Qatar National Day 2021… Unprecedented Achievement, Glory, International Appreciation

Doha: The State of Qatar will celebrate today the National Day, which falls on Dec.18 of each year, under the slogan ‘Ancestral Meadows: A Matter of Trust’, which is derived from a poem by the Founder Sheikh Jassim Bin Mohammed Bin Thani. This slogan confirms that Qataris are linked to their environment since ancient times, as they were raised in it and were affected by its characteristics. They coexisted with its nature in all its seasons, which made their lives as simple as their environment.

On this glorious day in Qatar’s history, we recall the biography of the Founder who, nearly 140 years ago, took over the reins of power on Dec. 18, 1878, and laid the foundations of our modern state, preserved its sovereignty and the dignity of its people, and made Qatar a united, cohesive and independent state. He also established the values and principles on which it was based, and thanks to these values, the State proceeded on the paths of glory and honor, accomplishing achievements, patronizing rights, safeguarding covenants, providing aid to those in need, supporting the oppressed, triumphing for truth and justice, observing the right of neighborliness, adhering to values and morals, and presenting to the world a bright model for a secure and stable state capable of achieving the highest rates of development and providing decent life for its people and residents on its land.

Perhaps the progress achieved by the State of Qatar clearly reflects the authenticity and genius of the long journey initiated by the Founding and all leaders of Qatar who walked the path and achieved the desired goal, which is the pride and dignity of everyone who resides on this good land.

This day is significant for Qataris, as it represents the meanings of unity and harmony among everyone who lives on the beloved land of Qatar. This occasion comes while the State of Qatar is achieving a major renaissance in all fields, including political, economic, social and athletic fields due to the wise policy and sound directives of the wise leadership, and thanks to the solidarity of the people of the country and their support for their wise leadership.

Since the beginning of its blessed journey, the State of Qatar believed in the principle of investing in human beings and placed it on the top of its priorities. Despite the advanced stages that the State has made in achieving comprehensive development and economic advancement, the ambitions of the wise leadership have no limits, as it is constantly striving for the best and the highest for the sake of the welfare of the people on this earth, their dignity, rights, wishes and aspirations.

This year has been full of political activity for our country, at home and abroad, and at all levels, which reflects the active role of the State of Qatar and the position it enjoys among countries, people and international organizations and institutions. At the top of this activity were the foreign participations of HH the Amir Sheikh Tamim bin Hamad Al-Thani. HH the Amir participated last Tuesday with his brothers, the leaders of the countries of the Cooperation Council for the Arab States of the Gulf and heads of delegations in the 42nd Gulf Summit in Riyadh. HH the Amir also started 2021 by participating in the work of the 41st session of the Supreme Council of the Cooperation Council for the Arab States of the Gulf, which was held in the Saudi province of Al-Ula. Last May, HH the Amir visited the sisterly Kingdom of Saudi Arabia, during which he met with HRH Crown Prince, Deputy Prime Minister and Minister of Defense of the sisterly Kingdom of Saudi Arabia Prince Mohammed bin Salman bin Abdulaziz Al Saud.

HH the Amir participated in the works of the St. Petersburg International Economic Forum in Russia last June, the Baghdad Conference for Cooperation and Partnership, which was held in Baghdad last August, and in the 76th session of the UN General Assembly in New York during September. Last October, HH the Amir participated in the extraordinary meeting of the Group of 20 on Afghanistan, at the invitation of the Prime Minister of Italy Mario Draghi, whose country is chairing the current session of the group. HH the Amir also participated in the Middle East Green Initiative Summit, which was held in Riyadh, and in the COP 26 UN Climate Change Conference, which was held in Glasgow, Scotland, last month.

Doha turned into a global capital of political, diplomatic and economic activity through intensive visits by a large number of leaders of Arab, Islamic and friendly countries. HH the Amir received them separately at the Amiri Diwan and discussed with them bilateral relations and ways to support and develop them as well as issues and topics of common interest. The country was visited a few days ago by HRH Crown Prince of Kingdom of Saudi Arabia, and the Presidents of Eastern Uruguay, Armenia, Turkey, Poland, France, Djibouti, the Libyan Presidency Council, Palestine, Somalia, and Lebanon, as well as HM the Sultan of Oman and HM the King of Jordan, in addition to the Brazilian President and the presidents of Rwanda, the Chadian Transitional Military Council, Equatorial Guinea, Sudanese Sovereignty Council, Ukraine, Congo, Seychelles and the Maldives. These visits confirm the respect and appreciation the countries of the world have for Qatari policy and its political, economic, diplomatic and development contributions, in addition to its stances based on dialogue as a means to achieve international peace and security.

