MOI announces public auction of cars, motorcycles and scraps

Doha: Ministry of Interior announced the sale of cars, motorcycles, machinery and scraps from the Ministry’s workshops, through public auction. 

The auction is scheduled to take place at Industrial Area Street No 1 near the Workshops and Transport Department held between 4pm and 8pm from September 12 to September 30. 

Vehicles that have been written off from the records of the General Traffic Department with no legal or financial restrictions are regularly auctioned by the ministry. 

In its announcement, it stated that the auction card can be obtained from the auction site in the morning time from the first day of the auction until it ends. 

The date of the auction will be divided as given:

1. For cars and machinery, the auction will begin on Sunday, September 12, 2021, until all cars, machinery and other materials are sold. 
2. Auction of workshop equipment and scraps and damaged batteries will start on Wednesday, September 15, 2021, for one day only, and the items that have not been paid will be re-sold on the next day. 

Auction conditions:

1. The entering of any person to the auction is considered a full inspection of the vehicles offered for sale and acceptance to their current conditions in addition to his knowledge of all necessary conditions to enter the auction. 
2. Those who wish to join the auction, should obtain (Auction Card), sold at the auction area, against payment of QR 3,000 refundable at the end of each auction day with the possibility to keep this card till the end of the auction and use it for further purchases. 
3. The Auction Card will be withdrawn in case the bidder failed to pay down payment of the vehicle and card will be considered as the sale down payment with necessary settlement (if any). 
4. No person will be dealt with unless he obtains the auction card. 
5. Upon being awarded the auction, an amount equal to 20% of the sale value shall be paid by the bidder as nonrefundable advance payment and to a minimum of QR 5,000. This amount must be paid in full at the next day. It is also possible to pay the whole vehicles price upon awarding the auction. 
6. If the buyer did not pay the whole sale amount within 24 hours after being awarded the auction, the committee will be entitled to re-put the vehicle/s for auction once again and the buyer shall not be able to claim for his down payment (deposit). 
7. The Buyer should clear all purchasing procedures & receive all relevant documents, and should also move the purchased vehicle/s out of the auction area within 24 hours after payment; otherwise the committee shall remove the vehicle/s out of the auction area without any responsibility to the Ministry of Interior. 
8. The buyer is not entitled to change his name, in the down payment receipt, with another name unless full sale payment is made and payment of QR 200 as fees. 
9. The buyer should present his ID card upon winning the auction to complete all procedures. 
10. The committee may exclude the bidders, who did not pay the due amounts prior to the auction, and those who perform actions that confuse the committee in their work. 
11. Reselling at the auction yard is prohibited, and the auction committee is not responsible for any cases of sale at the auction yard. 
12. If the auction does not achieve the desired benefit, the Committee has the right to postpone the sale to another time.
13. All the guidelines must be followed.

الدوحة: أعلنت وزارة الداخلية عن بيع سيارات والدراجات النارية وآليات ومخلفات ورش بالمزاد العلني، وذلك اعتبارا من تاريخ 12/92021 إلى 30/9/2021.

ونشرت الوزارة في منشور على حسابها بموقع تويتر شروط المــزاد وهي كالتالي: 

-يعتبر دخول أي شخص في المزاد بمثابة المعاينة التامة النافية للجهالة للمركبات المطروحة للبيع والقبول بحالتها كما هي، بالإضافة لاطلاعه على كافة الشروط اللازمة للدخول في المزاد… 

-يشترط على الراغبين الدخول في المزاد الحصول على بطاقة مزاد من ساحة المزاد نظير دفع رسوم تأمين وقدرها (3.000) ريال قابلة للرد عند نهاية كل يوم من أيام المزاد، مع امكانية الاحتفاظ بالبطاقة حتى نهاية المزاد وإجراء أكثر من عملية شراء بها.

-يتم سحب بطاقة المزاد من المزايد في حال تعذر عليه دفع عربون للمركبة وتعتبر البطاقة هي قيمة مقدم ثمن البيع (العربون) 

المطلوب للبيع مع عمل التسوية اللازمة إن وجدت. 

-لن يتم التعامل مع أي شخص ما لم يحصل على بطاقة المزاد. 

عند رسو المزاد يتم تسديد قيمة ما نسبته (20) من قيمة البيع كمقدم ثمن (عربون بيع) غير قابل للرد وبحد أدنى (5.000) ريال، ويتم تسديد المبلغ كاملا في اليوم التالي، كما يجوز تسديد ثمن المركبات كاملا عند رسو المزاد. 

-إذا لم يقم المشتري بتسديد ثمن البيع كاملا خلال (24) ساعة عند رسو المزاد يجوز للجنة إعادة طرح المركبة للبيع بالمزاد العلني مرة أخرى، ولا يجوز للمشتري المطالبة بمقدم ثمن البيع (عربون البيع). 

-يجب على المشتري تخليص كافة إجراءات الشراء واستلام الأوراق الخاصة بذلك على أن يتم سحب المركبة خارج ساحة المزاد خلال (24) ساعة من دفع قيمة المركبة ، وإلا سوف يتم سحبها بواسطة اللجنة المنظمة إلى خارج ساحة المـزاد دون أدنى مسؤولية تجـاه وزارة الداخلية. 

-لا يحق للمشتري تغيير اسمه في الايصال الخاص بالعربون باسم آخر، إلا بعد سداد كامل مبلغ الشراء على أن يخضع هذا الإجراء لدفع رسوم قدرها (200) ريال. 

-يجب إبراز البطاقة الشخصية عند رسو المزاد لاستكمال إجراءات التسجيل. 

-يجوز للجنة استبعاد الأشخاص الذين لم يلتزموا بسداد المبالغ المستحقة من عملية الشراء في الأيام السابقة للمزاد بالإضافة للأشخاص الذين تصدر عنهم اعمال تؤدي إلى إرباك اللجنة في تأدية عملها على الوجه الأكمل. 

-يمنع إعادة البيع بساحة المزاد، ولجنة المزاد غير مسئولة عن أي حالات للبيع بساحة المزاد.

-إذا لم يحقق المزاد الفائدة المرجوة منه يحق للجنة تأجيل البيع إلى وقت آخر. 

-الإلتزام باللوائح الإرشادية. 

كما أوضحت الوزارة أن مكان المزاد هو في المنطقة الصناعية. إدارة المشاغل والنقليات ، مشيرة إلى أن وقت المزاد هي عبارة عن الفترة المسائية فقط من الساعة (4.00) عصرا إلى الساعة (8) مساء .

ونوهت الوزارة إلى الملاحظات التالية:

-الحصول على بطاقة المزاد من موقع المزاد في الفترة الصباحية اعتبارا من أول أيام المزاد وحتى الانتهاء منه. 

-عمل اللجنة يستمر طيلة أيام الاسبوع عدى العطل الرسمية ونهاية الاسبوع. 

– جميع المركبات مشطوبة من سجلات الإدارة العامة للمرور، ولا توجد عليها أي قيود قانونية أو مالية. 

تاريخ انعقاد المزاد وذلك حسب التوزيع التالي:

أ- للسيارات والآليات يبدأ المزاد يوم الأحد الموافق 19/12 20 ويستمر المزاد يوميا لحين الانتهاء من بيع جميع السيارات والآليات والمواد الأخرى. 

ب- معدات ومخلفات ورش وبطاريات تالفة: يبدأ المزاد يوم الأربعاء الموافق 9/15/ 2021 ولمدة يوم واحد فقط ويعاد البيع على المواد التي لم يتم سدادها في اليوم التالي.
