MoPH Updates Acupuncturist Licensing Requirements

Doha: The Complementary Medicine Committee at the Ministry of Public Health has adopted several updates to the regulatory framework for acupuncture, based on the ministry’s endeavor to raise standards for licensing health practitioners, and in order to adopt a model that encourages the integration of complementary medicine into health care practices in the country.
The Department of Health Specialties at the Ministry of Health explained, in a circular obtained by al-Raya, that the Complementary Medicine Committee adopted the recommendations of the World Health Organization, which distinguishes between qualified training for physicians and health care practitioners, and between other practitioners who do not have a medical health background.
A number of requirements were approved to suit the health system in the country, as the requirements included 4 categories that can work in the field of acupuncture, or what is known as Chinese acupuncture.
– The first category, a “practitioner” who does not have a health background and must have an academic program of at least 2,500 hours of theoretical and practical study, and that his experience should be at least two years.
– The second category is a “doctor” whose field of work is limited to acupuncture and must have an academic program of at least 1,500 hours of theoretical and practical study, and is not required to have any practical experience if he passes the academic program within two years before applying for a license.
– The third category includes “a doctor who practices acupuncture within his field” and must have an academic program of at least 200 hours of theoretical and practical study, and is not required to have any practical experience if he passes the academic program within two years before applying for a license.
– The fourth category is a “health practitioner” who practices acupuncture within his scope of work, and must have an academic program of at least 200 hours of theoretical and practical study, and is not required to have any practical experience if he passes the academic program within two years before applying for a license.
The Department explained that the Committee on Complementary Medicine evaluates the files of non-medical health practitioners, on a case-by-case basis, in accordance with the suitability of the health practitioner’s profession for acupuncture practice, a qualified academic programme and practical experiences. The Committee also evaluates the files of health practitioners, who have passed the academic programme for more than two years on a case-by-case basis, depending on the nature of the practical training, the course and the profession of the health practitioner.

الدوحة: اعتمدت اللجنة المُختصة بالطب التكميلي بوزارة الصحة العامة عدة تحديثات على الإطار التنظيمي للوخز بالإبر، وذلك انطلاقًا من سعي الوزارة للارتقاء بمعايير ترخيص الممارسين الصحيين، وحرصًا على تبنّي نموذج يشجع على إدماج الطب التكميلي ضمن ممارسات الرعاية الصحيّة في الدولة.
وأوضحت إدارة التخصصات الصحية بوزارة الصحة، في تعميم حصلت الراية على نسخة منه، أن اللجنة المختصة بالطب التكميلي تبنت توصيات منظمة الصحة العالمية التي تميّز بين التدريب المؤهل لممارسي الوخز بالإبر من الأطباء وممارسي الرعاية الصحية، وبين الممارسين الآخرين ممن ليس لديهم خلفية صحية طبية، وتم إقرار عدد من المتطلبات بما يلائم النظام الصحي في الدولة، حيث شملت المتطلبات 4 فئات يمكنها العمل في مجال الوخز بالإبر، أو ما يعرف بالإبر الصينية.
وأضافت: إن الفئة الأولى، وهي «ممارس» ليس لديه خلفية صحية ويجب أن يكون حاصلًا على برنامج أكاديمي لا تقل مدته عن 2500 ساعة دراسية نظرية وعملية وأن تكون خبرته لا تقل عن عامين، أما الفئة الثانية فهي «طبيب» ويقتصر مجال عمله على الوخز بالإبر ويجب أن يكون حاصلًا على برنامج أكاديمي لا تقل مدته عن 1500 ساعة دراسيّة نظريًا وعمليًا، ولا يطلب منه أي خبرة عملية في حال اجتيازه البرنامج الأكاديمي خلال سنتين قبل تقدّمه للحصول على الترخيص.
وتشمل الفئة الثالثة «الطبيب الذي يمارس الوخز بالإبر ضمن مجال عمله» ويجب أن يكون حاصلًا على برنامج أكاديمي لا تقل مدته عن 200 ساعة دراسية نظرية وعملية، ولا يطلب منه أي خبرة عملية في حال اجتيازه البرنامج الأكاديمي خلال سنتين قبل تقدمه للحصول على الترخيص، بينما الفئة الرابعة «الممارس الصحي» الذي يمارس الوخز بالإبر ضمن نطاق عمله، ويجب أن يكون حاصلًا على برنامج أكاديمي لا تقل مدته عن 200 ساعة دراسية نظرية وعملية، ولا يطلب منه أي خبرة عملية في حال اجتيازه البرنامج الأكاديمي خلال سنتين قبل تقدّمه للحصول على الترخيص.
وأوضحت الإدارة أن اللجنة المختصة بالطب التكميلي تقوم بتقييم ملفات الممارسين الصحيين غير الأطباء، على أساس كل حالة بعينها وفق ملاءمة مهنة الممارس الصحي لممارسة الوخز بالإبر، والبرنامج الأكاديمي المؤهل، والخبرات العملية. كما تقوم اللجنة أيضًا بتقييم ملفات الأطباء الممارسين الصحيين، ممن تجاوزوا فترة سنتين بعد اجتيازهم البرنامج الأكاديمي على أساس كل حالة بعينها، وفق طبيعة التدريب العملي، والبرنامج الدراسي ومهنة المُمارس الصحي.
