بلدية الوكرة تفوز بجائزة اليونسكو لمدن التعلم 2021

Doha: The Ministry of Municipality and Environment (MME) celebrated Al Wakrah Municipality winning the UNESCO Learning Cities Award 2021, outperforming more than 60 cities around the world.
With this award, Al Wakrah Municipality will be the first Gulf city to receive this award, which was announced at the Fifth International Conference on Learning Cities, which was held recently in South Korea.
Al Wakrah City received this award after implementing its strategy to transform into a sustainable city through the implementation of solar-powered lighting projects and the launch of national campaigns to raise awareness of sustainability and its importance throughout the year and in its various regions, in addition to achieving the fourth goal, “Quality Education” to serve the 11th goal, which is “Building sustainable societies” based on the state’s strategy in providing learning opportunities for all and global indicators of the quality of education.
The municipality also relied on the legislative and social environment of the State of Qatar, involving the elderly and marginalized groups in the sustainable development process, highlighting the role of women in Qatari society, achieving justice in creating a sustainable society, engaging the young generation in developing solutions to environmental problems and preserving them from pollution and carbon emissions, and informing international and regional bodies of its sustainable development strategy achievements.
On this occasion, the Assistant Undersecretary for Municipal Affairs at the Ministry of Municipality Mansour Abdullah Al Mahmoud hailed Al Wakrah Municipality’s win of the award, stressing that it is a victory for the State of Qatar and all the municipalities in the country.
He explained that work is underway to prepare files for the municipalities of Al Shamal and Al Shahaniya to receive the same award in the next edition in 2023 after they joined the UNESCO Network for Learning Cities.
In a speech on behalf of Al Wakrah Municipality Director, the Director of Public Affairs at Al Wakrah Municipality Abdulhadi Khamis Al Abdulrahman said that winning the award came as a result of great efforts that continued for years of work to serve the sustainable development goals and in pursuit of Qatar National Vision 2030, which made Al Wakrah Municipality show progress in developing the learning cities plan, mobilizing resources and involving all private and governmental sectors in this process, in addition to targeting various social segments in educational city projects, in a way that contributes to developing the capabilities of individuals and providing them with the necessary skills that can be adopted by other cities and benefit from their experiences.
He stressed that winning this award holds the municipality with a great responsibility that requires it to continue to work to further upgrade the educational system that is in line with the state’s vision and targets one of its main pillars “education” as a key element in the concept of human development.
In turn, Head of the Arab and Islamic Affairs Department of Qatar National Commission for Education, Culture and Science (QNCECS) Abdullah Khamis Al Kubaisi said that Al Wakrah Municipality’s winning confirms Qatar’s commitment to move forward to achieve the 2030 Agenda for Sustainable Development and reflects the role of state institutions towards achieving the national vision and building a sustainable society.
He added that the victory of Al Wakrah city with the UNESCO Learning City Award 2021, among ten cities around the world competed with more than 60 cities, is a historic achievement of its lifetime learning achievement and the integration of all vital, educational, government and geographical sectors into the transition to sustainability.
Al Kubaisi explained that the file included the strategy and medium and long-term plans developed by Al Wakrah Municipality towards achieving the vision and serving the 17 development goals, which ensured that it was nominated for the award and then won it.
He pointed out that the committee made great efforts through its position and relations as a national institution in coordination, cooperation and partnership between international and regional organizations, and between the ministries and relevant national institutions in the country towards contributing to the success of the inclusion of more than one Qatari city of this network and reaching a high level of performance all its people to apply for the award, namely the municipalities of Al Wakrah, Al Shamal and Al Shahaniya.
On behalf of the Director of the UNESCO Regional Office, Education Specialist Farida Aboudan congratulated Al Wakrah Municipality and all the city’s residents for this well-earned award, noting that the selection was made by the UNESCO Institute for Lifelong Learning (UIL), based on the recommendation of an independent jury of international experts, after all, awardees, regardless of the size of their cities, demonstrated how appropriate policies and programs were designed to provide educational opportunities for citizens.
Farida Aboudan affirmed that cities have become central to providing learning opportunities and enabling their citizens to adapt to the demands of a rapidly changing world and gain the knowledge to work together to solve global challenges, as well as to create a climate for fairer and more sustainable societies and a better future for all.
She explained that the Al Wakrah city received the IIL for its excellence in providing lifelong learning opportunities for its 90,000 residents, its plan to become a sustainable city, and its enjoyment of a leading educational sector that represents an investment in future generations, and its educational policy focused on providing equal learning opportunities for all, promoting opportunities for formal and informal learning and raising awareness among all members of the community about environmental issues through various initiatives.
