Doha E-Commerce Workshop, Regional Customs Culture Forum

Doha: The Customs Training and Regional Center, affiliated with the General Customs Authority, in collaboration with the Arab Federation of Customs Executives is organizing joint training events today and tomorrow at its headquarters in Hamad Port. The first day includes a regional workshop on e-commerce, while the second day features a regional forum aimed at promoting customs culture among those dealing with customs.

The first day of the event was inaugurated by Assistant chairman of the Authority for Support Services Affairs, Mohammed Abdullah Al Maadeed, along with the Chairman of the Arab Union of Customs Brokers, Dr. Mamdouh Abdullah Al Rifai, and the participation of representatives from national authorities, customs clearance companies, companies affiliated with the authorized economic operator program, and other sectors involved in import and export activities.

In his opening remarks, Assistant chairman of the Authority for Support Services Affairs emphasized the importance of these events in enhancing and building capabilities, disseminating knowledge and awareness, exchanging experiences, learning about best practices related to e-commerce and customs procedures, and improving compliance with relevant government authorities in import and export processes.

He pointed out that achieving compliance with customs procedures has become a challenge facing all participants in the customs clearance process, not just customs authorities. This is due to the radical transformation brought about by e-commerce in how business is conducted, as well as the increased customs burdens resulting from the growth of individual trade. This calls for collective efforts to develop appropriate strategies to enhance compliance and simplify procedures.

On his part, the Chairman of the Arab Union of Customs Brokers stressed the importance of the forum and workshops in exchanging experiences between the Union, the Authority, and the companies operating in Qatar. He highlighted that the discussions will have a positive impact on enhancing compliance with customs procedures and facilitating the work of customs brokers. Furthermore, it provides an opportunity for them to present their initiatives for resolving the challenges they face in the various sectors of this field, within the Middle East and Arab countries.

The first session of the workshop, presented by Advisor to the President of the Arab Federation for Customs Clearance at League of Arab States, Islam Karem, covered an introduction to the Union. It also provided an overview of the Union’s key achievements, recommendations, and activities related to e-commerce within the Arab countries.

The second session, presented by a training expert at the Customs Training and Regional Center, Tariq Abdullah Al Shabil, provided an overview of e-commerce, its key stakeholders, the tools provided by the world customs organization, and the customs procedures related to it according to international customs standards. The session also discussed managing the risks associated with e-commerce and the challenges that customs face in dealing with it.

Other sessions also addressed a number of topics related to e-commerce. Most notably, the World Trade Organization (WTO) Trade Facilitation Agreement (TFA), the experience of the General Customs Authority in e-commerce, and presenting the experience of the Qatar Postal Services Company as one of the models for stakeholders in this trade.

الدوحة: ينظم مركز التدريب الجمركي والإقليمي التابع للهيئة العامة للجمارك، بالتعاون مع الاتحاد العربي للمخلصين الجمركيين، فعاليات تدريبية مشتركة بمقر المركز في ميناء حمد، حيث تضمن اليوم الأول ورشة عمل إقليمية حول التجارة الإلكترونية، بينما يتضمن اليوم الثاني ملتقى إقليميا لنشر الثقافة الجمركية بين المتعاملين مع الجمارك.

وافتتح اليوم الأول للفعاليات السيد محمد عبدالله المعاضيد مساعد رئيس الهيئة العامة للجمارك لشؤون الخدمات المساندة، والدكتور ممدوح عبدالله الرفاعي رئيس الاتحاد العربي للمخلصين الجمركيين، وبمشاركة ممثلي الجهات الوطنية، وشركات التخليص، والشركات المنضمة لبرنامج المشغل الاقتصادي المعتمدة، وغيرها من القطاعات العاملة في مجالات الاستيراد والتصدير.

وفي كلمته الافتتاحية، أكد مساعد رئيس الهيئة لشؤون الخدمات المساندة أهمية هذه الفعاليات في تعزيز وبناء القدرات، ونشر الوعي المعرفي، وتبادل الخبرات، والاطلاع على أفضل الممارسات ذات العلاقة بالتجارة الإلكترونية والإجراءات الجمركية، وتحسين الامتثال للجهات الحكومية المختصة بالاستيراد والتصدير.

وأشار إلى أن تحقيق الامتثال للإجراءات الجمركية أصبح تحديا يواجه جميع المشاركين بعملية التخليص الجمركي وليس الجمارك وحدها، في ظل ما أحدثته التجارة الإلكترونية من تحول جذري في كيفية تنفيذ الأعمال التجارية، وزيادة الأعباء الجمركية الناتجة عن تزايد حجم التجارة الفردية، الأمر الذي يدعو إلى تضافر الجهود لتطوير استراتيجيات ملائمة لتحسين الامتثال وتبسيط الإجراءات.

من جانبه، أكد رئيس الاتحاد العربي للمخلصين الجمركيين أهمية الملتقى وورش العمل في تبادل الخبرات بين الاتحاد وبين الهيئة والشركات العاملة بقطر، موضحا أن النقاشات سيكون لها أثر إيجابي على تعزيز الامتثال للإجراءات الجمركية، وتسهيل العمل على المخلصين الجمركيين، إضافة إلى طرح مبادراتهم لحل العقبات التي يوجهونها بمجالات العمل المتشعبة بهذا القطاع، في منطقة الشرق الأوسط والدول العربية.

يذكر أن الجلسة الأولى من ورشة العمل، التي قدمها دكتور إسلام كارم، مستشار رئيس الاتحاد العربي للمخلصين الجمركيين، تناولت التعريف بالاتحاد، واستعراض أهم النتائج وتوصيات وأنشطة الاتحاد الخاصة بالتجارة الإلكترونية على مستوى الدول العربية.

أما الجلسة الثانية، والتي قدمها دكتور طارق الشبيل، خبير تدريب بمركز التدريب الجمركي والإقليمي، فقد تناولت لمحة عن التجارة الإلكترونية والأطراف الرئيسة لهذه التجارة، وأدوات منظمة الجمارك العالمية بشأنها، والإجراءات الجمركية المتعلقة بها وفق المعايير الجمركية الدولية، وإدارة مخاطر التجارة الإلكترونية، والتحديات التي تواجه الجمارك في التعامل معها.

كما تناولت الجلسات الأخرى عددا من المحاور المتعلقة بالتجارة الإلكترونية؛ أبرزها اتفاقية تسهيل التجارة لمنظمة التجارة العالمية، وتجربة الهيئة العامة للجمارك في التجارة الإلكترونية، وعرض تجربة الشركة القطرية للخدمات البريدية كأحد النماذج لأصحاب المصلحة في هذه التجارة.
