Building Permits Issued by Municipalities Rises 17 Percent in November

Doha: The Planning and Statistics Authority (PSA) said that the building permits and building completion certificates issued by all municipalities in November reached 802, a 17 percent increase, compared to 685 permits in October.

In a statement, PSA pointed out, “In a quick review of the data on building permits issued during the month of November 2021, according to their geographical distribution, municipality of Al Rayyan comes at the top of the municipalities where the number of building permits issued were 206 permits, i.e. 26 percent of the total issued permits, while municipality of Al Da’ayen came in second place with 171 permits, i.e. 21 percent, followed by Al Wakrah municipality of with 151 permits, i.e.19 percent, then municipality of Al Doha with 131 permits, i.e.16 percent. The rest of the municipalities were as follows: Umm Salal 79 permits (10 percent), Al Khor 33 permits (4 percent), Al Sheehaniya 16 permits (2 percent), and finally Al Shammal 15 permits (2 percent).”

“In terms of type of permits issued, data indicates that the new building permits (residential and non-residential) constitutes 53 percent (428 permits) of the total building permits issued during the month of November 2021, while the percentage of additions permits constituted 44 percent (356 permits), and finally fencing permits with 2 percent (18 permits).

“By analyzing new residential buildings permits data, we find that villas’ top the list, accounting for 71 percent (228 permits) of all new residential buildings permits, followed by dwellings of housing loans permits by 15 percent (49 permits) and apartments buildings by 12 percent (40 permits).

“On the other hand, commercial buildings were found to be in the forefront of non-residential buildings permits with 72 percent (76 permits), followed by industrial buildings e.g., workshops and factories with 12 percent (13 permits) , then governmental buildings with 10 percent (11 certificates).

“Comparing number of permits issued in November 2021 with those issued in the previous month we noted a general increase of 17 percent. The increase was noted in some of the municipalities: Al Da’ayen (53 percent), Um Slal (32 percent), Al Doha (27 percent), Al Rayyan (22 percent), On the other hand, there was a clear decrease in the municipality of Al Wakrah and Al Shammal (6 percent each municipality), Al Khor (18 percent), Al Sheehaniya (33 percent).”

Regarding Building Completion Certificates, the statement said, “In a quick review of the data on building completion certificates issued during the month of November 2021, according to their geographical distribution, we find that Al Rayyan municipality and come at the top of the municipalities where the number of building completion certificates issued were 83 certificates i.e. (24 percent) of the total issued certificates, while municipality of Al Da’ayen came in second place with 74 certificates, i.e. (22 percent), followed by municipality of Al Wakrah with 70 certificates (20 percent), then municipality of Al Doha with 62 certificates, i.e.18 percent. The rest of the municipalities were as follows: Um Slal 22 certificates 6 percent, Al Khor 14 certificates (4 percent), Al Shammal 9 certificates (3 percent), Al Sheehaniya 8 certificates (2 percent).

“In terms of type of certificates issued, data indicates that the new building completion certificates (residential and non-residential) constitutes 64 percent (220 certificates) of the total building certificates issued during the month of November 2021, while the percentage of additions certificates constituted 36 percent (122 certificates).”

It added, “By analyzing new residential buildings completion certificates data, we find that villas’ top the list, accounting for 67 percent (124 certificates) of all new residential buildings’ completion certificates, followed by dwellings of housing loans certificates by 26 percent (49 certificates), then apartments buildings and other residential buildings by 3 percent (6 certificates) each.

“On the other hand, commercial buildings were found to be in the forefront of non-residential buildings completion certificates with 57 percent (20 certificates), followed by governmental buildings with 14 percent (5 certificates), then industrial buildings e.g., workshops and factories with 11 percent (4 certificates).

“Comparing number of certificates issued in November 2021 with those issued in the previous month we noted a general decrease of 0.3 percent. This decrease was clearly noted in some of the municipalities: Al Sheehaniya (27 percent), Al Doha (19 percent), Al Rayyan (8 percent), Al Wakrah (1 percent). On the other hand, there was a clear decrease in the municipality of Al Shammal (125 percent), Al Khor (56 percent), Um Slal (22 percent), Al Da’ayen (17 percent).”

Building permits and building completion certificates data is of particular importance as it is considered an indicator for the performance of the construction sector which in turn occupies a significant position in the national economy.