The Education Specialist on behalf of the Director of the UNESCO Regional Office, enumerated the reasons for Al Wakrah Municipalitys victory on this occasion, stressing that it is only a starting point and not the end, as providing lifelong learning is a continuous process, and that its inclusion in the UNESCO Global Network of Learning Cities (GNLC) in 2019 allows it to share its achievements and exchange its experiences and expertise with cities other all over the world.

الدوحة: احتفلت وزارة البلدية اليوم بفوز بلدية الوكرة بجائزة منظمة الأمم المتحدة للتربية والعلم والثقافة “يونسكو” لمدن التعلم لعام 2021 متفوقة على أكثر من 60 مدينة حول العالم.
وبهذه الجائزة تكون بلدية الوكرة المدينة الخليجية الأولى التي تحصل على هذا اللقب والذي تم الإعلان عنه في المؤتمر الخامس لمدن التعلم الذي أقيم مؤخرا في كوريا الجنوبية.
ونالت بلدية الوكرة العضوية الدائمة لشبكة مدن التعلم بترشيح من اللجنة الوطنية للتربية والثقافة والعلوم عام 2017 وهي منظومة تضم جميع مدن العالم المنتسبة لليونسكو والتي ترى أن مستقبل العالم يكمن بالتعلم مدى الحياة في جميع أشكاله وعددها يزيد على 220 مدينة حول العالم.
وقد حصلت مدينة الوكرة على هذه الجائزة بعد تنفيذ استراتيجيتها في التحول إلى مدينة مستدامة من خلال تنفيذ مشروعات إنارة بالطاقة الشمسية وإطلاق حملات وطنية للتوعية بالاستدامة وأهميتها على مدار العام وفي مختلف مناطقها إضافة إلى تحقيقها الهدف الرابع “التعليم الجيد” لخدمة الهدف الـ(11) وهو “بناء مجتمعات مستدامة” اعتمادا على استراتيجية الدولة في توفير فرص التعلم للجميع والمؤشرات العالمية لجودة التعليم.
كما اعتمدت البلدية في ملفها على البيئة التشريعية والاجتماعية لدولة قطر فقامت بإشراك كبار السن والفئات المهمشة في عملية التنمية المستدامة وإبراز دور المرأة في المجتمع القطري وتحقيق العدالة في إنشاء مجتمع مستدام وإشراك جيل الشباب في تطوير الحلول لمشاكل البيئة والحفاظ عليها من التلوث والانبعاثات الكربونية وإطلاع الجهات الدولية والإقليمية على ما تقوم به في تحقيق استراتيجيتها للتنمية المستدامة.

بدوره أوضح السيد عبدالله خميس الكبيسي أمين عام اللجنة الوطنية للتربية والثقافة والعلوم أن فوز بلدية الوكرة بهذه الجائزة يؤكد التزام دولة قطر بالمضي قدما لتحقيق خطة التنمية المستدامة 2030 ويعكس دور مؤسسات الدولة نحو تحقيق الرؤية الوطنية وبناء مجتمع يتسم بالاستدامة.
وأضاف بأن فوز مدينة الوكرة بجائزة اليونسكو لمدن التعلم لعام 2021، ضمن (10) مدن حول العالم نافست عليها أكثر من (60) مدينة يعد إنجازا تاريخيا لما حققته في مجال التعلم مدى الحياة ودمج جميع القطاعات الحيوية والتعليمية والقطاعات الحكومية والخاصة بنطاقها الجغرافي في عملية التحول للاستدامة.
وأوضح أمين عام اللجنة الوطنية للتربية والثقافة والعلوم أن الملف تضمن الاستراتيجية والخطط المتوسطة وطويلة الأجل التي وضعتها بلدية الوكرة نحو تحقيق الرؤية وخدمة الأهداف التنموية الـ17 ، مما ضمن لها الترشح للجائزة ومن ثم الفوز بها.
وبين أن اللجنة بذلت جهودا كبيرة من خلال موقعها وعلاقاتها كمؤسسة وطنية في التنسيق والتعاون والشراكة ما بين المنظمات الدولية والإقليمية، وبين الوزارات والمؤسسات الوطنية ذات الصلة في الدولة نحو الاسهام بإنجاح ضم أكثر من مدينة قطرية لهذه الشبكة ووصولها إلى مستوى عال من الأداء أهلها جميعا للتقدم على الجائزة وهي بلديات “الوكرة، والشمال، والشيحانية”.
