Qatari economy continues to grow despite COVID-19

Doha: In their editorials on Friday, Al-Raya and Al-Sharq newspapers noted the strength of the Qatari economy and its continuous growth and recovery, thus overcoming the effects of the COVID-19 pandemic that exhausted the economies of the entire world.

The two newspapers indicated that the State of Qatar recorded a 3.8 billion riyal ($1.04 billion) surplus in the second quarter of 2021, according to figures revealed by the Ministry of Finance on its official website.

The two newspapers said that the surplus was recorded for the second time after the surplus of the first quarter of this year amounted to 0.2 billion riyals, which reflects the success of the Qatari economy in overcoming the repercussions of the pandemic. This surplus is also consistent with the expectations of global financial institutions, foremost of which is The World Bank, which expected that the economic growth of the State of Qatar will accelerate over the next two years, the newspaper explained.

In this regard, Al-Raya newspaper emphasized that the budgets surplus of 3.8 billion riyals during the second quarter of 2021 clearly indicates that the economy of the State of Qatar continues to recover through expanding spending on key strategic projects that support the country’s endeavors to achieve economic diversification.

Al-Raya attributed this success to the mitigating measures taken by the State, which had a positive impact on reviving the economy, turning the wheel of production, and opening commercial partnerships with new entities based on the Qatar National Vision 2030.

Al-Raya stated, based on Ministry of Finance figures, that the total revenues for the second quarter of 2021 amounted to 50.1 billion riyals, while expenses were 46.2 billion riyals in the second quarter of 2021.

In a related context, the newspaper stressed that the strong foundations of the Qatari economy shielded it from the repercussions of the COVID-19 pandemic, which has affected the whole world, adding that the Qatari economy in terms of numbers is the best in the region, thanks to growth rates, and the continuity and availability of liquidity for Qatari companies, which enabled them to conclude successful partnerships and profitable deals. The newspaper also pointed out that the praise for the Qatari economy by the Arab Monetary Fund recently confirms the promising future prospects for our economy despite the challenges.

The newspaper pointed out that despite the great repercussions of the pandemic on the global economy, the testimonies of prestigious international institutions and organizations continued, as they placed emphasis on the stable and attractive future outlook for foreign investments due to Qatar’s launching a series of economic reforms that positively affected the strength and efficiency of our national economy.

Al-Raya stated that the Qatari economy continues to grow at a higher rate than the countries of the region, in light of the optimal exploitation of the natural resources available in Qatar, the development of many areas away from the hydrocarbon sector, and the unwavering efforts to diversify the Qatari economy and expand internationally in the field of investment.

Al-Raya concluded by stating that Qatar is proceeding with confidence and steadfastness in the completion of its strategic and development projects and infrastructure development, stressing that the continuation of projects without stumbling or delay is clear evidence of financial stability. 

Al-Sharq newspaper, in its editorial on Friday, said that the Ministry of Finance’s data which revealed that the State of Qatar recorded a 3.8 billion riyal ($1.04 billion) surplus in the second quarter for 2021confirms the efficacy of the plans adopted by the government based on directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani regarding fortifying the economy and formulating policies to diversify it and reduce the heavy dependence on the revenues of the oil sector.

It pointed out that the surplus this year was recorded for the second time after the surplus of the first quarter of this year amounted to 0.2 billion riyals, which reflects the success of the Qatari economy in overcoming the repercussions of the pandemic.

Al-Sharq stressed that this success is fully consistent with the expectations of international financial institutions, which revealed that the economic growth of the State of Qatar will accelerate over the next two years to 4.1 percent next year and 4.5 percent in 2023, which is considered one of the highest growth rates in the Middle East. This is supported by the acceleration of economic activity in a number of economic sectors and the recovery and rise in energy prices at the global level, the newspaper added.

The newspaper said that the data for the second quarter of this year indicates an increase in total revenues by 10.7 percent on an annual and quarterly basis, which confirms the efficacy of the plans adopted by the government.