Qatari diplomacy shined in its best form through its efforts in the Afghan peace process, as it hosted and facilitated talks between the various Afghan factions and the United States and others, in addition to evacuating thousands of Afghan citizens and foreigners wishing to leave Kabul after Taliban took control. Most of those who were evacuated settled as guests in the State of Qatar for a few days before continuing their way to their final destinations. The evacuation of civilians took place under dangerous conditions and many challenges, and Qatar operated an air bridge to transport relief materials for the Afghan people. Doha turned into an international center through the leaders, delegations and senior officials who visited it or through the phone calls they had with HH the Amir Sheikh Tamim bin Hamad Al-Thani and HE the Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani to express their thanks and appreciation for the Qatari efforts in the evacuation operations. One of the most prominent calls was when HH the Amir received a phone call from HE President Joe Biden, the President of the United States of America, who expressed his thanks to HH the Amir for the contribution of the State of Qatar in the evacuation of civilians and its efforts in the peace process in Afghanistan.

The visit of HE US Secretary of State Antony J. Blinken and US Secretary of Defense Lloyd J. Austin to Doha comes in the same context, as they conveyed to HH the Amir the thanks and appreciation of HE President Biden for the efforts of the State of Qatar in the peace process in Afghanistan, and its pivotal role in facilitating the operations of the evacuation of American citizens, citizens of allied countries and Afghan civilians, in addition to Doha’s hosting of the negotiations between the US and Taliban, noting the close partnership between the two countries and the diplomatic role of the State of Qatar, which contributes to maintaining regional and international peace and security.

On Oct. 02, completing the building of constitutional structures and to enhance popular participation in decision-making in the State of Qatar, the first elections were organized to select two-thirds of the thirty members of the Shura Council. Through this experience, the Qatari people demonstrated the extent of their awareness and eligibility for the practice of consultative democracy, as well as their preparedness to participate in decision-making according to the vision of HH the Amir.

HH the Amir addressed the first meeting of the elected Shura Council, which coincides with the 50th annual session of the Council. HH expressed his confidence that the members of the Council realize the great national responsibility placed upon them when carrying out their legislative duties, as well as their role in consolidating cooperation with the Cabinet to achieve the interests of the country.

As part of its preparations for the FIFA World Cup Qatar 2022, the State of Qatar inaugurated at 8:30 pm on Nov. 21, the FIFA World Cup Qatar 2022 Official Countdown Clock, which was organized by the Supreme Committee for Delivery & Legacy, in cooperation with FIFA, a year before the major event.

This step came after the Supreme Committee for Delivery & Legacy announced the completion of construction in the eight stadiums hosting the first edition of the World Cup in the Arab world and the Middle East, after putting the final touches on Lusail Stadium, the largest of the World Cup stadiums, which will witness the final match in the tournament. The first matches of the tournament will be held at Al Bayt Stadium in the city of Al Khor in the north of the State of Qatar.

On Nov. 30, HH the Amir Sheikh Tamim bin Hamad Al-Thani inaugurated the FIFA Arab Cup Qatar 2021, at Al Bayt Stadium. HH the Amir announced the beginning of the tournament, saying, “in the name of God and with God’s blessings, I declare the opening of the FIFA Arab Cup Qatar 2021, wishing all national teams the best of luck. We welcome all the Arabs in the Doha of Arabs.”

In 2021, the state achieved achievements, progress and development at all levels, including in the fields of education, economics, commercial, health, sports and others, with the aim of advancing the country and serving Qatar and its citizens in an ambition that is not limited by borders or deterred by difficulties.

On the health front, the State of Qatar spared no effort in its quick response to the serious repercussions of the COVID-19 pandemic. It adopted a quick strategy based on three main axes: protecting all members of society by strengthening the health sector, providing the necessary support to the economy to reduce the negative effects of the pandemic, and contributing to international efforts to address the virus by providing assistance to relevant countries and international organizations.

The measures adopted by Qatar to limit the spread of the pandemic succeeded in mitigating its effects on various aspects of life, including reducing the COVID-19 death rate to a minimum, making Qatar rank as one of the lowest death rates caused by the disease globally, and with more than 85.6 percent of the population receiving two doses of the vaccine, making it one of the highest vaccination rates in the world. Provisions of the third booster dose also began for people who have received their second dose six months prior, making Qatar rank 15th for countries that have dealt with the COVID-19 pandemic in the best way and was the only Arab country that was included in this classification in Der Spiegel magazine.

During the past ten years, ten state-of-the-art hospitals and many new specialized facilities were opened and the number of hospitals affiliated with Hamad Medical Corporation (HMC) increased to 14, while the number of primary health care centers in the public sector has now increased to 28 centers.

In 2021, the Qatari economy witnessed a recovery from the negative effects of the pandemic in light of the easing of restrictions imposed on business activities and freedom of movement since mid-2021, and the large economic and financial support package provided by the State to the private sector helped it continue to develop and its exports continued to grow, reaching their levels before the pandemic.

On Dec. 7, 2021, HH the Amir Sheikh Tamim bin Hamad Al-Thani issued a law approving the State’s general budget for the fiscal year 2022. The total estimates of revenues in this budget amounted to QAR 196 billion, which represents an increase of 22.4 percent compared to the estimates of the budget of 2021.

The budget focused on projects in the health and education sectors and the completion of projects related to hosting the FIFA World Cup Qatar 2022.

