New recommendations from the International Civil Aviation Organization to ensure safety during flights

GENEVA 3 June 2020: The International Air Transport Association (IATA) urges governments to quickly implement the International Civil Aviation Organization’s (ICAO’s) global guidelines for restoring air connectivity.

On Monday, the ICAO Council approved Takeoff: Guidance for Air Travel through the Covid-19 Public Health Crisis (Takeoff).

It presents a comprehensive framework of risk-based temporary measures for air transport operations during the Covid-19 crisis.

“Airlines strongly support it. Now we are counting on governments to implement the recommendations quickly because the world wants to travel again and needs airlines to play a key role in economic recovery. And we must do this with global harmonization and mutual recognition of efforts to earn the confidence of travellers and air transport workers,” said  IATA’s director general and CEO, Alexandre de Juniac.

Takeoff proposes a phased approach to restarting aviation and identifies a set of generally applicable risk-based measures. In line with recommendations and guidance from public health authorities, these will mitigate the risk of transmission of the Covid-19 virus during the travel process.

Common measures

• Physical distancing to the extent feasible and implementation of “adequate risk-based measures where distancing is not feasible, for example in aircraft cabins”;
• Wearing of face coverings and masks by passengers and aviation workers;
• Routine sanitation and disinfection of all areas with potential for human contact and transmission;
• Health screening, which could include pre- and post-flight self-declarations, as well as temperature screening and visual observation, “conducted by health professionals”;
• Contact tracing for passengers and aviation employees: updated contact information should be requested as part of the health self-declaration, and interaction between passengers and governments should be made directly through government portals;
• Passenger health declaration forms, including self-declarations in line with the recommendations of relevant health authorities. Electronic tools should be encouraged to avoid paper;
• Testing: if and when real-time, rapid and reliable testing becomes available.

“This layering of measures should give travellers and crew the confidence they need to fly again. And we are committed to working with our partners to continuously improve these measures as medical science, technology and the pandemic evolve,” said de Juniac.

Takeoff was one element of work of the ICAO Covid-19 Aviation Recovery Task Force (CART). The CART report to the ICAO Council highlighted that it is of “paramount importance to avoid a global patchwork of incompatible [aviation] health safety measures.” It urges ICAO Member States to “implement globally- and regionally-harmonized, mutually accepted measures that do not create undue economic burdens or compromise the safety and security of civil aviation.”

The report also notes that Covid-19 risk mitigation measures “should be flexible and targeted to ensure that a vibrant and competitive global aviation sector will drive the economic recovery.”

“The leadership of ICAO and the commitment of our fellow CART members have combined to quickly lay the foundation for a safe restoration of air transport amid the Covid-19 crisis. We salute the unity of purpose that guided aviation’s stakeholders to a solid conclusion. Moreover, we fully support CART’s findings and look forward to working with governments for a well-coordinated systematic implementation that will enable flights to resume, borders to open and quarantine measures to be lifted,” said de Juniac.

CART’s work was developed through a broad-based consultation with countries and regional organizations, and with advice from the World Health Organization and key aviation industry groups including IATA, Airports Council International (ACI World), the Civil Air Navigation Services Organization (CANSO), and the International Coordinating Council of Aerospace Industries Associations (ICCAIA).

مع إعلان عدد من الدول عن استئناف قطاع الطيران للرحلات الجوية، نشرت منظمة الطيران المدني الدولي (الإيكاو) مجموعة توصيات صحية لقطاع الطيران الذي يسعى لاستئناف نشاطه وسط أزمة فيروس كورونا المستجد، نبهت فيها إلى ضرورة استخدام الأقنعة الواقية وفحص حرارة الركاب وتعقيم الطائرات.

ووضع هذه القواعد فريق دولي جمعته منظمة الإيكاو ومقرها مونتريال،  بمساعدة وكالات أخرى تابعة للأمم المتحدة من بينها منظمة الصحة العالمية والاتحاد الدولي للنقل الجوي (إياتا).