Al-Sharq also noted the huge volume of spending on major projects during this quarter, which amounted to 15 billion riyals, adding that this represents 20.8 percent of the total amount allocated in the current budget for spending on projects. It stressed that these results reflect the credibility of the Ministry of Finance’s expectations of GDP growth by 2.2 percent this year, pointing out that the Qatari economy leads the growth process in the Gulf region, supported by the rise in oil prices, the increase in government revenues and the measures taken by the country in the face of the pandemic.

الدوحة: نوهت صحيفتا /الراية/ و/الشرق/، بقوة الاقتصاد القطري ومواصلته النمو والانتعاش، متجاوزاً آثار جائحة كورونا /كوفيد – 19/ التي أنهكت اقتصادات العالم أجمع.

وأشارت الصحيفتان، في افتتاحيتيهما، إلى تسجيل دولة قطر فائضا في الموازنة العامة بلغ 3.8 مليار ريال خلال الربع الثاني من عام 2021، وفقا للأرقام التي كشفت عنها وزارة المالية عبر موقعها الرسمي.

ولفتت الصحيفتان إلى أن الفائض الذي تحقق تسجله الميزانية للمرة الثانية بعد الفائض الذي سجلته في الربع الأول من هذا العام بقيمة 0.2 مليار ريال، ما يعكس نجاح الاقتصاد القطري في تجاوز تداعيات وباء /كوفيد – 19/، ويتسق كذلك مع توقعات المؤسسات المالية العالمية وفي مقدمتها البنك الدولي الذي توقع أن يتسارع النمو الاقتصادي لدولة قطر خلال العامين المقبلين.

وفي هذا الصدد، أكدت صحيفة /الراية/ في افتتاحيتها بعنوان /الموازنة تحقق فائضا رغم تحديات كورونا/ أن ما سجلته الموازنة من فائض يبلغ 3.8 مليار ريال خلال الربع الثاني من عام 2021، يشير بوضوح إلى أن اقتصاد دولة قطر يواصل الانتعاش، من خلال التوسع في الإنفاق على المشاريع الرئيسية الاستراتيجية التي تدعم مساعي الدولة في تحقيق التنوع الاقتصادي.

وأرجعت هذا النجاح إلى الإجراءات التخفيفية التي اتخذتها الدولة، والتي كان لها أثر إيجابي في إنعاش الاقتصاد ودوران عجلة الإنتاج، وفتح الشراكات التجارية مع الجهات الجديدة انطلاقا من رؤية قطر الوطنية 2030 القائمة على التحول إلى اقتصاد المعرفة وزيادة نسبة مساهمة القطاع غير النفطي في الناتج المحلي.

وقالت /الراية/ استنادا إلى أرقام وزارة المالية، إن إجمالي إيرادات الربع الثاني من عام 2021، بلغ 50.1 مليار ريال مدعوما بأسعار نفطية هي أعلى مما هو معتمد في الموازنة، وتحصيل ضريبة دخل الشركات في أبريل 2021، إضافة إلى تسجيل نفقات بإجمالي 46.2 مليار ريال في الربع الثاني من عام 2021.

وشددت في سياق متصل على أن الأسس القوية التي يستند إليها الاقتصاد القطري حصنته من تداعيات أزمة وباء /كورونا/ التي أضرت بالعالم أجمع، مضيفة أن “الاقتصاد القطري بلغة الأرقام هو الأفضل في المنطقة، بفضل معدلات النمو، واستمرار وتوفر السيولة لدى الشركات القطرية، ما مكنها من عقد شراكات ناجحة وصفقات مربحة حافظت فيها على أرباحها خلال الفترة الماضية. ولعل الإشادة الجديدة بالاقتصاد القطري من جانب صندوق النقد العربي مؤخرا تؤكد على الآفاق المستقبلية الواعدة لاقتصادنا رغم التحديات”.

وأوضحت الصحيفة أنه رغم التداعيات الكبيرة لأزمة /كورونا/ على الاقتصاد العالمي، استمرت شهادات المؤسسات والمنظمات الدولية المرموقة، في التوالي مشيدة بالاقتصاد القطري، حيث “أكدت على النظرة المستقبلية المستقرة والجاذبة للاستثمارات الخارجية نظرا لإطلاق قطر سلسلة من الإصلاحات الاقتصادية أثرت بالإيجاب في قوة وكفاءة اقتصادنا الوطني”.