The State also worked to establish legislative frameworks that support the attractiveness of the business environment, such as the issuance of a law regulating the investment of non-Qatari capital in economic activity and a law regulating partnership between the public and private sectors, in addition to investing in vital and important sectors, including health, technology, developing free zones, and continuing the expansion of Hamad International Airport and Hamad Port in a way that consolidates the economic openness of the State of Qatar and enhances its trade relations with various countries.

The State of Qatar continues to strengthen its position as a reliable partner to provide clean energy to the global economy. In this regard, Qatar Petroleum announced changing its name to QatarEnergy, with a new brand and corporate identity, and confirmed that it would continue under the new name to provide the cleanest energy the world needs. The company signed agreements to build more than 100 new gas tankers, worth USD 100 billion.

QatarEnergy also signed several agreements this year to carry out marine exploration off the Egyptian, Canadian, Cypriot and Namibian coasts and in two marine areas in the Republic of Suriname, and signed a number of agreements to supply Qatari gas to a number of countries, including China, Pakistan and Bangladesh.

Qatar attached great importance to the environment and sustainable development by including the field as one of the most important pillars of the National Development Strategy through clear plans and programs aimed at preserving and protecting the environment and its natural balance to achieve comprehensive and sustainable development for all future generations.

In application of this approach, the State of Qatar created the Ministry of Environment and Climate Change and launched the Qatar National Environment and Climate Change Strategy, which aims to protect and enhance the Qatari environment to preserve the quality of life and ensure long-term economic resilience.

The State also joined many international conventions that enhance efforts to protect the environment and its sustainability. The Ministry of Environment and Climate Change is making intensive efforts to preserve vegetation cover, rehabilitate Qatari land, and assess the environmental impact of projects and programs that may affect the environment and thus the health of community members as well.

The Ministry of Municipality also announced the date of the launch of the International Horticultural Expo or Doha Expo 2023, which will be held from Oct. 2, 2023 to March 28, 2024 in Al Bidda Park in Doha under the slogan ‘Green Desert, Better Environment.’

Under the patronage of HH the Amir and from the Museum of Islamic Art, the activities of Doha, the capital of culture in the Islamic world 2021, were officially launched on March 8 with more than 70 activities over a whole year. Qatar has sought to encourage creativity and innovation as cultural values, inspire new generations and enrich the global cultural scene through a productive and active role, and focus on cultural diversity as an added value for Islamic countries, while introducing the cultural experience of the State of Qatar and its efforts to promote Islamic culture.

On Feb. 24, the Sabah Al-Ahmad Corridor was inaugurated, one of the largest road infrastructure projects in the country, which includes bridges, intersections and tunnels, and what it will work to achieve in terms of great traffic flow to serve many other transport sectors such as Hamad International Airport and the metro network through its integration with many main roads within the framework of the State’s urban plan.

The Public Works Authority (Ashghal) continues to work to achieve the objectives of Qatar National Vision 2030 by implementing programs and projects to develop infrastructure and public buildings in the country in order to make Qatar one of the most advanced countries in the world in this field. Ashghal is currently working on a wide range of infrastructure programs in all regions of the country, and some of its projects have won international awards.

This year, the operation and installation of station No. 19 for charging electric vehicles at the Cultural Village Foundation (Katara) was completed, as part of a plan to install and operate 100 charging stations for electric vehicles throughout the State of Qatar.

With the graduation of new batches of military colleges in the country, the armed forces with its various branches, the Ministry of Interior and its affiliates continued to enjoy the attention and care of HH the Amir and his wise government by providing them with the latest equipment and weapons and participating in internal and external training with the forces of brotherly and friendly countries to keep a watchful eye on the security of the homeland and citizens, and the shield that defends its achievements and interests and every atom of its soil.

Qatar has come a long way in the field of food security, achieving self-sufficiency in a number of food commodities as a result of the initiatives undertaken by the State to support the production and marketing of these commodities. Qatar ranks 37th globally, outperforming 76 countries around the world in the Global Food Security Index issued by the Information Unit of the British Economist magazine.

Transparency International announced the results of the Corruption Perceptions Index for 2020, and the State of Qatar achieved 63 points on the index, which ranked second in the Gulf and Arab countries, and at the global level, Qatar ranked 30 out of 180 countries and territories included in the index.

Qatar also ranked first globally in the speed of mobile Internet connection and ranked 17th in the Global Competitiveness Index, among 64 countries, most of which are developed countries, according to the World Competitiveness Report 2021, which is issued annually by the International Institute for Management Development in Switzerland.

The State of Qatar has made global achievements in the field of radiation protection and hazardous materials, as it became the first in the world to have a regional laboratory specialized in radiometric measurements and the first country with an integrated project that covers the whole country with a radiation control warning network.

This year, the State of Qatar continued its humanitarian role on the regional and international levels by helping those in need around the world, providing medical assistance to more than 70 countries to combat the COVID-19 pandemic and relief materials for people suffering from natural disasters, crises, wars and ongoing conflicts, in all hot and afflicted spots.

