Qatar Adopted Stimulating Approach to Foreign Direct Investment and Development of Business Environment

Doha: HE Undersecretary of the Ministry of Commerce and Industry Sultan bin Rashid Al Khater, affirmed that the State of Qatar has adopted a dedicated approach to stimulating foreign direct investment, developing the business environment in general, and promoting openness to the global economy.
This came in his speech during his participation in the 27th session of the Partnership Summit 2021, organized by the Ministry of Consumer Affairs, Food and Public Distribution in the Republic of India through video conference technology, with wide international participation.
His Excellency explained that the State of Qatar has adopted a customized approach over the years with the aim of stimulating foreign direct investment, by establishing new laws and amending existing legislation to contribute to the development of the business environment.
His Excellency pointed out that the establishment of the Investment Promotion Agency in the State of Qatar was one of the main developments in this regard, as the agency contributes to strengthening an integrated ecosystem that will support investors throughout the process of establishing their businesses, from the exploration stage to the establishment stage for expansion in order to achieve their goals.
His Excellency added that the state has also worked to provide promising investment opportunities in many vital sectors, and the state has been able to rapidly diversify local and global supply chains over the past years, which has contributed to enhancing its economic openness to the world and consolidating the strength and diversity of its national economy.
On the repercussions of the Coronavirus (Covid-19) pandemic, His Excellency noted the preventive measures taken by the State of Qatar to enhance the resilience of its economy, referring in this regard to the World Banks expectations in its latest reports that the Qatari economy will grow by 3 percent during 2021, reaching up to 4.1 percent in 2022, and 4.5 percent in 2023.
In his speech, His Excellency also touched on the Qatari-Indian relations, and said that the two countries have close relations built on solid historical foundations, pointing out that the Republic of India was the third trading partner of the State of Qatar during the past year, while the volume of trade exchange between the two countries amounted to about USD 9 billion during the first nine months of this year.
His Excellency stated that about 55 companies wholly owned by the Indian side operate in the Qatari market, and more than 15,000 companies were established in partnership between Qataris and Indians, stressing that the State of Qatar was also keen to invest in the economies of its strategic partners, especially India.
His Excellency called on Indian businessmen and the private sector to take advantage of the incentives and investment opportunities available in the State of Qatar to establish joint investment projects that would serve the development trends of the two countries, and pave the way for the Qatari and Indian private sector to expand into new markets in the region.
His Excellency also expressed his aspiration to consolidate the bonds of bilateral cooperation between the two countries by diversifying existing partnerships and establishing new ones that contribute to shaping the future visions of the two countries, especially in the fields of technology and innovation.
India organized 26 previous editions of the Partnership Summit, with the participation of a number of ministers, senior officials, decision-makers, business leaders, political leaders, investment organizations, investors and industrialists from different countries around the world.

الدوحة: أكد سعادة السيد سلطان بن راشد الخاطر وكيل وزارة التجارة والصناعة، أن دولة قطر تبنت نهجا مخصصا لتحفيز الاستثمار الأجنبي المباشر، وتطوير بيئة الأعمال بشكل عام، وتعزيز الانفتاح على الاقتصاد العالمي.
جاء ذلك في كلمته التي ألقاها خلال مشاركته في أعمال الدورة الـ27 من /قمة الشراكة 2021/، التي تنظمها وزارة التجارة والصناعة وشؤون المستهلك والأغذية والتوزيع العام بجمهورية الهند عبر تقنية الاتصال المرئي، تحت عنوان /تعزيز الشراكات من أجل بناء عالم جديد: النمو، والتنافسية، والاستدامة والتكنولوجيا/، بمشاركة دولية واسعة.
وأوضح سعادته أن دولة قطر تبنت نهجا مخصصا على مر السنوات بهدف تحفيز الاستثمار الأجنبي المباشر، وذلك من خلال إرساء القوانين الجديدة وتعديل التشريعات القائمة بما من شأنه الإسهام في تنمية بيئة الأعمال وتطورها.
