MOCI Cracks Down on 103 Violations in October

Doha: The Ministry of Commerce and Industry (MOCI) carried out extensive inspection campaigns resulted in the seizure of (103) violations in October 2021, to ensure the compliance of suppliers (retail outlets) with laws and Ministerial decisions related to consumer protection.

The Ministry said in a statement on Sunday that the inspection campaigns varied between failure to issue invoices in Arabic, not offering information related to the displayed commodity in Arabic, failure to comply with the mandatory price bulletin of vegetables and fruits, failure to guarantee that the performed service during a period of time is commensurate with the nature of that service, to refund the amount paid by the recipient of the service, or to perform it again in an appropriate manner.

It also included failure to provide a detailed monthly report on submitting prizes under a promotional offer, as of the draw date and until delivering the last prize; non-compliance with the form and format of the promotion advertisement approved by the competent department; making a promotional offer without obtaining the necessary license from the competent department; and displaying expired products.

Penalties imposed on retail outlets included administrative closures and fines ranging between QAR 5,000 and QAR 30,000, as per the laws and decisions regulating the work of the Consumer Protection Department.

The authorities concerned with consumer protection at the Ministry received a number of complaints last October, they were dealt with, and necessary measures to resolve them were taken, the statement said.

The Ministry affirmed that it will strictly deal with all those who neglect their obligations under the Consumer Protection Law and its implementing regulations. It stresses that it plans to intensify inspection campaigns to crack down on such practices. It will refer all those who violate the laws and Ministerial decisions regulating the work of the Department to the competent authorities to take appropriate measures against them to protect consumer rights.

The MOCI urges all consumers to report any violations or infringements, and to send complaints and suggestions through the Call Center: 16001 or MOCI official social media accounts.

الدوحة: أعلنت وزارة التجارة والصناعة، عن ضبط 103 مخالفات متنوعة في أكتوبر الماضي، وذلك خلال الحملات التفتيشية المكثفة التي نفذتها الوزارة لمراقبة مدى تقيد المزودين (المحال التجارية) بالقوانين والقرارات الوزارية المعنية بحماية المستهلك.

وأوضحت الوزارة، في بيان اليوم، أن المخالفات المضبوطة تنوعت بين عدم إصدار فواتير باللغة العربية، وعدم استخدام اللغة العربية في البيانات المتعلقة بالسلعة المعروضة، وعدم الالتزام بأسعار النشرة الجبرية للخضروات والفواكه، وعدم الالتزام بضمان الخدمة التي قيم بها خلال فترة زمنية تتناسب مع طبيعة تلك الخدمة وإعادة المبلغ الذي دفعه متلقي الخدمة أو بأدائها مرة أخرى على الوجه الصحيح.

كما تضمنت المخالفات عدم الالتزام بتقديم تقرير شهري مفصل عن تسليم الجوائز الخاصة بالعرض الترويجي بداية من تاريخ السحب وحتى تسليم آخر جائزة، وعدم الالتزام بشكل وصيغة الإعلان الخاص بالعرض الترويجي المعتمد من الإدارة المختصة بالوزارة، وعمل عرض ترويجي بدون الحصول على الترخيص اللازم من الإدارة، إلى جانب مخالفات تتعلق بمنتجات انتهت مدة صلاحيتها.

وتتراوح العقوبات على المحلات المخالفة ما بين الإغلاق الإداري والغرامات المالية (بين 5000 إلى 30000 ريال)، حسب القوانين والقرارات المنظمة لعمل إدارة حماية المستهلك.

وأشار البيان، في سياق متصل، إلى أن الجهات المعنية بحماية المستهلك بالوزارة استقبلت عدداً من الشكاوى خلال أكتوبر الماضي، وتم التعامل معها واتخاذ الإجراءات اللازمة لحلها.

وأكدت الوزارة أنها ستكثف حملاتها التفتيشية لضبط الممارسات المخالفة وستحيل كل من يخالف القوانين والقرارات الوزارية المنظمة إلى الجهات المختصة لاتخاذ الإجراءات المناسبة ضده، وذلك حماية لحقوق المستهلكين.. منبهة إلى أنها ستتعامل بحزم مع كل من يتهاون في الالتزام بقانون حماية المستهلك ولائحته التنفيذية.

وحثت الوزارة جميع المستهلكين على الإبلاغ عن أي تجاوزات عبر مركز الاتصال: 16001 أو حسابات الوزارة على مواقع التواصل الاجتماعي.