الدوحة: أظهرت بيانات جهاز التخطيط والإحصاء أن عدد رخص البناء الصادرة عن مختلف البلديات في الدولة سجل ارتفاعا بنحو 17 في المئة في نوفمبر الماضي، لتصل إلى 802 رخصة، قياسا بشهر أكتوبر السابق له والذي سجل حينها 685 رخصة.

وتشير البيانات إلى أن هذا الارتفاع جاء مدعوما بالزيادة الشهرية في عدد الرخص في بلديات الظعاين (53 في المئة)، وأم صلال (32 في المئة)، والدوحة (27 في المئة)، والريان (22 في المئة)، بينما سجلت باقي البلديات انخفاضاً واضحاً كان في بلدية الوكرة والشمال (6 في المئة لكل بلدية), والخور (18 في المئة) و الشيحانية (33 في المئة).

وحسب التوزيع الجغرافي للرخص خلال شهر نوفمبر، جاءت بلدية الريان في المقدمة ، حيث سجلت 206 رخص أي ما نسبته 26 في المئة من إجمالي الرخص الصادرة، في حين جاءت بلدية الظعاين في المرتبة الثانية بـ 171 رخصة أي 21 في المئة، تليها بلدية الوكرة التي أصدرت 151 رخصة أي بنسبة 19 في المئة، فبلدية الدوحة بعدد رخص بلغ 131 رخصة أي 16 في المئة.. بينما توزعت بقية الرخص على أم صلال (79 رخصة)، والخور (33 رخصة)، و(الشيحانية 16 رخصة) و(الشمال 15 رخصة).

أما من حيث نوع الرخص الصادرة، فإن البيانات تشير الى أن عدد تراخيص المباني الجديدة (سكنية وغير سكنية) شكلت 53 في المئة (428 رخصة) من إجمالي رخص البناء الصادرة خلال شهر نوفمبر الماضي، في حين شكلت تراخيص بناء الإضافات 44 في المئة (356 رخصة)، ثم تراخيص التحويط بنسبة 2 في المئة (18 رخصة).

وتصدرت رخص الفلل، قائمة رخص المباني السكنية الجديدة حيث شكلت 71 في المئة أي (228 رخصة) من إجمالي رخص المباني المعدة للسكن، تليها فئة مساكن قروض الاسكان بنسبة 15 في المئة (49 رخصة)، ثم العمارات ذات الشقق السكنية بنسبة 12 في المئة (40 رخصة).

كما جاءت المباني التجارية في مقدمة تراخيص المباني غير السكنية الجديدة بنسبة 72 في المئة (76 رخصة)، تليها المباني الصناعية كالورش والمصانع بنسبة 12 في المئة (13 رخصة)، ثم المباني الحكومية بنسبة 10 في المئة (11 رخصة).

وفيما يتعلق بشهادات إتمام المباني، تشير البيانات إلى انخفاض طفيف في شهر نوفمبر الماضي بنحو 0.3 في المئة حيث سجلت 342 شهادة مقابل 343 في أكتوبر من هذا العام.

وجاء الانخفاض في أربع بلديات كان في الشيحانية (27 في المئة)، والدوحة (19 في المئة)، والريان (8 في المئة)، والوكرة (1 في المئة)، بينما كان هناك ارتفاع في بلدية الشمال بنحو (125 في المئة)، والخور (56 في المئة)، وأم صلال (22 في المئة)، والظعاين (17 في المئة).

أما توزيعها الجغرافي، تشير البيانات إلى أن بلدية الريان تأتي في مقدمة البلديات من حيث عدد شهادات إتمام البناء الصادرة إذ قامت بإصدار 83 شهادة أي ما نسبته 24 في المئة من إجمالي الشهادات، في حين جاءت بلدية الظعاين في المرتبة الثانية بـ 74 شهادة أي 22 في المئة، تليها بلدية الوكرة حيث أصدرت 70 شهادة أي 20 في المئة، ثم بلدية الدوحة بعدد 62 شهادة أي 18 في المئة.. فيما توزعت بقية الشهادات على أم صلال (22 شهادة)، والخور( 14 شهادة)، والشمال ( 9 شهادات)، والشيحانية ( 8 شهادات).

وتكتسب بيانات تراخيص البناء وشهادات إتمام المباني أهمية خاصة باعتبارها مؤشراً تقريبياً لأداء قطاع البناء والتشييد والذي يحتل بدوره مكانة هامة في الاقتصاد الوطني.
