Ministry of Labor Closes and Cancels Licenses of Recruitment Offices

Doha: The Ministry of Labor announced yesterday the closure of 11 labor recruitment offices, and the withdrawal of license of one recruitment office, for violating the provisions of the law, as part of the efforts of the Ministry to follow up and continuously monitor these offices, and to ensure the implementation of the decisions issued to preserve the rights of employers of domestic workers.

The closure decision included the following recruitment offices: Starch, Anand, Sunrise, Dubai, Frame, Al Adam, Absher, Al Methaq, Resala, Altaaon, and Althabat. In accordance with the decision, the closed offices may not engage in the activity of recruiting labor or concluding contracts with employers.

Meanwhile, the Ministry revoked the license of Colombo office and referred it to the security authorities due to practicing another business in the office, which are cleaning and hospitality activities, in addition to the exploitation of workers who entered the country on visit and family visas by making them work without a work permit.

The Ministry of Labor began last week implementing inspection campaigns of recruitment offices to monitor their commitment to implementing the decision to extend the probation period for domestic workers from three months to nine months, and the decision setting the maximum prices for the recruitment of domestic workers.

The Ministry stated that the inspection teams made sure that the new forms of employment contracts for domestic workers were used, in addition to making sure that the recruitment prices were adhered to according to the decision to set the maximum prices for the recruitment of domestic workers.

The Ministry of Labor has allocated direct means of communication to receive complaints from the public, including a hotline at the number 40288101, and the e-mail info@mol.gov.qa. It also urged all citizens and residents to report any abuses or violations by the recruitment offices.

الدوحة: أعلنت وزارة العمل، يوم أمس، إغلاق وسحب ترخيص 11 مكتبا من مكاتب استقدام العمالة، لمخالفتها أحكام القانون، وسحبها ترخيصا لأحد المكاتب الأخرى، وذلك ضمن جهودها في المتابعة والرقابة المستمرة على هذه المكاتب، وتأكدها من تطبيقها للقرارات الصادرة عن الوزارة التي من شأنها الحفاظ على حقوق أصحاب العمل والعمالة المستخدمة في المنازل.

وشمل قرار الإغلاق المكاتب التالية: استارتش لاستقدام العمالة، اناند لاستقدام العمالة، شروق الشمس لاستقدام العمالة، دبي لاستقدام العمالة، فريم لاستقدام العمالة، الأدعم لاستقدام العمالة، ابشر لاستقدام العمالة، الميثاق لاستقدام العمالة، الرسالة لاستقدام العمالة، التعاون لاستقدام العمالة، الثبات لاستقدام العمالة، حيث لا يجوز للمكتب المغلق، بحسب قرار الإغلاق، ممارسة نشاط استقدام العمالة أو إبرام العقود مع أصحاب العمل.

كما تم سحب رخصة مكتب كولمبو لاستقدام العمالة، وإحالته للجهات الأمنية بسبب مزاولة المرخص له عملا آخر بالمكتب وهو ممارسة نشاط التنظيفات والضيافة، واستغلال العمالة الذين دخلوا الدولة بتأشيرات الزيارة والتأشيرات العائلية باستخدامهم للعمل بنظام الساعات في المنازل دون تصريح عمل.

وبدأت وزارة العمل، الأسبوع الماضي، تنفيذ حملات تفتيشية على مكاتب الاستقدام لمراقبة مدى التزامها بتطبيق قرار تمديد فترة اختبار العمالة المستخدمة في المنازل من ثلاثة أشهر إلى تسعة أشهر، وقرار تعيين الحد الأقصى لأسعار استقدام العمالة المنزلية.

وقد أوضحت الوزارة أنّ فرق التفتيش تقوم خلال جولاتها بالتأكد من استخدام النماذج الجديدة لعقود الاستخدام للعمالة المنزلية وفقا لبنود قرار تمديد الضمان، بالإضافة إلى تأكدها من الالتزام بأسعار الاستقدام حسب قرار تعيين الحد الأقصى لأسعار استقدام العمالة المنزلية.

وخصصت وزارة العمل وسائل تواصل مباشرة لاستقبال الشكاوى من قبل الجمهور، منها الخط الساخن على الرقم 40288101، والبريد الإلكتروني Info@mol.gov.qa، كما حثت جميع المواطنين والمقيمين على الإبلاغ عن أي تجاوزات أو مخالفات من قبل مكاتب استقدام العمالة المنزلية بشأن تنفيذ قرار تمديد الضمان، أو قرار الحد الأقصى للأسعار بشأن استقدام العمالة المنزلية.