وأشار إلى أن إنشاء وكالة ترويج الاستثمار في دولة قطر كان واحدا من أبرز التطورات الرئيسية في هذا الصدد، “حيث تسهم الوكالة في تعزيز نظام بيئي متكامل من شأنه دعم المستثمرين طوال مسيرة تأسيس أعمالهم التجارية، ابتداء من مرحلة الاستكشاف ووصولا إلى مرحلة التأسيس للتوسع بهدف تحقيق أهدافهم بعيدة المدى”.
وأضاف أن الدولة عملت كذلك على توفير فرص استثمارية واعدة في العديد من القطاعات الحيوية، كما استطاعت الدولة تنويع سلاسل التوريد المحلية والعالمية بشكل سريع خلال السنوات الماضية، مما ساهم في تعزيز انفتاحها الاقتصادي على العالم، وترسيخ قوة اقتصادها الوطني وتنوعه.
وفي سياق الحديث عن تداعيات جائحة فيروس كورونا /كوفيد-19/، نوه سعادته بالتدابير والإجراءات الوقائية التي اتخذتها دولة قطر لتعزيز صمود اقتصادها، مشيرا في هذا الصدد إلى توقعات البنك الدولي في أحدث تقاريره بنمو الاقتصاد القطري بنسبة 3 بالمئة خلال العام 2021، ليصل إلى 4.1 بالمئة خلال العام 2022، و4.5 بالمئة خلال العام 2023.
كما تطرق سعادته في كلمته إلى العلاقات القطرية الهندية، وقال إن البلدين يرتبطان بعلاقات وثيقة بنيت على أسس تاريخية راسخة، لافتا إلى أن جمهورية الهند صنفت الشريك التجاري الثالث لدولة قطر خلال العام الماضي، في حين بلغ حجم التبادل التجاري بين البلدين نحو 9 مليارات دولار أمريكي خلال الأشهر التسعة الأولى من هذا العام وحده.
وأفاد سعادته بأن نحو 55 شركة مملوكة بالكامل للجانب الهندي تعمل في السوق القطرية، وأكثر من 15 ألف شركة أقيمت بالشراكة بين الجانبين القطري والهندي، مؤكدا أن دولة قطر حرصت كذلك على الاستثمار في اقتصادات شركائها الاستراتيجيين وبشكل خاص الهند.
ودعا سعادة وكيل وزارة التجارة والصناعة، رجال الأعمال والقطاع الخاص الهندي للاستفادة من الحوافز والفرص الاستثمارية المتاحة بدولة قطر لإقامة مشاريع استثمارية مشتركة من شأنها أن تخدم التوجهات التنموية للبلدين، وتفسح المجال أمام القطاع الخاص القطري والهندي للتوسع نحو أسواق جديدة في المنطقة.
كما أعرب عن تطلعه إلى توطيد أواصر التعاون الثنائي بين البلدين عبر تنويع الشراكات القائمة، وإقامة شراكات جديدة تسهم في تشكيل الرؤى المستقبلية للبلدين، خاصة في مجالات التكنولوجيا والابتكار.
وتشهد /قمة الشراكة 2021/ على مدار أيامها، تنظيم جلسات حوارية سيتم من خلالها تسليط الضوء على عدد من القضايا الرئيسية، وبحث الحلول المناسبة لمعالجتها، بما في ذلك التطورات الجيوسياسية والاستراتيجية، والتعددية والتجارة الدولية، والاقتصاد والتمويل والاستثمارات ومشاكل التكنولوجيا والجوانب الاجتماعية والثقافية والاستدامة وسبل تعزيز التعاون على صعيد الرعاية الصحية.
ونظمت الهند 26 نسخة سابقة من قمة الشراكة، وشارك خلالها عدد من الوزراء وكبار المسؤولين وصناع القرار ورواد الأعمال التجارية والقادة السياسيين والمنظمات الاستثمارية والمستثمرين وأصحاب الصناعات من دول مختلفة حول العالم.