الدوحة: تحتفل دولة قطر اليوم /السبت/ بذكرى اليوم الوطني الموافق للثامن عشر من ديسمبر من كل عام ، تحت شعار “مرابع الأجداد أمانة” المستمد من قصيدة للمؤسس الشيخ جاسم بن محمد بن ثاني، طيب الله ثراه، وهو شعار يؤكد أنَّ القطريين يرتبطون ببيئتهم ارتباطاً وثيقاً منذ القديم، فيها تربوا وبخصائصها تأثروا، فتعايشوا مع طبيعتها بحرا وبرّا، في جميع مواسمها، لذا اتَّسمت حياتهم بالبساطة كبساطة بيئتهم.

وفي مثل هذا اليوم الأغر من تاريخ قطر المجيد، نستذكر السيرة العطرة للمؤسس الذي أرسى، قبل قرابة مائة وأربعين عاماً عند تسلمه مقاليد الحكم في البلاد يوم 18 ديسمبر 1878 دعائم دولتنا الحديثة، وحافظ على سيادتها، وصان كرامة شعبها، وجعل من قطر دولة موحدة ومتماسكة ومستقلة، وأسس لها القيم والمبادئ التي قامت عليها، ومضت بفضلها في دروب المجد والعز، تحقق الإنجازات وتصنع الأمجاد، وترعى الحقوق وتصون العهود وتغيث المحتاج وتنصر المظلوم وتنتصر للحق والعدل وتراعي حق الجوار وتتمسك بالقيم والأخلاق، وتقدم للعالم نموذجا مشرقا للدولة الآمنة والمستقرة القادرة على تحقيق أعلى معدلات التنمية، وتوفير أرقى سبل الحياة الكريمة لشعبها والمقيمين على أرضها.

ولعل ما وصلت إليه دولة قطر من تقدم ورقي يعكس بجلاء أصالة وعبقرية الرحلة الطويلة من العمل والجهد المستمر الذي بدأه الشيخ المؤسس رحمه الله، مروراً بكل قادة قطر العظماء الذين ساروا على الدرب وحققوا الهدف المنشود وهو العزة والكرامة والرفعة لكل من يقيم على هذه الأرض الطيبة.

إن هذا اليوم هو يوم عزيز على قلوب القطريين، لما يمثله من معاني الوحدة والوئام بين كل من يعيش على أرض قطر الحبيبة، ويستحضر مسيرة دولة حافلة بالعز والفخر، حيث تحل هذه الذكرى بينما حققت دولة قطر نهضة كبرى بكافة المجالات ومنها السياسية والاقتصادية والاجتماعية والرياضية، وذلك بفضل السياسة الحكيمة والتوجيهات السديدة للقيادة الرشيدة، وبتكاتف أبناء الوطن والتفافهم حول قيادتهم الرشيدة.

آمنت دولة قطر منذ بداية مسيرتها المباركة، بمبدأ الاستثمار في الإنسان ووضعته على سلم أولوياتها، وعلى الرغم من المراحل المتقدمة التي قطعتها الدولة في تحقيق نهوض تنموي واقتصادي شامل، فإن طموحات القيادة الحكيمة لا حدود لها، فهي تسعى بشكل دائم نحو الأفضل والأسمى من أجل عزة ورفاهية إنسان هذه الأرض وكرامته وحقوقه وأمانيه وتطلعاته.

لقد كان هذا العام حافلا بالنشاط السياسي لبلادنا بالداخل والخارج وعلى جميع الأصعدة والمستويات، وهو ما يعكس الدور الفاعل لدولة قطر والمكانة التي يحظى بها بين الدول والشعوب والمنظمات والمؤسسات الدولية، وجاءت على رأس هذا النشاط، المشاركات الخارجية التي قام بها حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، حيث شارك يوم الثلاثاء الماضي مع إخوانه قادة دول مجلس التعاون لدول الخليج العربية، ورؤساء الوفود في القمة الخليجية الثانية والأربعين بالرياض، وكان سموه قد استهل العام 2021 بالمشاركة أيضا بأعمال الدورة الحادية والأربعين للمجلس الأعلى لمجلس التعاون لدول الخليج العربية، التي عقدت بمحافظة العلا السعودية، وفي مايو الماضي قام سموه بزيارة للمملكة العربية السعودية الشقيقة التقى خلالها مع صاحب السمو الملكي الأمير محمد بن سلمان بن عبدالعزيز آل سعود ولي العهد نائب رئيس مجلس الوزراء وزير الدفاع السعودي.

