Labour ministry asks employers to comply with these conditions

As part precautionary measures and preventative efforts under taken by Qatar to limit the spread of the coronavirus (COVID-19), with a specific focus on the safety of all workers in Qatar, the Ministry of Administrative Development, Labor and Social Affairs, affirmed the responsibility of all employers to comply with the conditions and specifications for healthy and safe housing, so as to prevent the risk of infection or transmission. 
The Ministry called on employers to implement the following procedures:

Raising the awareness of the workers through various means on measures adopted at the company and government levels, including the 16000 hotline to report suspected cases.

Putting hand sanitizer in key places and providing workers with protective equipment that includes gloves, protective masks, and hand sanitizer.

Constantly checking the temperature of workers by a number of trained employees at the entrance of the residence.

Division of working hours and meal times to reduce overcrowding on departure and return and to limit movement in common spaces.

Putting signs on the ground separating them for at least one meter inside the places designated for eating and other common places where the workers arrive in large numbers.

Seats should be kept at least one meter away in the dining areas and all the common areas.

Providing services and facilities for workers in the place of residence to help them communicate with their families and friends without having to leave their place of residence.

The Ministry of Administrative Development, Labor and Social Affairs also affirmed that in implementation of Ministerial Decision No.18 of 2014 regarding the conditions and specifications for adequate housing for workers, the employer is obligated to the following:

Paying attention to providing a healthy environment inside the housing by committing to not increase the number of workers in the room (not more than four workers as possible), and that a space of at least six meters should be allocated for each bed. 

The housing should be provided periodically with suitable disinfectants and detergents, and all rooms should be well ventilated.

The housing should be provided with first aid kits, with medicines and antiseptics, in proportion to the number of workers residing in the housing.

Appointing a specialized first aid officer, or one of the workers residing in the residence who has received an accredited training course in first aid to provide the necessary medical care in accordance with the aforementioned Ministerial Decision.

The necessary means are available to dispose of housing and sewage waste in a healthy and regular manner.

Appointing workers to clean the housing, and a supervisor for each building of workers housing to supervise and guard the housing, inform the residents of the housing on health and safety, and notify the employer of the facilities and equipment for which periodic maintenance must be performed.

Note that in the event of breaches of the occupational safety and health requirements in the housing, the applicable legal procedures will be applied, and exposure to the suspension of the company’s registry at the Ministry.

The Ministry has allocated the hotline 40280660 for inquiries and reporting violations of workers’ housing requirements.

في ضوء الجهود والإجراءات الاحترازية التي تتخذها الدولة للحد من انتشار فيروس كورونا (كوفيد-19) وحرصًا من وزارة التنمية الإدارية والعمل والشؤون الاجتماعية على سلامة جميع العمال بالدولة، فإن الوزارة تؤكد على مسؤولية أصحاب العمل بالالتزام بتوفير اشتراطات ومواصفات السكن الصحي والآمن، كإحدى سبل الوقاية من خطر الاصابة أو نقل العدوى.

وطالبت الوزارة، في بيان لها اليوم، أصحاب العمل بتطبيق الإجراءات التالية:

– العمل على زيادة الوعي لدى العمال بالسكن (من خلال مختلف الوسائل) بشأن التدابير المُعتمدة على مستوى المنشاة وعلى المستوى الحكومي، بما في ذلك الخطّ الساخن 16000 للتبليغ عن الحالات المشتبه بها.

. وضع عبوات تعقيم اليدَيْن في أماكن رئيسية وتزويد العمّال بأدوات الوقاية التي تشمل القفّازات والأقنعة الواقية ومعقّم اليدَيْن.

. فحص درجة حرارة العمّال باستمرار من قِبَلِ عددٍ من الموظّفين المُدرَّبين عند مدخل السكن.

. تقسيم ساعات العمل وأوقات تناول الوجبات لتخفيف الاكتظاظ عند المغادرة والعودة وللحدّ من الحركة في المساحات المشتركة.

. وضع علامات في الأرض تفصل بينها مسافةٌ لا تقُلّ عن متر واحد داخل الأماكن المخصصة لتناول الطعام وغيرها من الأماكن المشتركة التي يتوافد إليها العمال بأعداد كبيرة.

– إبعاد المقاعد عن بعضها بمسافة لا تقُلّ عن متر واحد في أماكن تناول الطعام وجميع الأماكن المشتركة.

– توفير الخدمات والتسهيلات للعمال في أماكن السكن لمساعدتهم على التواصل مع أُسَرِهم وأصدقائهم من دون الحاجة إلى مغادرة مكان سكنهم.

كما أكدت وزارة التنمية الإدارية والعمل والشؤون الاجتماعية أنه بالإضافة إلى ذلك وتطبيقًا للقرار الوزاري 18 لسنة 2014 بشأن الاشتراطات والمواصفات للسكن المناسب للعمال يلتزم صاحب العمل بما يلي:

الاهتمام بتوفير بيئة صحية داخل السكن من خلال الالتزام بعدم زيادة كثافة العمال في السكن داخل الغرفة المشتركة (ألا تزيد عن 4 عمال بقدر الإمكان)، وان يتم تخصيص مساحة لكل سرير لا تقل عن 6 أمتار.

. أن يتم تزويد السكن بصفة دورية بالمعقمات والمنظفات المناسبة، وان تكون جميع الغرف جيدة التهوية.

تزويد السكن بصناديق الإسعافات الطبية الأولية، مزودة بالأدوية والأربطة والمطهرات، بما يتناسب وعدد العمال المقيمين بالسكن.

تعيين ضابط إسعافات أولية متخصص، أو أحد العمال المقيمين بالسكن يكون حاصلاً على دورة تدريبية معتمدة في الإسعافات الأولية لتقديم الرعاية الطبية اللازمة وفقا للقرار الوزاري المشار اليه.

. ان تتوافر الوسائل اللازمة للتخلص من مخلفات السكن والصرف الصحي بطريقة صحية وبصفة منتظمة.

تعيين عمال لتنظيف السكن، ومشرف لكل مبنى مخصص لسكن العمال يتولى الإشراف على السكن وحراسته تشجيع المسؤولين بالسكن وعن الصحّة والسلامة وإخطار صاحب العمل بالمرافق والتجهيزات التي يجب إجراء الصيانة الدورية له.

علماً بأنه في حال مخالفة اشتراطات السلامة والصحة المهنية بالسكن، فسيتم تطبيق الإجراءات القانونية المتبعة، والتعرض لإيقاف ملف الشركة لدى الوزارة.

يذكر أن الوزارة خصصت الخط الساخن 40280660 للاستفسارات والإبلاغ عن مخالفات اشتراطات سكن العمال.
