناءً على قياس 84 خدمة حكومية تعتبر ضرورية للأفراد والشركات. ويتم اختيار هذه الخدمات وفقاً لمبدأ دورة الحياة للأفراد والشركات. وهذا يعني أن الخدمات التي يحتاجها الأفراد في مراحل مختلفة من حياتهم، وتحتاجها شركات الخدمات لإنشاء وإدارة وإغلاق عملياتها.

وتصدرت قطر الترتيب العام للمنطقة العربية المشاركة في ركيزتين: استخدام الخدمة ورضا المستخدمين، وهي الركيزة الثانية لمؤشر نضوج الخدمات الحكومية الإلكترونية والمتنقلة 2021 بقيمة 72٪، وجهود الحكومة في توعية الجمهور، وهي الركيزة الثالثة للمؤشر بقيمة 93٪. واحتلت قطر المرتبة الثانية بنسبة 88٪ ،بتوفر الخدمة وتطورها، وهي الركيزة الأولى للمؤشر، بعد السعودية التي حصلت على 92٪.
