QP signs largest LNG shipbuilding agreements in history
قطر للبترول توقع أكبر اتفاقيات في مجال بناء ناقلات الغاز في التاريخ

Qatar Petroleum (QP) signed the “largest LNG shipbuilding agreements in history” Monday, aimed at securing more than 100 ships valued in excess of QR70bn to cater to its LNG growth plans.
The three agreements reserve LNG ship construction capacity in South Korea to be utilised for QP’s future LNG carrier fleet requirements, including those for the ongoing expansion projects in the North Field and in the US.
Under the agreements, the ‘Big 3’ Korean shipyards – Daewoo Shipbuilding & Marine Engineering (DSME), Hyundai Heavy Industries (HHI) and Samsung Heavy Industries (SHI) – will reserve a major portion of their LNG ship construction capacity for QP through the year 2027.
The agreements were signed by HE the Minister of State for Energy Affairs Saad Sherida al-Kaabi, also the President and CEO of QP in a virtual signing ceremony attended by Sung Yun-mo, Minister of Trade, Industry & Energy, South Korea.
Also attending were Sheikh Khalid bin Khalifa al-Thani, CEO, Qatargas, CEOs of South Korean shipyards, senior representatives from South Korea’s Ministry of Trade, Industry & Energy, as well as executives from Qatar Petroleum, Qatargas, and the three Korean shipyards.
On the South Korean side, the agreement with DSME was signed by Sung Geun Lee, President and CEO of DSME, the agreement with HHI was signed by Sam H. Ka, President and Board member of HHI, and the agreement with SHI was signed by Joon Ou Nam, President and CEO of SHI.
At the signing ceremony, HE al-Kaabi said, “The signing of today’s agreements with the three esteemed Korean companies reflects our commitment to the North Field expansion projects, even during these extraordinary times.
“As I have previously stated, we are moving full steam ahead with the North Field expansion projects to raise Qatar’s LNG production capacity from 77mn today to 126mn tonnes per year by 2027 to ensure the reliable supply of additional clean energy to the world at a time when investments to meet these requirements are most needed. These agreements will ensure our ability to meet our future LNG fleet requirements to support our expanding LNG production capacity and long-term fleet replacement requirements.”
“With the conclusion of these milestones agreements, we have everything in place to commence the largest LNG shipbuilding program in history. We have secured approximately 60% of the global LNG shipbuilding capacity through 2027 to cater for our LNG carrier fleet requirements in the next seven to eight years, which could reach 100+ new vessels with a programme value in excess of QR70bn.”
Al-Kaabi highlighted South Korea’s position as a key and strategic energy partner with the State of Qatar, and thanked Minister Sung Yun-mo and the South Korean companies for their role in supporting the strong Qatar-South Korean business relations and hoped that this milestone will take the relationship with South Korean business partners to greater and wider horizons.
Al-Kaabi said, “The new LNG vessels will be equipped with the latest generation slow speed dual fuel engines, utilising LNG as a fuel. This will ensure the most efficient performance and compliance with the latest global emission and environmental regulations. We will continue working on reducing emissions from our fleet to protect the regional and global environment in line with the environmental objectives of the Qatar National Vision 2030.”
“I would like to take this opportunity to thank the DSME, HHI and SHI teams for all the hard work to bring these agreements to fruition during these challenging times. I would also like to express my great appreciation to Your Excellency Mr. Sung, for your leadership and great support to this effort in line with our mutual desire to build upon the already excellent relations between Korea and Qatar, especially during the unusual circumstances the world is currently facing. I am also very grateful to Sheikh Khalid bin Khalifa al-Thani, CEO of Qatargas, and to the Qatar Petroleum and Qatargas teams, whose dedicated efforts were instrumental in realising this agreement,” al-Kaabi concluded.
Minister Sung Yun-mo expressed gratitude to HE al-Kaabi for inviting him to take part in this important event.
Delivering his congratulations on the signing ceremony, Yun-mo said, “Despite the recent difficulties facing the international community, today’s signing was made possible by the long-standing mutual trust between Korea and Qatar as well as the outstanding risk management capability of His Excellency Minister al-Kaabi.”