وشارك سمو الأمير بأعمال منتدى سانت بطرسبورغ الاقتصادي الدولي، في روسيا في يونيو الماضي، وبمؤتمر بغداد للتعاون والشراكة، الذي عقد بالعاصمة العراقية في أغسطس الماضي، وفي أعمال الدورة السادسة والسبعين للجمعية العامة للأمم المتحدة بمدينة نيويورك في سبتمبر من هذا العام، وفي أكتوبر الماضي شارك سمو الأمير وعبر تقنية الاتصال المرئي في الاجتماع الاستثنائي لمجموعة العشرين بشأن أفغانستان، بدعوة من دولة السيد ماريو دراغي رئيس وزراء الجمهورية الإيطالية، والذي تترأس بلاده الدورة الحالية للمجموعة، كما شارك سموه بقمة مبادرة الشرق الأوسط الأخضر، التي عقدت بالرياض، وفي المؤتمر السادس والعشرين للأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ COP26 الذي عقد بمدينة غلاسكو في إسكتلندا الشهر الماضي.

وتحولت الدوحة إلى عاصمة عالمية للنشاط السياسي والدبلوماسي والاقتصادي عبر زيارات مكثفة من جانب عدد كبير من قادة الدول العربية والإسلامية والصديقة، حيث استقبلهم حضرة صاحب السمو أمير البلاد المفدى كلا على حدة بالديوان الأميري، وبحث معهم العلاقات الثنائية وسبل دعمها وتطويرها فضلا عن القضايا والموضوعات ذات الاهتمام المشترك، فقد زار البلاد قبل أيام سمو ولي العهد السعودي كما زارها في الفترة والأشهر الماضية رؤساء الأوروغواي الشرقية وأرمينيا وتركيا وبولندا وفرنسا وجيبوتي ورئيس مجلس الدولة الليبي، والرؤساء الفلسطيني والصومالي واللبناني وجلالة سلطان عمان والرئيس البرازيلي وجلالة ملك الأردن، ورئيس رواندا ورئيس المجلس العسكري التشادي ورئيس غينيا الاستوائية ورئيس مجلس السيادة السوداني، ورؤساء أوكرانيا والكونغو وسيشل والمالديف، وتؤكد هذه الزيارات ما تحمله دول العالم من احترام وتقدير للسياسة القطرية، وإسهاماتها السياسية والاقتصادية والدبلوماسية والتنموية، ومواقفها القائمة على الحوار كوسيلة لتحقيق الأمن والسلم الدوليين.

وتألقت الدبلوماسية القطرية بأبهى صورها، من خلال جهودها في عملية السلام الأفغانية واستضافة وتسهيل المحادثات بين مختلف الفصائل الأفغانية والولايات المتحدة وغيرها، وكذلك إجلاء الآلاف من المواطنين الأفغان والأجانب الراغبين بمغادرة كابول بعد سيطرة طالبان عليها، وحل معظمهم كضيوف بدولة قطر لبضعة أيام قبل أن يكملوا طريقهم إلى وجهاتهم النهائية، وقد تمت عمليات إجلاء المدنيين في ظل أوضاع خطيرة وتحديات عديدة، كما سيرت قطر جسراً جويا لنقل مواد الإغاثة للشعب الأفغاني، وتحولت الدوحة إلى مركز دولي من خلال القادة والزعماء والوفود وكبار المسؤولين الذين زاروها، أو من خلال الاتصالات الهاتفية التي أجروها مع حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، وسعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، للتعبير عن شكرهم وتقديرهم للجهود القطرية في عمليات الإجلاء، وكان من أبرز هذه الاتصالات تلقي سمو الأمير المفدى اتصالا هاتفيا من فخامة الرئيس جو بايدن رئيس الولايات المتحدة الأمريكية الصديقة، الذي عبر عن شكره لسمو الأمير على مساهمة دولة قطر في عمليات إخلاء المدنيين وجهودها في عملية السلام في أفغانستان.

وفي السياق ذاته جاءت زيارة سعادة السيد أنتوني بلينكن وزير الخارجية، وسعادة السيد لويد أوستن وزير الدفاع بالولايات المتحدة الأمريكية الصديقة معا للدوحة، حيث نقلا لسمو الأمير المفدى شكر وتقدير فخامة الرئيس بايدن على جهود دولة قطر في دعمها لعملية السلام في أفغانستان، ودورها المحوري في تسهيل عمليات إجلاء المواطنين الأمريكيين ومواطني الدول الحليفة والمدنيين الأفغان، إضافة إلى استضافة الدوحة للمفاوضات بين الولايات المتحدة الأمريكية وطالبان، منوهين بالشراكة الوثيقة بين البلدين، وبالدور الدبلوماسي لدولة قطر الذي يسهم في حفظ الأمن والسلم الإقليمي والدولي.

وفي الثاني من أكتوبر الماضي، واستكمالا لبناء الهياكل الدستورية وتعزيزا للمشاركة الشعبية في صنع القرار وصياغة الحياة السياسية بدولة قطر جرى تنظيم أول انتخابات لاختيار ثلثي أعضاء مجلس الشورى وعددهم 30 عضوا، وهي التجربة التي أثبت الشعب القطري من خلالها مدى وعيه وأهليته للممارسة الديمقراطية الشورية، واستعداده للمشاركة الشعبية في صنع القرار وفق رؤية حضرة صاحب السمو أمير البلاد المفدى .