وأكدت /الراية/ أن الاقتصاد القطري يواصل نموه بمعدل أعلى من دول المنطقة في ظل الاستغلال الأمثل للموارد الطبيعية المتوافرة لدى قطر، وتطوير العديد من المجالات بعيدا عن القطاع الهيدروكربوني، والمساعي الحثيثة لتنويع الاقتصاد القطري والتوسع دوليا في مجال الاستثمار الذي انعكس بالإيجاب على اقتصادنا ليقود اقتصادات المنطقة من حيث النمو.

وخلصت إلى القول بأن “قطر ماضية بكل ثقة وثبات في إنجاز مشاريعها الاستراتيجية والتنموية وتطوير البنية التحتية، وهذا يؤكد توفر السيولة لدى الدولة”، مشددة على أن الاستمرار في إنجاز المشاريع دون تعثر أو تأخر دليل واضح على الاستقرار المالي.

من جهتها، قالت صحيفة /الشرق/، في افتتاحيتها بعنوان /فائض الميزانية .. نجاحات متواصلة/، إن ما كشفت عنه بيانات وزارة المالية للربع الثاني من العام الجاري من تسجيل فائض بالموازنة العامة لدولة قطر، يؤكد نجاعة الخطط التي تبنتها الحكومة بناء على توجيهات حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله ورعاه” بالعمل على تحصين الاقتصاد ووضع السياسات الكفيلة بتنويعه، والحد من الاعتماد الكبير على عائدات القطاع النفطي.

ولفتت إلى أن الفائض للربع الثاني الذي بلغ 3.8 مليار ريال (حوالي 1.04 مليار دولار)، هو الفائض الذي تسجله الموازنة للمرة الثانية بعد الفائض الذي سجلته في الربع الأول بقيمة 0.2 مليار ريال، ما يعكس نجاح الاقتصاد القطري في تجاوز تداعيات وباء /كوفيد – 19/.

وأكدت /الشرق/ أن هذا النجاح يتسق تماما مع توقعات المؤسسات المالية العالمية وفي مقدمتها البنك الدولي الذي توقع أن يتسارع النمو الاقتصادي لدولة قطر خلال العامين المقبلين، ليسجل نموا نسبته 4.1 بالمئة العام المقبل، ويرتفع إلى أكثر من 4.5 بالمئة في عام 2023، ما يعد من أعلى معدلات النمو في منطقة الشرق الأوسط، وذلك بدعم تسارع وتيرة النشاط الاقتصادي لعدد من القطاعات الاقتصادية، وتعافي وارتفاع أسعار الطاقة على الصعيد العالمي.

وقالت الصحيفة إن بيانات الربع الثاني من العام الجاري، التي توضح أن الإيرادات بلغت 50.1 مليار ريال، بموازاة مع نفقات فصلية بلغت 46.2 مليار ريال، تشير إلى ارتفاع إجمالي الإيرادات بنسبة 10.7 بالمئة على أساس سنوي وربع سنوي، وهو ما يؤكد نجاعة الخطط التي تبنتها الحكومة على هذا الصعيد.

ونوهت /الشرق/ بضخامة حجم الإنفاق على المشروعات الكبرى خلال هذا الربع، والذي بلغ 15 مليار ريال، وقالت إن ذلك يمثل 20.8 بالمئة من إجمالي المبلغ المخصص في الموازنة الحالية للإنفاق على هذه المشاريع، وأكدت أن هذه النتائج تعكس مصداقية توقعات وزارة المالية بنمو الناتج المحلي الإجمالي 2.2 بالمائة هذا العام، ليقود بذلك الاقتصاد القطري مسيرة النمو في منطقة الخليج، مدعوما بارتفاع أسعار النفط وزيادة الإيرادات الحكومية والإجراءات التي اتخذتها الدولة في مواجهة جائحة /كوفيد – 19/.
