Cabinet discusses distance learning programme, steps to fight COVID-19

The Prime Minister and Minister of Interior, H E Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, chaired the regular meeting held by the Cabinet at its headquarters in the Amiri Diwan, yesterday.
Following the meeting, the Minister of Justice and Acting Minister of State for Cabinet Affairs, H E Dr. Issa bin Saad Al Jafali Al Nuaimi, issued the statement. The Cabinet reviewed the topics on the agenda.
H E the Minister of Education and Higher Education discussed in a presentation the distance learning programme which began in the country on Sunday, with a focus on the observation made by parents and students. H E the Minister said that the Ministry followed up on the remarks took the necessary measures to resolve these problems, including updating the systems program.
Afterwards, the Council considered the topics on the agenda. First the cabinet was briefed on the recommendations of the Shura Council on the measures taken to contain the Coronavirus (COVID-19). Afterwards, the cabinet approved hosting a seminar organised by International Civil Aviation Organization (ICAO) on emerging technologies in the field of air control, set to take place in the final quarter of 2020.
The cabinet also approved a Memorandum of Understanding between GCC member countries in the field of Waqf. The cabinet also took the necessary measures needed to ratify a memorandum of understanding between the government of the State of Qatar represented by the Ministry of Foreign Affairs and the United Nations Office of the Secretary-General’s Envoy on Youth (OSGEY).
The Cabinet then discussed the following topics and took the appropriate measures regarding them:
A study prepared by the Legislative Department of the General Secretariat of the Council of Ministers on the recommendation of the Shura Council that the punishment imposed for violation should be included with the gravity of the wrongful act. The views of The Ministry of Municipality and Environmental on the Shura Councils recommendation regarding judicial seizure. A draft decision from the Minister of Interior to amend some provisions of the executive regulations of the Traffic Law issued in decision No. (6) for the year 2010.

ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء وزير الداخلية، الاجتماع العادي الذي عقده المجلس ظهر أمس بمقره في الديوان الأميري.
وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء، بما يلي:
في بداية الاجتماع استمع مجلس الوزراء إلى الشرح الذي تقدم به سعادة وزير التعليم والتعليم العالي عن نظام التعليم عن بُعد والذي بدأ العمل به اعتباراً من يوم الأحد الموافق 22/ 3 / 2020، وما أثير من ملاحظات من قبل أولياء الأمور والطلبة حول النظام خلال فترة تطبيقه. وقد أوضح سعادة الوزير أن الوزارة تابعت ردود الأفعال والملاحظات المشار إليها وقامت باتخاذ الإجراءات اللازمة لحل هذه الإشكاليات ومنها تحديث برنامج النظام.
وبعد ذلك نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:
أولاً- أحاط مجلس الوزراء علماً بتوصيات مجلس الشورى حول الإجراءات المتخذة لمواجهة انتشار مرض فيروس كورونا (كوفيد-19).
ثانياً- الموافقة على استضافة الندوة التي تنظمها منظمة الطيران المدني الدولي حول التكنولوجيا الناشئة الخاصة بالمراقبة الجوية (الدوحة خلال الربع الأخير من عام 2020).
ثالثاً- الموافقة على التوقيع على مذكرة تفاهم بين دول مجلس التعاون لدول الخليج العربية في مجال الوقف.
رابعاً- اتخاذ الإجراءات اللازمة لاستصدار مرسوم بالتصديق على مذكرة تفاهم بين حكومة دولة قطر وتمثلها وزارة الخارجية، وهيئة الأمم المتحدة التي تعمل من خلال مكتب مبعوث الأمين العام للأمم المتحدة للشباب « OSGEY».
خامساً- استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة:
1- الدراسة التي أعدتها إدارة التشريع بالأمانة العامة لمجلس الوزراء حول توصية مجلس الشورى بضرورة تدرج العقوبة المفروضة على المخالفة مع جسامة الفعل المؤثم.
2- مرئيات وزارة البلدية والبيئة حول توصية مجلس الشورى بشأن الضبطية القضائية.
3- مشروع قرار وزير الداخلية بتعديل بعض أحكام اللائحة التنفيذية لقانون المرور الصادرة بالقرار رقم (6) لسنة 2010.