Sung Yun-mo also expressed his commitment to enhance economic cooperation with Qatar by adding, “I will not spare any effort to further strengthen our bilateral cooperation in energy and shipbuilding, as well as diversify our cooperation across various fields including ICT, healthcare, plant construction and more.“
At the virtual signing ceremony, Sung Geun Lee, President and CEO of Daewoo Shipbuilding & Marine Engineering, said, “I would like to express our sincere appreciation to Qatar Petroleum for choosing DSME as a partner for this historic mega LNG project in Qatar. I have no doubt that Qatar will reinforce its position as the world’s leading LNG exporter through this great project.
“As the world’s first-class shipbuilding and maritime specialists, DSME is delighted to contribute to this project with our cutting-edge LNG technologies together with our eco-friendly and smart ship expertise. In the same manner as a decade ago for the previous Qatar project, we will soon invite you to witness our production in person at our advanced Okpo shipyard.”
On his part, Sam H. Ka, President and Board member of Hyundai Heavy Industries, said, “We are very proud and excited to work with Qatar Petroleum for this unprecedented, and the world’s largest, LNG project. It is our firm belief that this project will enhance Qatar’s global reputation as the World’s premier LNG supplier and effectively contribute to the increasing global market demand for cleaner energy of the future.
“To this end, we will join forces with Qatar Petroleum and Qatargas with the highest standards of excellence for the successful construction and delivery of vessels that are more efficient and eco-friendly than ever.”
Joon Ou Nam, President and CEO of Samsung Heavy Industries, said, “I am deeply grateful for the signing of this agreement between Qatar Petroleum and Samsung Heavy Industries. SHI promises to deliver the best quality LNG carriers with on-time delivery. Particularly, we will build the best LNG carriers for Qatar Petroleum in terms of efficiency, reliability and HSE through the technology and workmanship developed within our company. I hope that today’s event will provide momentum to further strengthen our cooperative economic relationship between Qatar and Korea.”
QP’s LNG carrier fleet programme is the largest of its kind in the history of the LNG industry, and will play a pivotal role in meeting the shipping requirements of its local and international LNG projects, as well as replacing part of Qatar’s existing LNG fleet.

وقّعت قطر للبترول اليوم ثلاث اتفاقيات لحجز سعةٍ لبناء عدد من ناقلات الغاز الطبيعي المسال في كوريا، وذلك لدعم متطلبات أسطول ناقلات قطر للبترول المستقبلي، ومن ضمنها تلك اللازمة لمشاريع التوسع الحالية في حقل الشمال وفي الولايات المتحدة.
وبموجب الاتفاقيات، ستقوم أحواض بناء السفن الكورية الثلاثة الكُبرى، وهي شركة دايو لبناء السفن والهندسة البحرية، وشركة هيونداي للصناعات الثقيلة، وشركة سامسونج للصناعات الثقيلة، بحجز حصة كبيرة من سعتها لبناء ناقلات الغاز الطبيعي المسال في أحواضها لصالح قطر للبترول حتى نهاية العام 2027.
سعادة المهندس سعد بن شريده الكعبي، وزير الدولة لشؤون الطاقة، العضو المنتدب والرئيس التنفيذي لقطر للبترول، وقّع الاتفاقيات خلال حفل توقيع أقيم عن بُعد باستخدام تقنية الاتصال المرئي بحضور سعادة السيد سونغ يون مو، وزير التجارة والصناعة والطاقة في كوريا. كما حضر التوقيع كل من الشيخ خالد بن خليفة آل ثاني، الرئيس التنفيذي لقطرغاز، والرؤساء التنفيذيين لأحواض بناء السفن الكورية، وكبار الممثلين من وزارة التجارة والصناعة والطاقة الكورية، والمديرين التنفيذيين من قطر للبترول وقطر غاز وأحواض بناء السفن الكورية الثلاثة.
ووقع الاتفاقيات الثلاث من الجانب الكوري كل من السيد سونغ جيون لي، الرئيس والمدير التنفيذي لشركة دايو لبناء السفن والهندسة البحرية، والسيد سام إتش كا، الرئيس التنفيذي وعضو مجلس إدارة شركة هيونداي للصناعات الثقيلة، والسيد جون أوه نام، الرئيس والمدير التنفيذي لشركة سامسونج للصناعات الثقيلة.