وخاطب سمو أمير البلاد الاجتماع الأول لمجلس الشورى المنتخب، في هذا الدور الذي يوافق دور الانعقاد السنوي الخمسين للمجلس، وأعرب سموه عن ثقته بأن أعضاء المجلس يدركون عظم المسؤولية الوطنية الملقاة على عاتقهم لدى قيامهم بمهامهم التشريعية، وترسيخ التعاون مع مجلس الوزراء تحقيقاً للمصالح العليا للبلاد .

وفي إطار استعداداتها لبطولة “كأس العالم FIFA قطر 2022″، دشنت دولة قطر في تمام الساعة الثامنة والنصف، من مساء الحادي والعشرين من نوفمبر الماضي، حفل الكشف عن إزاحة الستار عن “ساعة العد التنازلي لبطولة كأس العالم FIFA قطر 2022” والذي نظمته اللجنة العليا للمشاريع والإرث بالتعاون مع الاتحاد الدولي لكرة القدم (فيفا) وذلك قبل عام بالتمام والكمال على التظاهرة الكبرى.

وجاءت هذه الخطوة بعد أن أعلنت اللجنة العليا للمشاريع والإرث، استكمال البناء في الملاعب الثمانية المستضيفة لمنافسات النسخة الأولى من المونديال في العالم العربي والشرق الأوسط، وذلك بعد وضع اللمسات الأخيرة على استاد لوسيل، أضخم استادات المونديال، والذي سيشهد المباراة النهائية في البطولة العالمية المرتقبة، بينما ستقام أولى مباريات البطولة على استاد البيت بمدينة الخور شمالي دولة قطر.

وفي الثلاثين من نوفمبر الماضي، تفضل حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، بافتتاح بطولة كأس العرب FIFA قطر 2021، في استاد البيت، وأعلن سموه افتتاح البطولة قائلا “بسم الله وعلى بركة الله أعلن افتتاح بطولة كأس العرب FIFA قطر 2021،، متمنياً لجميع المنتخبات التوفيق، وأهلًا بجميع العرب في دوحة العرب”.

وكغيره من أعوام المسيرة المباركة كان العام 2021، حافلا بالإنجازات والتقدم والتطور على جميع الأصعدة والقطاعات التعليمية والاقتصادية والتجارية والصحية والرياضية وغيرها بهدف الارتقاء بالوطن وخدمة قطر الوطن والمواطن في طموح لا تحده الحدود ولا تثنيه الصعاب.

وفي هذا السياق وعلى الصعيد الصحي، لم تأل دولة قطر جهداً في الاستجابة السريعة لمواجهة التداعيات الخطيرة لجائحة كورونا /كوفيد 19/، واعتمدت استراتيجية تقوم على ثلاثة محاور أساسية تتمثل في حماية كافة أفراد المجتمع عبر تعزيز القطاع الصحي، وتقديم الدعم اللازم للاقتصاد للحد من التأثيرات السلبية للجائحة والمساهمة في الجهود الدولية للتصدي للفيروس، من خلال تقديم المساعدات للدول والمنظمات الدولية المعنية.

ونجحت الإجراءات التي تبنتها الدولة في الحد من انتشار /كوفيد-19/ بين أفراد المجتمع وتخفيف آثاره على شتى مناحي الحياة وتقليل معدل الوفاة، بسبب مضاعفات المرض إلى الحدود الدنيا، حيث تم تسجيل أحد أدنى معدلات الوفيات الناجمة عن /كوفيد-19/ في العالم، وتلقى أكثر من 85.6 بالمائة من السكان التطعيم بجرعتي اللقاح، وهو من أعلى معدلات التطعيم ضد /كوفيد-19/ في العالم، كما تم البدء في توفير الجرعة الثالثة المعززة للأشخاص الذين مضت مدة ستة أشهر على تلقيهم الجرعة الثانية، وقد حازت دولة قطر على المرتبة الخامسة عشرة للدول التي تعاملت مع وباء فيروس كورونا على أفضل وجه، وهي الدولة العربية الوحيدة التي أدرجت ضمن هذا التصنيف، في مجلة /دير شبيغل/ الألمانية.

وخلال الأعوام العشرة الماضية تم افتتاح عشرة مستشفيات على أحدث طراز، والعديد من المرافق التخصصية الجديدة، في حين ارتفع عدد المستشفيات التابعة لمؤسسة حمد الطبية إلى 14 مستشفى، كما ارتفع عدد مراكز الرعاية الصحية الأولية في القطاع العام في الوقت الحالي إلى 28 مركزاً.

وشهد الاقتصاد القطري هذا العام تعافيا من الآثار السلبية لجائحة /كوفيد-19/، في ظل تخفيف القيود المفروضة على أنشطة الأعمال وحرية التنقل منذ منتصف عام 2021، وحزمة الدعم الاقتصادي والمالي الكبيرة التي قدمتها الدولة للقطاع الخاص الذي واصل تطوره، كما واصلت صادراته النمو لتصل إلى مستوياتها قبل الجائحة.