وقال ممثل فرنسا في مجلس الإيكاو فيليب بيرتو الذي ترأس نقاش “فريق العمل” – في بيان حسب وكالة فرانس برس-  إن “هذه الإرشادات ستسهل التقارب والاعتراف المتبادل والتنسيق بين إجراءات الطيران المرتبطة بكوفيد-19 في أنحاء الكرة الأرضية”.

والتغييرات المقترحة هي الأهم لقطاع السفر الجوي منذ التدابير الأمنية التي وضعت في أعقاب هجمات 11 سبتمبر 2011 في الولايات المتحدة.

والهدف من التوصيات، التي تبنتها اللجنة التنفيذية لمنظمة الإيكاو مساء الإثنين، أن تكون بمثابة “إطار” لضمان سلامة الركاب والعمال على متن الطائرات وفي المطارات.

شهادة صحية

بموجب القواعد، يتعين على المسافرين لدى وصولهم المطار إبراز شهادة صحية والخضوع لفحص أولي لحرارة الجسم.

ويتعين إعطاء الأولوية لتسجيل المسافرين على الإنترنت قبل الوصول إلى المطار، كما ينبغي إعادة النظر بممرات التفتيش الأمني للحد من التواصل الجسدي وخطوط الانتظار.

وتنصح القواعد بتحميل تذاكر السفر على الهاتف وبأشكال أخرى من التكنولوجيا التي لا تعتمد على اللمس، مثل مسح الوجه أو العين.

ومن شأن ذلك أن “يلغي أو يخفض بدرجة كبيرة الحاجة للمس وثائق السفر بين الموظفين والركاب” بحسب الإرشادات.

الكمامة إلزامية 

وتشجع القواعد الركاب على السفر بأقل ما يمكن من الحمولة، مع حقيبة يد صغيرة. ولن يسمح بتوفير الصحف والمجلات على متن الطائرات، وستكون مبيعات السوق الحرة محدودة.

وسيكون وضع الكمامة أو قناع الوجه إلزاميا داخل الطائرة وفي المطارات، حيث يتعين الالتزام بالتباعد الجسدي لمسافة متر على الأقل.

وسيكون الدخول إلى المطارات محصورا بالركاب ومرافقيهم كالذين يرافقون ذوي الاحتياجات الخاصة وموظفي المطارات.

وعلى متن الطائرات يتوجب على الركاب وضع الأقنعة الواقية أو الكمامات والتنقل أقل ما يمكن داخل المقصورة، وعدم الاصطفاف أمام المراحيض للحد من خطر نقل العدوى لركاب آخرين. وستخصص مراحيض معينة لهم وفقا لمقاعدهم.

وسيتم تزويد المضيفين الجويين بلوازم للحماية الشخصية قد تتضمن أقنعة للوجه وقفازات وكمامات طبية.

غير أن الإيكاو لا توصي بإبقاء مقعد فارغ بين كل مقعدين لضمان التباعد الجسدي، والذي يعتبره قطاع الطيران تهديدا للربحية.

بل تطلب المنظمة من الركاب البقاء بعيدين عن بعضهم البعض أكبر مسافة ممكنة.

وتوصي بأن يتم إعداد الطعام مسبقا وبأن يتم تعقيم الطائرة بانتظام.

ويتعين أيضا فحص حرارة الركاب لدى وصول الرحلة.

والتدابير ليست إلزامية، لكنها نتاج توافق واسع يضفي “سلطة تجعلها مرجعا عالميا للمرة الأولى في هذا الشأن منذ بداية أزمة وباء كوفيد-19″، بحسب بيرتو.

وقال لوكالة فرانس برس إن “هذه التدابير ستسهل عودة آمنة ومستدامة للسفر الجوي”.

ولاستئناف نشاطه بعد توقف لأشهر وتكبده خسائر مالية، يضغط قطاع الطيران من أجل تنسيق القواعد بهدف طمأنة الركاب والدول التي أغلقت حدودها ضمن مساعي الحد من انتشار الفيروس.

وتقدر منظمة الإيكاو أن يتسبب الوباء في خفض عدد المسافرين جوا بنحو 1.5 مليار مسافر بنهاية العام.
