Treatment abroad file needs mending

Doha: A number of citizens with critical illness have complained about the ambiguity of the decisions issued by the treatment abroad committee, especially since there are cases whose treatment is available in the country, but they have the opportunity to obtain approval and treatment abroad.
They stressed that what increases their suffering is the refusal of any official in the committee to meet the patient or his family in the event that the request is rejected without giving any reasons, as the refusal is done via a text message that reads “the request is rejected.”
In an interview with Al-Sharq, a number of citizens described the arbitrary rejection of their requests by the Committee for Treatment Abroad, pointing out that the committee allows filing a grievance after the rejection, but in most cases the request is also rejected without giving any reasons, according to them, they consider submitting a grievance to the Committee to be like an anesthesic.
In the same context, a number of jurists affirmed the right of patients to obtain appropriate treatment within health institutions locally and abroad, pointing out that the Qatari constitution guarantees every citizen the right to access education, health and treatment.
A number of lawyers suggested the establishment of a committee for the resolution of health disputes to solve the problems that arise from the decisions of the treatment abroad committee or to look into grievances or decisions that do not satisfy patients and is before the committee and is headed by a judge to ensure impartiality, similar to the committees for settling rental or labor disputes.
On the basis of both points of view, “Al-Sharq” tried to obtain a response from the Ministry of Public Health in this regard, but it did not receive any response until the moment the file was prepared.

الدوحة: اشتكى عدد من المواطنين من أصحاب الحالة المرضية الحرجة من ضبابية القرارات التي تصدر عن لجنة العلاج في الخارج، لا سيما وأنَّ هناك حالات علاجها متوفر في الدولة إلا أنها تحظى بفرصة الحصول على الموافقة والعلاج في الخارج، وأكدوا أن ما يزيد معاناتهم هو رفض أي مسؤول في اللجنة مقابلة المريض أو ذويه في حال رفض الطلب دون ذكر أي أسباب، حيث يتم الرفض عن طريق رسالة نصية كُتب فيها “الطلب مرفوض”.
ووصف عدد من المواطنين في حديث لـ “الشرق” رفض لجنة العلاج في الخارج لطلباتهم بالتعسفي، لافتين إلى أنَّ اللجنة تتيح التقدم بتظلمٍ بعد الرفض، إلا أنَّ في غالب الأحيان يتم رفض الطلب مجددا دون إبداء أية أسباب، معتبرين، على حد قولهم، أنَّ التقدم بتظلم للجنة هو بماثبة المخدر.
وفي ذات السياق أكدَّ عدد من القانونيين أحقية المرضى في الحصول على العلاج المناسب داخل المؤسسات الصحية محلياً وخارجياً، لافتين إلى أنّ الدستور القطري كفل لكل مواطن حق الحصول على التعليم والصحة والعلاج.
واقترح عدد من المحامين إنشاء لجنة لفض المنازعات الصحية لحل المشكلات التي تنجم عن قرارات لجنة العلاج بالخارج أو للنظر في التظلمات أو القرارات التي لا ترضي المرضى وتكون أمام اللجنة ويرأسها قاضٍ لضمان الحيادية، وهي بذلك أسوة بلجان فض المنازعات الإيجارية أو العمالية.
ومن منطلق الرأي والرأي الآخر، حاولت “الشرق” الحصول على رد من قِبَل وزارة الصحة العامة بهذا الشأن، إلا أنها لم تتلق أي رد حتى لحظة إعداد الملف.