وفي السابع من ديسمبر الحالي، أصدر حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، قانونا باعتماد الموازنة العامة للدولة للسنة المالية 2022. وبلغت التقديرات الإجمالية للإيرادات في هذه الموازنة 196 مليار ريال قطري، ما يمثل زيادة بنسبة 22.4 بالمئة مقارنة مع تقديرات موازنة العام 2021.

وركزت الموازنة على مشاريع قطاعي الصحة والتعليم واستكمال المشروعات المرتبطة باستضافة بطولة كأس العالم /FIFA قطر 2022/.

كما عملت الدولة على إرساء الأطر التشريعية الداعمة لجاذبية بيئة الأعمال مثل إصدار قانون تنظيم استثمار رأس المال غير القطري في النشاط الاقتصادي وقانون تنظيم الشراكة بين القطاعين الحكومي والخاص، علاوةً على الاستثمار في قطاعات حيوية وهامة ومن بينها الصحة والتكنولوجيا وتطوير المناطق الحرة ومواصلة توسعة مطار حمد الدولي وميناء حمد، بما يرسخ الانفتاح الاقتصادي لدولة قطر ويعزز علاقاتها التجارية مع مختلـف الدول.

وتواصل دولة قطر بكل جد تعزيز مكانتها كشريك موثوق به لتوفير الطاقة النظيفة للاقتصاد العالمي، وفي هذا الشأن أعلنت قطر للبترول تغيير اسمها ليصبح قطر للطاقة، وبعلامة تجارية وهوية مؤسسية جديدة، وأكدت أنها ستستمر تحت المسمى الجديد بتوفير الطاقة الأنظف التي يحتاجها العالم، ووقعت الشركة اتفاقات لبناء أكثر من مئة ناقلة جديدة للغاز، بقيمة مئة مليار دولار، كما وقعت عقدا للمرحلة الأولى من مشروعها لتوسعة حقل الشمال التي سترفع إنتاج البلاد من الغاز الطبيعي المسال إلى 110 ملايين طن سنويا بحلول 2026. وتسعى قطر لرفع إنتاجها من الغاز المسال ليصل إلى 126 مليون طن سنويا بحلول عام 2027 مقارنة بـ77 مليونا حاليا.

كما وقعت قطر للطاقة خلال العام الجاري، العديد من الاتفاقيات للقيام بعمليات الاستكشاف البحري قبالة السواحل المصرية والكندية والقبرصية والناميبية وفي منطقتين بحريتين بجمهورية سورينام، ووقعت عددا من الاتفاقيات لتزويد عدد من الدول بالغاز القطري منها الصين وباكستان وبنغلاديش.

وأولت قطر البيئة والتنمية المستدامة أهمية كبرى تمثلت في إدراج هذا المجال كأحد أهم ركائز استراتيجية التنمية الوطنية لدولة قطر (2030)، وذلك من خلال خطط وبرامج واضحة تهدف لصون وحماية البيئة وتوازنها الطبيعي، تحقيقا لتنمية شاملة ومستدامة لكافة الأجيال القادمة.

وتطبيقا لهذا النهج، استحدثت دولة قطر وزارة للبيئة والتغير المناخي، ودشنت استراتيجية قطر الوطنية للبيئة والتغير المناخي، الهادفة لحماية البيئة القطرية وتعزيزها للحفاظ على جودة حياة الشعب القطري وضمان المرونة الاقتصادية على المدى الطويل، كما انضمت للعديد من الاتفاقيات الدولية التي تعزز جهود حماية البيئة واستدامتها، وتبذل وزارة البيئة والتغير المناخي جهوداً مكثفة للحفاظ على الغطاء النباتي، وإعادة تأهيل البر القطري، وتقييم الأثر البيئي للمشاريع والبرامج التي يحتمل تأثيرها على البيئة وبالتالي على صحة أفراد المجتمع أيضاً.

كما أعلنت وزارة البلدية أن المعرض الدولي للبستنة /إكسبو الدوحة 2023/ سيقام في الفترة من 2 أكتوبر 2023 وحتى 28 مارس 2024 بحديقة البدع بمدينة الدوحة، تحت شعار /صحراء خضراء، بيئة أفضل/.

وبرعاية حضرة صاحب السمو أمير البلاد المفدى، ومن قلب متحف الفن الإسلامي، انطلقت رسميا وفي الثامن من مارس الماضي فعاليات الدوحة عاصمة للثقافة في العالم الإسلامي 2021، تحت شعار “ثقافتنا نور”، ومن خلال أكثر من 70 فعالية على مدى عام كامل، تسعى قطر إلى التشجيع على الإبداع والابتكار كقيم حضارية، وإلهام الأجيال الجديدة وإثراء المشهد الثقافي العالمي عبر دور منتج وفاعل، والتركيز على التنوع الثقافي كقيمة مضافة للدول الإسلامية، مع التعريف بالتجربة الثقافية لدولة قطر وجهودها لتعزيز الثقافة الإسلامية.