في السياق ذاته هنأت السيدة فريدة أبو دان إخصائية البرنامج التعليمي بالنيابة عن مدير مكتب اليونسكو، بلدية الوكرة وجميع سكان المدينة على هذه الجائزة التي تم الحصول عليها باستحقاق، مشيرة إلى أن الاختيار جاء من طرف معهد اليونسكو للتعلم مدى الحياة، بناء على توصية لجنة تحكيم مستقلة من الخبراء الدوليين، بعد أن أظهر جميع الحاصلين على الجائزة بغض النظر عن حجم مدنهم كيف أن وضع السياسات والبرامج المناسبة تمكن من إتاحة فرص التعليم للمواطنين.
وأكدت السيدة فريدة أبو دان أن المدن أصبح لها دورا مركزيا في توفير فرص التعلم وتمكين مواطنيها على التكيف مع متطلبات عالم سريع التغير واكتساب المعرفة اللازمة للعمل بشكل مشترك لحل التحديات العالمية، وكذلك تهيئة المناخ لمجتمعات أكثر عدالة واستدامة ولمستقبل أفضل للجميع.
وأوضحت أن حصول مدينة الوكرة على جائزة مدينة التعلم لليونسكو لتميزها في توفير فرص التعلم مدى الحياة لسكانها البالغ عددهم 90 ألف نسمة وخطتها لأن تصبح مدينة مستدامة التطور وكذلك تمتعها بقطاع تعليمي رائد يمثل استثمارا في الأجيال القادمة كما تتمحور سياستها التعليمية حول توفير فرص تعلم متكافئة للجميع وتعزيز فرص التعلم النظامي وغير النظامي ورفع مستوى الوعي بين جميع أفراد المجتمع حول القضايا البيئية من خلال مبادرات مختلفة.
وعددت إخصائية البرنامج التعليم بالنيابة عن مدير مكتب اليونسكو أسباب فوز بلدية الوكرة بهذه المناسبة مؤكدة أنها مجرد نقطة انطلاق وليست النهاية فتوفير التعلم مدى الحياة عملية مستمرة، وأن إدراجها في شبكة اليونسكو العالمية لمدن التعلم في عام 2019 يتيح لها فرصة مشاركة إنجازاتها وتبادل خبراتها وتجاربها مع مدن أخرى في جميع أنحاء العالم.
بوزارة البلدية عن سعادته بفوز بلدية الوكرة بهذه الجائزة مؤكدا أنه يعد فوزا لدولة قطر وجميع البلديات في الدولة .. موضحا أن العمل جار لإعداد الملفات لحصول بلديتي الشمال والشيحانية على نفس الجائزة في النسخة المقبلة عام 2023 بعد انضمامهما إلى شبكة اليونسكو لمدن التعلم.
وأوضح أن العالم يواجه تحديات كبيرة على مستوى المناخ والفقر والتعليم وغيرها وأن تهيئة المدن على مساعدة السكان على التعلم يؤهل الجميع لمواجهة مثل هذه التحديات حاليا ومستقبلا كما أنها التزام على المدن الفائزة بإعداد برامج ومبادرات توعوية ومشاريع استدامة وتفاعل البلديات مع شركائها من جميع القطاعات.
من جانبه أكد السيد عبد الهادي خميس العبد الرحمن مدير الشؤون العامة ببلدية الوكرة في كلمة له نيابة عن مدير البلدية أن الفوز بجائزة مدن التعلم جاء نتيجة لجهود كبيرة استمرت لسنوات من العمل لخدمة أهداف التنمية المستدامة وسعيا لتحقيق رؤية قطر الوطنية 2030 مما جعل بلدية الوكرة تظهر تقدما مميزا في تطوير خطة مدن التعلم وتعبئة الموارد وإشراك جميع القطاعات الخاصة والحكومية في هذه العملية بالإضافة إلى استهداف مختلف الشرائح الاجتماعية في مشاريع المدن التعليمية وبما يسهم في تطوير قدرات الأفراد وتزويدهم بالمهارات اللازمة التي يمكن أن تتبناها المدن الأخرى وتستفيد من تجاربها.
وشدد على أن الفوز بهذه الجائزة يحمل البلدية مسؤولية كبيرة تستلزم من خلاله بمواصلة العمل من أجل الارتقاء أكثر بالمنظومة التعليمة التي تتوافق مع رؤية الدولة وتستهدف إحدى ركائزها الأساسية “التعليم:” باعتباره عنصرا رئيسيا في مفهوم التنمية البشرية.