وفي كلمة له خلال حفل التوقيع، قال سعادة الوزير الكعبي: “إن توقيع الاتفاقيات اليوم مع شركائنا الكوريين الثلاثة يؤكد التزام دولة قطر بخطط مشاريع توسعة حقل الشمال، حتى في ظل هذه الاوقات الاستثنائية التي يعيشها العالم اليوم. وكما ذكرت سابقاً، فنحن نمضي قدماً في تنفيذ مشاريع توسعة حقل الشمال لرفع طاقة قطر الإنتاجية من الغاز الطبيعي المسال من 77 مليون طن سنوياً اليوم إلى 110 مليون طن سنوياً في العام 2025 وإلى 126 مليون طن سنوياً في العام 2027 وذلك لضمان إمداد موثوق به لطاقة نظيفة إضافية للعالم في الوقت الذي تكون فيه الاستثمارات مطلوبة لتلبية هذه المتطلبات. وستضمن هذه الاتفاقيات قدرتنا على تلبية المتطلبات المستقبلية لأسطول دولة قطر من ناقلات الغاز الطبيعي المسال لدعم زيادة طاقتها الإنتاجية من الغاز الطبيعي المسال.”
وأضاف سعادة الوزير الكعبي: “من خلال إبرام هذه الاتفاقيات الهامة، تكون قطر للبترول قد حجزت حوالي 60% من السعة العالمية لبناء ناقلات الغاز الطبيعي المسال حتى نهاية العام 2027 لتلبية متطلبات أسطولنا المستقبلي من ناقلات الغاز الطبيعي المسال، والمقدرة بأكثر من 100 سفينة جديدة قيمتها أكثر من 70 مليار ريال قطري.”
وأشار سعادته إلى مكانة كوريا كشريك رئيسي واستراتيجي مع دولة قطر، كما عبر عن تقديره لسعادة وزير التجارة والصناعة والطاقة الكوري والشركاء الكوريين على دورهم في دعم العلاقات التجارية القوية بين قطر وكوريا وأضاف بأن روح التعاون هذه ستنقل العلاقة مع الشركاء التجاريين الكوريين إلى آفاق أكبر وأوسع.
وقال سعادة الوزير الكعبي: “سيتمُّ تجهيز ناقلات الغاز الطبيعي المسال الجديدة بأحدث جيل من مُحرِّكات الوقود المُزدوج، والتي تعمل بشكل أساسي على الغاز الطبيعي المسال. وبهذا، ستمتاز الناقلات بأداء فائق من حيث الكفاءة والامتثال لجميع اللوائح والتشريعات العالمية الحاليَّة الخاصة بالانبعاثات. وسنواصل العمل لتخفيض انبعاثات أسطولنا من أجل حماية البيئة الإقليمية والعالمية بما يتماشى مع الأهداف البيئية المنبثقة عن رؤية قطر الوطنية 2030”.
واختتم سعادة الوزير الكعبي كلمته قائلاً: “أود أن أغتنم هذه الفرصة لأشكر فرق العمل من شركة دايو لبناء السفن والهندسة البحرية، وشركة هيونداي للصناعات الثقيلة، وشركة سامسونج للصناعات الثقيلة، على جهودهم الكبيرة لإتمام هذه الاتفاقيات خلال هذه الأوقات المليئة بالتحديات. كما أود أن أعرب عن تقديري الكبير لسعادة الوزير سونغ على قيادته ودعمه الكبير لهذا الجهد بما يتماشى مع رغبتنا المتبادلة في تعزيز العلاقات المتميزة بين كوريا وقطر، خاصة في ظل الظروف غير العادية التي تواجه العالم. كما أود أن أعرب عن امتناني الكبير للشيخ خالد بن خليفة آل ثاني الرئيس التنفيذي لقطر غاز ولفريقي العمل في قطر للبترول وقطرغاز، لجهودهم المتميزة في تحقيق هذه الاتفاقية.”
بدوره، عبّر سعادة الوزير سونغ يون مو عن امتنانه لسعادة الوزير الكعبي لدعوته للمشاركة في هذا الحدث الهام. وفي كلمة له قدم خلالها التهاني بمناسبة التوقيع، قال الوزير سونغ يون مو: “بالرغم من الصعوبات التي تواجه المجتمع الدولي، فإن توقيع هذه الاتفاقيات أصبح ممكناً بفضل تاريخ طويل من الثقة المتبادلة بين كوريا وقطر، وبفضل الإدارة المتميزة للمخاطر لسعادة الوزير الكعبي “.
