GAC Grants Benefits and Facilities to 6 Distinguished Companies

Doha: The General Authority of Customs (GAC) has granted certificates for joining its Authorized Economic Operator (AEO) program to a number of private companies that have proven their commitment to international conditions and standards related to the supply chain in international trade.

Assistant Chairman of the General Customs Authority for Customs Affairs Mohammed Ahmed Al Muhannadi handed over the certificates to Schlumberger, Jarir Bookstore (United Company for Office Supplies and Stationary), Doha uPVC Windows + Doors, North Oil Company, Petroleum Technology Company (Petrotec), and Saba Trading Group.

Through the Authorized Economic Operator program, the General Authority of Customs aims to develop partnership and cooperation with the private sector by granting customs benefits and facilities to companies involved in the supply chain in international trade, provided that they adhere to the internationally approved terms, requirements and safety and security standards, including reducing customs restrictions, inspection and audit procedures on shipments, and speedy release of incoming and outgoing goods.

According to a number of specific conditions and requirements, the GAC grants facilities and benefits to companies that meet these conditions. Based on the evaluation carried out by the GAC, the companies are approved as an authorized economic operator that makes them a qualified party that contributes to strengthening and supporting the supply chain of international trade.

The General Authority of Customs (GAC) stressed that the door is open to companies wishing to join the AEO program, through coordination with the Operations Department, indicating that the program is applied by many countries as it follows approved global standards by the World Customs Organization.

The GAC underlined that the AEO program is one of the most important customs projects that are currently being implemented, and has made remarkable progress since its launch in 2019. Further development and multiple facilities are currently being added to the program to include all components of the supply chain and international trade; in addition to concluding mutual recognition agreements with the commercial partners of the State of Qatar in order to contribute to economic development and providing more support and facilitation services for companies joining the program.

Launched by the General Authority of Customs with the aim of developing partnership and cooperation with the private sector companies, the Authorized Economic Operator (AEO) program has been joined by a number of companies in the State, most notably: Qatar Pharma, Jaidah Automotive, Ooredoo, Al Mana Motors, Gulf Agency for Import and Export, and UrbaCon Trading & Contracting Company.

الدوحة: منحت الهيئة العامة للجمارك شهادات الانضمام إلى برنامج /المشغل الاقتصادي المعتمد/ الذي تنفذه، لعدد من الشركات الخاصة التي ثبت التزامها بالشروط والمعايير الدولية فيما يتعلق بسلسلة التزويد في التجارة الدولية.

وسلّم السيد محمد أحمد المهندي مساعد رئيس الهيئة للشؤون الجمركية، تلك الشهادات لكل من: شركة شلمبرجير، ومكتبة جرير (الشركة المتحدة للمواد المكتبية)، وشركة الدوحة يو بي في سي للأبواب والشبابيك، وشركة نفط الشمال، وشركة تكنولوجيا البترول /بتروتك/، ومجموعة سبأ التجارية.

وتهدف الهيئة من تقديم هذا البرنامج الوطني إلى تطوير علاقات الشراكة والتعاون مع القطاع الخاص، ومنح تسهيلات ومزايا للأطراف المشاركة في سلسلة التزويد في التجارة الدولية التي يثبت التزامها بالشروط والمتطلبات ومعايير السلامة والأمان المعتمدة دوليا، ومن ضمنها تقليل القيود الجمركية وإجراءات التفتيش والتدقيق على الشحنات، وسرعة الإفراج عن البضائع الواردة والصادرة لهذه الشركات.

وبموجب عدد من الشروط والمعايير المحددة تمنح الهيئة تسهيلات وامتيازات للشركات التي تفي بهذه المعايير، وبناء على التقييم الذي تنفذه الهيئة العامة للجمارك تكون الشركات محل ثقة من الهيئة، إضافة إلى اعتمادها كمشغل اقتصادي معتمد يجعل منها طرفا مؤهلا يساهم في تعزيز ودعم سلسلة التزويد بالتجارة الدولية.

وأكدت الهيئة أن الباب مفتوح للشركات الراغبة في الانضمام لبرنامج /المشغل الاقتصادي المعتمد/، من خلال التنسيق مع إدارة العمليات وتحليل المخاطر بها ومعرفة الشروط والمعايير الواجب توفرها لدى هذه الشركات، مبينة أن البرنامج يطبق من قبل العديد من دول العالم، نظرا لخضوعه لمعايير عالمية معتمدة من قبل منظمة الجمارك العالمية.

وشددت الهيئة على أن البرنامج المذكور يعتبر من أهم المشاريع الجمركية التي يتم تطبيقها حاليا، وقد حقق تقدما ملحوظا منذ إطلاقه في العام 2019، كما أنه يجري حاليا إضافة المزيد من التطوير والتسهيلات المتعددة عليه، ليشمل كل مكونات سلسلة التوريد والتجارة الدولية، إضافة إلى إبرام اتفاقيات اعتراف متبادل مع الشركاء التجاريين لدولة قطر من أجل المساهمة في التنمية الاقتصادية، وتقديم المزيد من خدمات الدعم والتسهيل للشركات المنضمة إلى البرنامج.

يذكر أن هذا البرنامج، الذي تنفذه الهيئة العامة للجمارك بهدف تطوير علاقات الشراكة والتعاون مع شركات القطاع الخاص، انضم إليه عدد من الشركات خلال الفترة الماضية، من أبرزها: شركة قطر فارما للصناعات الدوائية، والجيدة للسيارات، و/أريدُ Ooredoo/، والمانع للسيارات، ووكالة الخليج قطر للاستيراد والتصدير، وأورباكون للتجارة والمقاولات.