وفي الرابع والعشرين من فبراير الماضي، تم افتتاح “محور صباح الأحمد” الذي يعد من أكبر مشاريع البنية التحتية الطرقية في الدولة لما يتضمنه من جسور وتقاطعات وأنفاق، وما سيعمل على تحقيقه من انسيابية مرورية كبيرة، ليخدم العديد من قطاعات النقل الأخرى مثل مطار حمد الدولي وشبكة المترو من خلال تكامله مع العديد من الطرق الرئيسية في إطار الخطة العمرانية للدولة.

وتواصل هيئة الأشغال العامة العمل لتحقيق أهداف رؤية قطر الوطنية 2030 من خلال تنفيذ برامج ومشاريع تطوير البنية التحتية والمباني العامة في الدولة، وذلك لتكون قطر من أكثر الدول تقدماً في العالم في هذا المجال، وتعمل الهيئة حالياً على مجموعة واسعة من برامج البنية التحتية بجميع مناطق البلاد، وقد نالت بعض مشاريعها جوائز عالمية.

وتم خلال العام الجاري الانتهاء من تشغيل وتركيب المحطة رقم 19 لشحن المركبات الكهربائية بمؤسسة الحي الثقافي /كتارا/، وذلك في إطار خطة لتركيب وتشغيل 100 محطة لشحن المركبات الكهربائية في جميع أنحاء دولة قطر.

ومع تخريج دفعات جديدة من الكليات العسكرية بالدولة، ظلت القوات المسلحة بفروعها المختلفة، ووزارة الداخلية ومنتسبيها، تحظى باهتمام ورعاية سمو أمير البلاد المفدى وحكومته الرشيدة، من خلال تزويدها بأحدث العتاد والأسلحة والمشاركة في التدريبات الداخلية والخارجية مع قوات الدول الشقيقة والصديقة لتبقى العين الساهرة على أمن الوطن والمواطنين، والدرع الذي يذود عن منجزاته ومصالحه وعن كل ذرة من ترابه.

وقد قطعت قطر شوطا طويلا بمجال الأمن الغذائي محققة الاكتفاء الذاتي في عدد من السلع الغذائية نتيجةً للمبادرات التي تقوم بها الدولة لدعم إنتاج هذه السلع وتسويقها، وحلت دولة قطر بالمرتبة 37 عالميا متفوقة على 76 دولة حول العالم في مؤشر الأمن الغذائي العالمي الصادر عن وحدة المعلومات التابعة لمجلة /الإيكونوميست/ البريطانية، كما تبوأت الدولة مكانة مرموقة ومراتب متقدمة في بعض المكونات الهامة ضمن مؤشرات التنافسية العالمية مثل نسبة البطالة المنخفضة، ومعدل التضخم السنوي، وفي تمويل التطور التقني، والأمن السيبراني، والتنمية المستدامة، وغيرها.

وأعلنت منظمة الشفافية الدولية، نتائج مؤشر مدركات الفساد للعام 2020، وقد حققت دولة قطر 63 نقطة على المؤشر، مما جعلها تتبوأ المرتبة الثانية خليجيا وعربيًّا، وعلى المستوى العالمي احتلت دولة قطر المرتبة 30 من بين 180 دولة وإقليمًا شملها المؤشر. واحتلت دولة قطر المركز الأول عالميا في سرعة الاتصال بإنترنت الهاتف الجوال، وحققت المرتبة (17) عالميا في مؤشر التنافسية، وذلك من بين (64) دولة معظمها من الدول المتقدمة، وفقاً لكتاب التنافسية العالمي لعام 2021 والذي يصدره المعهد الدولي للتنمية الإدارية سنوياً في سويسرا.

وقد شملت المحاور، التي تبوأت فيها دولة قطر مراتب متقدمة في التقرير، كلا من محور الأداء الاقتصادي المرتبة (11)، ومحور الكفاءة الحكومية في المرتبة (6)، ومحور كفاءة قطاع الأعمال في المرتبة (15)، فيما حافظت على المرتبة (40) في محور البنية التحتية.

وأحرزت دولة قطر إنجازات عالمية بمجال الوقاية من الإشعاع والمواد الخطرة، حيث أصبحت الأولى عالمياً في وجود مختبر إقليمي على مستوى العالم متخصص بالقياسات الإشعاعية، وأول دولة عالمياً بمشروع متكامل يغطي كافة الدولة بشبكة إنذار للرقابة على الإشعاع.

وواصلت دولة قطر هذا العام دورها الإنساني على الساحتين الإقليمية والدولية، بتقديمها يد العون للمحتاجين والمتضررين في جميع أنحاء العالم، حيث قدمت مساعدات طبية لأكثر من 70 دولة لمكافحة وباء كورونا /كوفيد-19/، ومواد إغاثية للأشخاص الذين يعانون من الكوارث الطبيعية والأزمات والحروب والصراعات المستمرة، في كل البقاع الساخنة والمنكوبة.