وأعرب الوزير سونغ يون مو عن التزامه بتعزيز التعاون الاقتصادي مع دولة قطر قائلاً: “لن أدخر أي جهد لمواصلة تعزيز تعاوننا الثنائي في مجال الطاقة وبناء السفن، وكذلك لتنويع تعاوننا عبر مختلف المجالات بما في ذلك تكنولوجيا الاتصالات والمعلومات والرعاية الصحية وبناء المصانع وغيرها.”
وفي معرض تعليقه خلال حفل التوقيع الذي أقيم عبر تقنية الاتصال المرئي، قال السيد سونغ جيون لي، الرئيس والمدير التنفيذي لشركة دايو لبناء السفن والهندسة البحرية: “أود أن أعرب عن خالص تقديرنا لقطر للبترول لاختيارنا كشريك في هذا المشروع التاريخي الضخم للغاز الطبيعي المسال في دولة قطر. ولا يساورني أدنى شك في أن دولة قطر ستعزز مكانتها الرائدة كأكبر مُصدِّر للغاز الطبيعي المسال في العالم من خلال هذا المشروع الكبير. ويسعدنا بصفتنا متخصصين عالميين في بناء السفن والملاحة البحرية، أن نساهم في هذا المشروع من خلال تقنياتنا المتطورة للغاز الطبيعي المسال، وتطبيق خبراتنا الواسعة والذكية في بناء السفن وإصلاحها بصورة تُراعي الاعتبارات البيئية. وسندعوكم قريباً، كما فعلنا قبل عقد من الزمن مع مشروع سابِق لدولة قطر، لمشاهدة إنتاجنا بأنفسكم في حوض بناء السفن المتطوِّر في منطقة أكبو.”
بدوره، قال السيد سام إتش كا، الرئيس التنفيذي وعضو مجلس إدارة شركة هيونداي للصناعات الثقيلة: “نحن فخورون جداً ومتحمسون للغاية للعمل مع قطر للبترول في هذا المشروع غير المسبوق، والذي يعد أكبر مشروع للغاز الطبيعي المسال في العالم. نحن نؤمن بأن هذا المشروع سيعزز من سمعة قطر العالمية بوصفها المزوّد الرائد في صناعة الغاز الطبيعي المسال في العالم، وأنه سيساهم بشكل فعال في تلبية طلب السوق العالمي المُتزايد على طاقة المستقبل النظيفة. ولهذه الغاية، سنعمل بالشراكة مع قطر للبترول وقطرغاز لإتمام هذا المشروع وفق أعلى معايير التميُّز لبناء وتسليم ناقلات أكثر كفاءة ومراعاة لاعتبارات البيئة من أي وقت مضى.”
وصرّح السيد جون أوه نام، الرئيس والمدير التنفيذي لشركة سامسونج للصناعات الثقيلة قائلاً: “يطيب لي أن أعرب عن بالغ امتناني لتوقيع هذه الاتفاقية بين قطر للبترول وشركة سامسونج للصناعات الثقيلة. وتتعهد شركتنا ببناء أفضل ناقلات الغاز الطبيعي المسال بجودة عالية، وتسليمها في الوقت المحدد. وعلى وجه التحديد، سنقوم ببناء أفضل الناقلات لقطر للبترول من حيث الكفاءة والموثوقية وفقاً للمعايير الرائدة للسلامة والصحة والبيئة، وذلك من خلال التكنولوجيات والمهنية العالية التي تم تطويرها في شركتنا. وإنني آمل أن يوفر حدث اليوم زخماً إضافياً لمواصلة تعزيز علاقتنا الاقتصادية المبنية على التعاون والتي تجمع دولة قطر وجمهورية كوريا.”
ويعدُّ برنامج قطر للبترول لبناء أسطول ناقلات الغاز الطبيعي المسال الأكبر من نوعه في تاريخ هذه الصناعة، حيث سيلعب دوراً هاماً في تلبية متطلبات شحن الغاز الطبيعي المسال من مشاريع قطر للبترول المحلية والعالمية، بالإضافة إلى استبدال بعض ناقلات الأسطول الحالي.
